A Study on the Development of Self-Checklists for Small and Medium-Sized Chemical Industries (중소규모 화학업종을 위한 자율점검표 개발 연구)

  • Major industrial accidents in which workers die due to fires or explosions while working at chemical substance handling workplaces continue to occur. Among the major industrial accidents that occurred between 2005 and 2021, the accident status by work situation and equipment was analyzed. Through analysis, it was confirmed that storage, reaction, and piping facilities were the main causes of the accident, and a self-checklist for each facility was developed. Verification was conducted through the supply and use groups to evaluate the suitability of the use, duties, and items of the self-checklist. The user group showed higher satisfaction than the supplier group for all three suitability of use, job, and item. In particular, since the inspection items of the self-checklist were organized around the cause of the accident derived through the analysis of actual accident cases, the satisfaction level was high in all groups. It is expected that the self-checklist developed through this study will be useful not only for large companies but also for small and medium-sized chemical industries that lack professional manpower.

Developing the Accident Injury Severity on a Field of Construction Work Using Ordered Probit Model (순서형 프로빗 모형을 적용한 공사장 교통 사고심각도 분석)

  • The traffic accidents at a construction site, which happen due to construction vehicles' frequent access to a construction site, its subsequent conflicts with ordinary vehicles and pedestrians, and inappropriate installation & management of traffic security facilities, have not many proportions in all traffic accidents, but obviously, the accident damage is quite serious when comparing the level of the fatal per one accident. This research conducted an analysis of traffic accident injury severity using Ordered Probit Model in relation to 241 traffic accident cases that occurred caused by construction sites among the traffic accidents that took place in Seoul and Gyeoggi-do region for two years from 2006 until 2007. As a result, the significant variables enough to explain traffic accident injury severity were analyzed to be the state of road surface, linear shape of an accident spot & whether the damaging car belongs to the vehicle for construction, and whether vehicles have access to a construction site at the time of an accident. Through this, this research found out some fact as follows: first, there need to be more aggressive management of the vehicles for construction and a year-round placement of the manpower who can control vehicular access to a construction site. Second, it is necessary to get drivers to recognize the fact that there exists a construction site on the construction section which is on the border of curved roads in advance to prevent a traffic accident, helping to reduce socioeconomic loss & costs incurred by a traffic accident.

Analysis of Traffic Accident Reduction Effect When Introducing Motorcycle Safety Inspection (이륜자동차 안전검사제도 도입 시 교통사고절감효과 분석)

  • The purpose of this study is to analyze traffic accident reduction effect of the introduction of motorcycle safety inspection. To analyze the effect of motorcycle inspection, we first estimate the number of defective motorcycles, and calculate the probability of accident occurrences caused by the defect using four year traffic accident data. Finally, we estimate the number of reduced accidents due to the introduction of the inspection and the total reduced accident cost. In this study, we analyzed three scenarios. It is analyzed that when the safety inspection system is applied to all motorcycles, 642 cases of traffic accidents and 325 million won per year of traffic accident costs are reduced. It is approximately 0.1% of 2014 total traffic accident cost of 26.5725 trillion won per year. It suggests that the cost of traffic accidents and traffic accidents due to vehicle factors are reduced when the safety inspection system is introduced.

Effects of Chemical Accident Risk Warning System in High Risk Workplaces of Major Industrial Accidents (중대산업사고 고위험 사업장에서의 화학사고위험경보제의 효과)

  • The Ministry of Employment and Labor implemented the process safety management(PSM) system from 1996 to prevent major industrial accidents caused by chemical substances, but the number of accidents did not drastically decrease. Even in workplaces with excellent PSM ratings, large-scale chemical accidents still occur due to non-compliance with safety work procedures and insufficient safety measures during maintenance and other work. Accordingly, the chemical accident risk warning system was introduced in 2014 to supplement the PSM system and prevent accidents that may occur during regular or unexpected maintenance and repair work. In the meantime, changes in the safety management system have been checked since the introduction of the chemical accident risk warning system at chemical handling workplaces, and based on the results, a plan for upgrading this system has been proposed. The effect of the CARW system was found to directly prevent accidents through wired and on-site consulting and post-management at the workplace and indirectly contribute to the establishment of a safety and health management system at the workplace, such as improving safety culture awareness.

