Institutional Factors Affecting Faculty Startups and Their Performance in Korea: A Panel Data Analysis (대학의 기관특성이 교원창업 성과에 미치는 영향에 관한 패널 데이터 분석)

  • This paper adopts a resource-based approach to analyze why some universities have a greater number of faculty startups, and how this impacts on performance, in terms of indictors such as the number of employees and revenue sales. More specifically, we propose 9 hypotheses which link institutional resources to faculty startups and their performance, and compare 5 different groups of university resources for cross-college variation, using data from 134 South Korean four-year universities from 2017 to 2020. We find that the institutional factors impacting on performance of faculty startups differ from other categories of startups. The results show that it is important for universities to provide a more favorable environment, incorporating more flexible personnel policies and accompanying startup support infrastructure, for faculty startups, whilest it is more effective to have more financial resources and intellectual property for other categories of startups. Our findings also indicate that university technology-holding company and technology transfer programs are crucial to increase the number of faculty startups and their performance. Our analysis results have implications for both university and government policy-makers, endeavoring to facilitate higher particaption of professors in startup formation and ultimate commercialization of associated teachnologies.

The Effects on the Performance of Women Workers' Work-Family Relationship -Focused on Moderate Effects of Non-Occupational Supporting Systems- (여성근로자의 일.가정 관계가 성과에 미치는 영향: 비업무적 지원제도의 조절효과를 중심으로)

  • This study investigates the effects on the performance of women workers' work-family relationship. As reduced conflict with maintain a harmonious relationship between work and family of women workers, improving the quality of work of women workers, look into an effective support system for maximizing the effectiveness of women workers. The final sample size for this study was 500. The results were as follows. First, the harmonious relationship between work and family have significant positive effects on the job satisfaction and organizational commitment of women workers. This implies that companies should make an effort to maintain harmonious work-family relationship for women employees and can enhance individual atisfaction and ultimately lead to corporate performance. Second, according to the result of verifying the second hypothesis that conflictive work-family relationship will affect employees' satisfaction negatively, there was partial support. In other words, conflictive work-family relationship influenced job satisfaction negatively, but it showed no correlation with organizational commitment. This result suggests that it has direct relationship with the job that is being actually carried out and indirect relationship with the organization. Third, based on the result of verifying the hypothesis on the moderate effect of non-occupational supporting systems which proved to be partially moderate effect. In short, this study has proved the importance of women workers' work-family relationship. Furthermore, the study results imply that it is necessary to establish supporting systems to minimize women workers' conflictive work-family relationship. It is also particularly urgent for companies to make non-occupational supporting systems.

Arthroscopic Versus Open ACJJ'omioplasty for Impingement Syndrome and Partial Thickness Rotator Cuff Tear (충돌증후군 및 회전근개부분좌열에서의 관절경적 견봉성형술과 개방적 견봉성형술의 비교 분석)

  • We evaluated the results of the surgery for impingement syndromes and partial thickness tears of the rotator cuff with an average follow-up period of 15 months. One group(group I) of 43 patients, 46 cases underwent arthroscopic subacromial decompression. The other comparable group(group Ⅱ) of 10 patients, II cases underwent open acromioplasty. The average age at operation was 48 years, old. Arthroscopic subacromial decompression achieved slightly better pain relief, the range of the acti ve forward flexion, function, strength and the overall score with improvement from the preoperative condition than open acromioplasty. The patient's satisfaction was better in group I as well. Using the UCLA Shoulder Rating Scale, 89% of group I and 82% of group n had good or excellent results. Preservation of the origin of the deltoid during an arthroscopic acromioplasty reduced the postoperative morbidity and made it possible to start rehabilitation sooner and to achieve the better and more predictable results.

