Comparative Analyses of Land Appropriateness Degrees Based on the Basic and Alternative Indicators : Focused on Forest Areas Surrounding Management Zones in Chungcheongbuk-Do Jeungpyeong Counties (기본지표와 대안지표를 활용한 토지적성등급 비교분석 - 충청북도 증평군을 대상으로)

  • Land Suitability Assessment can help to evaluate whether to preserve or to develop through analysis of various land characteristics. So, the evaluation index and method are very important for making the best result. The principle objective of this dissertation is to identify effective method that can make up for the distortion of land suitability value in the forest bordering the management area. The objective area of this study is comparative flat Jeungpyeong-gun. The procedures of the study are as follows. First, implement land suitability assessment as the normal index on Guideline. Second, verify land suitability grade about the forest bordering the management area. The third, redo land suitability assessment as two alternative index on $^*$Guideline. The fourth, identify effective method between normal index and alternative index. The results of this tests show that the development suitability value is higher than preservation suitability value in the forest bordering the management area near existing development area. For that reason, this study needed to use substitution index in order to make up for the weakness. The level of land price and distance from road were main considerations. Finally, the derivative model is as follows. The derivative model confirmed the best assessment method in the forest bordering the management area near existing development area.

  • 2003년 $\ulcorner$국토의계획및이용에관한법률$\lrcorner$이 제정되면서 합리적인 토지이용을 유도하기 위해 시행되고 있는 토지적성평가제도는 토지의 공간 입지적 특성, 활용가능성, 주변 개발 여건 등을 고려하여 토지의 용도 구분을 위한 기초자료를 제공하는데 그 목적이 있다. 본 연구에서는 토지적성평가 데이터베이스의 주제도로부터 자료취득 시기의 불일치, 지적 불부합, 지적공부상의 등록 오류 등 토지적성평가 기초자료의 구축 오류를 도출하고, 다양한 공간영상정보자료 즉, 고해상위성영상이나 항공영상, 현장의 촬영영상 등과 구축된 벡터기반의 각종 주제도들을 비교 검증함으로써 토지적성평가체계의 DB 정확도를 향상시키고 평가결과의 신뢰성을 확보하는 데 그 목적을 두고 있다.

  • Land suitability assessment(LSA) is a useful method to assess land characteristics according to its physical, locational, and environmental characteristics, and then to classify it into several categories based on its usability and the necessity for conservation. Therefore, the credibility of this assessment result depends on the rationality of assessment method such as computation of suitability values and the criteria of ranking the land grade. This study focused on identifying problems in current LSA method by critically reviewing it, and aimed to suggest a suitable method for the assessment of land suitability. As a alternative method in this study, linear transformation method was used for scoring factors instead of critical values and the weight for each assessment factor. and all values of those factors were added to produce comprehensive suitability values. Those values were ordered and categorizied with suitability level based on the ratio of square measure. After comparing existing LSA method to the suggested alternative method, it is concluded that the alternative method was more suitable to assess the characteristics of lands than existing LSA method. This method was also suitable to represent the characteristics of various assessment factors. Field survey using satellite image clearly revealed the suitability of the alternative method compared to an existing method of land assessment. Furthermore, the alternative method of grading the land suitability improves the problem of using standardiZiation method and gives more flexibility, which makes this method very rational.

  • Land Suitability Assessment System(LSAS) that was introduced to prevent unplanned development of the nation is divided by Assessment System I and II. Assessment System II can regulate the land use on the development that was defined in the 'National Land Planning and Use Act'. With it, Property right can be limited in the development of private sector and this lure the investor to fabricate the result of land suitability assessment. Because of it, if we can't prepare the overview standard, we couldn't accomplish our purpose that unplanned development prevention and efficient land use. With the suggestion of overview standard for the each factor used in LSAS and the analysis result of it, we presented ways to efficient support and the fixations of LSAS.

