Analysis of risk management system of GM crops in China for the development of global GM crops (글로벌 GM 작물 실용화를 위한 중국의 GM 작물 안전관리제도 분석)

  • We analysed the current status of development of GM crops and national biosafety framework including legislation-related agricultural GMO in China to provide the policy for the development of global GM crops in Korea. In China, several GM crops including cotton, petunia, tomato, sweet pepper, poplar, and papaya have been approved for commercialization and they have been cultivated at more than 4 million ha. In addition, GM rice and GM maize have also obtained approval for productive testing in 2009. China will be the first country to approve GM rice for commercialization. Prior to commercialization in China, all GM crops must be approved by government authority for biosafety assessment specified by national legislation including restricted field testing, enlarged field testing, productive testing and safety certificate. According to China's legislation, agricultural GMOs have been classified by research and testing, production and processing. All GMOs must go through 3 steps of field testing (restricted, enlarged and productive). Prior to conducting each field testing, it has to be approved by government authority. It is assumed that at least one to two years will be taken for each step of field testing (total 4 to 8 years to obtain the final safety certificate) along with a large amount of budget.

  • Recently, supercomputer has been increasingly adopted as a computing environment for scientific simulation as well as education, healthcare and national defence. Especially, supercomputing system with heterogeneous computing resources is gaining resurgence of interest as a next-generation problem solving environment, allowing theoretical and/or experimental research in various fields to be free of time and spatial limits. However, traditional supercomputing services have only been handled through a simple form of command-line based console, which leads to the critical limit of accessibility and usability of heterogeneous computing resources. To address this problem, in this paper, we provide the design and implementation of web-based HPC (High Performance Computing) job management framework for computational scientific simulation. The proposed framework has highly extensible design principles, providing the abstraction interfaces of job scheduler (as well as bundle scheduler plug-ins for LoadLeveler, Sun Grid Engine, OpenPBS scheduler) in order to easily incorporate the broad spectrum of heterogeneous computing resources such as cluster, computing cloud and grid. We also present the detailed specification of HTTP standard based RESTful endpoints, which manage simulation job's life-cycles such as job creation, submission, control and status monitoring, etc., enabling various 3rd-party applications to be newly created on top of the proposed framework.

Characteristics of Middle School Students' Open-Inquiry Report and Their Perceptions of Conducting Inquiry (중학생의 자유 탐구 보고서에 나타난 특징과 탐구 수행에 대한 학생들의 인식)

  • In this study, open inquiry reports of 165 eighth graders in Daegu were analyzed in terms of content area, the types of inquiry hypothesis, and the types of inquiry variables. Before summer vacation, students learned about inquiry process and explored their own inquiry topic for two class hours. During summer vacation, students performed open inquiry including problem selection, designing and performing experiment, data collection, data analysis, and writing report. After the vacation, students submitted their reports, and answered to additional survey regarding the source of inquiry idea, the definition of hypothesis, and the most difficult step of inquiry process. As a result, chemistry was the most dominant content area of the reports and biology and life science were the next. 130 out of 165 reports included inquiry hypotheses, and most of them were predictive hypotheses. In many reports, dependent and independent variables could not be identified because of their ambiguity. However, inquiry variables described in experimental design, which were mostly categorical variables, were clearer than those described in inquiry subject and inquiry hypothesis. The most difficult step of inquiry process for students was to generate an idea for open inquiry.

A Study on the Child Care Providers' Perception on the Seoul-Type Child Care Accreditation System (서울형 어린이집 공인인증에 대한 보육시설 종사자의 인식연구)

