Study on the Characteristics of Bus Traffic Accidents by Types Using the Decision Tree (의사결정나무를 활용한 업종별 버스 교통사고 특성 연구)

  • PURPOSES : This study was initiated to analyze the characteristics of bus traffic accidents, by bus types, using the decision tree in order to establish customized safety alternatives by bus types, including the intra-city bus, rural area bus, and inter-city bus. METHODS : In this study, the major elements involved in bus traffic accidents were identified using decision trees and CHAID algorithm. The decision tree was used to identify the characteristics of major elements influencing bus traffic accidents. In addition, the CHAID algorithm was applied to branch the decision trees. RESULTS : The number of casualties and severe injuries are high in bus accidents involving pedestrians, bicycles, motorcycles, etc. In the case of light injury caused by bus accidents, different results are found. In the case of intra-city bus accidents, the probability of light injury is of 77.2% when boarding a non-owned car and breaching of duty to drive safely are involved. In the case of rural area bus accidents, the elements showing the highest probability of light injury are boarding an owned car, vehicle-to-vehicle accidents, and breaching of duty to drive safely. In the case of intra-city bus accidents, boarding owned car, streets, and vehicle-to-vehicle accidents work as the critical elements. CONCLUSIONS : In this study, the bus accident data were categorized by bus types, and then the influential elements were identified using decision trees. As a result, the characteristics of bus accidents were found to be different depending on bus types. The findings in this study are expected to be utilized in establishing effective alternatives to reduce bus accidents.

The Proposal of System Structure for Using Safe Personal Mobility Devices (안전한 개인형 이동장치 사용을 위한 시스템 구조 제안)

  • Recently the use of personal mobility devices is rapidly increasing, and the businesses related to personal mobility devices are quickly growing as well. Although the use of personal mobility devices provides convenience for short distance movements, many problems occur due to the lack of safety devices and the absence of associated road traffic laws. The number of accidents caused by using personal mobility devices continues increasing every year, and the injuries or deaths are seriously happening with those accidents. When using personal mobility devices, there are basic safety precautions such as wearing a helmet, prohibiting boarding with more than two people, prohibiting boarding with more than 100kg, prohibiting using after drinking alcohol, and so on. However, it is exposed to traffic accidents because there is no way to check before using the system. Therefore, to ensure the user's safety in using the electric kickboard among personal mobility devices, this paper proposes a system that can check the user's safety state before using the electric kickboard. It is possible to safely use personal mobility devices and prevent accidents by proposing a system structure of the electric kickboard that can be used after checking for the use of more than two people, overweight, wearing a helmet, and drinking alcohol.

Analysis of Collision Risk Perceived by Ship Operators in Ship Collision Risk Situation (선박충돌 위기상황에서 선박운항자가 지각한 충돌위험도 분석)

  • Objective: The purpose of this study is to present the basic guidelines for preventing human error by measuring and analyzing the risk of collision perceived by the ship operator in the collision risk situation by using Korea Coast Guard patrol ships. Background: In the last 5 years, 97.5% of the causes of ship collision occurred at the sea was caused by human factors. However, the rate of marine accidents due to human error has not been reduced yet. Experiments and researches on the ship operators using the ships in actual operation are rarely performed. Method: Using two K.C.G Ships on the sea, the ship measured by 30 persons who are the subject of the ship (ship operator) when both ships approach and the relative distance gradually decreases in four encounter situations, perceived ship collision risk (PSCR) data were analyzed by statistical analysis. Results: The age and boarding career of the ship operator in the situation of ship collision risks encountered a negative impact on perceived collision risk in all four opposing encounter situations S1 ($000^{\circ}$), S2 ($045^{\circ}$), S3 ($090^{\circ}$) and S4 ($135^{\circ}$) respectively. That is, the higher the age of the ship operator, the lower the perceived risk of collision and the lower the age, the higher the risk of collision. Also, there was a difference between the average of group A (20~30 years) and group B (40~50 years) according to age of the ship operators at $000^{\circ}$, $045^{\circ}$ and $090^{\circ}$ and there was no difference at $135^{\circ}$. The mean difference of the experience of boarding career was also significantly different between group A (less than 4 years) and group B (more than 5 years), but there was no significant difference at $135^{\circ}$. Conclusion: The results showed that age and boarding career of the ship operators had negative impact on perceived collision risk and there was a difference in perceived risk of collision according to age and abundance of boarding career. As a result, by focusing on the ship operators who are in the age group of 20~30 years old and have less than 4 years of experience in boarding the ship. It is expected that the effect of prevention of marine accidents can be expected by avoiding collision avoidance. Application: The results of this study can be used as policy data of related organizations to prevent human error of ship operators and as training data of training institutes.

