국외 NaTech 사례연구를 통한 재난관리 방안 고찰 (Discussions on the Disaster Management for NaTech based on the Foreign Case Studies)

  • Natural disasters can cause major accidents in chemical facilities where they can lead to the release of hazardous materials which in turn can result in fires, explosions or toxic dispersion. Technological disasters triggered by natural disasters are referred to as NaTech(Natural Disaster Triggered Technological Disaster). These trends increase the probability of catastrophic future disasters and the potential for mass human exposure to hazardous materials released during disasters. In the present study, we proposed some methods for effective disaster management by conducting case study of major NaTech. First, establishing information sharing system of chemical accident for stakeholders and improving disaster manuals and standards of central and local government and co-operation support system. Second, activating information service of emergency planning and community right to know. Third, improving the integrated chemical accident database including NaTech accidents.

정유 및 석유화학플랜트 중대사고 전조신호 평가지표 개발에 관한 연구 (A Study on the Development of Assessment Index for Catastrophic Incident Warning Sign at Refinery and Pertrochemical Plants)

  • 정유 또는 석유화학플랜트에서 폭발 등과 중대사고가 발생할 때 심각한 인명 및 재산피해를 야기시켜 보험시장에 큰 영향을 끼쳐왔다. 일반적으로 정유, 석유화학공장 등 장치산업에서 이러한 사고 발생시 국립과학수사연구원, 사고원인 조사자, 손해보험사 손해사정사 등이 조사하여 손해 및 사고와 가장 인접한 근인 위주로 사고원인을 도출하고 있다. 반면 실제 중대사고로 이어지기까지 문제 및 결함으로 작용한 여러 중대사고 전조신호에 대한 근본원인분석을 실시하여 예방대책을 수립하는 것이 중요하나 그 동안이에 대한 것이 미흡하였다. 이에 본 연구에서는 전 세계에서 발생된 중대사고 사례에 대하여 근본원인분석 방법과 스위스치즈모델 원리를 활용한 기여요소분석법 등을 통하여 도출하였던 미국 화학공정안전센터의 중대사고 전조신호 자체평가 도구의 전조신호 판단기준 항목을 우선적으로 고찰하였다. 여기에 실제 정유 및 석유화학플랜트 내 중대사고 전조신호가 해외재보험사 Loss control engineer 등 Auditor 들에게 어떠한 식으로 권고되어 왔는지 확인하고자 지난 17년간 Loss Control Engineer가 Risk Survey 이후 도출하였던 안전권고사항 약 614개를 분석하였다. 최종적으로 이를 중대사고 전조신호 평가지표로 개발이 용이하도록 정유 및 석유화학플랜트에서의 중대사고 전조신호 판단기준을 유형별로 그룹화한 후 상위 및 하위 항목으로 구분하였다. 또한, 정유 및 석유화학공장 관련 전문가(40명)에게 설문 실시 및 AHP기법을 적용하여 각 항목별 가중치(중요도)를 도출하여 최종 전조신호 판단기준과 항목별 가중치가 적용된 '정유 및 석유화학플랜트에서의 중대사고 전조신호 평가지표'를 개발하였다. 그리고 개발한 지표를 8개의 정유 및 석유화학플랜트에 적용하여 분석하였다. 본 연구에서 개발된 평가지표는 정유 및 석유화학공장 등 장치산업에서의 중대사고 예방을 위하여 추적관리 되어야 할 전조신호 항목 및 요소가 무엇인지 인식하고 취약수준을 평가하는데 도움이 될 수 있고, 관련 사업장 자체 관계자뿐만 아니라 외부 auditor들에게 유용하게 활용되리라 판단된다.

미디어 이용과 외상 후 스트레스 장애(PTSD): 세월호 사건을 중심으로 (Media Use during the Sewol Ferry Disaster and Post Traumatic Stress Disorder)

  • 세월호 사건은 재난의 일반적인 피해 수준을 넘어 온 국민들에게 정신적 충격을 준 참사이다. 이 연구는 세월호 사건과 관련한 미디어 이용으로 대리된(vicarious) 재난 경험과 이용자의 외상 후 스트레스 장애(post-traumatic stress disorder: PTSD) 간의 연관성을 탐색하는 데 목적이 있다. 이를 위해 세월호 사건 발생 직후인 2014년 4월 28일부터 12일 동안 수도권 소재 종합대학과 중고등학교 학생 417명을 대상으로 수집한 답변 자료를 분석한 결과, 세월호 사태 기간 중에 주요 재난 사건 뉴스정보를 접하는 채널이 소셜 미디어인 경우 신문이나 TV방송보다 더 높은 수준의 외상을 나타냈다. 또한 재난 사건 뉴스정보와 소셜 미디어 이용량이 많을수록 PTSD와 정적인 인과관계를 나타냈다. 본 연구 결과는 재난 사건에 대한 미디어 매개 심리적 외상 문제의 작동기제와 경험적 결과를 제시하며 후속 연구를 촉발한다는 데 의의가 있다.

