A Study on the Improvement Plan for the Establishing an Advanced Aviation Security System in Korea (첨단 항공보안체계 국내 도입을 위한 개선방안 연구)

  • The International Civil Aviation Organization (ICAO) has set up the Global Aviation Security Plan (GASeP), which urges member states to transition to more advanced security systems. This paper examines advanced aviation security policies and technologies at both domestic and international levels, and also investigates the underlying reasons for the challenges faced in establishing an advanced security system in the Republic of Korea. Based on this analysis, we propose effective strategies for deploying advanced security equipment at domestic airports, taking into consideration their respective classifications. Additionally, we identify the need for establishing new technological standards to introduce an advanced aviation security system, and provide evaluation criteria for the maintenance and management of technology to ensure the smooth operation of advanced security equipment.

Fatigue Analysis according to Flight Conditions of Airline Crew Members (항공사 승무원의 운항조건에 따른 피로도 및 피로요인 분석)

  • During the COVID-19 pandemic, there have been many changes in the aviation industry as a whole. Passenger traffic has decreased, but on the contrary, the international transport demand for cargo planes has never been higher. Due to their geopolitical location when flying to major cities around the world, Korea's international pilots are bound to have relatively more jet lag-causing routes than their American or European-based pilots. Through this study, we tried to analyze the degree of fatigue and fatigue weighting factors according to operating conditions for domestic pilots. As a result of the study, the following conclusions were drawn. Despite the variety of models, routes, and fatigue between individuals, it was found that the 3 Pilot operation route was concentrated as a representative fatigue route. Most of the individual fatigue improvement request sections showed higher fatigue as the night flight section was longer among the 3Pilot routes for more than 12 hours, and 43 out of 90 participants (Korean Air pilots) focused on 3Pilot (two captains and one pilot) as fatigue-intensive operating conditions. Therefore, it proposes an improvement in the system of applying 12-hour unification standards according to Korea's geopolitical international operating conditions and time difference standards.

  • To promote the aviation safety reporting system that is operated to enhance aviation safety and to utilize related information, it should first be preceded by standards for non-punishment and data protection. It is because the purpose of collection and analysis of aviation safety related data through the aviation safety reporting system is to prevent recurrence of accidents by investigating their causes through collection and analysis of diverse types of information related to aviation safety. Both mandatory and voluntary reporting systems are in operation for aviation safety under the current Aviation Safety Act. It is said that they were introduced to survey causes for accidents and to prevent recurrences. In fact, however, it is hard to expect active implementation of the reporting system for aviation safety unless the reporters are firstly exempted from punishment. Therefore, the system should be improved so that it can satisfy its purpose and the purposes of data collection concerning aviation safety through examination of the purposes of the reporting system. One of the matters that needs to be considered to promote the reporting system should be the scope of aviation safety hindrances presupposed under the current institution. The voluntary aviation safety reporting system differs from the systems of ICAO or the key advanced countries, including the USA and the UK as it limits the target accidents subject to reporting to minor aviation safety hindrances only. That being said, improvements should be made by requiring mandatory reporting of aviation safety hindrances based on their severity while recognizing a greater variety of aviation safety concerns like international standards. Safety actions and sharing of information based on collection and analysis of diverse data related to aviation safety will greatly contribute to enhance aviation safety as the purposes of the reporting system are to explore causes for accidents and to prevent their recurrences. What is most important in this regard is strict data protection and non-punishment principles; compliance with them should be secured. We can hardly expect the successful operation of the system unless the reporter is exempted from punishment and the relevant data is protected as promotion of voluntary reporting is an essential factor for enhancing the safety culture. Otherwise, the current system may induce hiding of relevant facts or data to evade punishment. It is true that the regulation for enhancing safety tends to have limitations or blind spots; nevertheless, it should still be enforced strictly and completely. Technological progresses and mistakes of operators appear in different forms based on individual cases. The consequential damages may amount to a truly severe level. Therefore, we have studied and suggested to the methods of activiation and amendments on the aviation safety reporting system, which is referred for one of the proactive safety management systems. The proposed improvement of the reporting system and introduction of non-punishment for collection of aviation safety data for deploying a preemptive prevention system would serve as the backbone for enhancing aviation safety in Korea.

  • 현대사회의 산업 현장에서 작업효율과 안전사고예방은 기업의 이익과 직결된다. 현장에서의 인력의 사용으로 인한 한계점을 가지고 있기 때문에 효율적이고 안정적으로 작업 효율을 내며 현장의 많은 안전사고를 미연에 방지하기 위해 많은 산업현장들은 4차 산업 혁명을 통해 수많은 작업들을 로봇을 이용한 자동화로 대체해 오고 있다. 단순히 짐을 옮기고 재고를 파악할 뿐인 간단한 작업임에도 불구하고 물류 피킹/분류 작업은 아직까지 인력을 사용한다. 인력을 한계를 극복하기 위해 작업 현장을 라인 트레이서를 통해 이동하고, 영상분석을 이용해 로봇 암으로 원하는 물건을 정확하게 피킹하고자 적재 하도록 설계한 '영상분석을 이용한 자동 피킹.분류시스템' 기술을 제안한다. 기존의 단순 반복 노동의 피킹/분류 작업을 수행하며 영상분석을 통해 어플리케이션을 이용하여 재고 관리또한 가능하다,