  • In this paper, to prevent accidents of school vehicles used by students, which have emerged as a continuous social problem, a boarding and leaving notification system using Bluetooth beacons is proposed. The platform structure uses Bluetooth, a smartphone, and an application, and provides real-time message reception between parents and teachers. It is not simply a system with Bluetooth capability alone, but also an IcT technology that is closely related to real life using two-way communication. The purpose is to provide user-friendly ICT technology as an integrated system for more practical effects. Two-way exchange of information between parents and teachers using cloud servers is made possible. By using this Bluetooth beacon notification system, safety accidents in student vehicles are reduced, which brings confidence from traffic accidents to schoolchildren of parents and teachers. Therefore, it is expected that parents and teachers are expected to improve their mental stability and quality of life from traffic accidents.

  • Developed in the study is the analysis of human factors involved in accidents of Korean Construction Projects. The 556 cases are sampled from a survey material 'Serious Accident Cases in the Construction Projects' edited by Korea Industrial Safety Corporation in 1995 through 1997. The analysis of these cases shows that existing classification system is not good for practical applications in real spots since they are difficult for engineers to understand. In this paper, human factors are classified into three groups by extracting the analysis and arrangement of the cases. Futhermore, We'll propose here a new type of accident which is subdivided. If engineers use this type of accident, they will be probably able to analyze efficiently human factors which are involved in accidents and relatied with how it happen. In the case of fall and upset accidents, personal factors seem to be critical when workers are horizontally moving in an unstable manner, and vertically moving without boarding facilities. Futhermore work environmental factors are important when workers release some materials and are performing building and dismantling tasks.

Risk awareness survey of fisher on stow net fishing vessel using a questionnaire (설문을 통한 안강망어선에 승선하는 선원의 위험인식 조사)

  • The questionnaire survey was carried out to collect basic data to identify the cause of the risk that did not appear in the current data provided by the fishermen's occupational accidents of the National Federation of Fisheries Cooperative (NFFC) to the onsite specialist, such as a fishing master, chief engineer and fisher in stow net fishing vessel from June to July 2018. The results are as follows. A total of 134 cases were surveyed, including 53 cases in Yeosu, 44 cases in Mokpo, 30 cases in Boryeong and 7 cases in Gunsan. Approximately 60% of the respondents on board the stow net fishing vessel were more than 20 years old, and the boarding experience was seasoned and suitable for the respondents. In the 4M analysis by safety accident factor during fishing work, the mechanical factors included 51 cases (25.0%) of decrepit equipment or poor maintenance and 49 cases (24.0%) of systemic error of fishing equipment. The environmental factors exhibited 71 cases (33.5%) of poor communication by mixed manning of foreign fishermen and 63 cases (29.7%) of poor environment such as heavy weather etc. The human factors showed 78 cases (37.3%) of personnel's carelessness and 45 cases (21.5%) of unskillfulness of operating net and haulers. The management factors exhibited 59 cases (32.1%) of work practice of poor safety precautions and 56 cases (30.4%) of inadequacy of education on hazard factor. The results are expected to contribute to the creation of a safe operating environment for stow net fishery, such as a fisher boarding a stow net fishing vessel, enabling the analysis of major causes of working safety accidents by cause.

