유아기 자녀를 둔 어머니의 아동권리 인식이 자녀의 행복감에 미치는 영향 (The effects of mothers' perception of children's rights on children's happiness in early childhood)

  • Objective: This study is to confirm the effect of mothers' perception of children's rights on the happiness of infants under the UN Convention on the Rights of the Child. Methods: This study was conducted on 383 mothers with children aged 3 to 5 attending daycare centers in Jeollanam-do, South Korea. Results: First, the difference in perception of children's rights according to the mother's general background did not show a significant difference in the mother's perception of children's rights, and the child's sense of happiness showed a statistically significant difference in the mother's education and child's gender. Second, there was a positive correlation between the mother's perception of child rights and the child's sense of happiness. Third, the effect of mothers' perception of child rights on children's happiness was significant, and in the sub-factors, it was found that the perception of participation rights had a significant effect on children's happiness. Conclusion/Implications: In this study, it was confirmed that mothers' perception of children's rights is important in promoting the happiness of early childhood children. Through this study, we would like to raise the need for parental education based on education on children's rights for mothers' awareness and practice of children's rights.

  • Children's rights in Korea have been gradually progressed since the ratification of the UNCRC in 1991. Children at risks, however, still remain in our society. In order to seek ways to overcome and minimize those threats, current issues have been dealt with. At the academic level, this study discusses about the diversification of research on the areas of child's rights, balanced research of Children's rights, an official agreement on the definition of children's age, an analysis of the policy and laws for children, effective education on children's rights, and an analysis of government budget for children. To promote children's rights in policy and practice, the following tasks have been suggested : (1) a periodical assessment of children's current states; (2) development of a monitoring system for independent children's rights; (3) a withdrawal of reservations of UN CRC; (4) establishment of a system for children's rights education; and (5) development of a child friendly community.

'아동권리지수' 적용을 통한 아동권리 비교 연구 (A comparative study on child rights through the application of a child rights index)

  • 지난 20-30년간 아동 옹호활동의 일환으로 아동의 현재 발달상황이나 삶의 질 등을 통합적으로 보여줄 수 있는 지수개발 연구가 활발히 수행되어 왔다. 국내에서도 제 2차 유엔아동권리위원회의 권고이후 아동의 권리상황을 체계적으로 모니터링 할 수 있는 지표 및 지수 생산의 관심이 증가하였고, 실제로 학계와 정부기관을 중심으로 아동권리 지표체계를 수립하고 이와 관련한 데이터를 수집하는 노력들이 이루어져 왔다. 그러나 이를 종합하여 직관적으로 현재 우리나라 아동의 권리상황을 보여줄 수 있는 아동권리지수 생산의 노력은 미진하였다. 따라서 본 연구에서는 아동이 현재 살아가고 있는 삶과 경험을 바탕으로 아동 스스로 느끼는 권리가 어떤 수준인지에 대한 종합적인 분석을 시도하였다. 이를 위하여 본 연구에서는 문헌연구 및 전문가 집단의 내용타당도 검증을 거쳐 생존권, 발달권, 보호권, 참여권의 4개 영역, 9개 요소, 38개의 아동 권리 세부지표를 만들었다. 그리고 전국 16개 시도의 초 중등학교에 재학중인 아동과 그의 부모 17000여명을 직접 조사하여 아동권리지수를 산출하였다. 그 결과, 아동권리지수의 지역 간, 학년 간 격차가 뚜렷하게 나타나는 것으로 확인되었다. 또한 아동권리지수는 아동의 가정 및 지역사회의 경제적 환경과 밀접한 상관관계가 있는 것으로 나타났다. 마지막으로 본 연구의 결과를 토대로 대한민국 아동의 권리지수를 향상시키고 비교 집단 간의 격차를 줄이기 위하여 아동예산의 증진과 인식변화의 필요성을 제기하였다.

