Objectives : This study presents a scientific basis for the establishment of an environmental health contingency plan for dealing with accidental coastal oil spills and suggests some strategies for use in an environmental health emergency. Methods : We reviewed the existing literature, and analyzed the various fundamental factors involved in response strategies for oil spill. Our analysis included data derived from Hebei Spirit oil spill and used air dispersion modeling. Results : Spill amounts of more than 1,000 kl can affect the health of residents along the coast, especially those who belong to vulnerable groups. Almost 30% of South Korean population lives in the vicinity of the coast. The area that is at the highest risk for a spill and that has the greatest number of people at risk is the stretch of coastline from Busan to Tongyeong. The most prevalent types of oil spilt in Korean waters have been crude oil and bunker-C oil, both of which have relatively high specific gravity and contain volatile organic compounds, polycyclic aromatic hydrocarbons, and metals. In the case of a spill of more than 1,000 kl, it may be necessary to evacuate vulnerable and sensitive groups. Conclusions : The government should establish environmental health planning that considers the spill amount, the types of oil, and the distance between the spot of the accident and the coast, and should assemble a response team that includes environmental health specialists to prepare for the future oil spill.
The purpose of this study Is to recommand all kinds of library in Korea to develop a disaster plan. The materials in the library are apt to get damaged at once by such disasters as fire or flood etc. It is fortunate that we Have not found any big disaster at libraries in Korean. considering many cases of big disaster which distroy materials at library in foreign countries. In spite of the posibility of disaster any time, that will make librry loss of function, there are no library that have a disaster plan in Korea. Disaster plan is a guidance by which materials are conserved at ordinary times, protected and recoverd in contingency. It consists by four elements: prevention, preparedness, reaction and recovery. As libraries function by biblogrophic data and user data in automation system, it is also recommended to prepare system protection in the disaster plan.
본 논문에서는 해양오염 사고 시 방제장비를 얼마나 충분히 확보하여 방제작업 수행을 하여야 하는가가 매우 중요하기에 동적 시뮬레이션을 통한 위험분석을 하여 적정 방제장비의 확보를 위한 합리적 구성과 체계화 방안을 수립하는데 도움이 되고자 한다. 한 국가의 방제능력은 단순히 보유하고 있는 유회수기의 대수나 오일펜스의 길이로만 나타내어지는 것은 아니다. 국가의 방제능력은 방제장비의 양뿐만 아니라 오염 사고시 대응의 신속성과 체계성, 효율성을 고려하여 총괄적으로 표현되는 것이다. 이러한 국가방제능력 산정은 매우 복잡하며, 서로간의 상호관계가 매우 중요시되므로 시스템 다이나믹스 이론을 활용한 파워심을 이용하여 표현하였다.
The basic difference between the EKF(Extended Kalman Filter) and UKF(Unscented Kalman Filter) stems from the manner in which Gaussian random variables(GRV) are represented for propagating through system dynamics. In the EKF, the state distribution is approximated by a GRV, which is then propagated analytically through the first-order linearization of the nonlinear system. This can possibly introduce large errors in the true posterior mean and covariance of the transformed GRV, which may lead to sub-optimal performance and sometimes divergence of the filter. However, the UKF addresses this problem by using a deterministic sampling approach. The state distribution is also approximated by a GRV, but is now represented using a minimal set of carefully chosen sample points. These sample points completely capture the true mean and covariance of the GRV, and UKF captures the posterior mean and covariance accurately up to the 2nd order(Taylor series expansion) for any nonlinearity. This paper utilizes the UKF to determine spacecraft orbit when only magnetometer is available. Several catastrophic failures of spacecraft in orbit have been attributed to failures of the spacecraft mission. Recently studies on contingency-major sensor failure cases- have been performed. For mission success, contingency design or plan should be implemented in case of a major sensor failure. Therefore the algorithm presented in this paper can be used for a spacecraft without GPS or contingency design in case of GPS failure.
Occasionally, equipment in a distribution system fails due to damage from weather, vandalism, or other causes. Failures and unexpected events do not always occur as and where expected. Therefore, a good contingency plan, multi-zone or otherwise, provides flexibility by locating switches at various strategic locations so that parts of a feeder can be picked up in the event of line outages at various places. It is possible to create feeder system layout that achieve remarkable contingency support economics, even as their normal peak loading levels approach thermal capacity, by utilizing six, seven, or even nine switchable zones per feeder. But many switchable zones per feeder are of questionable practicality and effectiveness, because of the complexity and time required for the switching operation. In practice, a zonal scheme with between three and four zones will usually provide complete contingency backup for all feeders. Line switches have both capital and maintenance costs, the planning for multi-zonal schemes is considerably more difficult than or loop or single-zone systems, and the required switching operations required during contingencies take more time. But multi-zonal schemes are used because these costs come to far less than the cost of additional capacity required for loop or single-zone. In this paper, we present the optimal number of switchable zones per feeder in Kora distribution system.