원자력 발전소 사고의 근사적인 베이지안 예측기법 (An Approximation Method in Bayesian Prediction of Nuclear Power Plant Accidents)

  • A nuclear power plant can be viewed as a large complex man-machine system where high system reliability is obtained by ensuring that sub-systems are designed to operate at a very high level of performance. The chance of severe accident involving at least partial core-melt is very low but once it happens the consequence is very catastrophic. The prediction of risk in low probability, high-risk incidents must be examined in the contest of general engineering knowledge and operational experience. Engineering knowledge forms part of the prior information that must be quantified and then updated by statistical evidence gathered from operational experience. Recently, Bayesian procedures have been used to estimate rate of accident and to predict future risks. The Bayesian procedure has advantages in that it efficiently incorporates experts opinions and, if properly applied, it adaptively updates the model parameters such as the rate or probability of accidents. But at the same time it has the disadvantages of computational complexity. The predictive distribution for the time to next incident can not always be expected to end up with a nice closed form even with conjugate priors. Thus we often encounter a numerical integration problem with high dimensions to obtain a predictive distribution, which is practically unsolvable for a model that involves many parameters. In order to circumvent this difficulty, we propose a method of approximation that essentially breaks down a problem involving many integrations into several repetitive steps so that each step involves only a small number of integrations.

화학공장의 중대사고에 따른 예상손실액 산정 및 대책연구 (A Study on Estimation and Management of Loss Due to Catastrophic Accident)

  • This study evaluated the effect of the accidents caused by fire, explosion, and toxic gas release by using SuperChems, quantitative hazardous material release modeling software, which estimates the potential area of damage. According to the loss severity, the appropriate risk management principles can be applied. Risk management is divided into the two methods which are risk control and risk financing. Risk control includes risk avoidance, risk spreading and diversification, and risk reduction. Risk financing includes risk retention and risk transfer. The results of this study can help the related company determine the appropriate reserve fund and the amount to be insured against the third party losses according to the estimated loss severity.

만성수면부족의 사회적 영향 (Effects of Chronic Insufficient Sleep on Society)

  • Industrialization has brought great changes in human life. Human sleep patterns have also been much influenced by industrialization and the invention of electricity and the light bulb. Insufficient sleep is a common problem with considerable health, social, and economical impacts on modern society. In this review, we will outline the present state of insufficient sleep in our society, especially catastrophic accidents related with chronic sleep insufficiency. We will discuss the effect of sleep deprivation on human performance by reviewing the literature. We will also emphasize the role of sleep specialists in this issue and highlight the areas in which the principles of sleep medicine can constructively improve public policy and public health.

Application of GIS Technology for Developing Emergency Management System on High-Speed Lines

  • Due to almost all tracks of new Kyoungbu high-speed lines(HSL) consisting of bridges and tunnels, HSR operational safety management is very important factor for passenger safety and preventing catastrophic event. Especially, it is important to approach the scene of the accident and assist in saving lives as soon as possible under emergency conditions. Therefore it is essential to prepare access methods and available resources in advance in order to support emergency correspodances promptly and effectively. This paper persents an application of geographical information system(GIS) for developing emergency management system as well as batabase system on tracks and facilities, electric/communication equipment and safety equipment required to support emergencies. The on-site information on the proximity of HSL is expressed on the numerical map, which can be helpful to call external supports such as medical service, local authorities, police offices, fire brigades, and etc. for the emergency situations.

  • In the case of a high-valuable asset, the Operation and Maintenance (O&M) phase requires heavy charges and more efforts than the installation (construction) phase, because it has long usage life and any accident of an asset during this period causes catastrophic damage to an industry. Recently, with the advent of emerging Information Communication Technologies (ICTs), we can get the visibility of asset status information during its usage period. It gives us new challenging issues for improving the efficiency of asset operations. One issue is to implement the Condition-Based Maintenance (CBM) approach that makes a diagnosis of the asset status based on wire or wireless monitored data, predicts the assets abnormality, and executes suitable maintenance actions such as repair and replacement before serious problems happen. In this study, we have addressed several aspects of CBM approach: definition, related international standards, procedure, and techniques with the introduction of some relevant case studies that we have carried out.

  • Computer system is widely used for controlling systems such as nuclear power plant, train speed control and air plane control. The failure of computerized controlling system can be arrived to catastrophic accident, so the safety ensuring of computerized controlling system is very important. This paper shows how to improve and ensure the safety of computerized systems. In this paper, we show how to identify, analyze hazards of the computerized system and to demonstrate risk of the system. Finally, we show how to adopt safety techniques for improving safety of the target system.

A Study on the Enhancement of the International Regulatory Regime for Sea Transport of Radioactive Material through Improving the INF Code

  • The transport of radioactive material by sea is strictly governed by the international regulatory regime which is established by both IAEA and IMO. Nonetheless, although the current regime is well established, due to catastrophic results of potential accident, it is essential to keep identifying areas where further enhancement is necessary. This paper reviews the current regulatory regime governing sea transport, such as IAEA Regulations, IMDG Code and INF Code. Then, specific requirements of the INF Code are analyzed for the purpose of identifying areas where improvement is necessary from the perspective of ships. Through this analysis, this paper identifies areas to be improved and proposes to improve the INF Code which can supplement the current regulatory regime for sea transport of radioactive material.
