The Effect of the Learning Transfer Climate of Korea Coast Guard on the Learning and Learning Transfer (해양경찰공무원의 학습전이풍토가 교육훈련의 전이효과에 미치는 영향)

  • This study aims to empirically validate the relationship between organizational learning transfer climate and the transfer of training and to enhance the transfer of training among South Korean coast guards. The empirical data was collected through 526 South Korean coast guards admitted to the institute, and support by managers and peers, and potential for organizational change were selected as independent variables for multiple regression. As a result, the transfer of training is positively correlated with support of mangers and peers, and potential for organizational change, thus suggesting factors like supervisor participation and long-term educational planning as policy implications for the effective transfer of training to work environment. Though findings from research cannot be generalized to the broader population due to limitations of sampling, this study does find its significance in that organizational learning transfer climate was considered as a key factor influencing the transfer of learning for the first time.

  • After the Ferry Sewol accident, public interest in marine safety has increased. However, as the marine leisure tourism population increases, the number of casualties caused by marine accidents is increasing, so marine safety education is urgently needed. Since facilities related to marine safety education in Korea are geographically biased to the west, regional imbalances in education are significant. Therefore, this study suggested solutions to the problems of developing educational contents and securing budgets and professionals by using idle facilities of the Korea Institute of Maritime and Fisheries Technology(KIMFT) located in Busan as a maritime safety education center. In addition, as a result of estimating demand using the gravity model, it was estimated that the demand would range from 150,000 to 130,000 per year. This study sufficiently proved social policy validity for policy suggestions using existing idle sites as maritime safety education centers based on objective verification methods and is expected to contribute substantially to policy promotion in the future.

  • Approximately 250 marine pollution accidents involving oil and HNS spills are reported every year in the Republic of Korea. It is necessary that a strengthen of specialization of marine pollution response personnel on marine pollution response due to a diminution of damage when a major oil and HNS spill incident occurred, as in the case of the M/V Heibei Spirit and the M/V Maritime Maisie. In regard to this, the International Maritime Organization (IMO) has planned to revise the OPRC Model Training Course to strengthen expertise for oil spill incident responses. Through a comparison of curriculum with the Korea Coast Guard Academy (KCGA) program, a revised IMO Model Course and the OSRL training institute, this study recommends the following improvements for the education program of the KCGA in response to oil spills. This study suggests several options in line with this approach to revise the oil spill response education curriculum, exercise, discussions and making materials. Accreditation of the KCGA as an institute that provides an IMO Model training course developed according to the revised IMO Model Course material is proposed.

Study on the Satisfaction on Onboard Training in Shipping Companies during the COVID-19 Situation - Focusing on the Cadets of Mokpo Maritime University - (코로나19 상황에서의 위탁승선실습 교육만족도 분석 - 목포해양대학교 위탁승선실습생을 중심으로 -)

  • In the current situation where clearly the ship officer is avoiding boarding, the purpose of this study is to investigate the satisfaction of onboard training in shipping companies during the COVID-19 situation and to suggest plans to improve onboard training. Furthermore, by improving satisfaction, students of maritime university can improve their career awareness as a ship officer in the future. The survey was conducted with the cadets of Mokpo Maritime University after completion of onboard training in shipping companies. The questionnaire contains seven factors: education administration, education contents, officer, facility, education ef ect, education satisfaction and career awareness. The survey analysis results indicated that the satisfaction with education administration and education effect was relatively low, and the satisfaction differed by gender and vessel type. In addition, hypothesis verification revealed that the education contents did not have a positive effect on education satisfaction and career awareness. Furthermore, a great correlation existed between education satisfaction and career awareness. We suggested that education and promotion must be improved before onboard training. In addition, the officer must be educated on the method to teach cadets and establish a training plan such that the officer can systematically guide the cadets with an educator mindset.

  • The quantitative increase in maritime transport for domestic and foreign trade is one of the main reasons for the increase in marine pollution accidents. Despite the implementation of relevant laws in each country to prevent and mitigate marine pollution accidents caused by ships, human negligence (carelessness, intention, etc.) by ship workers has been reported as the biggest cause of marine pollution accidents. One of the most effective ways to reduce marine pollution accidents caused by ships is to reduce human negligence through systematic education and training of ship workers. Therefore, this study aimed to review the appropriateness of the statutory education and training curriculum for ship marine pollution prevention managers in accordance with domestic laws and regulations such as the 「Marine Environment Management Act」 and suggest improvement measures. To this end, we compared and analyzed the legal training·general education courses related to the prevention of marine pollution and marine disasters in Japan, where the laws and systems are similar to Korea, and investigated the cases of legal training for experts in land pollution prevention in Korea.

A Study on Maximization of Value of Dokdo as a Tourism Destination for Marine Education (해양교육 관광목적지로서의 독도의 가치 극대화 연구)

  • The purpose of this study was to evaluate and maximize the value of Dokdo as a marine educational tourism destination. The purpose of this study was to contribute to the identification of Dokdo as a unique territory of Korea rather than a disputed territory by further activating Dokdo tourism. The revitalization of Dokdo tourism was reviewed and analyzed from the viewpoint that it is possible when Dokdo is recognized as a destination for marine educational tourism. As a result of reviewing various research papers, periodicals, and government documents published in Korea and abroad, it is necessary to emphasize on-site education such as patriotism, anti-Japanese consciousness, and historical awareness in order to maximize value as a marine educational destination of Dokdo. Points out that it is possible to differentiate from other tourist destinations. Second, it pointed out that Dokdo preserves and develops to maximize the resource value of various tourism resources it possesses. Third, it pointed out to develop specialized tourism resources that can be linked with Dokdo tourism. Fourth, it pointed out that Dokdo will maximize its development potential as a marine educational tourism destination. Fifth, it is pointed out that there is a need to improve the educational program related to Dokdo. Finally, I pointed out that I would like to develop a variety of marine educational tourism contents and tourism programs linked with Ulleungdo.

The Study of Seafarers Education System for the Sea Power in Korea (해양력 강화를 위한 우리나라의 선원양성에 관한 연구)

  • This paper investigates university-level curriculum by comparing education systems among maritime universities, fishery universities and naval academy. It was found that maritime university programs are full of effective courses related to the concept of Sea Power along with the duties of maritime officers. It is recommended that more interest be paid to on the increase of national sea power by renovating current educational systems and adding more national supports by providing additional maritime policies to establish sustainable development goals for Sea Power.
