Development of Structural CFRP according to BMS Certification Standard (BMS 인증기준에 따른 구조용 CFRP 개발)

  • In order to export aircraft components or substructures, it is necessary to get a certification from the main company for the components or an airworthiness certification from the FAA. In Korea, those processes are performed by a small number of private companies for aircraft components. However, airworthiness certification has never been done in the company. To export an assembled aircraft, whether small or large, it is obligatory to get a certification for the aircraft being exported. Currently, the Korean government is trying to get BASA agreement in a few years. For a mid-size company, it is easier to get the NADCAP audit process for the supply of aircraft components to the main company. In this paper, the overall process of aircraft certification is discussed and airworthiness certification is treated for export aircraft. Moreover, the NADCAP audit process is described in detail by introducing example parts made of composite material. This detailed process would be very helpful to a small or mid-size company that wants to develop and deliver aircraft components to foreign companies.

A Study on Certification Procedures for Aircraft Parts Manufacturer Approval (항공기 부품제작자증명 인증절차에 관한 고찰)

  • Aircraft parts are considered as a significant element for the continued airworthiness of the certified aircraft well as a partial component consisting of the new aircraft design. US FAA established the certification system of Parts Manufacturer Approval in 1965, which is contributing to the continued airworthiness of the aircraft in operation and to the expansion of worldwide market of aircraft parts. In this paper, we compared the differences of the certification systems between FAA Parts Manufacturer Approval and EASA European Part Approval, and proposed the rulemaking items to improve Korean Parts Manufacturer Certification System and to contribute to growth of aircraft parts industry.

  • An aircraft, its engine and propeller are certified in processes of design, production, and operation respectively. Type Certificate is issued if the aviation authority finds that the design of aircraft, engine, or propeller complies with applicable airworthiness standards and environmental standards. The ICAO (International Civil Aviation Organization) prescribes the international standards and recommended practices of type certification for the contracting states. The FAA (Federal Aviation Administration) and the EASA (European Aviation Safety Agency) established their regulations and procedures applicable to type certification. In this paper, we compared the differences among the ICAO, the FAA, and the EASA regulations, and on this comparison, we proposed the rulemaking items to improve type certification regulations in Korea.

  • In this paper the new revision of Korean Airworthiness Standards (KAS) - Emissions was proposed for enforced environmental standards. The Aircraft Engine Fuel Venting and Exhaust Emissions Requirements have been only defined for smoke, HC, CO and NOx as management items in previous KAS. However, this standard has not covered the current situation that International Civil Aviation Organization (ICAO) and United States Environmental Protection Agency (EPA) enforced environmental regulations, such as emissions trading system, limitation of CO2 emissions and restriction of exhaust gas. In order to overcome these outdated situations, we presented the new requirements for aircraft exhaust gas emissions standard of Korea based on the latest standards of United States, Europe and other countries.

  • Due to the development of domestic technology, a variety of aircraft launch weapons have been developed, and the importance of aircraft-store integration certification is increasing. The aircraft-Store integration certification is to certify compliance with the armaments/stores integration criteria set out in the Standard ACC and to prove that there is no problem with the safety flight. Therefore, it is necessary to reflect the requirements of the aircraft in the store development process to reduce the design change requirement in the compatibility verification stage. In this paper, the relationship between the Standards ACC, aircraft-store compatibility reference document MIL-HDBK-1763, and the development process of cruise guided weapons have been analyzed. As a result of the analysis, it was concluded that the design changes in the aircraft-store integration certification stage could be reduced if the aerodynamic and structural design requirements were reflected from the conceptual design stage.

  • The Technical Standard Order articles are the parts and appliances for which the civil aviation authority designates as it is necessary to standardize for the expedited certification process and aviation safety. TSO articles were used on the type certified aircraft as replacement parts in the early days of TSO authorization system, but those articles are widely used on the newly developed aircraft as well in these days. In this paper, we compared the differences of the TSO authorization systems between FAA and EASA, and proposed the rulemaking items to improve Korean TSO authorization system and to contribute to growth of aviation industry.

A Comparison Study on the Semi-empirical Analysis Approach for the Flight Characteristics of a Light Airplane (경비행기의 비행특성 분석 및 준경험적 분석 방법 비교)

  • In this study, for development of the MDO (Multi Disciplinary Optimization) framework, the flight dynamic characteristic parameters of the ChangGong-91, a light aircraft, were extracted by an analytical method based on various semi-empirical methods, and the flight test method was compared and evaluated. The semi-empirical analysis methods for comparative subjects were the Perkins method, McCormick method, and Smetana method. The major stability/control derivatives and dynamic factors were calculated, using each method. As the comparison criteria, the flight test derivative estimates and dynamic factors were processed, using the output error method. Additionally, the flight characteristics of the light aircraft were analyzed and evaluated according to the provisions of the Korean Airworthiness Standard (KAS) of the Ministry of Land, Infrastructure and Transport, and MIL-F-8785C for the U.S. military.

Re-establishing Method of Stability Margin Airworthiness Certification Criteriafor Flight Control System (비행제어시스템 안정성 여유 감항인증 기준 재정립 방안)

  • A certain level of stability margin airworthiness criteria should be met to secure robustness against uncertainties between the real plant and the model in a flight control system design. The U.S. Department of Defense (DoD) specification of MIL-F-9490D and airworthiness certification standard of MIL-HDBK-516B uses gain and phase margin criteria of flight control system. However, the same stability margin criteria is applied at all development phases without considering the design maturity of each development phase of the aircraft. Ultimately, a problem arises when the aircraft operation envelope is excessively restricted. This paper proposes the relation of handling qualities and stability margin, and presents re-established stability margin criteria as a development phases and verification methods. The results of the research study are considered to contribute to the verification of the stability margin criteria more flexibly and effectively by applying the method to not only the currently manned developing aircrafts but also the unmanned vehicle to be developed in the future.

Analysis of Effects of Lightning on PAV Using Computational Simulation and a Proposal to Establish Certification Guidance (전산 시뮬레이션을 통한 PAV 낙뢰 영향성 분석 및 인증기술에 관한 연구)

  • Companies around the world are actively developing Personal Air Vehicle (PAV) to solve the serious social problem of traffic jams. Airworthiness certification for PAV is required, since it is a manned vehicle. As with aircraft, the critical threat to the safe operation of PAV is lightning strike with strong thermal load and magnetic fields. Lightning certification issue also remains important for PAV, since there are still insufficient development of PAV-related lightning certification technologies, guidelines, and requirements. In this study, the SAE Aerospace Recommended Practice (ARP), an international standard certification guideline recognized by the Federal Aviation Administration (FAA), was analyzed. In addition, the guideline of lightning certification was applied to a PAV. The impact of lightning on PAV was also analyzed through computational software. Finally, the basis for the establishment of the PAV lightning certification guidance was presented.

A Study on Means of Compliance for Lightning Protection in the System and Structure of Air Vehicles (비행체 시스템과 구조물의 낙뢰 보호 적합성 입증방법에 관한 고찰)

  • The average probability of a lightning strike to transport aircraft operating in airline service has been estimated to be approximately one strike in every year (or one strike per 1,000 through 20,000 flight hours). The important thing is not the probability of a lightning strike to aircraft, but the fact that aircraft is struck by lightning. Therefore, lightning protection design for aircraft should be qualified and compliance with airworthiness standards related to lightning protection must be substantiated in the process of certification. In this paper, I studied means of compliance for lightning protection through analysis of some test cases, including the KC-100 airplane that firstly obtained civil type certificate in Korea. Based on this paper, it will be also necessary to study on the effect of lightning for space launch vehicles.
