Evaluating the Levels of Port Services by the Average Waiting Cost of Ships (선박당 평균대기비용에 의한 항만의 서비스 수준 평가)

  • This study estimates the port waiting cost of international trade ports in Korea by an opportunity cost approach. In the next step, we present a method to assess the levels of port services by the average waiting cost of ships derived from the results of the first step. Because the port waiting cost reflects the social cost, it is difficult to use as a service indicator even though it is the decision support information for a particular port facility expansion. The percentages of waiting ships and time also are insufficient indicators to reflect only the quantitative aspects by the time. However, the average waiting cost of ships in this study can be utilized as a service indicator to reflect waiting time and the loss of economic value simultaneously. It is also very useful information for a shipper and a carrier to select a port. Based on the average waiting cost of ships in 2007, it is analyzed in order of lowest service ports sequentially such as Pyeongtaek-Dangjin, Pohang, Donghae, and Samcheonpo. It is different from the sequential order of ports by the port waiting cost such as Pohang, Incheon, Gwangyang, Pyeongtak-Dangjin, and Ulsan. The port waiting cost is to a port authority as a key indicator what the average waiting cost of ships is to a port user as a useful indicator to evaluate the levels of port services.

  • With slow sea trade volumes growth and increasing competition of ports, port industry is witnessing an increasing number of factors that have driven up the costs. Using financial data collected from Korea's container terminal operators, this study analyzed cost structural characteristics. The differences by terminal size, region and operating status of the terminal operators were examined and the suggestion were presented based on the result of the analysis.

  • In the midst of worldwide response to climate change, the advanced ports including LA/LB(Los Angeles/Long Beach) has started to reduce carbon emission from port area which has not been targets of interests in the worldwide cooperation. Recently, the Port of Busan has started to reduce carbon emission from the port area under the Green Port Strategy in Korea. However, the low-carbon port management increases the cost of port management and negatively impacts the port competitiveness in the short term. Therefore, the Busan Port Authority is carrying out the low-carbon projects directly and has not transfer the cost to the port users, such as shipowers, cargo owners and terminal operators. However, the Port Authority of LA/LB has transferred the cost at low-carbon port management to customers of port. In this study, comparative analysis on cost of low-carbon port management at Busan and LA/LB is carried out for sustainable port management.

Empirical Analysis of the Determinants for Shippers' Selection of Gwangyang Port (화주의 광양항 선택 결정요인에 관한 실증분석)

  • Many studies have identified the determinants of shippers' selection of ports, and of these, a number have repetitively cited major elements. However, different researchers came up with somewhat different research results depending on the position and preference of research targets. Accordingly, to deduce the determinants of shippers' selection of Gwangyang Port, appropriate research and analysis is required in addition to literature study. This study first deduced from previous studies the determinants that have influence on shippers when selecting a port and positively analyzed the effects of those determinants on the shippers using Gwangyang Port. In this regard, whether shippers using Gwangyang Port have continuously used the port was set as a dependent variable, and port service, port facilities, location of ports, port costs, and other determinants for port selection deduced in the previous studies were set as independent variables. This study's analysis finds shippers using Gwangyang Port are all influenced by the elements of port service, port facilities, location of ports, and port costs in their selection of Gwangyang Port. Their degree of importance is in the order of port costs, location of ports, port service and port facilities. This indicates that shippers consider port costs and location of ports more important than port facilities in their selection of a port.

Optimizing Total Transport Cost Incurred under Specific Port System: With a Case of Managing POSCO-owned Berths (특수항만구조하에서의 물류비용 최적화에 관한 연구 - 포항제철의 원료부두 사례를 중심으로 -)

  • This paper primarily deals with a decision-making for determining the number of voyages in each ship size under a specific port structure in order to minimize the total transport cost consisting of transport cost at sea, queuing cost in port, and inventory cost in yard. As a result of computer simulation using queuing model characterized by inter-arrival time distribution, we were able to find out some combination of voyage numbers of 3 ship-size(50,000-ton, 100,000-ton, and 200,000-ton), where the total transport cost can be minimized under a specific port structure. The simulation model also allows us to figure out any trade-off relationship among sea transport cost, queuing cost in port, and inventory cost in yard. Put it differently, an attempt to reduce the sea transport cost by increasing the number of voyages of the largest ship size, the transport cost incurred in both port and yard is hypothesized to be increased and vice versa. Consequently, Port managers are required to adjust the number of annual number of voyages allocated in each ship size, put into the sea lines for importing raw materials, in order to optimize the transport costs incurred under the specific port system. We may consider a net present value(NPV) model for performing an economic feasibility analysis on port investment project. If a total discounted net benefit, including cost savings, exceeds the initial investment for an additional berth construction, then we accept the port investment project. Otherwise, we reject the proposed port investment plan.