  • The Land Suitability Assessment is mandatory by National Land Planning and Utilization Act and the results are considered in the establishment of urban master plan and urban management plan. The study aims to examine whether the application of Land Suitability Assessment in developed urban areas is appropriate. A simulation analysis based on the Seoul's data of environmental ecological, physical, and spatial characteristics was conducted on urban green, the only applicable land for the assessment in Seoul. The results of the assessment shows that all pieces of lands in urban green is suitable for 'development'. This conflicts to the purpose of land use of urban green which needs to be conserved to protect the natural environment and landscape, animals and plants, environmental pollution, and urban sprawl. In the analysis applying optional indicators such as the distance from the area of Biotope Class 1 to prevent this conflict, the results shows little difference. This supports the necessity to review this regulation including an option to exclude developed urban areas such as Seoul in the assessment.

  • Land suitability assessment has been enforced by the National Land Planning and Utilization Act since 2003 to prevent urban sprawl and protect natural environment. It assesses developmental, agricultural or preservable suitability of land parcel according to such criteria as soil, location and usability by local governments. Land suitability assessment system (LSAS) has been introduced to prevent cursory development by urban sprawl and to lead a harmonious development with conservation in the non-urban area. However, with the lack of experience and knowledge various problems have been arisen in the operation of this system, raising a question for the improvement of the assessment unit of land. The purpose of this study is to investigate methods of developing land assessment as a sustainable land use management tool. In this study, land suitability assessment has been executed through geographic information systems. On the basis oh the results of analysis, practical and institutional problems are described, and technical and institutional solutions are suggested.

  • Land suitability assessment is the procedure that assesses development, agriculture or conservation suitability of land according to such criteria as soil, location and usability. But there are many problems to execute land assessment by law. Problems include inadequate basic data, lack of linkage with the spatial planning system, and inefficiency in operation. The purpose of this study is to improve methods of land suitability assessment as a sustainable land use management tool using case study. In this study, land suitability assessment will be executed through GIS. On the basis of the results of this case study, practical and institutional problems are described, and technical solutions are suggested.

A Study on Land Suitability Factors and Their Weights (토지적성평가의 지표추출 및 지표별 가중치 분석방법 고찰)

  • The National Land Planning and Use Law Act at the beginning of 2002, introduced Land Suitability Assessment System(LSAS) in order to mitigate conflicts between development and conservation needs for land. LSAS is to assess land characteristics according to its physical, locational, and environmental characteristics, and then to classify it into several categories based on its usability. This study aims to review the factors to determine the suitability of the land and their weights. Land suitability is determined by a variety of factors, such as land-surface slope and altitude, the type of land use in neighboring areas, accessibility to public facilities and existing developed areas, and ecological characteristics of the land. This article analyzed these factors and their influences by using the Delphi survey and Analytic Hierarchical Process. One of the most influential factors on the development suitability of land is the distance to developed areas and public facilities. On the other hand, the slope and altitude of the land have comparatively low influences on the land development. The coverage of prime cultivating land of the neighbouring region and slope of the land are analyzed as important factors on the agricultural suitability of the land. The ecological features and the ratio of conservation area in the neighbourhood are counted as the most important factors in determining the land for conservation. This article tested these factors and their weights in assessing land suitability of land as a case study.

  • The Land Suitability Assessment(LSA) that was introduced to prevent the unplanned development was viewed from it has applied the same assessment factor on inland and island that has a many different spatial and physical properties, it have many problems. To study the efficient LSA in island that has an totally different spatial, local properties, assessment unit(AU) which the zone of life was considered and on this based, assessment factor was developed. In the AU, middle sized life zone was the best AU to present the regional land properties. In the distance analysis, distance analysis that considered sea was suggested and use it, we ran present the assessment method that was considered the access between islands.

  • The Land Use Suitability Assessment System was recently introduced by the Act on Planning and Utilization of the National Territory to use, manage, and develop the national territory, which integrated the National Land Use and Management Act and the Urban Planning Act. It provides a guideline for land use according to locational characteristics, usability, and developmental conditions of land in the vicinity. The database is constructed with LMIS cadastral data, posted land price data, and the data of related agencies such as the Korea Forest Service, the Ministry of Environment, and the Korea Water Resources Corporation etc. In this paper we describe accurate database construction method fur land use suitability assessment system as classifying and verifying errors deriving from database construction focused on Jinju city. Those data errors have the problems such as accuracy difference among the related agencies data, gap of data acquisition time, and non-consideration of latest updated data etc.
