2013년 수협 재해 보험급여를 이용한 근해대형선망 어선원의 안전 위험 요소 평가 (Hazard assessment for the fishermen's safety in offshore large powered purse seiner using insurance proceeds payment of NFFC in 2013)

  • The powered purse seine fishery is an important fishery accounting for 19.4% of adjacent water fishery production in Korea, and the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard analysis for the fishermen's safety of offshore large powered purse seiner was conducted to serve as a basic data for improving the healthy and safe working environment of fishermen using fishermen's occupational accidents of the national federation of fisheries cooperatives (NFFC) in 2013 (n=583). As a result, the occupational accident occurrence rate of this fishery was 182.6‰ in all industries 30.9 times the rate of that. In addition, death and missing rate was found to have a very serious level management to 25.1‰ in all industries of death of 17.5 times. The accident occurred in 72.3 to 85.8% was happened at sea. The others, slipping and struck by object etc occurred more frequently in order in the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred frequently higher while death and missing risk was not high. And the contact with fishing gear and fall in the waters was low while death and missing risk was high. The results are expected to contribute for identification and assessment of safety hazard occurred in offshore large powered purse seiners.

  • The stow net is a stationary gear made from netting, usually in shape like trawl net without wings. The nets are fixed by means of anchors, placed according to the direction and strength of the current. And the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard factors analysis for the fishermen's safety of offshore stow nets vessel was conducted to serve as a basic data for improving the healthy and safe working environment of fishermen using fishermen's occupational accidents of the national federation of fisheries cooperatives (NFFC) from 2012 to 2014 (n=1,144). As a result, the average occupational accident occurrence rate of this fishery was 206.9‰ in all industries 36.9 times the rate of that. In addition, average death and missing rate was found to have a very serious level management to 50.4‰ in all industries of death of 42.0 times. The accident occurred in 84.5 to 94.6% was happened at sea. The struck by object, slipping, contact with machinery, contact by object or gear and others occurred more frequently in order on the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred frequently higher while death and missing risk was not high. And the contact with fishing gear and fall in the waters was low while death and missing risk was high. 고속도로 돌발상황 발생 영향 요인 연구 (A Study of the Effect Factor of Unexpected Accidents on Expressways)

  • 2차 사고의 치사율은 일반 교통사고의 7배이며 고속도로에 한정하면, 사망자 4명 중 1명은 2차 사고로 인한 사망이라고 할 수 있다. 돌발상황은 2차 사고를 유발할 수 있으며 운전자에게 대비할 시간을 주지 않아 주행속도가 높은 고속도로에서의 사고 위험은 더욱 치명적이다. 그러나 기존 연구에서는 이미 교통사고에 관한 연구를 수행하거나 교통사고 후 발생하는 2차 사고에 관한 연구를 수행하고 있어서 그 외 도로에서 발생할 수 있는 다른 돌발상황에 대해 고려하지 못하고 있다. 따라서 2차 사고로 인한 피해와 사상자 감소를 위해서는 교통사고 외에도 사고 유발 가능성을 제거하여 안전한 도로환경을 만들 필요성이 존재한다. 본 연구에서는 돌발상황과 발생요일, 발생시간, 곡선반경이 돌발상황 발생과 연관성이 있는지에 대하여 분석하였다. 돌발상황은 천안논산고속도로와 서울양양고속도로에서 2022년 발생한 자료를 사용하였으며 고속도로의 구간을 분할하여 곡선반경을 계산하고 이를 군집분석을 통해 직선부, 완화곡선부, 곡선부로 구분하여 분석하였다. 분석결과 발생요일, 발생시간, 곡선반경이 돌발상황과 연관성이 있는 것으로 분석되었다.

초등학교 안전사고가 초등교사의 교육활동에 미치는 영향 (The Impact of Safety Accident on Teacher's Educational Activities in Elementary School)

  • The purpose of this study was to examine the influence of school safety accident on teacher's normal educational activities and to seek some desirable ways to cope with it. The subjects in this study were 351 class teachers randomly selected from Seoul and Kyonggi Province and surveyed from April through July, 2000. The conclusions were as follows; 1. Actual Condition of School Safety Accident 1) Approximately many teachers investigated had had an experience to suffer safety accident. Safety accident occurred most during break or class, but there was a significant difference according to service area. 2) Safety accident took place most in playground, and the most common cause was student's own carelessness, and the most widely occurred accident type was an injury. But there was no significant difference caused by the general characteristics of the teachers. 2. Influence of Safety Accident On Teacher's Educational Activities. 1) The largest reason they offered safety education was to ensure student safety. The greatest number of them had an opinion they would consider changing or giving up a planned normal educational activity if they recognized any possibilities of safety accident. There was a significant difference in this point according to gender and career. 2) They worried about possible safety accident most during field study, but there was a significant difference according to gender or presence or absence of safety accident experience. 3) The general characteristics of teacher produced a significant difference to an experience of avoiding educational activity due to psychological withdrawal, but safety accident experience didn't make any difference. 3. Minimization of Teacher Damage or Loss from Safety Accident. 1) The dominant opinion about teacher's small mistake for any occurrence of safety accident was that the responsibility should be escaped to maintain teacher's authority. For severe mistake, however, there were two different opinions at the same percentage: one was being exempted and the other was taking civil liability. 2) Establishing teacher insurance was preferred as a way to minimize teacher's economic loss from safety accident, but there was a significant difference according to gender. 3) The dominant opinion about the payment of insurance premium for safety accident was that it should be paid from school operating expenses.

