This study analyzes the entrepreneurship policies of the previous Korean administrations from the perspective of the Policy Paradigm by Hall(1993). A total of 195 newspaper articles and 202 government documents were examined to identify policy paradigm shifts through an analysis of policy objectives, policy instruments, and changing quality of policy instruments by each administration. The first paradigm was built during the 5th and 6th Republic, where 'Support for Small and Medium Enterprise Establishment Act' was enacted in 1986 to promote and support start-ups in the manufacturing sector. Next is the so-called 'people's government' period where 'Act on Special Measures for the Promotion of Venture Businesses' was enacted to tackle the challenges posed during the 1997 Asian financial crisis. A new policy goal was set to promote and nurture venture companies seeking subsequent means to achieve it. The third paradigm shift took place during President Moon's administration in order to effectively respond to the issues stemming from the fourth industrial revolution and the COVID-19 pandemic. Through the overall revision of the 'Support for Small and Medium Enterprise Establishment Act', the scope of startups were expanded, new industries and technology startups were supported and promoted, and venture investment-related laws were streamlined. In addition, the Small and Medium Business Administration was promoted as the Ministry of SMEs and Startups, enabling them to take initiative in implementing startup policies. Particularly, this study focuses on examining the low survival rate of startup companies and the revitalization of private investment as rising policy issues for recent startups, and suggests the improvement direction due to startup policy paradigm shift.

The purpose of this study was to determine the statistical usefulness of using atypical text data collected from media that are easy to collect to overcoming limits of the existing data related to economic activities of disabled people. In addition, by performing semantic network analysis, major issues by period that could not be grasped by statistical analysis were also identified. As a result, semantic network analysis revealed that the initiative of the public sector, such as the central and local government bodies, was strongly shown. On the other hand, in the private purchase sector, it was also possible to confirm the consumption revitalization trend and changes in production activities in the recent issue of Covid-19. While the term "priority purchase" had a statistically significant relation with the other two terms "vocational rehabilitation" and "employment for the disabled". For the regression results, while the term "priority purchase" had a statistically significant association with the other two terms "vocational rehabilitation" and "employment for the disabled". Further, some statistical analyses reveal that keyword data taken from media channels can serve as an alternative indicator. Implications for issue detection in the field of welfare economy for the disabled is also discussed.
While there is a rapid transition to smart work due to COVID-19, not many studies have measured the changes in organizational culture after firm-wide institutionalization of smart work. Through a questionnaire and a series of stakeholder interviews, this study examined how and to what extent employees' perception of organizational culture changed after the introduction of smart work in a large leisure service company H in South Korea. The working culture of the organization is measured as the changes in the organizational members' perception on seven dimensions: strategic innovativeness, organizational flexibility, fair human resource management, rational decision making processes, organizational vitality, trustful collaboration, proactive leadership. The results demonstrated that, after the introduction of smart work, the organizational members' perception on strategic innovativeness, organizational flexibility, organizational vitality, trustful collaboration have declined significantly while the changes in fair human resource management, rational decision making processes, and proactive leadership are insignificant. Though found to be insignificant, follow up interviews revealed that participants think that the role of management leadership is very critical for the smart work systems to be institutionalized successfully. While the smart work may have different effects depending upon industry or organizational characteristics, this study present a case for changes in organizational culture after institutionalizing smart work. Implications are discussed with further research issues at the end.

This study explores the online learning experiences of Chinese foreign students in Korea by using the CQR process and method. To gather data, researchers conducted online, in-depth interviews with 15 Chinese university students in Korea who were enrolled in the spring and fall semesters in 2020. After compiling the research, the data were segmented into four domains and 13 categories, with 36 subcategories identified from among foreign students' online learning experiences. The results show that Chinese students perceived the convenience of online classes and personalized learning as its strength, but considered lowered motivation and lack of concentration as weaknesses. Also, they experienced an increase in the amount of learning, spending more time studying online, using personal learning strategies, and getting help from friends and the university's online learning system. Moreover, they experienced difficulties related to class notifications, guidance, and interactions with the instructors. Foreign students studying in Korea need their instructor's facilitation in order to understand and participate in online classes, reinforcing a student's self-directed learning ability, and need appropriate guidance and support in terms of the online class environment.