A Determination of the Optical Containership Size Using a Total Shipping Cost Analysis (컨테이너선의 총 비용 분석을 통한 노선별 최적선형 도출)

  • Traditionally, determination of the optimal containership size is the most important factor for competitiveness of shipping companies in the shipping market. Under this environment, many shipping companies and researchers have studied about it. The objective of this research is to determine the optimal containership size using a total shipping cost in the main trunk lines. Total shipping cost is calculated at the ground of capital costs, vessel operation costs, voyage costs, port charges and miscellaneous costs for 'Europe-Far East', 'Far East-North America' and 'Europe-Far East-North America' services. Analysis results showed that the 6,500TEU containership is an optimal size on the 'Europe-Far East' and 'Europe-Far East-North America' services. And the 8,200TEU containership is an optimal size on the 'Far East-North America' service. Moreover, if the larger containerships over 8,200TEU class start operation afterward, it would be less competitive in the analyzed 3services.

A Heuristic Model for Appropriation of Voyage Allocation under Specific Port Condition Using Regression Analyses - With a Case Analysis on POSCO-owned Port - (휴리스틱 회귀모델을 이용한 특정항만 조건하에서의 선형별 적정 항차배분에 관한 연구 - 포항제철(주) 전용항만 사례를 중심으로-)

  • This paper mainly deals with the appropriation of ship voyage allocation, using a heuristic regression model, in order to reduce total costs incurred in port, yard and at sea under the specific port condition. Because of different behavior of costs incurred in port, yard and at sea, an effort to minimize these costs by adjusting the number of voyages for three ship classes(50,000, 100,000, and 150,000-ton) should be made. For instance, if the port managers attempt to reduce the sea transport cost by increasing the annual allocated number of ship voyages classed 150,000-ton for economies of scale, they have no choice but to suffer a significant increase in queueing cost due to port congestion. To put it differently, there are trade-off relationships among the costs incurred in port, yard, and at sea. We utilized a computer simulation result to perform a couple of regression analyses in order to figure out the appropriate range of allocated number of voyages of each ship class using a heuristic approach. The detailed analytical results will be shown at the main paper. We also suggested a net present value(NPV) model to make a proper investment decision for an additional berth of 200,000-ton class that alleviates port congestion and reduces transport cost incurred both in port and at sea.

Accordingly, the objective if this research is determining the optimal containership size by service routes. Total shipping cost is calculated at the ground if capital cost, vessel operation costs, voyage costs, port charge and miscellaneous cost for 'Europe-Far East', 'Far East-North America' and 'Europe-Far East-North America' Services. Finally, the optimal containership size was utilized through total shipping cost, slot quantity if containership and average throughput by containership.

  • The economic appraisal of a port remodeling project must be transparent and persuasive to the public over the entire stage of the project. A project evaluator need to be familiar with the guidelines on evaluation, and to do his best to follow the guidelines to evaluate the given project. To make the right decision on investment, the evaluator must take into consideration not only economic efficiency, but also equity issues such as income redistribution and balanced development between regions. Port remodeling projects tend to produce externalities to the environment. However, these externalities are of qualitative nature, and hard to measure in monetary terms, so these are liable to be ignored in the process of project evaluation. Two different approaches - RP(revealed preference) and SP(stated preference) have been tried to assess the value of these non-market goods. Government authorities need to set minimum guidelines which project evaluators must follow in order to make the evaluation more reliable.

  • 물류에 있어서 공 컨테이너로 인한 물류비용 증가에 대해서 기존에 다양한 관심과 연구가 있었다. 하지만 기존 연구에서는 공컨테이너의 재배치나 예측에 관한 연구는 많았지만 선박회사의 공컨테이너 운영의 관리운영에 대한 부분은 부족한 면이 있었던 것이 사실이다. 따라서, 본 연구에서는 컨테이너가 총 운항비용의 20%를 상위하는 현재의 상황에서 공 컨테이너의 효율적인 이용이 비용절감에 중요한 부분임을 감안하여 목포 신항만을 이용하는 해운회사들의 효율적인 공컨테이너 운영 관리에 대하여 연구하였다.
