Several drinking water treatment plants (DWTPs) produce the bottled tap waters (BTWs) as pilot production and provide them for noncommercial use. In 2008, acetaldehyde and chloral hydrate were detected in some BTWs and the public worry over the safety of the water. In this study, the BTWs produced from 7 DWTPs were tested for 13 chemicals including disinfection byproducts (DBPs). The level of four trihalomethanes (THMs) were increased up to 15 days. The average concentration of them was 0.0075 mg/L at the time of bottling and it was increased to 0.0214 mg/L after 15 days. The average acetaldehyde concentration was 0.0406 mg/L at the time of bottling but it was went up to 0.2251 mg/L after 11 days and then decreased. Although the initial concentrations of DBPs were below the drinking water standard, we also traced them at different storage conditions. Temperature affected the formations of THMs and acetaldehyde concentrations significantly. While the average concentration of THMs ranged from 0.0113 to 0.0182 mg/L at $25^{\circ}C$, it was increased to 0.0132 ~ 0.0256 mg/L at $50^{\circ}C$. In case of acetaldehyde, concentration ranged from 0.0901 to 0.2251 mg/L at $25^{\circ}C$, it was increased to 0.3394 ~ 1.0591 mg/L at $50^{\circ}C$. Throughout the tests with 7 BTWs samples, none of the chemicals was exceeded the drinking water standard of Korea. Therefore, it is recommended to avoid the exposure of BTWs to sunlight or high temperature during distribution and storage.
The knowledge on the migration of antimony (Sb) from PET bottles into the water is of greate concern. Antimony in all bottled water marketed in korea and in raw water was analyzed. The detection rate of antimony in total bottled water was 88 % and 100% in PET (Polyethylene terephthalate, PET), 55% in PC (Polycarbonate, PC) bottled water. 55% of raw water contained antimony. The average concentration of Sb in PET bottled water was $0.39{\mu}g/L$, higher than PC bottles ($0.20{\mu}g/L$) and the raw water ($0.22{\mu}g/L$). The migration of Sb into water that is stored in different conditions (room temperature, $45^{\circ}C$, and direct sunlight exposure) was investigated for 180 days. The migration tendency increased with the storage time and temperature. PET bottles showed a sharp increase of Sb concentration at $45^{\circ}C$, but there was no differences between the room temperature and sunlight exposure. The Sb migration in all simulated solution(deionized water, 4% acetic acid, and 20% ethanol) also increased with storage time and temperature. The Sb migration values ranged from 0.35 to $0.49{\mu}g/L$ in all simulated solution, which was far below the permissible korean migration level of $40{\mu}g/L$. There was a tendency that the number of re-use of a bottle and the amount of leaching were in inverse proportion.
먹는 물 중 bromide의 국내 외 시험방법에 대한 분석 조건을 비교하여 최적 시험조건을 확인하고 ion chromatograph-suppressed conductivity detector (IC-CD)를 사용하여 먹는 샘물 및 지하수 원수 중 bromide 함량을 분석하였다. 지하수 원수 중 bromide농도와 먹는 샘물 중 bromide 및 bromate 의 농도 합과의 상관관계를 조사하였다. 시료 전처리를 위해 먹는 샘물 20 mL를 온가드 Ba-, H-카트리지 순서대로 통과시키고 마지막에 $0.2\;{\mu}m$ 맴브레인 필터로 여과 하였다. 여과한 시료는 IC-CD에 주입하였으며, 시료 중 bromide는 10~50 mM의 수산화이온용액 이동상에 적합한 가드 및 분석용 컬럼인 AG 19 및 AS 19에 의해 분리하였다. Bromide의 검정 곡선은 $0.5\sim80\;{\mu}g/L$의 농도 범위에서 $r^2$값이 0.9993으로 좋은 직선성을 보였으며, 검출한계(MDL) 및 정량한계(LOQ)는 각각 0.2, $0.5\;{\mu}g/L$이었다. 실제 먹는 샘물 23 개와 먹는 샘물 공장의 지하수 원수 75 개의 시료 중 bromide를 분석한 결과, 각각 평균농도는 $14.7\;{\mu}g/L$, $20.4\;{\mu}g/L$이었다. 지하수 원수 중 bromide농도와 먹는 샘물 중 bromide 및 bromate의 농도 합과의 상관계수(r)는 0.808이었다.
샘물개발허가의 유효기간은 5년이며, 연장허가를 위하여 만료 6개월 전까지 샘물환경영향조사 보고서를 첨부하여 기간 연장을 신청하여야 한다. 제출된 보고서의 심사과정에서 가장 큰 관심은 샘물 취수에 따른 지하수위 강하, 원수 수질분석 및 감시정의 모니터링 결과에 집중된다. 중생대 백악기 지역과 선캠브리아기 변성암 지역에 각각 위치하는 먹는샘물 제조업체의 취수정에 대하여 수중모터펌프의 양수능력과 양수시간을 조절하는 방법으로 수위강하량과의 상관성을 조사하였다. 양수능력을 감소시키는 방법이 매시간 동일하게 양수시간과 회복시간을 조정하는 방법보다 수위강하량을 줄이는데 효과적이었다. 또한 변성암 지역에 설치한 감시정에 대하여 pH센서의 계측자료를 분석한 결과, 설치 후 경과시간에 따라 계속 증가하여 일정한 값에 수렴하는 것으로 조사되어 관리가 어려운 pH항목을 감시정에서 제외하거나 사용자 친화적인 계측방법으로 보완이 필요할 것으로 판단된다.