CCPM(Critical Chain Project Management)은 기존의 사업관리 방법론인 PERT/CPM의 장점을 살리고 단점을 보완한 것으로서 각 과업의 예상 작업시간을 여유시간(padding)을 제거한 평균작업시간을 사용하고 핵심자원(Bottleneck)의 자원경합을 해소한 후 크리티컬 체인을 결정하고 일정계획을 수립하되, 각 과업의 여유시간의 일정 부분을 크리티컬 체인의 뒤에 공통의 프로젝트 버퍼(buffer)로 두어 일정관리 상의 변동을 흡수할 수 있도록 고안되었다. 또한 크리티컬체인에 포함되지 않은 비크리티컬 체인에 속한 과업들이 전체 일정의 지연을 초래하는 것을 방지하기 위해 공급버퍼를 두어 변동을 흡수할 수 있도록 하였으며, 자원의 조달 상의 불확실성을 완화하기 위해 자원 버퍼를 두고 있다. 프로젝트 버퍼 빛 공급 버퍼 관리를 통해 일상적인 일반변동 요인(common cause variation)에 일정 지연 흡수뿐 아니라 특별변동 요인(special cause variation)에 의한 위험의 관리 및 완화가 가능하도록 되어 있다. 프로젝트 버퍼 및 공급버퍼의 크기는 일반적으로 해당 체인의 전체 길이 1/2을 사용한다. 버퍼관리가 프로젝트 실행 및 통제 매커니즘으로 활용된다. 버퍼관리에서는 버퍼길이를 OK 영역, 주시 및 계획 영역 그리고 행동영역으로 나누고, 프로젝트 상태가 주시 및 계획 영역에 진힙하게 되면 위험상태에 대비해서 비상조치계획을 수립하며, 행동역역에 들어가게 되면 계획된 비상조치계획을 실행함으로써 일정지연을 만화하게 된다. CCPM에서는 작업자들은 자신의 작업을 최선을 다해 열심히 일하고 과업 종료시 즉시 프로젝트 책임자에게 보곰함으로써 후속 과업이 조기에 작업을 개시할 수 있는 릴레이경주 방식의 작업 메커니즘을 따르도록 요청받게 된다. 또한 일정 지연의 가장 큰 주범인 멀티태스킹 작업은 철저하게 금지되도록 관리한다.
This paper presents algorithm to plan construction and expanding of substation considering contingency accidents by proposing utilization factor according to configuration of bank system. In this paper, at first, proper sphere of supply area in each district which could be standardized with respect to its supply capacity is established under assumption which was made long term load forecasting in district respectively. Secondly, goal of utilization ratio according to configuration of substation bank was set to keep reliability by remaining sound bank when it happen to one bank accidents Finally, optimal construction and expanding of substation considering economy and reliability simultaneously about substation to exceed these ratio could be anticipated.
This paper proposes a method for choosing the best composite power system expansion plan considering a contingency security criterion. The proposed method minimizes the investment budget fer constructing new transmission lines subject to contingency criterion. it models the power system expansion problem as an integer programming one. The method solves for the optimal strategy using a branch and bound method that utilizes a network flow approach and the maximum flow-minimum cut set theorem. Although the proposed method is applied to a simple sample study, the test results demonstrate that the proposed method is suitable for solving the power system expansion-planning problem subject to practical future uncertainties.

오늘날 주민 생활공간과 인접해 있는 산업단지의 노후화 문제는 지역사회 안전을 위협하는 원인으로 지적되고 있다. 본 연구에서는 현행의 위험도 분석 및 지역사회 고지범위를 제고하기 위해 대안의 사고시나리오의 영향범위와 계절별 기상 최빈값을 활용하여 모사된 영향범위를 비교 분석하였고, 시간대별로 관측된 풍향을 계절별로 검토하여 독성물질 누출 시 피해 가능성이 높은 지역을 예측하였다. 또한 인명피해를 최소화하기 위한 한계 대피시간 및 최소 이격거리를 제시하였으며, 비상대응에 활용되고 있는 위해관리계획서를 고찰하여 인근 근로자 및 주민에 대해 한층 더 합리적인 안전대책이 이루어질 수 있도록 제언하였다.
