A Study on Improvements of Incheon International Passenger Port Management System (인천항 국제여객부두 관리체계 개선에 관한 연구)

  • Over the past 20 years, Korea's number of international passengers and freight transportation records has increased by 8.6% per year, respectively. However, despite the development of sea lanes and increased voyages, there have been constant calls for improving the inefficient management of international passenger ports. Hence, this paper presents improvements and further directions for international passenger port management. Focusing on the Incheon International passenger port as a representative case study, the main results show that the most important, urgent, possible measures for improving the port management include (i) the expansion of customs personnel and implementation of a 24-hours customs clearance system in operation, (ii) installation of buffer facilities between the ferry and ferry cargo and establishment of hinterland specialized in car ferry freight in a facility, and (iii) clear standards for cost-bearing subjects and limitation of high cost related to terminal use in institution. These results imply the need for government policy access and investment reflecting stakeholder opinions at various levels, such as operation, facilities, institution, and so forth, for efficient management of international passenger ports.

A Study on the Evaluation of Coastal Shipping's Centrality Using a Social Network Analysis (SNA를 활용한 연안해운 중심성 평가에 관한 연구)

  • Coastal shipping performs a pivotal role as a national transportation network and is highly valuable in terms of enabling more economical transportation at affordable prices than road transportation. In this regard, this study aimed to examine changes in the characteristics and centrality of South Korea's costal shipping sea-route networks by analyzing the centrality of domestic coastal shipping. To this end, social network analysis was used as an analysis technique that enables an analysis on the characteristics of coastal shipping networks. As a result, Jeollanam-do showed the highest degree centrality, ranking first in both the in-degree and the out-degree. Jeollanam-do also exhibited the highest betweenness centrality, and Gangwon-do registered the highest closeness centrality. In terms of hub and authority centrality, Jeollanam-do topped the list, followed by Gyeongsangnam-do and Gangwon-do in order. Lastly, Jeollanam-do ranked highest in the hub index, followed by Incheon, other regions, and Gangwon-do in order. This study is significant for suggesting the cities and provinces that play a key role in coastal shipping each year and their corresponding items. Future studies are recommended to identify the trend of coastal shipping through more detailed research on each port by city and province.

A Review for Development Strategy of Gyeongin Port (경인항의 발전 전략에 대한 소고)

  • As competition in domestic and overseas ports intensify, new and small domestic ports are realizing certain limitations to independently secure competitiveness. This study collected data over 60 months with five modifications for container and general cargo volume around Gyeongin Port. Short-period (12 months) cargo volume was forecasted, which revealed the need for a middle-to-long-term development plan. First, the hinterland logistics complex of Gyeongin Port is expected to contribute to the coastal maritime facility through the quasi-public system for fishery product transportation and passenger services. It proposes to achieve this by opening channels to and from China for precision machinery, home network systems, LEDs, and machine industry items. second, specializing the ultra-light cargo transport route, and connecting the coastal island areas of the 5 West Sea Islands to Ara Waterway (Integrated Fishery Product Center of the 5 West Sea Islands). Third, on the basis of organic cooperation of government? local government ? port, the incentive and pre-circular support system would be required, and lastly, it shall carry out the adjustment of functions in nearby ports and specialization strategy simultaneously through the integrated operation of the ports in the capital areas.

  • In order for Busan New Port to secure more trading volumes than the competing ports at home and abroad, an alternative plan for the new port management policy needs to be sought. By the way, aiming to minimize trial and error while maximizing effect in establishing and driving the new port management policy, there is necessity of referring to the developmental strategies of the advanced ports such as Singapore and Hong Kong that are possessing the globally leading position as well as maximizing the substantial value added and the employment-creation effect even qualitatively. Accordingly, the purpose of this study is to propose for a reasonable development strategy for Busan New Port in line with conditions and characteristics of Busan New Port by comparing and analyzing conditions and characteristics of these two advanced ports and by comparative analysis on the developmental strategy according to this.

  • Recently, many ships such as VLCCs, dangerous cargo ships, high speed ferry boats are visiting Yeosu, Gwangyang harbor. The traffic volume of the year 2003 has increased as many as 2.5 times of 1988. However there is no suitable ships' routeing system which takes account of today's traffic situations in this area This study aims at the settling of hazardous factors to mitigate the danger to vessels in Yeosu${\cdot}$Gwangyang bay and to secure the safety of maritime environment.