상수원이 오염되고 수돗물 수질을 불신함에 따라 이에 대한 방어적 지출로서 생수 및 정수기에 대한 지출이 늘어나고 있다. 이러한 두 가지 지출자료를 분석하기 위해서는 세 가지 중요한 측면을 고려해야 한다. 즉, 지출에 있어서 영의 자료가 많이 관측되며, 두 가지 지출이 서로 상호종속적일 수 있고, 또 내생적으로 함께 결정될 수 있다. 따라서 본 논문에서는 이변량 토빗 연립방정식 분석을 통해 영의 관측치, 상호종속성, 내생성의 문제를 명시적으로 다루고자 한다. 1997년 서울에서 수집된 가구서베이 자료를 이용하여 두 가지 지출함수의 모수들을 추정한다. 분석결과, 두 지출간에 상호종속성이 발견되었으며, 한 가지 지출변수는 다른 지출함수에서 통계적으로 유의하였다. 따라서 본 연구에서 이용된 이변량 토빗 연립방정식 모형은 생수 및 정수기 소비지출 자료의 분석에 적합하다고 판단된다. 마지막으로 지출의 소득 탄력성 및 가구크기 탄력성 추정치도 제시한다.
Organoleptic parameters such as color, odor, and flavor influence consumer perception of drinking water quality. This study aims to evaluate the taste of the selected bottled and tap water samples using an electronic tongue (E-tongue) instead of a sensory test. Bottled and tap water's mineral components are related to the overall preference for water taste. Contrary to the sensory test, the potentiometric E-tongue method presented in this study distinguishes taste by measuring the mineral components in water, and the data obtained can be statistically analyzed. Eleven bottled water products from various brands and one tap water from I city in Korea were evaluated. The E-tongue data were statistically analyzed using multivariate statistical tools such as hierarchical clustering analysis (HCA), principal component analysis (PCA), and partial least squares discriminant analysis (PLS-DA). The results show that the E-tongue method can clearly distinguish taste discrimination in drinking water differing in water quality based on the ion-related water quality parameters. The water quality parameters that affect taste discrimination were found to be total dissolved solids (TDS), sodium (Na+), calcium (Ca2+), magnesium (Mg2+), sulfate (SO42-), chloride (Cl-), potassium (K+) and pH. The distance calculation of HCA was used to quantify the differences between 12 different types of drinking water. The proposed E-tongue method is a practical tool to quantitatively evaluate the differences between samples in water quality items related to the ionic components. It can be helpful in quality control of drinking water.
Due to global climate change, Korea is experiencing flooding and drought severely. It is hard to manage water resources because intensive precipitation during short periods and drought are commonly occurred in Korea, recently. Severe drought occurred in 2015 and 2017 in the islands, and coastal and inland areas in Korea, and the citizens experienced decreased water supply and emergency water service by using bottled water. Therefore, the Korean government provided additional governmental funds such as the grant of drought disaster. In this study, we tried to calculate the cost of water for drought response based on the cost of tap water for the regional local governments in Korea and the grant of drought disaster by the Ministry of the Interior and Safety in Korea, etc. The estimated costs of water for drought responses in coastal and inland areas which have a chance to apply alternative water sources such as brackish or seawater desalination and water reuse in Korea were higher than in other areas in Korea. Additionally, as the novel approach of drought response, the 300 ㎥/day-scale desalination vessel was suggested to provide desalinated water for the islands in Korea. The estimated expenses of water supply for the target island areas (Sinan-gun and Jindo-gun) by the desalination vessel was lower than those by emergency water service by using bottled water.
먹는샘물 제조업체의 경우 주기적인 환경영향조사, 일취수량 제한, 그리고 취수량 및 수위, 수질(pH, EC, 온도)을 1시간 간격으로 계측하여 매월 보고하고, 정기 수질검사 등을 통해 엄격히 관리하고 있어 과잉 취수로 인한 지하수위 강하와 같은 문제가 발생하는 사례가 적으나 제조업체 주변 지하수관련 민원의 원인 제공자로 각인되고 있는 실정이다. 그러므로 환경영향조사의 물수지 분석 시 수문분야 전문가들의 평가에 부합하고, 비전문가에게도 쉽게 접근할 수 있는 기법의 제시가 필요하다고 판단된다. 따라서 샘물 취수정이 위치한 소유역의 지표수 수위 및 유출량을 측정하고 상시하천의 월별 기저유출량을 분리하였다. 또한 동일 유역의 지하수(취수정), 지표수, 강수의 산소, 수소 동위원소를 분석하여 지하수와 지표수의 함양특성에 관하여 추정하였다.
자연의 신자유주의화가 다양한 분야에서 진행되는데, 물의 상품화는 가장 보편적인 경우로 물의 공공재 성격으로 인해 세계 여러 지역에서 갈등을 유발하고 있다. 이 글은 물의 상품화와 공공재의 갈등 외국 사례를 고찰하며 광범위한 관점의 필요를 제시하고, 이를 토대로 한국의 경험 특히 지하수에 전적으로 의존하는 제주도의 물 상품화와 공공재 갈등을 검토해 보았다. 최근 민간 기업의 물 생산과 판매가 제주도의 지하수 공수화 입장과 대립하며 갈등을 겪고 있는데, 관광 관련 호텔과 골프장의 다량의 지하수 사용, 가장 많은 지하수를 사용하는 농업, 그리고 지방 정부가 자체적으로 지하수 먹는 샘물 상품화를 주도하는 상황은 중요하게 다루어지지 않고 있다. 이러한 지역 상황은 물의 상품화 대비 공공재 갈등에 대한 보다 충실한 이해를 위해 고려될 필요가 있으며, 지방 정부가 주도적으로 공공 자원으로의 공수화를 선언하면서 동시에 물의 상품화를 추구하는 제주의 사례는 자연의 신자유주의화 지리에 다양성을 더하는 모습이다.