Soil Neutralizer Selection for Phytostabilzation Using Miscanthus sinensis Anderss. in Heavy Metal Contaminated Soil of Abandoned Metal Mine (폐금속광산 중금속오염토양에서 억새를 이용한 식물안정화공법을 위한 토양개량제 선정)

  • The objectives of this study were to select optimal soil amendments through analysis of heavy metal availability in soil and uptake to Miscanthus sinensis Anderss. for phytostablization in heavy metal contaminated soil of abandoned metal mine. M. sinensis was cultivated for 6 months at contaminated soil with several soil treatments (bottom ash 1 and 2%, fly ash 1 and 2%, waste lime+oyster 1 and 2%, acid mine drainage sludge (AMDS) 10 and 20%, compost 3.4%, and control). The analysis results of heavy metal concentrations in the soil by Mehlich-3 mehthod, growth and heavy metal concentrations of M. sinensis showed that AMDS 20% was more effective than other amendments for phytostablization, and AMDS 10% showed second effectiveness. Waste lime+oyster, bottom ash and fly ash were also improved compared to control. Mobility of some heavy metal was increased by treatments. Therefore, it is necessary of preparatory investigation of soil condition to select soil amendment to apply on-site phytostablization.

Natural Dyeing Characteristics of Korean Traditional Paper (전통 한지의 천연염색 특성)

  • The purpose of this study was to estimate natural dyeing properties of Korean traditional paper (Hanji). Korean traditional paper, which made from bleached bast fiber pulp of Broussonetia kazinoki was used as base paper. As dyestuffs, hot water extractives of Phellodendron amurense bark, Rosa multiflora leaf and stalk, and Rubia cordifolia root and methanol extractives of Lithospermum erytrorhizon root were used. $Al_2(SO_4)_3$ and $Fe(OH)(CH_3COO)_2$ 0.5% solution were used as mordant. Soybean juice (10%), chitosan (0.1%), and skim milk (2%) solutions were used as auxiliary dyeing agents. Accelerated aging treatments of natural dyed Korean traditional papers were undergone at following conditions: exposure temperature, $80^{\circ}C$ relative humidity, 60%; wavelength, 340 nm; UV irradiance, $0.67W/m^2/nm$ exposure time, 24, 48, and 72 hours. Colors, color difference, and color fastness were examined for estimation of natural dyeing characteristics. The auxiliary dyeing agents treated Korean traditional papers were more superior the dyeing effectiveness about dyestuffs than untreated Korean traditional papers. The dyeing effectiveness of soybean juice treated Korean traditional paper was superior to the others. The color fastness of Korean traditional paper, which was dyed with Rubia cordifolia root extractives, was most inferior to the others.

  • Landscape law was enacted in 2007 after the development of the Korea Planning Support System (KOPSS) in 2006. In addition, KOPSS was utilized by many local governments to improve reliability and optimization in 2010. In 2014, landscape law was fully revised, and it is likely to have a considerable impact on municipal ordinances and deliberations, which may have a considerable effect on the results of landscape reviews. This paper presents an analysis and verification of changes in the subject of deliberation by the amendment of the law and system, the method of deliberation, the composition of the scenery committee, and the introduction of KOPSS. We also propose a direction for improving the landscape deliberation system. As a result, the change of the number of deliberation items repeatedly increased and decreased due to the change of the deliberation subject and deliberation management according to the total revision of the resultant laws and institutions. In sum, it affected the deliberation decisions.

The Analysis on Utilization Trend of the Technology in Secondary Mathematics Textbooks Based on the $6^{th}$, $7^{th}$ and 2007 Revised Curriculum in Korea (교육과정에 따른 중등 수학과 교과서에서 공학 도구 활용의 변화 분석)

  • In this paper, we analyzed the utilization trend of technology in the secondary mathematics textbooks based on the 6th, 7th and 2007 revised mathematics curriculums in Korea. We analyzed 30, 60 and 90 mathematics books based on the 6th, 7th and 2007 revised mathematics curriculums respectively. The analysis focused on three aspects of using technology, i.e., contents areas in which technology used, technological tools and programs used, and methods of using technology in teaching and learning mathematics. The results shows that the frequency of using technology in mathematics books has been increased as mathematics curriculum has been revised. In the mathematics books based on th 6th curriculum, only 25 scenes were found, but in 7th and 2007 revised curriculum 248 and 355 scenes were found. In the 6th curriculum, calculators and graphing calculators were used mainly, but in the 7th and 2007 revised curriculum many kinds of technological tools and softwares were used including CAS, dynamic geometry software, spreadsheets, programming language, and the Internet. Especially the internet was used frequently in the 7th curriculum. And the methods of using technology has been diversified as time passed. In the 6th curriculum, the technology mainly used for introducing technology and simple calculation, but in the 7th and 2007 revised curriculum the technologies and software were also used for understanding mathematical laws, principles and concepts and students-centered exploring the mathematical properties.

