Police Officers' Cognitions of Police Investigation Specialization (수사경과제에 대한 경찰공무원의 인식)

  • This study set out to analyze the perceptions of investigative police officers and division police officers regarding Police Investigation Specialization, which had been in effect for four years, identify the problems, and search for alternative policies. The results led to the following alternative policies; first, the communication among the members should be facilitated by trading the jobs between investigative policemen and division members in certain percentage regularly, integrating job education and special work, and developing diverse support programs for detective activities to provide them with opportunities to experience and understand investigation. The second suggestion concerns the investigation members' morale. There should be a range of measures to boost their moral such as allocating separate budget and personnel to support the investigation department and the treatment of major criminal and civil cases, giving each investigation team an office and investigation room to improve their working environment, readjusting the promotion ratio of Police Investigation Specialization to introduce a promotion system proper for each investigation's characteristics. The third suggestion is to secure job efficiency. It's required to reinforce the current short-term specialized education program to bring up practical and professional investigators, open the certification exam of professional investigators to all members so that every policeman can have their abilities recognized and approved as long as they have the demanded capabilities, and create a system of shedding off the members idle at work by reflecting low performance records when evaluating the members to decide who to dismiss from Police Investigation Specialization. And finally, it's important to divide duties rationally. The rationality of duties division can be guaranteed by setting the guidelines for direct handling for the team leader to help him devote himself to his duties, defining objective criteria of measuring investigation workload, and creating devoted systems and teams for simple and small accidents so that experienced investigators can deal with high-profile cases.

Study on Reorganization of French Teacher Training System: Focusing on ESPE (프랑스 교원양성제도 개편에 관한 연구 : ESPE를 중심으로)

  • This study aims to draw implications by analyzing the direction of the reorganization of French teacher policy focusing on ESPE which was introduced in 2013 according to the flow of French education reform. When looking at the major changes in the French teacher training system, three revisions have been made over the last 25 years and starting from IUFM introduced in 1991 and through in 2009, ESPE, a new teacher training institute, has been introduced in 2013 and been running. ESPE is an independent professional teacher training institution for educating teachers (from kindergarten to university) as well as education specialists and the understanding of ESPE has a significance in that it can see the direction of reform of French teacher policy in the fact that all advantages of the former system is succeed at maximum and the disadvantages are complemented. When looking at the major reorganization direction of French teacher policy, first, it has strengthened its position as a research teacher by connecting teacher training with the master's degree program. Second, it pursued the balance between theoretical education and field training in teacher training. Third, eligibility criteria of teacher training become diversified and it's downgrading from master degree to bachelor degree. Fourth, teacher training, teacher recruitment exam, master degree in teaching and teacher certification are linked each other. Fifth, teacher training is made in two aspects, teachers as well as education specialists. In conclusion, French teacher policy has a great significance in terms of the fact that the will of reform improving the quality of education ultimately through establishing the status as research teacher and improving the quality of teachers can be seen.

A study on the reorganization of training programs for professionals in family-friendly workplaces (가족친화 전문인력 교육과정 개편을 위한 기초연구: 가족친화 전문인력을 대상으로)

  • The purpose of this research was to examine the experiences of three types of family-friendly workplace professionals (professionals here after) including consultants, certification auditors, and professional instructors, and to provide suggestions for the improvement of training programs aimed at such professionals. Ten professionals participated in focus group interviews. Two themes were identified: the competencies of the professionals and ways to improve the training system and the curriculums of training programs. Competencies are dependent on job type. Therefore, different training programs should be provided to the three types of professionals. To make training programs more comprehensive, most participants agreed that training program curriculums for the three types of professionals should link together. Participants also suggested increasing training time and differentiating training programs between new and experienced specialists. In terms of improving the training system, professional networking and the creation of a database for family-friendly programs were discussed. The findings suggest that training programs need to be restructured in line with the competencies required by the professionals and professionals' needs.