Due to COVID-19, the importance of public medical facilities, especially hospitals specializing in infectious diseases, is rising. Despite the government's strong will, the establishment of public medical facilities and infectious disease hospitals has not been properly established. This is because the overall system related to the construction of public medical facilities does not sufficiently reflect social and economic changes and the trend of the times. The purpose of this study is to derive limitations and problems related to the guidelines for preliminary feasibility studies of public medical facilities and to present alternatives. This study proposes 'Option Value' as an alternative. Since the option value is a willingness to pay for an uncertain situation, it is theoretically reasonable and reasonable to reflect it as an additional benefit. Normally, the value of existence is not seen, but the system that is seen in a crisis is in the 'medical and health'. Therefore, it is necessary to find a system that is invisible even in the feasibility evaluation in the medical and health, and constantly improve and develop a methodology that can estimate changes in the welfare of citizens within the system. I expect this study to play a role as a catalyst.
The purpose of this study was to investigate the association factors of dental infection control by applying the health belief model in the dental hygienists. This study subject was 142 dental hygienists from 15 to July 5, 2020. Data were analyzed by chi-square test ANOVA, correlation analysis, and multiple regression analysis using SPSS version 23.0. The performance of dental infection control in accordance with the general characteristics of research subjects was high in case when they had educational experiences of infection control, and when they 'always' did medical examinations by interview about infectious diseases(p<0.01). The group of dental hygienists working for dental clinics with less than average 50 patients a day showed the highest rate of wearing a mask and latex gloves as personal protective gears(p<0.05),(p<0.01). When the wearing of protective goggles(face shield) and the frequency of exchanging masks after the outbreak of COVID-19 were more, the performance for infection control was increasing(p<0.05),(p<0.01),(p<0.001). In this study, it is difficult to generalize the results of the study because the research area and the subject are limited by selecting the subjects by convenience extraction, and focusing on the degree of awareness of infection control by dental hygienists, the actual status of infection control in dentistry is carefully illuminated. What you didn't do can be seen as a limitation. Considering the results of this study, the performance of infection control could be increased by removing obstacles and increasing the importance and perceived benefits of infection control of dental hygienists.
Recently, the untact healthcare industry due to COVID-19 has been attracting attention, and the telemedicine industry based on medical information has become a field of the healthcare industry receiving attention. However, in Korea, due to obstacles in the legal system, telemedicine is still illegal between doctors and patients. In the case of neighboring China, the reality is the opposite of the recent rapid growth of the telemedicine industry under the leadership of the government. This study looks at this from the perspective of the industrial innovation system on the grounds that telemedicine is an industry and innovative technology needs to be changed to clarify the difference between domestic and Chinese telemedicine industries. As a result of analyzing China's telemedicine industry on the seven sub-divisions of demand conditions, innovators, networks et al., Such as seizing appropriate opportunities for demand driving effects and appropriate communication between economic actors were identified as major success factors. This researcher proposes the following suggestions. first, it conforms to the current digital New Deal policy flow, and conducts a demand survey on the change in demand for medical services in the 4th Industrial Revolution and the Untact Era. For the introduction, a plan to conduct a demand survey for the public and second, second, a plan to grow and intensively foster digital high-tech medical care as a new industry was suggested.
With Covid-19, the era of Untact has arrived. Online is bound to develop because face-to-face has become difficult among the threats of the Corona virus. Even in this era, even worship services to God have been offered online. Teenagers, the generation most accustomed to online, seem to easily adapt to online worship. Online youth worship is expected to continue even in the post-corona era. If so, the theological reflection on whether online youth worship is possible is necessary. Through theological reflection, we need to secure theological justification for online youth worship, and strive to make it a better and more accurate online worship service. Online worship tailored to the eye level of youth and online worship that meets the spiritual needs of youth should be planned, prepared, and implemented. This paper presented the theological justification for online youth worship by looking at the definition of worship, elements of worship, places of worship, and history of worship. In addition, while examining the characteristics of adolescence, it suggested why online youth worship is important and necessary. Then, in order to plan online youth worship that is more advanced and more accurate than the online worship currently being conducted in each church, the reality of online youth worship was presented by examining the purposes, contents, and methods of online youth worship.

Sports activities conducted by multiple people are difficult to proceed in a situation where a widespread epidemic such as COVID-19 is spreading, and this causes a lack of physical activity in modern people. This problem can be overcome by using online exercise contents, but it is difficult to check detailed postures such as during face-to-face exercise. In this study, we present a model that detects posture and tracks movement using IT system for better non-face-to-face exercise content management. The proposed motion tracking model defines a body model with reference to motion analysis methods widely used in physical education and defines posture and movement accordingly. Using the proposed model, it is possible to recognize and analyze movements used in exercise, know the number of specific movements in the exercise program, and detect whether or not the exercise program is performed. In order to verify the validity of the proposed model, we implemented motion tracking and exercise program tracking programs using Azure Kinect DK, a markerless motion capture device. If the proposed motion tracking model is improved and the performance of the motion capture system is improved, more detailed motion analysis is possible and the number of types of motions can be increased.

After the spread of COVID-19, the OTT market has grown rapidly. Accordingly, competition of OTT platforms has intensified. Among them, TVing provides users distinct characteristics of service, such as media and commerce, to differentiate it from other platforms. It is important to offer appropriate usability when proving combined service in one mobile application. Otherwise, it can adversely affect the user experience. In this regard, this research conducted usability testing of TVing and found out what user experience should be considered when integrating different characteristics of service in one mobile application. Through the usability testing, we measured and analyzed effectiveness, efficiency, and satisfaction based on the ISO usability testing guidelines. As a result, three important considerations of UX design for mobile application of combined services were found; 1) connectivity between services, 2) easy navigation, 3) consistent UI design, and 4) relations between subjects and provided information. This design consideration is expected to be applicable not only to TVing mobile application, but also to the situation where composed services are provided in one application.