Monitoring of preservatives in herbal liquid preparations (액상한약제제의 보존제 모니터링)

  • Quantitative HPLC analysis for the determination of in herbal liquid preparations was improved from the general test method besides the Korean Pharmacopeia. Good chromatographic separation of samples containing parabens, interferences, and other pharmaceutical excipients was effectively achieved by using acetonitrile water (containing 1% glacial acetic acid) mixture (30:70 v/v) as mobile phase. To monitor preservatives (benzoic acid, parabens, sorbic acid, dehydroacetic acid, and their salts) in herbal liquid preparations, a group of 47 samples was divided into two different group: preservative labeled group and unlabeled group. From the results, the contents of preservatives in 31 samples of preservative labeled group fell under KFDA regulations, and the contents of dehydroacetic acid in 6 samples of preservative labeled group were not followed by KFDA regulations. Preservatives were detected in 3 samples out of 10 samples in preservative unlabeled group.

Survey on Pesticide Usage in Paddy Rice for the Establishment of Pesticide Use Indicator (농약사용 지표설정을 위한 수도용 농약사용량 조사분석)

  • In order to develop the indicators of environmental impact of pesticide, its actual usage in paddy rice was surveyed, and usage trends of individual pesticides were evaluated. The tendency of pesticide use indicated insecticide 43%, herbicide 29%, fungicide 27% and top ranking item in insecticide, herbicide and fungicide was carbofuran, molinate + pyrazosulfuran-ethyl, IBP. The usage statistics of formulation types showed GR>DP>WP>EC>FG>SP. Pesticide usage(a.i.) per hectare was 7.13kg and total usage for paddy rice was estimated at 8,387 M/T. In the result of comparison of fact-usage with pesticide consumption reported in 1998, the fitness was 94.7% for fungicide, 84.3% for insecticide, 77.8% for herbicide. The result of monitoring pesticide residue of unpolished-rice sampled from farm house of survey indicated 0.14 ppm(BPMC), 0.16 ppm(Isoprocarb), 0.17 ppm(Isoprothiolane). In case of rice straw, the residue level was 0.27 ppm(Isoprothiolane), 0.28 ppm(IBP), 0.39 ppm(Carbofuran). The residue levels of pesticides were below MRLs.

Problems and Improvement Strategies of Environmental Impact Assessment by Local Government in South Korea - Case Studies of 8 Local Governments including Seoul, Jeju, Busan and Daejeon - (지방자치단체의 환경영향평가 제도 운영현황 및 개선방안 - 서울, 제주, 부산, 대전 등 8개 지자체를 중심으로 -)

  • The purpose of this study is to identify the accomplishments and limits of the local governments' environmental impact assessment operation system and to propose a policy plan to improve it through an analysis of the current status of the operations by local governments. As the research method, based on an understanding of the basic purpose and concept of the local government's environmental impact assessment, the current status of environmental impact assessment by major local governments such as Seoul, Jeju, Busan, Daejeon, etc. is analyzed and in-depth interviews with public officials in charge are conducted. Through the extensive discussions, the current situation and the problems are identified. The accomplishments of the local governments' operation of environmental impact assessment are: it is possible, first, to select evaluation targets and items in accordance with regional characteristics; second, to continuously strengthen the management and monitoring the evaluation result after through its own follow-up control. The limits revealed are; first, internal organization problems, which are largely due to the fact that the project approvers and the environmental impact assessment consultants are the same; second, poor cooperation system between the department of environmental impact assessment and other departments; third, lack of professionalism in the working forces; and forth, a limited pool of the skilled judges; and last, it was found that there could be frequent problems of overlapping regulation during coordinating target projects and evaluation contents.