A Study on the Development and Application of Workforce Capacity of Local Children Center (지역아동센터 종사자 업무 역량 척도 개발 및 타당화)

  • There are many different job skill evaluation scales, but the development of the job skill scale for the workers in the local child care centers has much to be improved. The purpose of this study is to develop and validate the job skill scales for the workers of local child care centers. It is also the purpose of this study to specify the scope of work for such workers and define the job skills to develop a tool to evaluate the job skills of them, eventually. As for the study method, the researcher conducted literature review and Delphi survey to extract the job skill factors. Then, after going through a discussion with an expert, the researcher developed the preliminary questions to verify the validity of the contents and the certification validity. For this, a survey was conducted with the workers in local child care centers across the country, and a total of 221 questionnaires have been used for analysis. With this, a total of five job skill factors for such workers were identified, based on which 20 questions were developed to constitute the scale. The sub-factors identified were student supervision, program planning, child education, administrative works, and link-up with the local community. The confidence level of the scale developed in this study was Cronbach ${\alpha}=.940$(N=221). With the scale of the job skills of the workers in local child care centers, it would be possible to develop various job skill programs. And, this would be able to be used for evaluating the job skill levels of not only the workers in the local child care centers but also other child-care service providers.

A Basic Study of Verbs List for Vocabulary Learning Based on Augmented Reality (증강현실 기반 어휘 지도에서 동사 목록에 대한 기초 연구)

  • The present study is a basic study for application of Augmented Reality (AR) to verb teaching for children with language developmental disorders and is intended to examine validity for the list of verbs at the beginning of development. To confirm the validity of the verbs list, the appropriateness of the verbs was evaluated by three professors with certification of KSLP (Korean Speech-Language Pathologist) working in the department of Speech-Language Pathology at the university. The motion validity test was conducted by showing motion implemented as AR to eight master's students in Speech-Language Pathology major, having them record verbs that came to their mind, and evaluating in the conformity. The second motion validity test was conducted by using 5-point Likert scales to 87 undergraduates in Speech-Language Pathology major and having them see the motions in AR and marked the degrees to which them see the motions conform to the relevant verbs on the scales. Using the SPSS 21.0 program, descriptive statics analyses of the results were conducted. Through this all process, thirty verbs were selected as having content validity. It could be seen that when AR based communication system are applied, things and backgrounds that complement the insufficient movements of motions and help motion recognition should be also provided. In future studies, the 3D images of the AR based communication system will be complemented and the content validity will be verified with typically developing children and the children with language developmental disorders.

A Study of Teacher Libarians' Efficacy (사서 교사의 효능감에 관한 연구)

  • The purpose of this study is to analyze the characteristics of teacher librarians' efficacy and to propose some ways to enhance their efficacy. To do this, questionnaires on 30 teacher librarians who participated in the level 1 certification program of K university in 2018 were conducted. The results showed that their average efficacy was 3.38, the efficacy of teaching method was 3.60, the collective efficacy was 3.38, and the personal efficacy was 3.18. They had high personal efficacy on classroom management, the willingness to lead poor students and the possibility of problem student guidance, and collective efficacy on conflict management with fellow teachers and parents. On the other hand, personal efficacy in problem analysis and guidance for problem students, difficult contents and course instruction were low. Also, the collective efficacy of the conflict between the manager and the education office was low. They have a strong willingness to improve teaching methods for students and showed high efficacy about student synchronization and preparation for teaching. However, they were aware of the lack of learning skills and the lack of various teaching methods. The variables influencing their efficacy were graduation, education level, school size, and degree. Especially, the higher the education level, the more confident and enthusiastic about teaching problemmatic students and disadvantaged students. In addition, teacher librarians with high academic standards showed high confidence in conflict resolution with peers and parents and teaching methods. The improvement direction to enhance their efficacy in this study are increasing the ratio of teacher education in the field of education, reforming teacher librarians training before appointment, establishing supervision organizations for school libraries and improving their professionalism by going to graduate school.

