The purpose of this study is to learn current state of social welfare funds of 6 major cities, and to find better ways to execute those funds as well as to facilitate studies on them. So far, the studies on funds were limited to those on large ones such as pension, yielding scant number of studies on local ones, which could be the practical tools to resolve the problems of the area. To do this, I analyzed the scale of the funds (i.e. the amount of the funds raised, the amount changes in fund execution, and the comparison of the scale between each fund accounts and general accounting) and the characteristics of the fund programs (i.e. the comparison of scales of fund programs of each fund accounts, the content of the programs of each fund accounts, and the characteristics of the budget of each fund accounts). The result shows that 1) the scale of the funds changed accordingly as they were maintained, curtailed and expanded; 2) the scale of the funds were 0.02~1% of that of the general accounting; 3) the fund programs were mostly for decreasing poverty, centered on self support; 4) the social welfare funds and the funds for women were not clearly separated in some local governments, instigating the arguments on the identity of social welfare funds; and 5) the fund programs were run by civil organizations, different from general accounting programs. Based on the findings, to efficiently utilize the social welfare funds, I suggest 1) expansion of the fund scales; 2) diversification of the self-support programs to decrease poverty; 3) specification of the identity of the social welfare funds; and 4) establishment of the public and civil governance.

Annually repeated flood damage is bringing about the rapid increasement of the loss of human lives and properly, and the enormous social cost for the restoration work is required. The annual amount of flood damage caused by the abnormal climate is reached about 1% of GDP, so more effective management of the flood control operation is needed to prevent the repetitive flood occurred same region. Also, the systematic planning and management or river improvement works are keenly required for the more effective execution of government working budget that expense to recover or to prevent the flood damage. The several organizations of government - Ministry of Construction & Transportation, Ministry of Government Administration and Home Affair, Ministry of Agriculture and Forestry, Ministry of Environment, Ministry of Science & Technology, Korea Meteorological Adminstration and so on - are promoting the flood prevention operations, but those promotion system makes it difficult to maintain the consistency of works. In this study, we try to develop the Web-GIS system prototype that will be able to effectively manage the nationwide river improvement works and to establish a framework that will be able to maintain the consistency of river improvement works. To achieve the study goals, we analysed current system of flood prevention operations, gathered related documents, had interviews with many government employees, and developed the Web-GIS system prototype.
International Exposition Yeosu Korea 2012 was held from May 12th 2012 to August 12th 2012 in New Port area of Yeosu-city, Jeollanam-do, Korea. 105 Nations and 10 international organizations participated in this mega event, and the total number of visitors amounts to 8.2 million. This study appraises the effectiveness of preparation for Yeosu Exposition. The main focus of this study is not on criticizing the problems that occurred in the transport measures. Instead, it looks at the current aspects of establishment and execution process and suggests how they can be applied differently in future transport management for international mega events held in Korea. The suggestions of this study are as follows. First, when establishing transport management plans for international mega events, the geographical features and trip resistance of the venue must be taken into consideration. Second, tasks should be distributed distinctly between the central government and the local government in order to prevent any dissension or inefficiency. Third, transport management needs to be consistent and transport guidance should be efficient in an effort to minimize visitor inconvenience. Last, transport management must be regarded as objective and rational from the outside view and the budget should follow timely based on this account.

Construction projects have unique characteristics that these may be carried out by contractors thus, cost should be estimated before execution. The importance of cost estimation and cost check has become increasingly emphasized in all phases of construction project that would be performed numerously. It is needed that owner have to estimate reasonable budget, and contractor should predict the bid price. However, there are lack of standard cost estimation method before quantity takeoff, cost analysis method, and cost database thus, the method of area cost, such as square foot method, is as used as ever in Korea. Therefore, this research suggested standard cost database structure CUBE, and analysis method of item quantity per one household categorized by area type. Whereafter, database of all item quantity of finish work has been built with 90 building cost data, and validated it's availability. In this respect, the suggested method and the findings from this research are expected to help enhancing the efficiency and productivity of cost estimation in Korea.
Increasing uncertainties in the technological innovation environment and increasing technology competition also present new challenges in terms of industrial technology security. Therefore, the purpose of this study was to identify the direction of policy change necessary for the improvement of related policies in the future by examining the importance and implementation of the government's industrial technology security support policies for small and medium-sized enterprises engaged in industrial technology innovation activities. As a result of the analysis, first of all, small and medium-sized enterprises that responded to the government's industrial technology security support policy were perceived to be less performing than the importance of the program. These results can be said to mean that selective budget expansion for related policy programs may be necessary, along with efforts to improve the quality of each program. Second, an analysis of the differences in group recognition between new technology certification firms and industrial technology verification(certification) companies showed that significant differences exist between groups for the program. These results suggest that more effective operation of the relevant policies may require policy enforcement in consideration of the level of security and will of each company in industrial technology, as much as the quantitative characteristics of the entity. This study is meaningful in providing the necessary policy directional basic information for the design and execution of more specific and effective industrial technology security policies by presenting empirical research results that domestic small and medium-sized enterprises are aware of about the government's industrial technology security policies.

