This study aims at comparison and analyzing of marine officer license system for fishing vessels between South Korea and New Zealand. It is urgently required to establish Republic of Korea-New Zealand mutual certification system for marine officers who are on board ships within applicable area given that New Zealand will force foreign fishing vessels within New Zealand area to reflag from 2016 in accordance with the amendment of Fisheries Act. Secondly, to compare and analyze systems between two countries will contribute to the preparatory work related to ratification STCW-F convention as New Zealand already have completed law amendment to adapt the convention. Maritime law of New Zealand, Seafarers Act and Ship Personnel Act of Republic of Korea were compared and analyzed as references. The result showed that an improvement to corresponding level to the international convention and development of safety training by vessel type, and job descriptions according to the license class are needed to Republic of Korea system. Furthermore, it is suggested to prepare specialized training for deckhands as required in STCW-F convention and standard fishing vessel officer training record for designated institute of education. Therefore institutional complementarity and framework is required as it is expected that the nations of fishing in piscary demand to reflag Korean deep-sea fishing vessels or to ratify the STCW-F convention.

The cabotage rule has been protecting the domestic industry from foreign competitions as a kind of trade barrier. In the United States, the shipbuilding industry has been maintained with the help of to the strict cabotage operations by reinforcing advantages for domestic crews and ships which are built in the U.S. For most countries, cabotage has been granted legitimacy in their coastal shipping by Low Carbon Transport in terms of economic and emergency reasons. The cabotage rule is required in the stable supply of the seafarers which rely on the legitimate maritime education. This study analyzes Korean cabotage system and the problems with regard to seafarers education. It is found that the resolution is set up the cabotage act such as Jones Act, U.S.

Due to the rapid development of AI, autonomous vessels will be realized in the near future. However, the curriculum of nautical science in maritime university is not prepared for this trend. In addition, after the expiration of the mandatory boarding period, a number of junior merchant marine officers are leaving offshore jobs to find onshore jobs. This is a comparative analysis of curriculum of nautical science in maritime universities. Since most of seafaring countries ratified STCW 2010, nearly all themaritime universities train their cadets by followings the procedures required by STCW. Therefore, it is necessary to examine the curriculum of these marine universities in oder to confirm the appropriateness of our curriculum of nautical science. This will ultimately be used as a reference for the development of an ideal curriculum to prepare for rapid technological development and to prepare for a job on the ground.

According to Article 77 of the Ship Safety Act and Article 97(2) of the Enforcement Ordinance of the Ministry, the Recognized Organization (RO) personnel (ship surveyors) responsible for statutory survey shall have educational qualifications and experience in a specific field or obtain a license under the National Technical Qualifications Act. However, graduates from maritime high schools and those who completed the short-term course of the Ocean Polytec did not satisfy the qualification standards for the RO personnel since they did not graduate from the departments of maritime/fisheries or shipbuilding. Major shipping countries such as the United Kingdom, the United States, and Canada use the IACS (International Association of Classification Societies) regulations, and the Ship Safety Act in Japan has eliminated the qualification requirements for ship surveyors. In particular, under the IMO (International Maritime Organization) and IACS regulations, the RO personnel shall have as a minimum the following formal educational background: a degree or equivalent qualification from a tertiary institution recognized within a relevant field of engineering or physical science (minimum two years' program); or a relevant qualification from a marine or nautical institution and relevant sea-going experience as a certified ship officer; and competency in the English language commensurate with their future work. Considering that Article 17 of the Enforcement Decree on Public Officials Appointment Examinations prohibits educational restrictions and there are no educational restrictions on the qualifications of British and Japanese surveyors, if the maritime high school graduates have sufficient sea-going experience, education, and training, they could be recognized as meeting the qualification requirements. Moreover, those who completed the short-term course of the Ocean Polytec could also be recognized as meeting the qualification requirements because they are required to have at least a professional bachelor's degree (in the case of a third-class CoC (Certificate of Competancy)) and some sea-going experience after completion.

Because ships have limited support from land, it is necessary to equip them with automatic external defibrillators (AEDs) in preparation for the incidences of cardiac arrest patients and to properly place and manage AEDs. The seafarer must have the ability to use the AEDs. This is a study to identify the placement and management of AEDs in order to increase the utilization of AEDs in ships, analyze the ability of seafarers to use AEDs and their intention to use it, and suggest improvement plans. The study was conducted from September 9, 2019, to February 20, 2020, and a total of 244 ships and 244 seafarers were surveyed. The data were analyzed by the frequency, percentage, and chi-square test using SPSS WIN 23.0 program. As a result, most of the ships with one AED number were identified, and some ships with insufficient AED placement and management were also identified. A total of 142 seafarers (58.2 %) had experience in participating in AED education; 136 seafarers (55.7 %) had intention to use AEDs; and the most barrier factor was "I don't know how to use" (63.0 %). The intention to use AEDs was high among seafarers in the position of the captain, navigator, and deck department personnel, and when they had an experience in AED training and the training period was less than six months, they were active in using AEDs. In addition, efforts to raise an awareness and education of AEDs are required for occupational groups other than navigators who are not willing to use AEDs in ships, and it is necessary to review appropriate retraining cycles through an evaluation of the seafarer's ability to use AEDs.

