Public Broadcasting or Publicity Broadcasting? An Analysis of KBS News Coverage of the Korean Housing Market (KBS의 공보 방송 모형적 성격에 관한 연구 부동산 뉴스 생산 과정을 중심으로)

  • What is the basic nature of Korean public broadcasting system? This research explores this question through an analysis of KBS news coverage of the Korean housing market. This study spotlights the internal news production processes. In detail, this study investigates newsroom routines, such as news selection, news gatherings, and news production. As a result, this study reveals KBS can be classified as "Publicity Model" following reasons. First, KBS news selection process stresses higher viewer ratings for competitive market share and belittles public interests of serving the citizen. This caused KBS news to provide fragmented and truncated news information and to constrict high quality news of significant information for citizen. Second, KBS newsroom operates under the minimum staff resource to produce news programmes and has developed official source dependency as a routine for news gathering. Third, under the limits of report format, KBS news worked as a neutral deliverer of government message and failed to provide more detailed information and diverse viewpoints.

Toward Research Records Management in Government-funded Research Institutes (정부출연연구기관의 연구기록물 관리를 위한 수집 개선방안에 관한 연구)

  • The purpose of this study is to propose an approach to acquire research records effectively in context of government-funded research institutes via case studies and a questionnaire survey. For the case studies, a report from Joint Information Systems Committee JISC in UK, the University of Melbourne policy on the management of research data and records, a report from Canadian Association of Research Libraries(CARL) are analyzed. In addition, a survey questionnaire is conducted for forty nine government-funded research institutes and forty three responses out of 49 institutes are collected and analyzed. Based on the analyses on case studies and responses of the survey, an approach for research records management with four aspects is proposed: regulatory policy, best practices and manuals, professionals for research records, and outreach programs of individual reseach institutes for acquiring appropriate research records.

A Measure on Technology Transfer Activation of Government-Sponsored Research Institutes Focusing on Companies in Demand: Focusing on the Cases in the K Research Institute (수요기업 중심의 정부출연연구기관 기술이전 활성화 방안: K 연구원 사례를 중심으로)

  • Although the government continues to increase its investment into R&D, the technology transfer or commercialization success rate of the government- sponsored research institutes was lower than the investment. This research suggested the method of successful technology transfer through case study of technology transfer of the government-sponsored research institutes. Based on the case analysis of three types of technology transfer programs (corporate-demand model, technology-based model, and consortium-focused model) conducted by the K research institute, the study explained in detail that the technology transfer method by discovering potential companies in need is more effective compared to the general technology transfer marketing that advertises the technologies obtained by the research institutes to companies. In addition, since the preliminary R&D planning that considers the needs of the companies in demand has positive influences on the results of technology transfer, this study implied the importance of the strategic R&D planning.

A Meta-analysis of the Articles in Journals Related to TV Outsourcing Production Policy: Focused on the Treatise Published in Lee Myung-bak and Park Geun-hye Governments (방송 외주제작 정책 관련 학술논문의 메타 분석 : 이명박·박근혜 정부에서 발간된 논문을 중심으로)

  • This paper studied a meta-analysis of 45 papers published during the administration of Lee Myung-bak and Park Geun-hye governments in order to renew academic interest in the TV outsourcing production policy. The meta-analysis was made up of classifications of three items(issued year, journal, academic field) and six items(topic, aim, question, subject, methodology, results). According to the results, the articles(30, 66.7% and 15, 33.3%) published during Lee & Park's regimes adapted the promotional topics for TV outsourcing production policy. The reasons for the papers(18, 40.0%) on management economy, industry, and advertising related to outsourcing production policy are because the two governments focused on research projects that matched the regime stance rather than the autonomy and diversity of broadcasting, media, contents, and the visual.

  • This study analyzes whether the national scholarship system achieves the policy goal to provide the half-tuition and suggests ways to improve the policy. The study finds that the national scholarship system provides free education for students from under 2nd decile income and the half-tuition for students from under 6th decile. However, since students don't feel fully the effect of the policy, this study proposes policy improvements on new approaches to public communications. Also is suggested the necessity to change the policy tool from debt-like to equity-like investment.