  • The aviation industry has continued to grow despite the influence of external environmental factors such as SARS and MERS. However, this growth has led to a sharp decrease in air traffic and a crisis of flight suspension due to the collapse of the global value chain and the decline of the world economy as the World Health Organization (WHO) declared a COVID-19 pandemic. Due to the decrease in the number of international flights, aviation workers such as pilots and cabin crew were exposed to high psychological stress and fatigue, such as large-scale layoffs, job instability, decrease in income, and increased risk of infection during. Recently, the international community has eased immigration restrictions through quarantine activities, and airlines are taking a step further to recover existing air demand. However, during the crisis period, a significant number of professional workers have been turned off or fired, and the physical and mental fatigue of those who can perform their duties is increasing. Therefore, this paper intends to examine the direction of policy improvement and the identification of problems in aviation safety and fatigue management after the pandemic.

  • As demand for best practices relative to flight test safety management operations and processes in the aviation industry grows, standards for such aspects of the industry in Korea should be examined. Therefore, in this paper, we conducted flight test operation processes and safety management program development studies based on documents related to flight tests of the Korean civil aviation KC-100, the military aircraft T-50, the FAA (Federal Aviation Administration), and CAAC (Civil Aviation Administration of China) for performance validation, test evaluation and safety certification for aircraft under development and remodeling. In addition, we introduced and analyzed best practices of the FTSC (Flight Test Safety Committee) applicable to aircraft flight test processes.

Effects of Job Stress and Hazard Factors on Pilot Safety Behavior (비행안전 위해(Hazard)요인이 조종사의 안전행동에 미치는 영향)

  • Despite the development of the aviation industry, aircraft accidents due to pilots' human errors continue to occur. The cause of aircraft accidents due to human errors is that they cannot remove hazard factors that hinder flight safety in advance, leading to accidents. This study examined how job stress, fatigue, and anxiety, which psychologically and physically affect flight safety among various hazard factors, affect pilots' safety behavior for flight crew and pilots of general aviation working in domestic airlines. In addition, an empirical analysis was conducted to confirm the mediating effect of safety culture between job stress and safety behavior. According to the results of the study, job stress not only directly affects the safety behavior of pilots, but also affects the safety culture of airlines such as safety atmosphere and reporting culture. The purpose of this study is to improve the performance of the safety management system through the correlation between the pilot's job stress and safety culture and safety behavior.

  • 항공 산업의 발전으로 개인의 해외여행의 부담이 낮아져 각국의 왕래가 많아지고 있으며 사람들이 느끼는 국가 간 거리감이 크게 축소되고 있다. 또한, 화물의 운송이 활발해지며 이와 함께 화물 항공 물류량이 크게 늘어가고 있다. 항공물류 절차 중 화물적재는 사람들이 작업하고 적재 실수로 인한 사고들이 발생하는 것을 알고 이를 개선하고자 본 연구를 선정하게 되었다. 본 연구를 통해 구현할 '항공기 자동 중량평형 알림 시스템'은 평형 상태일 때 항공기 화물실 각 위치의 무게를 측정하고 적정 평형 값을 계산해 스크린에 출력하고 적정 평형 한계를 초과할 경우 경고음과 스크린을 통해 적정 평형이 아님을 알리는 방식으로 작동된다. 이러한 방식을 통해 조종사와 운항관리사, Load Master들이 잘못된 적재로 인한 화물의 위치를 수정하여 화물적재 과정의 안전핀 역할을 할 수 있다. 따라서 우리는 과제 개발에 따른 기대효과 로 항공사에서 여객기, 대형 수송기 등에 시스템을 추가하여 평형으로 인한 사고를 미연에 방지할 수 있다.

IoT-based Dangerous Zone Alarming System for Safety Management in Construction Sites (건설 현장 안전관리를 위한 IoT 기반의 위험구역 경보 시스템)

  • Effective construction safety management systems are desperately required for reducing damage caused by increasing safety accidents in construction sites. Safety accidents in construction sites can effectively protect if proactive measures are taken to prevent unauthorized worker access the expected hazardous area. In this study, we have developed a IoT(Internet of Things)-based dangerous zone alarming system for safety management in construction sites, which can be operated at low cost in large-scale sites as well as small and medium-sized construction sites. The development system utilizes a Zigbee-based beacon technology and cellular mobile communication technology to detect when authorized workers, unauthorized field workers or outsiders approaches hazardous zones. If somebody approaches the dangerous zones the system notifies immediately to the safety manager with a danger warning signal. It is expected that this system can effectively prevent safety accidents when applied to construction sites.

  • This is a study to research the effective way to enhance the performance of safety management by gathering and analyzing the information of undesirable occurrences that may result in accident or serious incident. This includes the way to identify the potential hazards related with the proactive activities. As detailed improvements, this paper introduces the mandatory and voluntary reporting system, normal operation safety survey, ATC quality assurance and the encouragement of just culture.
