A Case Study on the Building of Service Quality Improvement Strategies Using CSI, ESI and KPI: Focusing on Public Sector (고객만족도, 직원만족도와 핵심성과지표달성도를 이용한 공공서비스 품질개선전략 수립에 대한 사례연구)

  • CRM (Customer relationship management) has become increasingly relevant in the public sector as citizens have become accustomed to high levels of service in private sectors. Public sectors have begun to emphasize on their customers and customer service quality. Thus to improve the service quality in citizens, public sectors conduct several types of surveys to analyze customer satisfaction and employee satisfaction on their product/services. Most of the public sector organizations, however, are reluctant to conduct the total survey targeting the whole teams and analyze the relationship among types of surveys because of the limitation of budget and time. In this paper, we propose the methodology to analyze the relationship of customer satisfaction index, employee satisfaction index and KPI achievement of whole teams and a framework which identifies key action initiatives and builds KPI.

  • Business performance measurement is used as an important tool to evaluate management performance, control human resources, and implement strategies. It can be measured simply in terms of finance including net profit, return on investment, and return on equity, but this is not sufficient because the performance outside of finance such as internal business process and informatization cannot be examined. Therefore this study defined a KPI(Key Performance Indicators) applicable to local construction companies ranked in the top 30 in construction capability, and also introduced differentiated results from the earlier studies by reflecting more realistic corporate management based on the existing studies and interviews with business experts.

  • Quality is the core competence for customer satisfaction in current competitive business environments. The manufacturing companies regard the quality as the success factor in enhancing competitiveness and foremost concept of the management innovation. But in many cases, the basis for the quality management and the action programs are not prepared yet. In construction industry, normally schedule and cost have priority over quality and the level of overall quality is relatively lower than other industries. This is caused by the vague quality goal and result-oriented management. This study suggests the quality performance indicators for measuring performance objectively, and develops the continuous quality monitoring system based on those indicators. By using this system, the quality improvement can be expected and corporate quality competitiveness can be ensured.

  • Due to the importance of SCM(Supply Chain management) in business logistics. many studies related to the SCM performance measurement have been conducted. However, previous SCM performance measurement models have not reflected both ways, operational efficiency and response for market shift. The aim of this research is to suggest a dynamic model to measure SCM performance both with operational efficiency and response for market shift, based on previous SCOR model. To achieve this aim, we developed a cognitive map-based model described eleven KPIs (Key Performance Indicators) with different weight values. And, to measure response level for market shift, we used the concept of entropy-elasticities. Finally, through some actual cases, merits that have no previous models were shown.

  • In construction industry, project performance should be evaluated in terms of project value objectives, i.e., cost, time, quality, safety, and environment. However, there have been few, if any, systematic approaches in assessing comprehensive performance level which encompasses the whole spectrum of project value objectives. It is non trivial to establish the standardized performance metric system due to the project individualities. This study provides a new approach in assessing the wide variety of project performance types by collecting the real industry project data. In addition, the proposed system has been validated through industry survey on project practitioners. It is concluded that the developed quantitative project performance measurement system would be effectively useful in indicating the level of current status of a particular project and furthermore, to provide a meaningful strategy for the future project in a more sustainable way.

  • This study started with many experiences about maturity evaluation and efficiency improvement of Project Management information system, and need for IT systems for performing of strategy. The objective of this study is 1)to evaluate processes and IT systems based on CSF in strategy perform phase, 2)to propose method of sustainable evaluation and improvement, and 3)with KPI and CSF, to evaluate and improve PMIS. Moreover, we suggested IT architecture framework for basement of improving process and resources.

Comparison of Smart City Efficiency Using DEA and KPI

  • This research aims to investigate how major cities in Korea utilize smart city-related technologies, develop key performance indicators (KPIs) to measure the smartness and efficiency of cities, and propose a methodology for assessing and suggesting smart city policy directions based on Data Envelopment Analysis (DEA). Referring to the CITYkeys Smart City Performance Measurement Framework, 10 key performance indicators (KPIs) were derived. For each KPI, city statistical data were allocated to input and output variables, and 15 cities were assigned as Decision Making Units (DMUs). The DEA methodology was employed to evaluate the operational efficiency and scale profitability of cities, providing insights into the operational efficiency of each city. Finally, the operational efficiency among DMUs was ranked to propose smart city policy directions for each city.

  • To effectively maintain manufacturing collaboration, the development of effective performance measurements for the collaboration is required. Most existing key performance indicators however were developed to measure the performances of internal activities or outsourcing of a company. For that reason, it is necessary to devise new key performance indicators that the partners participating in the collaboration can arrange and compromise with each other to reflect their common goals. In this paper, we propose collaborative Key Performance Indicators(cKPIs), which is used to measure the collaboration work of multiple manufacturing partners on the basis of the Supply Chain Operations Reference(SCOR) model. Also, a modified Sigmoid function is devised as a desirability function to reflect the characteristics of Service Level Agreement(SLA) between two partners. The proposed indicators and the desirability functions can be utilized to perform and maintain the successful collaboration by providing a way to the quantitative measurement.

A Study on the Development of Performance Indicators for the National Library of Korea using Balanced Scorecard(BSC) (균형성과표(BSC)를 활용한 국립중앙도서관 성과지표 개발에 관한 연구)

  • As a national library, the National Library of Korea is responsible for collection, provision, and preservation of national knowledge, information, and cultural heritage. This study aims to develop performance indicators as a rational tool to improve management of the National Library of Korea for its continuous growth and development. The performance indicators are based on the BSC(Balanced Scorecard), which is useful for linking the organization's strategies in response to changes in the library environment with performance measurement. As a result, 4 BSC-based perspectives (① Resources, Access, Infrastructure Perspective, ② Usage Perspective, ③ Efficiency Perspective, ④ Potential and Growth Perspective), 19 key success factors, and 71 performance indicators were developed for the National Library of Korea. Also, differences in perception of performance indicators by ranks and job duties at the National Library of Korea were analyzed.