The proportion of elderly people over 50 years old in the total population of Korea increased from 29.2% in 2010 to 34.8% in 2015. As a result, the proportion of construction workers over 50 years old compared to the total construction workers increased from 20.1% in 2010 to 27.0% in 2015. In this aging society, the construction industry has faithfully carried out the business objectives and budget execution of measures to prevent disasters against elderly workers, but there was a limit to the fundamental prevention of disasters. Because the countermeasures for the prevention of construction disaster are considered on all ages rather than elderly workers. This study investigates the safety and health status of elderly workers at construction sites and suggests the plans to reduce disaster. In particular, to reduce disasters of rapidly growing elderly workers, the authors reviewed the related literature and safety regulations, statistics on the causes of industrial accidents, statistics on the status of industrial accidents, and applied to 3,549 workers who participated directly in the construction activities. The authors surveyed the actual situation of safety and health, presented the comprehensive disaster reduction measures by analyzing the current status and problems of disaster prevention projects. If the countermeasures proposed in this paper can be reflected in the actual policy, it is expected that the countermeasures will be possible to reduce the disaster of the elderly workers at the construction site, which is gradually increasing.

As solve the shortage problems of storage space for exhibition facilities, the South Korean government is establishing plans to expand storage space for exhibition facilities. From a medium- to long-term perspective, an energy-efficient storage space for exhibition facility is needed to implement efficient state budget execution and achieve national greenhouse gas reduction goals. In this regard, this study analyzed the energy consumption of storage space for exhibition facilities according to the use of absorption materials. To this end, a case study was conducted on 12 storage spaces for exhibition facilities in South Korea. Compared to the storage space using the absorption material, the storage space without using the absorption material showed an increase in HVAC system operation time by 47.50% during summer periods and 58.85% in non-summer periods. In particular, the analysis found that in the case of storage for 'H' exhibition facility, the energy cost was reduced by 2,721,700 won/year after remodeling work using the absorption material. It is expected that the findings of this study can help the government and the person in charge from construction companies to construct energy-efficient storage space room for exhibition facilities.
Major countries, such as the U.S., UK and Germany have reformed their national intelligence systems in the face of transnational, asymmetric and comprehensive threats since September 11, 2001 and have strengthened the intelligence capacity involved in countering terrorism and WMD proliferation, right/left extremism threats. The Korean Moon Jae-in government is preparing a reform plan to eliminate illegal political intervention and abuse of power by the National Intelligence Service(NIS) and to rebuild it as an efficient national intelligence agency for national security. In discussing the reform direction of the NIS, it is necessary to discuss in detail whether adopting a separate model of intelligence agencies to restrict domestic intelligence activities of the NIS and concentrate on foreign intelligence activities or establish new domestic intelligence agencies. Second, as for the issue of transferring anti-Communism investigation authority of the NIS to the police, it needs to be carefully considered in terms of balancing the efficiency and professionalism of intelligence agency activity in the context of North Korea's continuous military provocation, covert operations and cyber threats. Third, it should strive to strengthen the control and supervision functions of the administration and the National Assembly to ensure the political neutrality of the NIS in accordance with the democratization era, to guarantee citizens' basic rights and to improve the transparency of budget execution.
This study presents the problems in the records management of special project teams at J University. Methods for the improvement plan were also proposed in this study. To achieve these objectives, five special project teams from J University, which were supported by the Ministry of Education, were selected. To collect relevant information, twelve staff members and experts were then interviewed. The records produced by the projects should be managed as evidence of the project evaluation and transparent budget execution. Proper management can be a good material for research. However, the management of project teams is vulnerable in comparison with the records of other universities. The main reason is that although the project team produces various types of records, it has not been recognized as the Department of Processing. Another reason is that the project teams are temporary institutions and do not possess authority over the entire project process. To solve the aforementioned problems, this study proposes improvement plans in the following aspects: institutional, cognitive, administrational, and systemic. In the institutional and cognitive aspects, policy and regulation were set up. In the administrational aspect, the relation and role of each element were defined. In conclusion, the plans for building the Combined Archives System were suggested. In addition the methods on how to connect with the KORUS-which will be introduced in 2017-and the system currently being used are proposed.

Defense R&D is a key process for securing weapons systems determined by mid- and long-term needs to cope with changing future battlefield environments. In particular, the test and evaluation provides information necessary to determine whether or not to switch to mass production as the last gateway to research and development of weapons systems and plays an important role in ensuring performance linked to the life cycle of weapons systems. Meanwhile, if you look at the recent changes in the operational environment of the Korean Peninsula and the defense acquisition environment, you can see three main characteristics. First of all, continuous safety accidents occurred during the operation of the weapon system, which increased social interest in the safety of combatants, and the efficient execution of the limited defense budget is required as acquisition costs increase. In addition, strategic approaches are needed to respond to future battlefield environments such as robots, autonomous weapons systems (RAS), and cyber security test and evaluation. Therefore, in this study, we would like to present strategies for improving the testing and evaluation of weapons systems by considering the characteristics of the security environment that has changed recently. To this end, the improvement strategy was derived by analyzing the complementary elements of the current weapon system operational test and evaluation system in a multi-dimensional model and prioritized through the hierarchical analysis method (AHP).
