서울지역 가정어린이집 원장의 어린이급식관리지원센터 이용 경험 분석 (Administrators' Experience of Using Service Provided by Center for Children's Foodservice Management among Home-based Child Care Centers in Seoul)

  • This study examined the experience of administrators of home-based child care centers about CCFSM (Center for Children's Foodservice Management) service using a qualitative approach. Eight administrators of home-based child care centers in Seoul with more than one year's experience of CCFSM were interviewed regarding their opinions on support activities, standards, and foodservice management. The interviews were semi-structured with open-ended questions and they were transcribed and classified according to the subjects. There were negative opinions regarding the indications after a hygiene inspection leaving photographs or records behind, but most positive opinions were about round visits for foodservice sanitation and nutrition management. The participants thought that it is not enough that the number of nutrition education sessions for children be twice a year, and there was a suggestion to increase the rentals of nutrition educational materials. There was a complaint about the menus in that were difficult to prepare for lunch time or to obtain food ingredients for. The administrators poorly recognized how to use the standardized recipes and chlorine-based disinfectants, so they could not be applied properly. They also pointed out the problems of joint purchasing as low quality and high prices in the food service operation. They felt discriminated against compared to with larger scale child care centers because of their size and expressed concerns regarding the fact that many home-based child care centers were not included due to the lack of publicity and budget. Through the results, the CCFSM should provide a differentiated service and management by creating a dedicated team or staff for home-based child care centers so they will not feel left out. In addition, It is also important to constantly gather opinions to improve the menus and to use standardized recipes practically. In addition, it will be necessary to develop nutrition educational materials corresponding to the infants' age for home-based child care centers and increase the rent to expand nutrition education.

계층적 분석법(AHP)을 이용한 어린이급식관리지원센터 핵심성과지표(KPI)의 상대적 중요도 분석 (Analysis of Relative Importance of Key Performance Indicators for Center for Child-Care Foodservice Management through Analytic Hierarchy Process (AHP))

  • The objectives of this study were to assign reasonability to importance of weight selection issue in key performance indicator for performance evaluation of Centers for Child-care Foodservice Management (CCFSM) developed by using Balanced Scorecard (BSC), to draw key performance indicator (KPI) by perspective and to analyze differences in recognition on importance. From September 25 to October 9, 2012, we conducted a questionnaire-based study via e-mail, targeting chiefs and team leaders of nationwide 21 CCFSMs (43 persons), officials of local governments where CCFSM was established (21 persons), officials of Korea Food and Drug Administration (2 persons) and foodservice management experts (27 persons) in order to estimate the relative importance on 4 perspectives and 14 KPIs and analyzed its results by using 61 collected data. The results showed that relative importance of perspectives was estimated in order of importance as follows: business performance (0.3519), customer (0.3393), resource (0.1557), learning and growth (0.1531). Relative importance of KPIs was in order of importance as follows: Evaluation of sanitary management level in child-care foodservice facilities (0.1327), Level of customer recognition and behavior improvement (0.1153), performances of round visiting inspection on foodservice, sanitary, safety management, and foodservice consulting (0.0913). Our results showed that the recognition differences exist on the relative importance of perspectives and KPIs between officials of CCFSM, KFDA, local government and foodservice management experts. These observations will form the basis for developing evaluation systems, and it is considered that performance indicators developed on this basis will suggest direction of operation which CCFSM will have to perform.

어린이급식관리지원센터 지원에 대한 효과 평가: 메뉴관리 및 식사다양성 (Effectiveness of Center for Child-Care Foodservice Management for Menu Management and Dietary Variety)

  • The purpose of this study was to evaluate the effectiveness of Centers for Child-care Foodservice Management (CCFSM)'s support on menu management in child-care centers and kindergartens by comparing two perspectives of pre-support vs. post-support and established vs. non-established. To evaluate dietary variety, we used methods that considered both Dietary Diversity Score (DDS) and Dietary Variety Score (DVS). For surveying pre-support and post-support state by CCFSM, we collected and analyzed menus of June and September, 2012, targeting 7 CCFSM supported institutions. Meanwhile, for surveying state in CCFSM established and non-established areas, we collected and analyzed menus of June, 2012, which were implemented in institutions in CCFSM established (181 places) and non-established (106 places) areas. The results of evaluation on the dietary support by CCFSM showed that post-supporting state by CCFSM (95.3%) was significantly higher than pre-supporting state (77.2%) (p < 0.001) and established areas (87.4%) were significantly higher than non-established ones (77.2%) (p < 0.05) on 'Meeting the DRI for infant'. Evaluation of dietary variety between pre- and post-support state by CCFSM showed that post-support state (total 77.3 point) was higher than pre-support state (total 76.4 point). Evaluation of dietary variety between established and non-established areas showed that established areas (total 81.1 point) were significantly higher than non-established ones (total 77.1 point) (p < 0.001). Therefore, it is considered that dietary support service conducted by CCFSM contributes to improve variety level of diet provided by child-care centers and kindergartens.