The main reason of marine casualties is the human error in respect of ship's operation. The human error of officers in charge of a navigational watch is related to their abilities to handle of navigational equipment. Navigational devices play a key role to help officers decide what to do for safe navigation. Thus, the abilities to handle of navigational equipment mean not only operation of devices but also entire understanding of the system such as interpretation of information obtained from devices, appropriate use of information considering navigational circumstance. Qualification of seafarers is in accordance with STCW and detailed training courses for their qualification are provided by IMO model course series. Recently, ships engaged on international voyages shall be fitted with an ECDIS not later than the first survey on or after 1 July 2018. As increasing use of ECDIS on ships, marine casualties related to ECDIS are on the rise. The primary causes of the accidents are lacking understanding of ECDIS system, wrong presentation of information on display, wrong safety setting by seafarers who use ECDIS, using small-scale chart and missing charts update. As a result of these primary causes, some problems like wrong route planning and use of limited or omitted information occur. It could be happening by inappropriate seafarers' training which is not sufficient to support improving abilities of officers to handle navigational equipment. For efficient training, it is need to develop training courses. Applying full mission simulation system to seafarers' training courses with case studies and best practices which are well-constructed scenarios based on true marine casualties can increase the effect of training. To use the simulation system, it is possible that seafarers are trained under condition that closely resemble real situation. It should be considered that IMO model course be revised depending on the level of seafarers also. It could be helpful for increasing seafarers' abilities of equipment operation in place of accumulation of experience spending much time. In the short term, effort of training courses improvement for seafarers is needed and long term, it should be tried to provide stable system and services relate to ECDIS.
The purpose of this study is to provide basic data for the prevention and management of Cumulative Trauma Disorders in Korea seamen. 569 seamen's questionnaire had been acquired at Korea Marine Training and Research Institute. The prevalence in Cumulative Trauma Disorders within recent 12 months was 68.5%. The more working hours(p<0.01), services on the vessel(p<0.01), and the less job satisfaction(p<0.05), the higher prevalence of Cumulative Trauma Disorders. The distribution of Cumulative Trauma Disorders by the part of the body was turned out as Back ; 43.6%, knee ; 23.9%, shoulder ; 19.3%. The officers had more frequency of symptom around the neck than the ratings(p<0.01) and the seamen who work at the engine room were more frequent in elbow than those at deck department(p<0.05). In the duration of pain, 55.4% were less than one week, 20.6% less than 30 days, and 24.0% 30 days and more. the cause of symptom was turned out as 34.5% by excessive hard work and 30.1 % was unknown.

To improve the ocean waves of the ship maneuvering simulator, we study and summarize the visualization elements of the ocean waves and the overall direction of their implementation in detail. We categorize the visualization elements of the ocean waves into five groups, including wave surface, wave breaking, interaction, lighting effects, and underwater. We also analyze the design and implementation issues of the visualization of the ocean waves for ship maneuvering simulator with respect to realistic and real-time ocean visualization, ship dynamics, and application purposes. Through the analysis, we have found that the realistic visualization of ocean waves plays an important role in the generation of immersiveness, more accurate ship motion, and the various and controllable simulation scenarios for the ship maneuvering simulator. Additionally, we have confirmed that there are many visualization elements, methods, and limitations to be considered for the visualization of the ocean waves for ship maneuvering simulator, and we have concluded that the systematic design is required before implementation.

As the Korean navy's capabilities increase, it becomes increasingly necessary to develop sufficient navigational capabilities and train proficient seafarers. However, in terms of securing personnel resources, seafarers will need to be utilized more effectively due to the population decline of recent years. This paper reviews the use of civilian maritime personnel to research potential resources and uses the U.S. military sealift command as a benchmark. As a result, it has been found that it is possible to increase naval combat capability through the establishment of like a military sealift command organization to operate defense civilian support vessels. In addition, it is possible to train civilian seafarers by utilizing the current national education system through existing maritime universities. Furthermore, taking these actions will allow the ROK navy to operate its onboard ship reserve service and designated international ship system more efficiently.
Much efforts have been made to improve the training education system for last decades. however, it still leaves much room form improving the system. The reason for this is that the have been many changes in given educational conditions, national and international, and that there existed the lack of training facilities on shore and the limits of capacity on the training ship. The existing program adopts a straight-through system of which the course has to be completed at same time, and also forces students to study the course, disregarding their aptitude for sea life. Consequently, the program resulted in frustrating the learning desire of some students and, as a consequence, in deteriorating the quality of the entire training education. This paper aims to develop an efficient training program including curriculla by the literature survey and the teaching and sea experiences on the training ship "HANBADA" and merchant ships, where the authors have been for many years. Compared with the existing one, the new training model suggested in this paper has some advantages as follows : First, the new model adopts multi-state system which consists of various short-term training courses according to each purpose. This system will be helpful for student to find their aptitude for sea life earlier and to understand classes of major subjection shore. Second, the model includes new curriculla which consist of core subjects (for example, navigation, marine operation, marine transportation, watch keeping and nautical English for deck cadets and internal and external combustion engine, auxiliary machinery, electric and electronics and engine maintenance for engine cadets), by incorporating existing 20 subjects in 5 subjects. These curriculla may contribute to embodying the characteristics of training education where the above mentioned subjects must be linked with each other. In order to implement this new training model efficiently and effectively, the following prerequisties must be prepared : $\circled1$ The contents of each subject included in the new model should be systematically developed. $\circled2$ The educational schedule should be adjusted according to the new model.new model.
