Database Construction Technique for the Development of Design-to-Certification Integrated System for Small Aircraft (소형항공기 인증-설계 통합시스템 개발을 위한 데이터베이스 구축 기법 연구)

  • Airworthiness is a term used to dictate whether an aircraft is worthy of safe flight. It is illegal in most countries to fly an aircraft without first obtaining an airworthiness certificate from the responsible government agency. For developing an aircraft, the design modifications and upgrades are considered a high financial risk proposal for most Program Managers(PMs). However Design-to-Certification Integrated System can be a great help in achieving a good design solution in an acceptable amount of time and flight test. In this paper, we present a method to construct database for the Development of Design-to-Certification Integrated System. By using this database, the human designer could manage and find the regulation and requirements related with his concern effectively.

  • The engine is the most significant and essential part of the aircraft. As a result, systematical handling in the aircraft development stage is required from engine design to implementation to the full-scale airframe. This survey demonstrates the procedures demanded by the KAS 23 Civil Aircraft to acquire the engine Type Certification and the flight test procedures for ensuring the operational stability. Surveys were conducted on domestic and international aircraft engine certifications, technical regulations and documentations related to the Means of Compliance for flight test development stage. In addition, organized reference items that should be considered for the certification of engine flight test procedures were reviewed based on the KC-100.

  • This study derived a reverse engineering procedure for verifying the design identity of original parts and developed parts for PMA(Parts Manufacturer Approval) and STC(Supplemental Type Certificate) of metal brake pads for transport aircraft, which are critical parts among aircraft parts and equipment. In Korea, the regulations for reverse engineering procedures are regulated by the Parts Manufacturer Approval Guidelines, and in the United States, AC No. 21. 303-4. In the reverse engineering for the brake pad, the detailed procedures for each component were determined by selecting verification test items to confirm identity based on sample quantity, dimensional tolerance, mechanical property measurement, material, weight and volume characteristics for each component. In addition, as a result of analyzing the regulation of Korea and United States, in the case of Korea, it is necessary to establish technical standards for braking systems for transport aircraft and regulations related to flight tests.

  • In this study, the aircraft technical standards of the Korea and the United States were analyzed to derive the dynamometer test procedure required to prove the compatibility for flight test certification of the metal brake pad for transport aircraft. Since the design modification of the brake systems is classified as a major change, the STC(Supplemental Type Certificate) and the PMA(Parts Manufacturer Approval) are required. In accordance with the TSO-C135a, the technical standard order for brake system in the United States, the design landing-stop test, accelerate-stop test, and most severe landing stop test were selected among the test items for flight test. The conditions for the dynamometer test are determined according to the specifications provided by aircraft manufacturer, and the brake pad condition, deceleration, and the number of test are defined according to the TSO-C135a.

  • The system needs to be modified to improve the performance of the aircraft in operation or to satisfy the requirements of related laws. Appropriate standards are required for the technical skills for remodeling the aircraft system, design verification for airworthiness of the aircraft, and supplemental type certification (STC) certification procedures for type certification. This study analyzes the current status and demand of domestic aircraft remodeling, examines the current supplementary type certification procedure, and diagnoses the problem. In addition, as a result of researching measures to improve remodeling technology and certification capabilities to extend the life of the aircraft, improvements in the education system were derived to improve the domestic additional type certification process, such as approval of remodeling agencies and appointment of qualifications for each professional technician.

  • For operating military aircraft, military certificate of airworthiness (MCA) must be obtained from military authority. Among procedures of general airworthiness certification, there is a military type certification process that aircraft design complies with military airworthiness certification criteria. The Surion is the first military rotorcraft which has obtained military type certificate, production validation and airworthiness certificate in Korea, and the Surion derivatives for special mission are being operated for government services. Based on Aviation Safety Act, in order to operate the Surion derivatives (military aircraft) for special purpose (such as emergency patient transportation and firefighting), the issuance of special airworthiness certificates was needed from civil airworthiness authority, and the restricted category type certification (RTC) is one of design approvals for special airworthiness certification to be streamlined. This study discussed the procedures for acquiring RTC for special purpose operation of the Surion derivatives classified as military derived aircraft, and suggested procedural ideas to improve Korean RTC system.

  • The average probability of a lightning strike to transport aircraft operating in airline service has been estimated to be approximately one strike in every year (or one strike per 1,000 through 20,000 flight hours). The important thing is not the probability of a lightning strike to aircraft, but the fact that aircraft is struck by lightning. Therefore, lightning protection design for aircraft should be qualified and compliance with airworthiness standards related to lightning protection must be substantiated in the process of certification. In this paper, I studied means of compliance for lightning protection through analysis of some test cases, including the KC-100 airplane that firstly obtained civil type certificate in Korea. Based on this paper, it will be also necessary to study on the effect of lightning for space launch vehicles.

  • The demand for e-VTOL aircraft is expected to be increased rapidly in the future as a means of urban transportation due to operating cost reduction, eco-friendliness and convenience of vertical take-off and landing using pilot-aids automation system. However, there are many technical hurdles to be solved in securing safety and certification which are essential for commercialization and urban operation. So far, there is no e-VTOL aircraft that has received type certificate and standard airworthiness certificate due to the technical problems and safety requirement differences with conventional aircraft. The e-VTOL aircraft certification should also meet the equivalent level of safety required by the current airworthiness standards, but there are existing problems in securing safety and meeting current standards. In this study, the e-VTOL's certification problems and technical limitations in satisfying the current standards are presented.

  • This is a study on the effective and efficient way of airworthiness certification for Korean indigenously developed military aircrafts. Investigating the policy, process, and capability for military aircraft airworthiness certification in USA end Europe, the approach for Korean military aircraft airworthiness certification is recommended. Using FAR as basis for military airworthiness criteria is much more beneficial in initial stage of establishing airworthiness certification system. And all the available resources regardless of civil or military institutes need to be cooperated to accomplish required level of indigenous airworthiness certification capability.

  • This study is on the establishment process of Certification Plan of KPP small aircraft development, domestic BASA(Bilateral Aviation Safety Agreement) shadow certification project. For the development of certification plan incorporations process understanding applicable regulations, selection of certification basis, definition of means of compliance and establishment of compliance checklist. On the basis of this process, we develop type certification procedure suitable for domestic small aircraft.