서울 소재 어린이급식관리지원센터 수행 사업에 대한 어린이 급식소의 만족도 분석 - 회원 구분에 따른 비교를 중심으로 - (Satisfaction with Children's Foodservice Facilities about Program at Center for Children's Foodservice Management in Seoul: Difference between Associate Members and Regular Members)

  • The purpose of this study was to investigate satisfaction with children's foodservice facilities about program at Center for Children's Foodservice Management (CCFSM) by focusing on differences between associate and regular members. In December 2014, an online survey was conducted at 155 children's foodservice facilities which were enrolled members at CCFSM in Geumcheon-gu, Seoul. The questionnaire included the general characteristics of respondents, satisfaction with CCFSM's services : 'Field consulting', 'Education and training for cook', 'Menu', and 'Newsletter'. The questionnaire was responded by 78 foodservice facilities for children, including 42 regular members (53.8%) and 36 associate members (46.2%). The analysis rate was 50.3% and the majority of respondents were child-care centers (94.9%). As a result, satisfaction with 'Newsletter (4.87 points/5 points)' was the highest while 'Menu (3.95 points)' was the lowest. Satisfaction with 'Education and training for cook' of regular members (4.74 points) was significantly higher than that of associate members (4.41 points). For factors affecting overall satisfaction with CCFSM's service, there was a difference between associate and regular members. Regular members were significantly affected by 'Menu (p<0.001)', and 'Newsletter (p<0.05)'. Associate members were affected by 'Education and training for cook (p<0.05)'. Thus, satisfaction with Menu of CCFSM should be increased. The results of this study show that there was a difference in satisfaction between associate and regular members. Therefore, CCFSM program should be implemented depending on the characteristics of foodservice facilities for children and their needs.

어린이급식관리지원센터 지원 서비스 만족도 조사를 통한 성과 분석과 발전 방향 (A Performance Analysis by the Satisfaction Survey for Center for Children's Foodservice Management and Developmental Direction)

  • This study sought to understand the requirements of registered institutions and parents of beneficiary children's through a satisfaction survey conducted at Center for Children's Foodservice Management (CCFSM) and to improve quality to create a model example of site-based meal safety management in accordance with population trends. In 2019, the comprehensive satisfaction level of the director and parents rose 2.4 points and 2.9 points, respectively, compared to the previous year, and the comprehensive satisfaction level of the director and parents continued to rise from 2015 to 2019. The gap between the highest and lowest institutions is narrowed to 13.5 points year-on-year from 21.4 points. National Institute of Food and Nutrition Service will need to make efforts to upgrade regional centers through (Human Resource Development(HRD) training to strengthen their job-specific capabilities and minimize the standard deviation of each center. Since local centers are distributed across the country and have field-oriented service support systems, CCFSM will need to manage the healthy eating habits of the underprivileged, provide information necessary to establish proper eating habits, strengthen education, and establish a customized food safety service system.

어린이 급식소의 위생관리 실태 조사 및 방문지도에 따른 위생관리 개선 효과 분석 (The Assessment of Food Safety Practices and the Effect of Visiting Education on Food Safety Improvement in Children's Foodservice Facilities)

  • 본 연구는 어린이 급식소의 위생 안전관리 실태를 조사하고, 경기 남부지역 소재 총 102개소의 어린이 급식소를 대상으로 1년 동안 순회방문지도를 실시한 결과 위생 안전관리 수준이 어느 정도 개선되었는지를 평가하고자 수행하였다. 평가 대상 급식소는 어린이집이 84.3%, 유치원과 지역아동센터가 각각 7.8%였다. 그리고 운영주체는 민간이 70.6%, 국공립이 19.6%, 법인이 9.8%였다. 급식 원아수는 50명 미만이 46.1%, 50명 이상 100명 미만인 곳이 53.9%였다. 위생 안전관리 실태 평가 결과 총점은 평균 84.09점이었고, 위생 안전관리 평가 총점은 급식소 구분에 따라서는 어린이집과 유치원에 비해 지역아동센터의 평가 점수가 유의적으로 낮았다(p<0.01). 또한 급식소 운영주체에 따라서는 국공립으로 운영하는 곳이 민간에서 운영하는 곳에 비해 위생 안전관리 점수가 유의적으로 높았다(p<0.001). 그리고, 급식 원아수가 50명 이상인 경우가 50명 미만인 경우에 비해 위생 안전관리 총점이 유의적으로 높았다(p<0.01). 한편, 위생 안전관리 수행도가 90% 이상 되는 항목은 전체의 41.0%, 수행도가 60%미만인 항목은 전체의 15.4%였다. 이 중 수행도가 가장 낮은 항목은 '채소와 과일의 세척 소독 실시'(26.5%)였다. 또한 순회방문지도 평가 회차에 따른 위생 안전관리 평가 총점의 차이 분석을 실시한 결과 1, 2회차 때에는 유의적인 차이를 보이지 않다가 3회차에서는 1, 2회차에 비해 평가 점수가 유의적으로 상승하였다. 그리고 이원분산분석을 실시한 결과, 전체 위생 안전관리 총점은 급식소 구 분(F=21.730, p<0.001)과 순회방문지도 회차(F=7.968, p<0.001)에 따라서 유의적인 차이가 있었고, 급식소 운영주체(F=31.387, p<0.001)와 순회방문지도 회차(F=7.507, p<0.001)에 따라서 유의적인 차이가 있었다. 또한 급식 원아수(F=17.133, p<0.001)와 순회방문지도 회차(F=17.065, p<0.001)에 따라서도 유의적인 차이가 있었다. 이 결과를 종합해볼 때 어린이 급식관리지원센터의 순회방문지도는 어린이 급식소의 위생 안전관리 수행도를 효과적으로 향상시키는데 기여했다고 판단된다.

