Collaborative Governance and Development of the Yeongnam Region : a Conceptual Reconsideration (협력적 거버넌스와 영남권 지역 발전: 개념적 재고찰)

  • Network governance can be defined as collaborative process to develop a new socio-political order through civil society centered networking with government and market, and the term 'collaborative governance' can be used in a sense that the basis of governance is collaborative process. In particular, it can be stressed that collaborative governance between regions need double collaborative processes, that is, collaboration between local governments and collaboration between local government and local civil society within a region. Yet, the collaboration as a core element of collaborative governance should not be seen as a pure normativity presupposing confidence and reciprocity, but as a strategy based on competition and antagonism. The normativity implied in the concept of collaborative governance may not realized in actual process, and tends to be mobilized as a rationale for justifying neoliberal strategies. In order to overcome such limits of collaborative governance, the concept of collaborative governance should be reconstructed. This paper suggests that collaborative governance can be seen as hegemonic governing process in a Gramcian sense operating in the government plus civil society, and that, radicalizing Ostrom's concept, it also can be seen as a governing process producing polycentricity by self-regulating subjects. Finally, collaborative governance between regions needs expansion of material basis for economic complementarity and construction of infrastructure as well as a discursive process in order to enhance connectivity between them.

Covenant Theology Reconsidered Through the Relationship Between Law and Grace (율법과 은혜의 관계를 중심으로 재고찰한 언약신학)

  • This study reconsiders covenant theology through the relationship between law and grace. In order to do this, it first evaluates whether the Sinaitic Covenant is a covenant of grace or a covenant of works. This has been in discussion for a long period of time among theologians, yet is far from settled. Traditional studies form a wide spectrum, which can be divided into at least four major branches. First, the Sinaitic Covenant is the same as the covenant of grace. Second, the Sinaitic Covenant is the same as the covenant of works. Third, the Sinaitic Covenant forms a third, independent category of covenant. Fourth, the Sinaitic Covenant exists in harmony with the covenant of grace. Each category is summarized along with its representative proponents. Also, even though the term covenant of works is not accepted as prevalently among modern theologians, observations is made on how each category connects to and continues in modern theological discussions regarding law. Special emphasis is given to the fourth category and the fourth perspective on law with respect to how they differ from the others in viewing the relationship between law and gospel. Moreover, recognizing that the unique understanding of the fourth view grows out of a careful observation of the Biblical text, the structural similarities between the Sinaitic Covenant and other Biblical covenants are compared based on the Biblical text. Based on this comparison, it is observed that God's grace and human duty coexist in several Bible covenants including the Sinaitic and New Testament covenants. From this observation, it is proved that conditionality regarding covenant fulfillment exists in them all. This conditionality does not entail from exclusiveness on the part of God, but from the weakness on the part of humans. However, some unconditional covenants, albeit few in number, can be found in the Bible. Therefore, the difference between unconditional covenants and conditional covenants is discussed. Lastly, the proper place and role of grace in covenants is studied.

  • The national base map of Korea has become more useful as the spatial information industry has developed rapidly. Beyond the simple application of the past paper map era, the role as important spatial information in the smart city and digital twin era is required with the IT (Information Technology) revolution. Therefore, the concepts of seamless, multi scale, object-oriented, customized production and real-time updating have emerged, and innovations in the distribution process through the internet are also taking place. Although the concept and definition in the law that is corresponds to the status of the national base map must be supported, the concept and definition of the paper map introduced from the surveying law in 1980 still exist. The definition of the national base map cannot meet current technological developments and social needs and does not reflect the perceptions of the majority of the people as well as the practical capacity of government organizations that manage it. Therefore, it is necessary to establish the concept of national base map in accordance with the current situation and to define it in the law. In this study, the concept of national base map was established and defined by comprehensive analysis of the development process of the national base map, the changes in the times and cases of the United States, the United Kingdom and Japan.

  • Due to the explosive growth of the internet, terminology like "information society" and "virtual space" is frequently used, but often in a confusing manner. Some Social theorists and many people are fascinated by "information" and "media" as key characteristics of the contemporary world and rely on the unproven opinion that "Knowledge is a source of value and information moves the world". In this regard, Boudllian defines contemporary culture as a culture of signs and insists that we are surrounded by signs and forms of meaning. There isn't anything behind the signs but signs only exsist, so we cannot escaped from its inauthenticity and consider it improper to insist on it. If people can understand that signs are just simulation of reality, that would be alright. But in fact anything cannot be alright.In this matter Boudllian's conclusion is that we produce images in bulk which are not worthy seeing. Today we reach the conclusion that most images are the letter(character) image itself which shows nothing special.Consequently, this kind of world is a postmodern-world that seems meaningless but has signs to experience and enjoy, many examples of which are shown in the media, such as the internet. We can get to the conclusion that the audience neither sees nor hears anything, but they just can experience many interesting things which characterize the present age. The purpose of this research is to help you to understand current design philosophy and the direction of media while considering both a positive social phenomenon about the new design paradigm of information and media, as well as critical thinking about it.

  • The defect caused by the software industry that is the source of knowledge-centric, information-centric and technology-centric affects an engine which operate a major role for operation of aircraft. Therefore, we should minimize the danger from the defect by strengthening the stability of aviation through the stability analysis of software. In this paper, we examine the laws and systems about the aircraft defects and software safety and propose the enhancement and the enactment of the law or measures to strengthen aviation safety. We should the existing law or system as items, such as the revision related to the safety analysis, standards of quality assurance including safety, application of quality assurance that you must attach the safety analysis report, assessment of detailed instructions of certification authorities. In addition, we should enact the new law and system as items such as the mandatory software evaluation and certification, continuous assessment based on the software life cycle, mandatory introduction of a standardized development methodology, strengthening of advanced workforce system. We can expect the improvement of software quality and an enhanced aviation safety by improving existing laws or systems and enacting new laws or systems.

