Processors for a base station controller such as call control processor have to serve usersdemand. Some of processors have been still used for the processing of call and 0&M (operation and maintenance) management by adopting embedded board type. This type can not provide users with a wide variety of environments for testing and debugging. User environments are regarded as a primary system factor in most systems and this is particularly so in designing and implementing the processor for base station controller in mobile communication systems. We describe the design and implementation of new user environment tool named QUEST for the next generation mobile communication system, IMT-2000. The simulation results of performance evaluations demonstrate that our system performs well for a base station controller without performance degradation.
As Internet of Things(IoT) has become one of the most rapidly growing market in the world, the number of embedded Android devices has increased. Therefore, it is necessary to set up an environment that connects and cooperates between the devices via network. The environment requires an ability not only to obtain information about other devices through a network but to control remote devices by invoking remote procedures. This paper suggests the Remote Binder, which is a method for remote procedure call between devices operating on Android platform. It invokes procedures of other Android devices without any revisions via network by extending the binder structure which is used for inter-process communication in Android.

Speedy development has been witnessed in communication technologies and the adoption of the Internet across the world. Information dissemination is the primary goal of these technologies. One of the rapidly developing nations in the Middle East is Saudi Arabia, where the use of communication technologies, including mobile and Internet, has drastically risen in recent times. These advancements are relatively new to the region when contrasted to developed nations. Thus, offenses arising from the adoption of these technologies may be new to Saudi Arabians. This study examines cyber security awareness among Saudi Arabian citizens in distinct settings. A comparison is made between the cybersecurity policy guidelines adopted in Saudi Arabia and three other nations. This review will explore distinct essential elements and approaches to mitigating cybercrimes in the United States, Singapore, and India. Following an analysis of the current cybersecurity framework in Saudi Arabia, suggestions for improvement are determined from the overall findings. A key objective is enhancing the nationwide focus on efficient safety and security systems. While the participants display a clear knowledge of IT, the surveyed literature shows limited awareness of the risks related to cyber security practices and the role of government in promoting data safety across the Internet. As the findings indicate, proper frameworks regarding cyber security need to be considered to ensure that associated threats are mitigated as Saudi Arabia aspires to become an efficient smart nation.
How does a public health crisis play into the digital rhetoric of states? As Covid-19 is presenting a situation in which countries need to manage the international environment in a relatively short period, their practices could signal how digitization is going to influence public diplomacy in the longer run. This paper explores state public diplomacy in the context of a public health crisis. It develops a theoretical framework of public diplomacy on social media through how and what states communicated during the first year of the Covid-19 pandemic. Through keyword and hashtag analyses, we identify two patterns. First, states usually regard social media as an instrument for domestic communication rather than public diplomacy. The international impact of messaging has not been prioritized or well-recognized. Social media platforms such as Twitter have global outreach and messaging can be seen by audiences all over the world. Messages intended for the domestic audience could have an international impact. Thus, any communication on digital platforms should consider their public diplomacy outcomes. Second, while social media platforms are claimed to be for networking at different levels, states tend to connect with other states rather than with international organizations during the pandemic. States do not like to mention international organizations like the WHO and the UN on Twitter. Instead, they were either busy dealing with internal problems or cooperating with another state to combat the virus.

The farming diary has significant value for farmers as it serves as crucial documentation, supporting evidence for eco-friendly and GAP (Good Agricultural Practices) certifications, as well as when applying for diverse subsidies. A detailed farming diary holds immense value, yet many farmers face challenges in document preparation, so even though training is provided on how to write a farming diary, making these remains impracticable for some. Therefore, this paper suggests using ChatGPT as a solution, enabling the effortless addition of comprehensive information to existing farming diary. With this method, it is expected that enhancing the thoroughness of the farming diary will significantly amplify its worth as robust certification evidence, thereby providing substantial support for future farming endeavors.

