This study discussed 'inclusive growth', which recently has gained attention as the 4th Industrial Revolution spreads, and considered innovative growth as a requirement for inclusive growth. Combining inclusiveness and innovativeness, a new concept of 'Digital New Deal' is suggested. Specifically, the new market creation strategy through digital transformation of existing industries and public sectors, and solving social problems were presented. It also analyzed problems of the past government-led top-down innovation drive and suggested the "Hybrid" approach as a new way of promoting digital New Deal. Finally, we looked at the 'job creation' effect, discussed the meaning of it in terms of inclusiveness and innovativeness, and proposed a policy alternatives to create lasting effects.

4차 산업혁명의 도래로 산업 유형은 어느 한 종류로 단정하기 어려운 융복합적 형태로 변화를 거듭하고 있다. 뿐만 아니라, 과거 성장 중심 경제발전 모델이 저성장과 함께 양극화, 고용불안과 같은 다양한 사회문제를 야기함에 따라 새로운 발전 패러다임에 대한 관심과 요구도 그 어느 때보다 높아지고 있다. 이러한 일련의 환경 변화는 과거 제조업 중심의 경제성장을 주도해왔던 한국 공적보증제도에도 혁신을 촉구하고 있다. 신용보증기금은 2018년 현재 총 보증잔액 50.5조원을 보유한, 한국에서 가장 큰 규모의 공적보증기관이으로 지난 1976년 설립 후 40여 년간 산업육성과 시장안정이라는 두 가지 정책적 목표를 달성하기 위해 다양한 산업 분야와 기업에 신용보증을 제공해왔다. 1997년 IMF 외환위기, 2008년 글로벌 금융위기 등 국가적 위기 때마다 시장안전판 역할을 성공적으로 수행하며 한국경제가 신속히 위기에서 벗어나는데 공헌하기도 했다. 그러나 이제 신용보증기금은 과거의 성과와 역할에 얽매이지 않고, 급변하고 있는 경제 기술환경 속에서 또 다른 역할을 모색하고 있다. 구체적으로는 중소기업에 대한 보증지원이라는 기존 역할에서 한발 나아가, 혁신생태계 조성, 데이터뱅크 플랫폼 구축, 사회적가치 확산을 위한 전사적 사업구조 혁신을 단행하고 있다. 본 보고서에는 환경변화에 부응해 새로운 역할을 수행하고자 노력하는 신용보증기금의 활동과 성과를 담았다. 여기에 제시된 신용보증기금의 사례들은 벤처캐피탈이 활성화된 서양 국가들과 달리, 정책금융 역할이 상대적으로 중요한 아시아 지역의 중소기업 금융 활성화에 효과적인 정책적 시사점을 제공할 수 있을 것으로 기대한다.

To newly discover the placeness of Xita Koreatown in Shenyang, this study establishes the conceptual structure of urban inclusivity based on the actor-network theory and the main discourse of inclusive cities. It then applies a framework to the relevant space for analysis. We conduct the case study by first identifying a historical timeline by dividing the age from the founding of New China to the present into sprouting and developing stages of Xita Koreatown, extracting major actors out of time, and finally creating a network graph for each of the six periods representing changes in the region. Throughout this process, we not only analyze the aspect of transition in the urban inclusivity of Xita Koreatown but also prospect the feasibility of an inclusive city for the area. The results of this study are as follows. First, the number and type of actors constituting Xita Koreatown have constantly increased significantly since the establishment of diplomatic relations between China and South Korea. The related actor-networks have also continued to expand in all indicators of urban inclusivity. Secondly, the agency of human actors such as Korean-Chinese, locals, and both South and North Koreans, representing the specificity of Xita Koreatown, has continuously improved. Lastly, due to the increase of cultural exchanges and related policy actors, the actor-network in this region has achieved an unprecedented leap forward. In conclusion, the urban inclusivity of Xita Koreatown in Shenyang shows significant growth in quality, with expectations of further improvement.

This study purposes to explore the growing process through spousal bereavement in later life, and to develop the theory. A qualitative research was conducted, and the participants were 17 seniors. The analysis according to Strauss and Corbin's grounded theory(1998), resulted in 143 concepts, 43 subcategories, and 19 categories. Range analysis according to paradigm showed that the causal conditions were 'marital relationships', 'independent/dependent tendencies', and 'emotional readiness for the death of a spouse', and the phenomena were 'depression', 'hopelessness', 'daily stress', 'psychological intimidation', 'regret', and 'sense of being freed'. The contextual conditions that affect these phenomena were 'desire for intimate personal relationships' and 'desire to maintain independence'; the action/interaction strategies to manage the phenomena were 'facing reality' and 'efforts for construction of the new life'; and the mediating conditions that promote or suppress these action/interaction strategies were 'social support' and 'spirituality'. The results were 'reconstruction of the meaning in life', 'increase in self-esteem', 'reinforcement of social network' and 'embrace and acceptance'. Furthermore, when personal growth after bereavement of a spouse was analyzed focusing on changes over time, the growth process consisted of three steps: 'sadness and despair', 'embracing and moving forward', and 'personal growth'. The pattern analyses were performed to typify recurring relations by category, and 5 types were derived. The results of our study show that personal growth after spousal loss is an integrative process in life after crisis, and can be conceptualized as the process of overcoming the despair that immediately follows the death of a spouse, seeking a new life by actively taking control, and discovering a strengthened self.