아동권리관점에서 본 영유아보육법 제정법령 분석 및 평가 (An Analytical Study on the 1st Enacted 'Child Edu-care Act(1991)' - From the Perspective of Children's Rights)

  • The "Child Care and Education Policy(CCEP)" is important because it is responsible for providing 'care and education service' to young children in their 'most sensitive period' of human development. In reality, however, children's rights can only be sanctioned by adults and their rights are recognized at the level of abstraction. This study analyzes the 'Child Edu-care Act(CEA)' first enacted in 1991 from the 'perspective of children's rights', especially in terms of the rights of infants and preschoolers. In order to assess the CEA's "children's rights guarantee level", this study developed a number of standards based on the "UN Convention on the Rights of the Child(CRC)" and other documents. The results revealed that "children's rights guarantee level" was assessed against 4 categories ('Right to Survival and Development', 'Right to Welfare', 'Right to Education', and 'Right to Proper Care'), and the CEA(1991) was found to have a high guarantee level although it was enacted before Korea's ratification of the CRC. The results of this study can serve as a useful reference point for detailing children's rights and suggesting regulation standards for the CCEP.

아동권리에 관한 국제협약과 국내 아동복지법 비교 (A Comparative Study on UN Convention on the Rights of the Children and the Korean Child Welfare Law)

  • The purpose of this study is to monitor the implementation of UN Convention on the Rights of the Children (CRC) and to find out new directions for the promotion on the children's rights in Korea. Based on the module of International Save the Children Alliance (1993) about the children's rights and the Indicators of Korean Children's Wellbeing (Korean Council for Children's Rights, 1999), the revised Korean child welfare law (2000) as a related domestic law has compared with the 54 articles of CRC (1989). The results of this study are analyzed as follows: The Korean child welfare law has only 2 articles on the civil and political rights of the children in special need and neglects the economic, social and cultural rights of the general children at home. In consequence the Korean law has few survival rights of the general children for securing their adequate living standards and supplementing their parents' role. And it limits only to the development rights of the children in special need, therefore, it neglects the genera: children's rights to information, play and leisure, cultural activities. Above all, it has only 2 articles on the participation rights of the children in special circumstances. On the other hand, based on the indicators of Korean Children's Wellbeing, the collected data say that the budget for the child welfare is only 1.12% of the total budget of the ministry of the health and welfare and its 96.28% is for the children in substitutional care. Based on the results, implications for practice and future research are discussed, and new directions for the promotion of the children's rights are also suggested.

아동의 인권감수성과 인권상황인식에 영향을 미치는 변인 연구 (Research on the Variables Predicting Children's Human Rights Sensitivity and the Perception of Human Rights)

  • The purpose of this study was to investigate the difference in elementary school children's human rights sensitivity and the perception of human rights depending on child variables, family variables, school variables, and predictive influences among these variables. The participants were 1,364 elementary school children in the 'Current Status of Korean Children's and Youth's Rights(2013)'. The results of this study were as follows: First, the variables influencing children's human rights sensitivity were school life experience, grade, the degree to which adolescents think they are respected in deciding family issues, gender, experiences of teacher's swear words, experiences of being neglected, and experiences of being bullied at school. Second, the variables influencing children's perception of human rights were gender, experiences of parents' swear words, school life experience, the degree to which adolescents think they are respected in deciding family issues, and father's educational achievements. The results of this study offered fundamental data about the important issues in researching children's rights and the policy implications for enhancing them.