Various information and communication technologies (ICT) and electronic government (e-Government) projects have been planted in hopes of economic and social growth in developing economies. These types of ventures usually involve working in societies with their own unique cultures in various aspects that often cause "custom ways" of planning, implementing, coordinating, and controlling in IT projects, thus playing a grand role in determining the success of IT projects. Due to a lack of understanding of local cultural factors and a deficiency of cultural risk evaluation models, however, many IT projects especially in the context of developing economies face failure. This study investigates the major cultural factors involved in IT projects and their effects on IT projects in developing economies. The framework is validated using the United Nations Development Programme's (UNDP) information and communication technology (ICT) and e-Government project cases of two countries in Central Asia, Uzbekistan and Kazakhstan. This study will help project managers develop management practices and strategies associated with the cultural factors they face during the various stages of their IT projects in their specific contexts.

This study seeks to provide implications for domestic-related policies through exploratory analysis research to support AI-based policy decision-making. The following should be considered when establishing an AI-based decision-making model in Korea. First, we need to understand the impact that the use of AI will have on policy and the service sector. The positive and negative impacts of AI use need to be better understood, guided by a public value perspective, and take into account the existence of different levels of governance and interests across public policy and service sectors. Second, reliability is essential for implementing innovative AI systems. In most organizations today, comprehensive AI model frameworks to enable and operationalize trust, accountability, and transparency are often insufficient or absent, with limited access to effective guidance, key practices, or government regulations. Third, the AI system is accountable. The OECD AI Principles set out five value-based principles for responsible management of trustworthy AI: inclusive growth, sustainable development and wellbeing, human-centered values and fairness values and fairness, transparency and explainability, robustness, security and safety, and accountability. Based on this, we need to build an AI-based decision-making system in Korea, and efforts should be made to build a system that can support policies by reflecting this. The limiting factor of this study is that it is an exploratory study of existing research data, and we would like to suggest future research plans by collecting opinions from experts in related fields. The expected effect of this study is analytical research on artificial intelligence-based decision-making systems, which will contribute to policy establishment and research in related fields.

This study is a single-group study to check the effectiveness of nursing students on their communication credibility, communication confidence and clinical decision-making ability by implementing SBAR-applied simulation training to improve the difficulty of delivering clear information to medical personnel during transition. By combining simulation practices and SBAR training based on emergency situations of mothers and newborns, programs were developed and applied to communicate clearly and briefly to the medical staff about emergencies and to enhance communication skills. The subjects were 91 fourth-year nursing college students from one university in B metropolitan city. The data were collected from Feb. 18, 2019 to Feb. 28, 2019 and were analyzed using the SPSS/WIN 18.0 program as a paired t-test. The results revealed that the communication clarity measured after the simulation exercise (t=-3.99, p<.001), Communication Confidence (t=-8.60, p<.001), Clinical Decision Capacity (t=-4.66, p<.001) Statistically, it has increased significantly. Therefore, the purpose of this research is significant in that it seeks to promote the expertise of nursing college students by developing and applying simulation practical education programs to enhance the communication skills and clinical decision-making skills of nursing college students as prospective medical personnel.
Article 17 and 18 of the Korean Constitution respectively prescribe the violation of individual's right to privacy and the secrecy of wire communication. Meanwhile, Article 20 of the Criminal Code provides that an act which is conducted within the ambit of laws or pursuant to accepted business practices or which does not violate the social norms shall not be punishable. In 1999, the Constitutional Court held that media reports on public matters of public figures must be given strong constitutional protection, and treated differently from reports on private matters of private figures. In accordance with the decision, the Supreme Court has expanded the scope of constitutional guarantee of freedom of expression since 2002. This study analyzes the issue of media liability for publication of illegally intercepted wire communication by a third person. Particularly, it reviews Seoul High Court's ruling on 'X-file scandal' which disclosed intercepted wire communications between notable public figures regarding a slush fund for a presidential candidate. In the light of this analysis, the study concludes that the media reporting of the intercepted communication does not violate social norms of Article 20, and therefore it is entitled to a constitutional privilege.
We study an degree of alternativeness and a survivability of alternate routing algorithm in mobile ad-hoc tactical communication networks. The common channel signaling scheme is used and flood search routing algorithm is used for analysis. We also study a connectivity performance for flood search routing, restricted flooding and hybrid routing. From the results we expect low blocking probabilities with alternate routing and the conventional flood search routing shows better connectivity performance which results in high survivability.
