Analysis of Perceptions on Accreditation System of Vocational Training Providers and Measures to Improve the Accreditation System (직업훈련기관 인증평가에 대한 인식 및 개선방안 연구)

  • To improve the quality of government-funded vocational training, an accreditation system of vocational training providers has been implemented since 2015. The purpose of this study was to suggest improvement measures by analyzing the accreditation system and the perceptions surrounding it. To this end, accreditation systems from European countries, such as Germany and the UK, as well as related domestic systems, were reviewed. Two surveys were administered to 131 appraisers and 370 vocational training providers. The study results showed that changes to the standard and accreditation processes are not needed at this point. In the long term, however, it will be necessary to request that vocational training providers adopt their quality assurance system. In addition, both appraisers and vocational training providers responded that the accreditation system is being established to increase the quality assurance system within vocational training providers. Based on the study results, several implications for improving the accreditation system were suggested as follows: a vocational training enhancement centered on outstanding vocational training providers; an accreditation system simplification for short-term vocational training providers; a stronger monitoring system during the accreditation period; and an operation of outcome-based accreditation.

  • The study, by reviewing and analysing the system of occupational education and training, aims to provide some substantial informations for the activation of occupational education and training in the construction sector. The result shows that the current system doesn't substantially reflect the realities of employment structure in the sector, and thus, fails to respond to skilled-worker development. It is also observed that most of the occupational education and training institutions have difficulties in recruiting trainees due to daily construction workers' negative attitudes toward the current system. Therefore, it is necessary i) to improve occupational education and training system, ii) to tackle in-depth analysis of daily construction workers' reasons for the negative perceptions, and iii) to develop the responding alternatives.

  • This paper examines how the levy-grant system for on-the-job training affects individual workers' training level and the subsequent wage growth. Some notable results include: (i) the workers at the firms facing high net benefits (i.e., grant minus levy) receive more firm training indeed, and (ii) training provision raises post-training earnings substantially. All these results are found to be robust to changes in firm size and estimation method.

  • This study examines the paradigm shift in vocational training with the introduction of remote training, which has been conducted fragmentarily by project, to respond to the COVID-19 pandemic. It analyzes the operation's problems and limitations by dividing the remote training process from assessment to budget execution by subject, stage, and procedure. Additionally, it collects various stakeholders' opinions to propose improvement plans for the vocational training support system to effectively respond to the paradigm shift in vocational training in the digital and non-face-to-face era. The study assumes that the assessment of training institutions and the training process should be innovated in a way that can accommodate the direction of vocational training in the digital and non-face-to-face era instead of focusing on traditional collective training. Based on this premise, it suggests ways to enhance the pre-approval screening system and the training institution assessment system.

  • This paper investigates the characteristics of Japanese vocational education and training(VET) system and its recent changes with regard to the labour market changes under the long-term economic depression. The employment system model of Marsden(1999) is used as an analytical framework. By the review of 'the debate of intellectual skill', it is pointed out that the fundamental characteristic of Japanese VET system lies in forming multi-functional workers by the internal promotion in connection with the OJT-focused enterprise training along the job-competency rank system. In this system 'the skill as work-competency' is not institutionalised. By the long-term depression this type of internal labour market (ILM) has been under serious changes. By the policy analyses it is made clear that the direction of its change is not toward the collapse of the ILM. A series of labor market and VET policies does aim at sustaining the ILM by the introduction of the unified job qualification system, which is expected to institutionalise the widening external labour market into the craft-based labour market.

Vocational Training and Qualifications Systems in Britain and Germany: Their Distinct Features and Recent Developments (영국과 독일의 직업훈련·숙련자격제도: 특정 및 최근 변화)

  • It is urgent to systematically understand vocational training and qualification systems in advanced nations in order to evaluate and reform the Korean counterparts. In the British case, the system has been transformed from the market-led one to the state-led one while the German system is still classified as a corporatistic one. This structural difference is crucial to understand their performances and the German one won a relatively more positive evaluation in its performance. However, the structure and function of the German system has lately revealed numerous limitations in face of the political unification and long duration of economic recessions. This study shows that those differences in structural and functional features and recent developments of the systems in two nations are closely associated with their differences in educational philosophies and occupational cultures, roles of the state and employers, and operation mechanisms of training courses and vocational qualifications systems. Understanding those national differences raises a fundamental question on the hasty prescription of some domestic studies that a few policies in the foreign systems must be implanted to reform the Korean counterpart without understanding the fundamental difference between the domestic and those foreign systems.

  • The purpose of this study is to derive implications for establishing vocational training education policies in Korea by investigating COVID-19 countermeasures in the United States, Germany, Switzerland, Australia, the United Kingdom, and Singapore, which are representative vocational education training countries. The implications derived from the survey of leading countries in vocational education training are as follows. First, in order to respond to COVID-19, face-to-face vocational education training was quickly converted to online education. Second, the system was strengthened to overcome the crisis of the apprenticeship system, especially the British and Australian governments established a special budget for the apprenticeship system. Third, due to COVID-19, blended learning has become a new standard education model, accelerating the digitalization of vocational education training. Finally, leading countries in vocational education training are promoting the development of the edutech industry to support online education. This provides important implications for the direction of change in vocational education training in South Korea.

A Study on the Development Strategies of the Priority Job Training Program (우선선정직종훈련제도의 발전방안 연구)

  • The priority job training program is one of key training programs in Korea. This training program has some fundamental problems. The process of selecting the detailed training jobs does not reveal the true training demand of industry sectors. The contracting-out process and control mechanism of the priority job training program show several weaknesses from the points of success conditions of contracting-out public services. In this paper, I proposed development strategies of the priority job training program. The contract period should be longer than one year so that the training institutions may invest for improving quality of training in the longer perspective and reduce transaction costs. The training fee pay mechanism should be more performance-based.

  • In this study, HRD-NET (http://hrd.go.kr), a vocational and training integrated computer network operated by the Ministry of Employment and Labor, is used to confirm whether job training information required by job seekers is being provided smoothly The question bulletin board was extracted using 'R' program which is optimized for big data technique. Therefore, the effectiveness, appropriateness, visualization, frequency analysis and association analysis of the vocational training system were conducted through this, The results of the study are as follows. First, the issue of vocational training card, video viewing, certificate issue, registration error, Second, management and processing procedures of learning cards for tomorrow 's learning cards are complicated and difficult. In addition, it was analyzed that the training cost system and the refund structure differentiated according to the training occupation, the process, and the training institution in the course of the training. Based on this paper, we will study not only the training system of the Ministry of Employment and Labor but also the improvement of the various training computer system of the government department through the analysis of big data.

  • In this paper, we looked around a history and trends of domestic & overseas of the system for lifelong vocational competency development, and the vocational education & training system to be operating in Korea Polytechnic Colleges. And we looked around and analyzed the case characteristics their own to be operating in Korea Polytechnic Colleges for lifelong vocational competency development which is based on. It is expected an ability-centered society to build through a reviewing and complement of various related to the lifelong vocational competency development by the complement and introducing the advanced international system which is based on these cases.