영유아기 자녀를 둔 어머니의 양육스트레스가 아동권리 존중양육에 미치는 영향과 양육태도의 매개효과 (The Effect of Parenting Stress on Respect for Children's Rights and the Mediating Effect of Parenting Attitudes of Mothers with Young Children)

  • Objective: This study examined the mediating effect of mother's parenting attitudes on the relationship between mother's parenting stress and respect for children's rights. Methods: The questionnaires were answered by 287 mothers with children aged 1 to 5 attending child-care centers in Gyeonggi-do, South Korea. The data was analyzed using descriptive statistics, Pearson correlation, and Structural Equation Model. Results: First, parenting stress did not directly affect respect for children's rights. Second, the indirect effect of the mother's parenting stress on respect for children's rights through affectionate parenting attitudes was significant. Third, it was found that parenting stress indirectly affects respect for children's rights through a rejection parenting attitude. Conclusion/Implications: In this study, it was found that mother's parenting stress indirectly affected respect for children's rights through parenting attitude. Based on this result, parent education and programs need to be developed to increase respect for children's rights.

IPA 기법을 통한 교사들의 유아권리에 대한 중요도 및 수행도 인식 차이 (Importance-Performance Analysis(IPA) of Teachers' Perceptions Regarding Young Children's Rights)

  • Objective: The purpose of this study was to investigate the differences in early childhood teachers' perceptions of the importance and institutional performance regarding young children's rights. Methods: 171 early childhood teachers responded to the questionnaires. The data were analyzed by using the paired sample t-test and the IPA graph to identify differences in the teachers' perceptions of the importance and performance of each right. Results: First, the teachers perceived the importance of children's rights to be high but low in institutional performance. The main effect of teaching years on the perception appeared significant only regarding performance of the rights of protection and participation. The main effect of teacher education experiences was significant in all areas except the importance of survival rights. The results from Two-Way ANOVA showed the two variables have no interaction. Second, the second quadrant of the IPA matrix displayed the items regarding initiative and autonomy of young children. Both inexperienced- and highly-experiencedteachers, when they had teacher education, recognized that the items related to participation rights should be further improved. Conclusion/Implications: We discussed the various ways in which children's rights should be improved and ways of improving teacher education according to teacher variables in order to promote young children's rights.

아동참여권에 대한 국내연구 동향분석 (Analysis of Research Trends on Child Participation Rights In Korea)

  • 본 연구는 아동권리영역 중 하나인 참여권과 관련된 연구 경향을 분석함으로써, 아동의 참여권 이행의 수준을 살펴보고 향후 연구와 실천현장에 대한 시사점을 제안하고자 한다. 이를 위해 유엔아동권리협약이 체결된 이후부터 2017년 5월까지 국내학술지에 게재된 아동참여권 관련 논문 27편의 연구경향을 분석하였다. 분석결과, 아동참여권에 대한 연구는 매우 제한적이었지만, 연구자들이 생각하는 아동참여권은 아동권리협약보다 확장된 개념이었으며, 아동참여권이 실행되는 맥락이 중요함을 제기하였다. 이러한 연구결과를 바탕으로 다음과 같이 제안하였다. 첫째, 다양한 맥락에서의 참여권 이행 과정에 대한 연구가 필요하다. 둘째, 일상생활의 참여권을 좀 더 강조할 필요가 있다. 마지막으로, 아동권리교육을 설계함에 있어 아동과 성인간 의견조율과정 포함을 제안하였다.

The Effects of discrimination abuser experiences and discrimination victim experiences on consciousness of Human Rights's at community children centers : Mediating Effects of Self-Esteem

  • The purpose of this study is to examine the effects of discrimination abuser experiences and discrimination victim experiences on the human rights consciousness of children in community children, In order to understand the role of self-esteem as a mediating role between these two variables, And to find practical and policy implications. For this purpose, we selected 662 elementary school sixth graders who participated in the second panel of the community children's center, the third year (2016), as the sample and used the structural equation model validation method. As a result of this study: First, the experience of discrimination abuser against children in the community children's center has negative effects on self - esteem. Second, the self-esteem of children in the community children's center showed a statistically significant effect on human rights consciousness. Third, the experiences of child discrimination abuse and discrimination of local children's centers showed significant influence on children's consciousness of human rights through self - esteem. In conclusion, we proposed practical use measures to promote positive emotional development and human rights consciousness of children in community children's centers.