This Study is the effect of the inclusive institution on a nation's economic development. Therefore, we focused on the gaming industry as an index that can drive the economic growth in the future. The reason to compare the game institution in South Korea and Germany is that both countries began to develop the game by the State, but the game institution in South Korea and Germany at the present time are sharply opposed, because the institutions can focus on the main points that are experiencing this difference. The results of this study, first, open/closed network in institutionalized aspect affects the social status of the game. This second, game workers in the legal institution has been classified as artists in Germany, as addicts in South Korea. And, Germany also has incentives to creators protected profits reinvested in the gaming industry, Korea leads to punitive exploitation is being transferred to the group for addiction treatment that revenue. Third, this exclusive and inclusive institutional system could affect the stable growth of the game market. As a result, South Korea's state institutions will notice that you get a result away from opportunities for economic development due to the loss of inclusiveness.

The urban space has both aspects that the happy space that guarantees opportunity and comfort is an unfortunate space where poverty, exclusion and deportation proceed simultaneously. In other words, growth and decline are simultaneous within the city, and this phenomenon is more evident in modern society, which is getting more complicated. The harbor space is also affected by the growth and decline of the port industry directly or indirectly in the port area. However, since there is no systematic guideline for development and planning of port space in Korea, the phenomenon of the decline of the rear area, which is made up as if the harbor space has been growing and declining from past to present, is getting worse.

Social enterprise has moved from periphery to take center stage. Social enterprises are a truly global phenomenon and associated with solving social problems with business approaches. While the numbers of social enterprises have grown and their impact is likely to continue to do so, it would be dangerous to assume that the revolutionary momentum will automatically continue, because social enterprise faced sustainability challenges. This study collected the data from directory of Korean Social Enterprise to conduct a quantitative research on the growth of social enterprise in South Korea. This study conducted longitudinal analysis of 491 social enterprise certified between 2007 and 2010, of economic performance with financial index and social impact with employment structure. Though global financial crisis, Korean social enterprises show that there is a considerable increase in all of quantitative and qualitative aspects. Korean social enterprises have provided meaningful work to those normally excluded from the labour market and tried to raise their life of working. In the future, Korean social enterprises should find a way to balance social and financial performance and ensure the sustainability of the business.

현대사회가 당면한 다양한 문제를 해결하는 주체로 '제4섹터(the fourth sector)'가 주목받고 있다. 제4섹터는 사회적경제 기업으로 대표되는 제3섹터의 지나친 정부 의존도와 서비스 모델 동형화의 문제점을 해결하고자 등장하였다(Meadows, 1972; Howaldt and Schwarz, 2010). 이러한 제4섹터의 핵심 주체로서 소셜벤처가 언급되고 있다(경기연구원, 2018). 그러나 아직까지 소셜벤처에 대한 학술적 및 정책적 개념이 모호한 실정이다. 따라서 본 연구에서는 사회의 포용적 성장을 도모하기 위해 제4섹터로서의 소셜벤처 정의와 특성을 명확히 하고, 소셜벤처 생태계 활성화를 위한 발전전략을 연구하고자 한다.

For preservice teachers' instrumental-to-relational pedagogical content knowledge transformations, this research designed several didactical tasks based on Kinach's cognitive strategies. The researcher identified preservice teachers' understanding about what is a definition and how to teach it. By challenging their fixed ideas about definitions, the researcher could motivate them to embrace the new teaching approach which guides reinvention of definitions. The PCK development was not the simple process of filling their tabular rasa PCK with theories of mathematics education, but the dialectical process of identifying, challenging, changing and extending preservice teachers' existent PCK. This research will contribute to explore new directions of mathematics teachers' PCK development and the method of teacher education.

한국과학기술인의 총본산이자 요람인 한국과학기술단체총연합회(과총)가 지난 9월 24일로 창립 20주년을 맞아 성년의 기념식을 갖고 새로운 도약과 전진을 다짐했다. 66년 90개 회원단체로 출발한 과총은 20년의 연륜속에서 질과 양적인 성장을 거듭, 현재 이학ㆍ공학ㆍ농수산ㆍ보건ㆍ종합 등 5개부문별로 모두 198개 회원단체를 포용하고 국가의 과학기술진흥창달고 학술활동의 지원 진작에 최선을 다하고 있다. 2천년대 과학입국을 향한 국가사회적 목표달성에 전체 과학기술인의 역량을 결집해온 과총의 지난 20년간의 주요사업과 성과를 간추려본다.