어린이급식관리지원센터 직원의 업무만족, 직무만족, 조직몰입 및 이직의도 (Task Satisfaction, Job Satisfaction, Organizational Commitment, and Turnover Intension of Center for Children's Foodservice Management Employees)

  • 본 연구는 전국의 어린이급식관리지원센터 중 총 30개 센터, 227명의 직원을 대상으로 2013년 12월 27일부터 2014년 1월 30까지 업무에 대한 만족도, 전반적 직무만족, 조직몰입, 이직의도를 조사하고 이들의 관계를 규명함으로써 어린이급식관리지원센터 사업의 효과를 높이고 직원들의 직무만족을 높일 수 있는 방안을 제시하고자 하였으며, 연구의 결과를 요약하면 다음과 같다. '어린이 대상 방문교육'의 업무만족도가 4.24점으로 가장 높았고, '재정관리' 업무만족도가 2.92점으로 가장 낮았다. 직무만족 조사도구의 타당도 분석을 위해 탐색적 요인분석을 실시한 결과 총 9개의 요인이 도출되었다. 직원의 직무만족에 대한 응답 결과 전반적 직무만족의 전체 평균값은 3.45점으로 나타났고, '동료와의 관계' 요인이 평균 3.99점, '직무성취감' 요인이 평균 3.98점, '회원 어린이급식소와의 관계'가 평균 3.45점으로 높게 응답되었다. 직무만족이 가장 낮게 응답된 요인은 '보수'로 2.45점이었으며, '업무의 양' 요인도 2.66점으로 낮게 응답되었다. 직원의 조직몰입에 대한 응답 결과 조직몰입의 전체 평균값은 3.54점으로 이직의도의 전체 평균값은 3.07점으로 나타났다. 전반적 직무만족, 조직몰입, 이직의도에 영향을 끼치는 단면적 직무만족 요인 회귀분석 결과 전반적 직무만족, 조직몰입, 이직의도에 공통적으로 상사와의 관계, 직무성취감, 고용안정성 및 복리후생 요인이 유의적인 영향을 끼쳤다. 센터의 공통적인 대표 업무 6가지로 영양순회지도 업무, 위생 안전순회방문지도, 어린이 방문교육, 조리원 방문교육, 집합교육, 재정관리를 선정하여 업무만족도, 근무하는 센터의 개소시기, 직원의 직위와 직무만족, 조직몰입, 이직의도 간의 관계를 보기 위하여 6개의 모형의 경로분석을 실시하였다. 6개의 모든 모형에서 업무만족도는 직무만족에 유의적인 영향을 끼치는 것으로 나타났으며, 조직몰입이 직무만족에 비해 이직의도에 직접적으로 더 강한 상관을 보였고, 직무만족과 이직의도 사이에 조직몰입이 매개하는 것으로 나타났다. 업무에 대한 만족도가 높은 위생 안전순회방문지도 업무(업무만족도 3.88점), 어린이대상 방문교육 업무(4.24점), 조리원대상 방문교육 업무(3.80점)는 경로모형에서 업무만족도가 직무만족도와 조직몰입에 유의적인 영향을 끼치는 것으로 나타났다. 타 업무에 비해 업무만족도가 4.24점으로 확연히 높게 응답된 어린이대상 방문교육 업무의 경우 업무만족도가 이직의도에도 유의적으로 영향을 끼치는 것으로 나타나, 업무만족이 이직의도에 미치는 영향력을 알 수 있었다. 따라서 업무만족도가 낮은 업무를 수행하는 직원을 대상으로 업무가 센터 업무 수행에 있어 중요한 역할을 함을 상기시킴으로써 조직몰입을 높이거나 업무만족이 낮은 업무와 높은 업무를 센터의 상황에 맞게 적절히 혼합하여 업무를 배정하는 방법을 통해 업무만족도를 높이는 방안을 찾는 것이 필요하다. 또한 직무만족이 조직몰입과 이직의도 모두에 유의적인 영향을 끼치므로 직무만족에 유의적인 영향을 끼치는 '상사와의 관계', '담당기관과의 관계', '직무성취감', '고용안정성 및 복리후생' 요인에 해당하는 직무환경을 개선하여 최종적으로 이직의도를 감소시키고 센터에 필요한 유능한 인재를 안정적으로 확보할 수 있도록 해야 할 것이다.