  • 최근에 세계화, 무역자유화에 따른 컨테이너 물동량이 증가하고 있다. 그에 발맞추어 초대형 컨테이너선이 등장하게 되고 신개념, 고효율의 항만인프라의 도입이 요구되고 있다. 이런 배경에 따라 최근에 국내외에서 부유식 안벽에 관한 기술 개발 및 연구가 더욱 필요한 상황이다. 부유식 안벽은 이동가능한 부유식 구조로 기존 항만의 확장 또는 신규 항만 건설시 환경문제를 최소화하고 기항, 선박수 및 선박의 크기에 따른 안벽 배열을 최적화 할 수 있어 항만 기능을 고도화함으로써 녹색항만을 구현하는데 많은 기여를 하게 될 것이다. 특히 컨테이너선의 양현하역과 환적이 가능하게 되어 컨테이너 터미널의 화물처리능력을 확대할 수 있을 뿐 아니라 기항선박의 체류시간을 최소화 할 수 있는 장점이 있다. 또한, 우리나라는 삼면이 바다로 크고 작은 항만들이 해안선을 따라 위치하고 있다. 이러한 항만들을 안전하게 보호하기 위한 방파제는 항만 기본시설인 외곽시설 중의 가장 중요한 구조물이다. 국내에 설치된 방파제는 대부분 사석이나 케이슨을 이용한 중력식 방파제로써 해저에 고정되어 해수면상으로 건설되므로 항내 외 해수교환을 차단하여 항내 수질악화를 초래할 뿐만 아니라 수심에 따라 막대한 건설비용이 소요된다. 따라서 친환경적이고 경제적인 새로운 형식의 방파제에 대한 연구 및 개발이 필요한 실정이다. 그 중 하나의 대안인 부유식 방파제는 공사기간이 짧고 비교적 수심에 대한 제약이 없는 것이 특징이다. 또한 해수의 원활한 흐름이 가능하기 때문에 중력식 방파제에 비해 경제적이며, 환경적 측면에서 큰 장점이 있다. 하지만 아직까지 부유식 방파제에 대한 국내 및 해외에서의 연구는 이론적인 해석을 중심으로 이루어져 부유식 방파제 실용화를 위한 많은 연구가 수행되어야 할 것으로 판단된다. 본 연구에서는 부유식 안벽 내에서 정온도를 효과적으로 유지하기 위하여 부유식 방파제를 설치하고 소파성능과 부유식 안벽내의 영향성을 수리모형실험을 통해 분석하였다.

Export Behavior Analysis of Busan Port using Constant Market Share Analysis (CMS 분석을 이용한 부산항 수출행태분석)

  • Changes of a port's market share in the exports of domestic ports result from many interrelated factors. Therefore, the analysis of the export performance of a port should be put in perspective by analysing long periods to identify trends. This paper aims to show the development of competitiveness, product and geographical structure of the Busan Port's merchandise exports from 1995 to 2012 using constant-market shares (CMS) analysis. This article is relevant for Busan port because its export market shares have been showing disappointing path. The dynamic consideration of the CMS analysis, which the static indicators have been replaced by time series, helps to track all changes in the export structure and competitiveness of the Busan port over time. The long-term trend of the indicators suggests that it may be very hard for the Busan port to maintain its market share in the global environment. The advantage in competitiveness of the Busan port has vanished and the product and geographical structure effects show negative trends after 1995, pointing to vulnerability in the Busan port's exports.

Seaport Concentration and Competition Development in the Arctic Region of Russia along the North Sea Route (러시아 북극지역 항만의 집중 및 경쟁현상에 관한 연구-북극해 항로를 중심으로)

  • Russia has access to unique port locations and routes, one of them is North Sea route, which have been a major debate topic for last several decades. In order to handle any shipments along the route, an adequate and capable port system must be present. This study aims to identify development and competition patterns from 2007 to 2016 of Russian ports in the Arctic basin, concentration trends in particular. The objectives achieved through utilizing the Herfindahl-Hirschman Index (HHI), concentration ratio (CR), the Gini coefficient and Lorenz curve, and shift-share analysis. Results demonstrate concentration trend, positive overall growth and lack of real competition. Originality of this study lies in the fact that certain analysis had not been done in previous studies, but importance of it may be found in several papers. Findings of this paper may assist policy-makers, port authorities and other researchers in understanding and further study on the region.

  • The shortage of research in Vietnam port evolvement is uncontroversial although a huge amount of investment is observed to upgrade both quantity and quality. This study examines the port system performance, in the context of spatially concentration ratio, in Southern Vietnam for the period 2007-2016, by using prevailing indicators for spatially concentration assessment including concentration ratios (CR), the Herfindahl-Hirschman index (HHI), the Gini coefficient, the Lorenz curve and shift-share analysis (SSA), a trend of deconcentration is described in Southern Vietnam port system, since the traditional ports to new deep-water ports. Also, driving forces of this shifting would be discussed in detail. Implications from this study would enable not only port administrators, port operators but also shipping lines, cargo owners, logistics service providers to comprehensively understand the growth of the port system in Southern Vietnam.

  • In the present maritime traffic conditions of Gwangyang harbor, there exists many hazardous factors which may lead to huge accidents including marine oil pollution. To mitigate the danger to vessels in Gwangyang harbor and to secure the safety of maritime environment, we established one way traffic between No.3 Route and No.4 Route, Designed of deep water line on No.3 route, Extended one-way route for Myo-Do Passage etc.