A Basic Study on the Accident Prevention Measures of Maritime Pilots during Embarkation and Disembarkation (도선사 승·하선 사고예방 방안에 관한 기초연구)

  • An accident during pilotage may cause several problems such as crippling the harbour function, environmental disruption, loss of life. Since the pilot plays an important role in the safe operation of the port, securing their safety is directly connected to the vessel's safety coming into port in Korea. Pilotage service is offered on request without distinction of day and night. And traveling by helicopter and boarding/disembarking using a pilot ladder from and to a pilot boat have a high risk of falling into the sea. So, pilots can fall into the sea while boarding/disembarking from ship which can lead to serious injury by cardiac arrest. A number of pilots have died or severely injured due to fall from the pilot ladder during embarkation and disembarkation up to now. Current safety measures at embarkation and disembarkation required by pilotage act and IMO resolutions could not prevent all the pilot related accidents. Therefore, to prevent pilot accident during boarding/disembarking from ship, it is necessary to include safety training requirement for new pilots under the requirements for licensing of pilotage act. It is also necessary to compel pilots to take necessary personal protective equipment when they use a pilot ladder. In addition, the placement of emergency kit on pilot boats and first-aid training are required in order to deal with emergency situation promptly.

Danger Estimation with HIC and Risk Curve in Passengers Falls from Running Rail Cars

  • In 2001, an independent official board was constituted in Japan to investigate aircraft and railway accidents. In the past 10 years, many accidents and serious incidents have been investigated and these official reports were published by the board, on which the author had sat for 9 years as boarding member. In the interim, there were several train disasters which mocked our trust in railways and also many apparent trivial incidents. In recent years, serious incidents, which a door of running rail cars opens suddenly with some trouble, happen 2 or 3 times in a year. For the past 10 years, such incidents have happened 14 times and 13 cases of them were closed by the board mentioned above. In these 13 cases, no one fell off the rail car, so that the death toll was none luckily. In this paper, these 13 serious incidents are picked up among all the reports published by the board and outlined using some tables. Especially, fall accidents of passengers are discussed mainly from the view point of impact force and duration time. Then, the equation of HIC (Head Injury Criteria) and the risk curves in terms of the HIC are dealt with properly.

The Design of Training Contents for Marine Accident Investigators (해양사고조사관 교육 콘텐츠 설계)

  • The Korea Maritime Safety Tribunal is an institution that investigates marine accidents in accordance with the maritime safety adjudication procedure when marine accidents occur. It requires its investigators to be capable in specializing in marine accidents, including possessing the following: a level 2 or higher maritime license, experience on boarding, and specialized knowledge on ships. It also requires separate training for technical competency related to maritime accident investigations. However, the current education for marine accident investigators mainly consists of administrative tasks, which is not suitable to improving the investigator's technological competency, making its development urgent. This study aims to design training contents for marine accident investigators to strengthen their technical competence. To this end, we analyzed the contents of current investigator training, and reviewed the relevant laws and regulations, and training contents of investigators in advanced maritime countries and similar transportation institutions in Korea. According to the results, the training contents were designed to focus on strengthening technical competency, and proposed as a five-day course for basic and professional training. Based on the designed training contents, if in-depth research is conducted by sufficiently reflecting the working conditions of marine accident investigators in Korea, it will greatly help in improving the investigators' skills.

A Study on incident related to pilot at Korea (우리나라 항만 도선사 준사고에 관한 연구)

  • Pilots are always exposed to unpredictable risks of the marine environment because they are boarding the ship through pilot ladders or gangways at sea. Since the pilot plays an important role in securing the safety of ships entering or departing from the port, the injury of the pilot greatly affects the overall safety of the ship. The purpose of this study is to analyze pilot incidents and predict accidents. For this purpose, the pilot injury accident cases are analyzed and potential situations are identified through a survey. And the pilot injury accident was predicted. The results can be used as basic data for prevention of pilot-related accidents.