건설업 안전사고의 원인과 사고발생원리의 분석을 통한 안전관리 합리화 방안의 고찰 -매몰(埋沒), 화사(火事), 폭렬(爆裂), 화상(火傷)을 대상으로- (A study on the Rationalization of Safety Management through the Analysis of Accident Cause and Occurrence Principles for Safety Accidents in the Construction Industry -Focused on Burial, Conflagration, Explosion, Burn-)

  • 최근, 초고층건축공사 프로젝트가 증가하고 있으며, 안전사고의 발생이 늘어나고 있다. 따라서 본 연구의 목적은 건설업 안전사고의 발생원리 및 사고발생Tree구조를 체계화함으로써 사고의 예방방안을 고찰하는데 있다. 본 연구에서는 1993년부터 2009년 까지 17년간 한국산업안전공단의 연도별 재해사례정보를 토대로 사고의 다양한 특성을 분석하였다. 이러한 목적을 달성하기 위해 1)건설업재해중 매몰, 화사, 폭렬, 화상의 위험요인들을 파악하였고, 2)사고원인의 분류관점을 체계화하였으며, 3)작업유형과 사고의 주된 원인을 분석하여 안전관리의 합리화 방법론을 고찰하였다. 이러한 연구방법에 의해 본 연구의 결과는 다음과 같이 3가지로 요약하여 나타낼 수 있다. 1) 1993년부터 2009년까지 4타입의 건설업재해를 분석한 결과, 사고에 관련된 시설물은 43타입으로 파악되었다. 2) 매몰, 화사, 폭렬, 화상사고를 초래한 사고원인은 63타입으로 분석되었다. 3)사고가 발생한 작업유형은 29타입으로 나타났다.

  • LOx와 Kerosene을 연료로 사용하는 LRE(Liquid Rocket Engine) Block에서 지상연소시험을 수행할 경우에 발생하는 위험도를 감소시키는 방법을 연구하였다. 추진제누출로 이어지는 위험한 상황에 대한 원인분석도와 추진제 유출시 사고로 이어지는 발전 양상 및 발전 프로세스, 사고시 손실을 줄이기 위한 기술적인 해결방법을 제시함으로써 기존의 확률적인 통계 값을 바탕으로 하는 것과는 또 다른 방법으로써 위험을 감소하기 위한 대안으로 사용하고자 한다.

프로필렌의 철도 수송에 따른 정량적 위험성 평가 (The Quantitative Risk Analysis in Rail Transport of Propylene)

  • 본 논문은 철도를 통해 운송되는 프로필렌의 사고위험을 정량적으로 분석하였다. 프로필렌의 수송 경로에 따라 사고 시 피해 위험이 높을 것으로 예상되는 지역인 익산역, 순천역, 전주역으로 대상지역을 선정하였다. 프로필렌의 운송 중 일어날 수 있는 사고유형을 고려한 후 ETA(Event Tree Analysis)를 이용하여 사고시나리오 및 발생빈도를 도출하였고, PHAST 6.53(Process Hazard Analysis Software Tool)을 이용하여 사고피해예측 평가 실시하여 주변에 미치는 피해정도를 산정함으로써 개인적.사회적 위험성정도를 제시하였다.

비보험비용의 정량적 산출방안에 관한 연구 (A Study on Quantitative Estimation of Uninsured Cost)

  • The estimation of costs from industrial accidents is very important because they have a serious effect on individuals, companies, and nation. The department of labor estimates the cost of accidents by using the "Heinrich" method. From that method, the scale of accident cost can be approximately computed, but accurate calculation of uninsured cost is not easy. Therefore, a better method of calculating uninsured cost caused by industrial accident is necessary. This study aimed to construct an estimation method of uninsured cost according to domestic circumstances. The results of this study are as follows: (1) This study derived applicable factors for quantitative estimation of industrial accident cost (2) This study made the equation that the calculation of each item of uninsured cost was possible (3) This study applied the uninsured cost by degrees of disaster to individual items (4) The subjects and types of occurrence in uninsured cost were analyzed and presented. Theses results will provide a basis for further researchers of uninsured cost.

Developing Concentration Index of Industrial and Occupational Accidents: The Case of European Countries

  • Background: From only frequency rate of industrial accidents, it is difficult to define the industry composition of accident statistics in a nation. This study aims to propose and develop a new index for measuring the degree of concentration of industrial accidents using the concept of the Herfindahl-Hirschman Index in the case of European countries. Methods: Using the concept of the Herfindahl-Hirschman Index, the concentration index of accidents in the country is developed, and the conditions of European countries are compared using indexes of frequency rate and concentration ratio. Results: The frequency rate and concentration ratio of fatal and nonfatal accidents in European countries are compared. According to the economic condition and geographical position, different patterns of accidents concentration are presented in terms of frequency rate and concentration ratio. Conclusion: We develop the concentration index of industrial and occupational accidents that identifies the industrial ratio of accident occurrence, and the differentiated strategy can be formulated such as approaches to reducing frequency and prioritizing target industries.

학교생활 안전사고 예방을 위한 시설 개선 방향에 관한 연구 - 경기도 초·중·고등학교를 중심으로 - (A Study on Improving Facility Standards for School Safety Accident Prevention - Focus on Schools in Gyeonggi-do -)

  • The majority of school accidents occur due to negligence caused by the student. And there are many accidents caused by inadequate facilities and poor. In order to improve the facilities, a lot of improvement in student life facilities will be preceded conscious about the sense of safety, than the budget. If schools member have a risk recognition through safety training and ongoing attention of all experience-oriented, the occurrence of accidents is significantly reduced. it is needed continuous attentions and careful efforts to improve school facilities. The results were as follows. First, check for accident prevention and the improvement of the school facilities should be made immediately. Second, we need to redefine the standards facilities for school safety accident prevention. Third, the management program is needed to prevented school accident. Fourth, the Hazard identification and risk assessment training is needed.