  • Recently, in the whole fields of industry including shipping business, the conception and importance of Human Factor is very highly and frequently emphasized. But the domestic crew disaster including injury and illness in our shipping business shows higher accident rate than other shipping countries. Therefore the developing of measures to prevent/reduce the accident is highly required as the marine accident including crew disaster causes enormous loss of property and human life in size and scale. But, because the domestic data regarding the crew accident are relatively insufficient and rule, the developing of those measures has many difficulties. Therefore, this study is to make the concerning data for the useful reference by showing the trend and current situation of crew accidents, assorted by the crew's rank, type of the accident, injured part of the body, cause of the accident, type of ships and type of the works when the accident occurred, by using the each ocean-going shipping company's recent 5 years('95∼'99) data in korea.

Control Strategy for Industrial Safety Based on Dynamic Modeling of Safety Budget-Industrial Accidents Relationship (안전예산-산재간 동적모델을 이용한 산업안전제어 전략)

  • This study focuses on the control strategy for industrial safety in Korea. Specifically, the effect of safety budget such as the industrial accident prevention fund on the safety performance to prevent and reduce industrial accidents is statistically examined first and modeled as a second order system. The effectiveness of such a dynamic model is also explained with a simple PI control mechanism in a feedback loop. The simulated model, however, suggests that, without improving the efficiency of the safety system, extra safety budget needed to decrease the accident rate to a level in advanced countries is far beyond the social consensus. An efficient way of reducing industrial accidents based on such a dynamic model with more internal damping but with less elastic nature in a feedback loop framework needs to be implemented.

Safety Management Information System in Bridges Construction Work (교량 건설공사의 안전관리정보시스템 개발)

  • There are insufficient models that find problems and solutions for accident prevention through risk assessment and suggest safe work process and work instruction from foundation works to finish work for accident decrease. This paper presents a quantitative risk assessment model by analysis of risk factors in each process such as foundation, erection, pier, pier upper and etc based on accident examples and investigation on actual condition in bridges construction work. In addition, the safety management system was developed to perform risk assessment of construction and use it for effective safety training for labor.

  • Emergency preparedness plan(EPP) is the systematic management of activities that involve a material degree of risk of loss or other damage to the surroundings(people, property and environment), and the boundary of accident recovery plan(ARP). The main purpose of the program is to provide a safety management system to each facility in order to enable to prevent accident and to control accident immediately. The EPP includes not only typical safety-related documentations such as material safety data sheet(MSDS), standard operation procedure(SOP), emergency response plan(ERP). EPP is established basis of the preliminary safety analysis involving risk identification, assessment and prevention plans. The program is also helpful for government or related agencies to control a number of accidents in small-scale companies in the whole country.

Traffic Accident Models of Arterial Road Sections by Number of Lane in the Case of Cheongju (차로수별 간선도로구간 사고모형 - 청주시를 사례로 -)

  • This study deals with the accident models of arterial road sections. The objectives is to develop the models by number of lane. In pursuing the above, this study gives particular emphasis to dividing the 474 small link sections, collecting the accident data of 2007, and applying the statistical programs of SPSS17.0 and NLOGIT4.0. The main results are as follows. First, the number of accidents of two-lane roads were analyzed to be 59.9% of totals and to be the most of all. Second, one Poisson and two negative binomial regression models which were all statistically significant were developed. Finally, the common variables of all models were evaluated to be ADT and number of exit/entry which were all positive to the accidents.

A Study on the Cause and Measures of Itaewon Human Stampede Accident Using Delph-AHP Survey Method (Delph-AHP기법을 이용한 이태원 압사 사고에 대한 원인 및 대처방안 조사 연구)

  • Human stampedes were a major hazard that could occur during mass gatherings, but they have received limited attention in korea. However, after the 10.29 Itaewon disaster, this atmosphere has turned around. The cause of such an accident and how to prevent it should be considered. The main aim of this study is to identify the reason why did the accident happen at that time, the root cause, and the triggering cause with Delphi-AHP survey method. In addition, various preventive measures were investigated by experts to prevent accidents similar to 10.29 Itaewon disaster. Problems and solutions were presented by collecting expert opinions on the causes and preventive measures of the 10.29 Itaewon disaster. However, the opinion of the experienced peoples who experienced the risk at the Itaewon was not included, so further investigation is considered necessary.