A Criticism of John Hick's Copernican Revolution (존 힉의 코페르니쿠스적 혁명 비평)

  • This is a study of Hick's self-described Christological 'Copernican revolution.' Since Hick as a former Christian theologian did not want to reject one of the core Christian doctrines(incarnation), he presented his copernican revolution in terms of Agape Christology, an inspiration Christology and myth Christology through his Christological reinterpretation. Thus Hick's Christologies that are developed gradually are discussed and evaluated chronologically. First, agape Christology understands that the incarnation is taking place all the time in different degrees everywhere. As a result agape Christology makes Jesus as a mere human being. Second, an paradox of grace or inspiration Christology views the incarnation as the Spirit of God enabling people to fulfill the will of God by their free responses. This Christology assumes that divine incarnation can occur anywhere and anytime in any person. Thus, according to this, Jesus is not literally God incarnate as Christian claims. Third, myth Christology views that the incarnation is not literal but mythological. Though he prefers to use metaphor in his later writings because it has a more positive connotation than myth, myth and metaphor have one thing in common: they are neither literal nor historical. Hick's mythological Christology implies the denial of Jesus Christ as God incarnate. Accordingly, the researcher must conclude that Hick's Christology as copernican revolution cannot said to be a perfect solution for today's religious situation, even though it was a sincere try to communicate with pluralistic world.

An Exploration for Direction of the Curriculum Development through the Analysis of Media Information Literacy Competencies and Contents (미디어정보 리터러시 역량과 교육내용 분석을 통한 교육과정 개발 방향 탐구)

  • The purpose of this study is to obtain basic information and implications for developing media information literacy curriculum by comparing and analyzing UNESCO's media and information literacy competencies and AASL's key competencies with the 2015 Revised Curriculum and the Library and Information Life curriculum. As a result of the analysis, First, UNESCO's MIL and AASL's key competencies in media information literacy were related to the competencies of the 2015 Revised Curriculum. Second, UNESCO's MIL included more aspects of the composition and competencies of information literacy than media literacy. For this reason, it could be said that media information literacy more appropriately reflects the content pursued by media literacy education than media literacy. Third, UNESCO's MIL included more training content for media literacy than information literacy. Fourth, the contents of media literacy were found to be insufficient in the Library and Information Life curriculum compared to the education contents of library and information literacy. Fifth, the competency standards related to media information literacy and Libraries and Information Life did not present cultural sensitivity competency. Based on the results of the study, It is necessary to develop a media information literacy curriculum that fuses the contents of media literacy beyond the information literacy that use library resources.

  • The purpose of this study is to identify key factors of Co-opetition through examining the environmental and structural changes in the ports industry and suggest a few Co-opetition strategies for enhancing our ports capabilities in the long-term. In recent years, the trend toward market liberalization and globalization in ports industry has made rapid progress and it made the competition fiercer. To survive in this rapid changes, the ports have traditionally pursed a competitive strategy. However, an alternative strategy replacing the traditional strategy was introduced: namely, 'Co-opetition' a buzzword combining competition and co operation. Policy proposals this study suggests are the construction of a database regarding costs and benefits of ports for more effective analysis and improving the competitive power of a shipping company operating national flag carriers for achieving the purpose of Co-opetition and adoption of selection and concentration strategy for increasing the possibility of Co-opetition success.

A Study on the Reestablishment of the Drone's Concept (드론 개념의 재정립에 관한 연구)

  • Drone was originally developed for air force aircraft or missile exercise shooting targets, and is being considered as the entire unmanned aircraft to the public. The core concept of a drone can be divided into 'unmanned' and 'aircraft'. However, there are many questions about whether the Fourth Industrial Revolution, expressed as a convergence scientific innovation, is appropriate at a time when smart cities are proposed as a concept of new urban spatial formation, and the role of self-driving vehicles, including drones, is being emphasized within the new urban integrated transport system. In this study, the concept of the existing drones was analyzed for the development process, definitions in each country's laws, and the results of the preceding research to present a concept suitable for future society and a unified term. It is not desirable to define a drone for the purpose of a country, an institution, or an operating entity, depending on the circumstances of the era. It is more reasonable to find the concept of a drone based on human life than in the traditional way, and more reasonable considering the development of the drones in the future. Subsequent studies should be more detailed, more data and research results analyzed, and discussed areas that were not covered in this study. Based on this, research should also be conducted on a variety of topics, including legislation, preparation of operational regulations, and related industrial processes and regulations.

Conceptual Design of Metadata based Research Results Information Retrieval System (메타데이터 기반의 연구성과정보 검색시스템의 개념적 설계)

  • It has lately been recognized that the sharing and exchanging of the research results information is the critical factor to improve the research productivity. So many institutions are planning or developing the information systems which provide the research information services for researcher. But it has very difficulty in integrating the research resources information due to the dispersion and heterogeneity in data sources, and semantic and structural difference in describing data. We propose the semantic web based methodology and conceptual framework for raising the interoperability of metadata about research results information, which will support the integration of the distributed research data for information services in the end. We first introduce the ontology which is developed based on Standard Metadata of Research Results Information published by STISC. Then to show the applicability in real-world environment, we express the metadata of research information in RDF/RDFS according to ontology. Finally we proposed the conceptual architecture of research information service system which shows the main components, the functional requirements, and the principal and design direction at implementing the system.