Development of an Acceptance Criteria Implementation Flow Chart for verifying the Disposal Suitability of Radioactive Waste from Decommissioning of Nuclear Power Plants (원자력발전소 해체 방사성폐기물 처분 적합성 검증을 위한 인수기준 이행 흐름도 개발)

  • When the decommissioning of South Korea nuclear power plants is promoted in earnest with the permanent shutdown of Kori Unit 1 in 2017, a large amount of various types of radioactive waste will be generated. For minimal generation and safe management of decommissioning waste, the waste should be made by appropriate classification of the dismantling waste characteristics in accordance with physical, chemical and radiological characteristics to meet the acceptance criteria of disposal facilities. Replacing the preliminary inspection at the site for the compliance of the waste acceptance criteria (WAC) of medium and low-level radioactive waste with the generator's own radioactive waste certification program (WCP), from the perspective of disposal, the optimization of waste management at the national level contributes to the efficient availability of disposal, such as the processing of non-conforming radioactive wastes at the site. To this end, it is important to evaluate radioactivity in each system and area such as nuclear reactors before decommissioning is carried out in earnest, and the prior removal of harmful wastes is important. From waste collection to waste disposal, decommissioning waste should be managed at each stage in consideration of the acceptance criteria of disposal facilities to minimize the generation of non-conforming waste.

  • This study analyzed the effect of internal audit on the performance of the IATF 16949 automotive quality management system to understand the internal audit of companies and propose measures to activate the company's internal audit process. It was identified with the empirical analysis that 'The internal auditor competence, internal audit planning, internal audit implementation, infrastructure, culture/environment, and CEO support' to characterize IATF 16949 internal audit of automotive quality management system affects the internal performance and business performance of the company. In addition, I checked the size of the company and the period of certification period as moderating variables according to the sales based on the presented as factors that can improve the performance of the company, and how the moderating effects are seen in the relationship with the performance of the organization. I did analysis of technical statistics, exploratory factors, reliability, and multi-regression analysis with SPSS program. I summarized the results of the study, as a result of that, it was found that the internal audit planning, internal audit implementation, culture/ environment, and CEO support of independent variables affected the parameter and dependent variables (the internal performance and management performance of companies).

A Study on Automatic Solar Tracking Design of Rooftop Solar Power Generation System and Linkage with Education Curriculum (지붕 설치형 태양광 발전 시스템의 태양 위치 추적 구조물 설계 및 설치 실증 기법의 교육과정 연계)

  • To participate in global carbon neutrality, the Korean government is also planning to carry out zero-energy building certification for all buildings by 2030 through the enforcement decree of the 'Green Building Support Act'. Accordingly, the government is providing various projects related to solar power generation, which are relatively close to life. In particular, roof-mounted photovoltaic power generation systems are attracting attention in terms of using unused space to produce energy without destroying the environment, but low power generation efficiency compared to other photovoltaic power generation facilities is pointed out as a disadvantage. Therefore, in this paper, to solve this problem, we propose an efficient solar panel angle variable system through research on the solar panel structure for single-axial solar tracking, and also consider the application environment of the roof-mounted solar power generation system. Suggests measures to prevent damage and secondary damage. In addition, it is judged that it is possible to control the solar panel based on ICT convergence and configure the accident prediction safety system to link the project-based education program.

A Study on the Enforcement of Violation of Traffic Laws by Delivery Motorcycle Riders (배달 이륜차 라이더 교통 법규 위반 단속 연구)

  • Motorcycle accidents are increasing at an average annual rate of 10.01%, and fatalities are also increasing by 2.64%. Enforcement cameras are installed to enforce safe driving of more-than or equal-to four-wheeled vehicles on the road. Even though the main purpose of this enforcement camera is to disencourage the speed violation of all types of vehicle, one cannot expect complete enforcement by these cameras. In particular, enforcement of the motorcycle should rely on on-site activities through the input of on-site personnel. Recently, to discourage the illegal acts of motorcycling, the National Police Agency introduced the 'National Police Agency SMART National Report'. However, it is necessary to prepare an appropriate practical plan to maximize the effect of enforcement requiring continuous manpower management. This study proposed four types of rider certification IDs for delivery motorcycles. These IDs are institutional devices to manage delivery motorcycle riders. In addition, a experiment on enforcement was conducted using those license ID systems for delivery motorcycles. This experiment confirmed through the image-processing program (D-MESO) if one of the systems was possible to implement for enforcement on the delivery motorcycle rider's license.