  • The purposes of this study were to examine the perception of directors and child care providers regarding the Seoul-type Child Care Accreditation and its operating system. The objects were 309 directors and child care providers at accredited Seoul-type child care centers. The collected data was analyzed using frequency, percentiles, and ${\chi}^2$. The results are as follows: First, the majority of directors and child care providers perceived 'the preparation for effective quality control of child-care service' as the primary purpose of the Seoul-type Child Care Accreditation. Many of them responded that the child care centers meeting the purpose of accreditation would be 'private' and 'home-based' ones. Seoul-type Child Care Accreditation was easier to pass compared to National Child Care Accreditation. The directors and child care providers perceived that the accreditation will narrow the gap between public and private child care centers. Second, in operating customized child-care service, most directors preferred 'submits only the same plan as that of a designated one', but most child care providers preferred 'assessment after providing customized child-care'. For the reliable child-care service and accounting management system, both subject groups showed general satisfaction with 'current system'. Third, both subject groups responded that 'overtime pay for child care providers' and 'government's consistent child-care policy' were what they desire most to improve Seoul-type Child Care Accreditation.

Study of the Applications of Introduction of Computer Engineering Class using PBL (PBL을 이용한 컴퓨터공학입문 수업의 실제적 적용에 관한 연구)

  • In this thesis, PBL was applied to the subject for improving students' many skills that modern industrial society demands. Our engineering school developed PBL problems for PBL use, applied the problems to classes and confirmed the effectiveness of PBL. The study subjects were 63 freshman students in H University who took the 'Introduce of computer engineering'. We applied 5 PBL problems for 15 weeks. They wrote and submitted a reflective journal when they finished the every given PBL activity. In addition, they completed a class evaluation form after the activity of 5th PBL Problem ended. The study showed that the students experienced the effectiveness of PBL, such as the comprehension of the studied contents, the comprehension of the cooperative learning, authentic experience, creative problem-solving skills, presentation skills, communication ability, self-directed study ability and confidence. Some difficulties in gathering together and spending much time were also encountered. The students realized that the PBL learning activities were important methods because the students could develop into future intelligent engineers that modern industrial society demands through PBL learning activities. The main goal of an engineering school is to produce specialists with creative problem solving ability so that the effects of this study are quite promising for our engineering school.

Student-Centered Discrete Mathematics Class with Cyber Lab (학생중심의 대학 이산수학 강의 운영사례)

  • This study deals with the case of student-centered discrete mathematics class with cyber lab. First, we provided lecture notes and cyber labs we developed. In particular, discrete mathematics is a course that covers the principles of algorithms. The purpose of this study is to provide students with basic mathematics, aiming to actively participate in the learning process, to improve their abilities and to reach the ultimate goal of student success with confidence. Second, based on interactions, students were able to prepare for the lectures, review, question, answer, and discussion through an usual learning management system of the school. Third, all the students generated materials through one semester, which were reported, submitted, presented and evaluated. It was possible to improve the learning effectiveness through the discussions and implementation of using some easy open source programming language and codes. Our discrete math laboratory could be practiced without any special knowledge of coding. These lecture models allow students to develop critical thinking skills while describing and presenting their learning and problem-solving processes. We share our experience and our materials including lecture note and cyber lab as well as a possible model of student-centered mathematics class that does not give too much of work load for instructors. This study shares a model that demonstrates that any professor will be able to have an individualized, customized, and creative discrete education without spending much of extra time and assistant, unlike previous research.

The Effects of Mathematics Learning Mentoring on Mathematical Knowledge for Teaching of Pre-service Mathematics Teachers (수학학습 멘토링이 예비수학교사의 수학교수지식(MKT)에 미치는 영향)

  • This study examines the effects of mathematics learning mentoring activities on mathematical knowledge for teaching (MKT) of pre-service mathematics teachers. We choose six pre-service mathematics teachers in the department of mathematics education at M University. The pre-service mathematics teachers conducted 1:1 mathematics learning mentoring for two hours at a times and twice a week for 15 weeks. The pre-service mathematics teachers submitted the mentor log, which recorded weekly learning and emotional observations. We collected the mentor log and the reflection log of pre-service mathematics teachers and the interviews with pre-service mathematics teachers. Based on the collected data, we analyzed the effects of MKT, the understanding of students, and pre-service mathematics teachers' introspection by mathematics learning mentoring. We obtained conclusions as follows. First, mathematics learning mentoring provides an opportunity for pre-service mathematics teachers to apply the theory of mathematical education to schools. Thus pre-service mathematics teachers express theoretical knowledge as practical knowledge. Second, mathematics learning mentoring helps pre-service mathematics teachers have the ability to understand students and provide opportunities to reflect on their attitudes as learners. Third, mathematics learning mentoring helps advance teaching activities by providing pre-service mathematics teachers with opportunities to reflect on their teaching activities. Finally, mathematics learning mentoring has positively influenced the change in pre-service mathematics teachers' beliefs and teaching intuition.

A Study on the Blockchain based Frequency Allocation Process for Private 5G (블록체인 기반 5G 특화망 주파수 할당 프로세스 연구)

  • The current Private 5G use procedure goes through the step of application examination, use and usage inspection, and can be divided in to application, examination step as a procedure before frequency allocation, and use, usage inspection step as a procedure after frequency allocation. Various types of documents are required to apply for a Private 5G, and due to the document screening process and radio station inspection for using Private 5G frequencies, the procedure for Private 5G applicants to use Private 5G is complicated and takes a considerable amount of time. In this paper, we proposed Frequency Allocation Process for Private 5G using a blockchain platform, which is fast and simplified than the current procedure. Through the use of a blockchain platform and NFT (Non-Fungible Token), reliability and integrity of the data required in the frequency allocation process were secured, and security of frequency usage information was maintained and a reliable Private 5G frequency allocation process was established. Also by applying the RPA system that minimizes human intervention, fairness was secured in the process of allocating Private 5G. Finally, the frequency allocation process of Private 5G based on the Ethereum blockchain was performed though a simulation.

Legislation on Aid in Dying in France (조력사망에 관한 프랑스의 입법 동향)

  • From a global trend, discussions on the patient's death with dignity are gradually progressing from the issue of withdrawal of life-sustaining treatment to the issue of whether to allow assisted death and its requirements. Several states in the United States and Western European countries such as Canada, Belgium, and the Netherlands have institutionalized treatment to accelerate the time of death through the assistance of doctors. In France, after a long period of raising and reviewing issues, discussions on related legislation are taking place at a slower pace than in other European countries. In France, social discussions and legislative attempts on death with dignity have been actively conducted since the late 20th century. The Leonetti Act of 2005 prohibited the continuation of meaningless treatment against the will of patients, and after the Clay-Leonetti Act of 2016, it was legalized to administer intensive and continuous sedatives to patients until death. However, unlike many neighboring European countries, treatment that speeds up the time of death itself is still prohibited in France, even if the patient wants. As the existential and universal question of whether to allow dying patients to die painlessly with the help of a doctor has recently emerged as an important issue, a number of lawmakers have submitted legislation to legalize assisted death. This paper examines the legislative process developed in relation to patients' rights to dignified death in France, and compares and reviews French legislation that attempts to legalize assisted death with the amendment to the Korean Life-Sustaining Treatment Act.

A Study on the Development of integrated Process Safety Management System based on Artificial Intelligence (AI) (인공지능(AI) 기반 통합 공정안전관리 시스템 개발에 관한 연구)

  • In this paper, the guidelines for the design of an Artificial Intelligence(AI) based Integrated Process Safety Management(PSM) system to enhance workplace safety using data from process safety reports submitted by hazardous and risky facility operators in accordance with the Occupational Safety and Health Act is proposed. The system composed of the proposed guidelines is to be implemented separately by individual facility operators and specialized process safety management agencies for single or multiple workplaces. It is structured with key components and stages, including data collection and preprocessing, expansion and segmentation, labeling, and the construction of training datasets. It enables the collection of process operation data and change approval data from various processes, allowing potential fault prediction and maintenance planning through the analysis of all data generated in workplace operations, thereby supporting decision-making during process operation. Moreover, it offers utility and effectiveness in time and cost savings, detection and prediction of various risk factors, including human errors, and continuous model improvement through the use of accurate and reliable training data and specialized datasets. Through this approach, it becomes possible to enhance workplace safety and prevent accidents.