  • This study presents the two major problems and those improvements of Cadastral Surveying Fee System. The system has been attempted to apply for Individual Public Land Price since 2011. To tackle those problems, this study examines a variety of literatures such as specialty publications, academic thesis, and reports from government. This study applies questionnaire survey method. And the data were collected by the personnel in charge of receiving cadastral surveying application in Gwangju and Jellanamdo branch, LX Korea Cadastral Survey Corp. In order to apply Individual Public Land Price to Cadastral Surveying Fee System, this study suggests subdivision of land at price and application of sample lot and land price standard index table. A number of curriculums provided by training institute in LX Korea Cadastral Survey Corp., education materials and cyber education method are necessary to promote awareness of personnel in charge. Publicity activities are also required to fulfill governmental basis.

  • With the distribution modernization policy advanced by the government and consumers preference toward it, the so called "modern market" has undergone rapid growth. Conversely, traditional market is losing popularity with consumers as a result of inadequate modern structures, small market size, convoluted relationships, inefficient operation and disordered transactions, among others. Therefore, this study seeks to utilize ubiquitous computing, that is, the upgrade of context aware information to 6W1H and promote the market through the interface with Smartphone and provide advanced information through the augmented reality technology. For the construction of context-aware system using user context, the results may significantly differ according to how reference rules are applied to and implemented on knowledge base. In light of above, through the use of RFID technology and 6W1H context awareness, we seek to promote traditional markets.

  • This study was proceeded with interest on the influence of globalization factors of Korean traditional liquor on Korea national brand image and purchasing intention toward traditional liquor. Results show that the globalization factors except the superiority and special knowledge of Korean traditional liquor, the quality and promotion factors directly related to Korea brand image and purchasing intention toward traditional liquor. This fact improves the quality of Korean traditional liquor is most important factor deciding national brand image and purchasing intention. Also, Korea national brand image had influence on purchasing intention toward traditional liquor. And the quality factors of Korean traditional liquor had moderating effect on brand image and purchasing intention, which implies to improve quality and functional properties of Korean traditional liquor using promotion with Korean food to Japanese.

  • 미국과 싱가포르는 모두 세계에서 가장 우수한 기업 경영환경을 제공하는 국가이다. 그러나 미국이 자유방임형이라고 한다면 싱가포르는 철저하게 계획형이라는 점에서 다르다. 따라서 본 연구에서는 미국과 싱가포르의 전자무역 지원정책의 사례를 분석하고, 상호비교를 통해 우리 나라 전자무역 지원정책에 대한 시사점을 파악하였다. 본 연구의 가장 큰 시사점은 전자무역의 활성화가 기본적으로 민간의 적극적인 참여로 이루어져야 한다는 것이다. 정부의 역할은 주도적인 입장이 아닌 철저한 지원자의 입장에서 수행되어야 한다. 정부가 거래알선 및 e마켓플레이스 등 전자무역의 핵심적인 활동에 직접적으로 관여하기보다는 관련된 민간기업을 육성하고, 기업들의 전자무역 수행능력을 제고시키며, 기업의 전자무역 활동이 원활하게 이루어질 수 있도록 전자무역 인프라의 확충에 정책의 초점을 맞추어야 한다는 점이다. 향후 전자무역 촉진을 위한 주요 정책의 방향으로 전자무역에 대한 기본적인 인식을 제고 할 수 있는 홍보활동 강화, 전자상거래 지원기관과 전통적인 무역지원기관들의 연계 및 산학연계 활동의 촉진을 통해서 중소 기업에 대한 실질적인 전자무역의 지원, 전자무역 관련 전문인력의 체계적인 양성, 무역 관련 공공정보시스템의 개선 등이 제시될 수 있다.

일본의 '어린이 독서활동 추진에 관한 기본 계획'

  • 일본 정부는 지난 2002년 8월 2일 각료회의에서 ‘어린이 독서활동 추진에 관한 기본 계획’을 결정하였다. 이 기본 계획은 어린이가 자주적으로 독서활동을 할 수 있도록 그 환경을 정비한다는 관점에서, 2001년 12월에 의원입법되어 공포.시행된 ‘어린이 독서활동 추진에 관한 법률’의 규정에 따라, 정부가 수립하지 않으면 안 되게 된 것이다. 이 계획을 2002년부터 2006년까지 5년에 걸친 시책의 기본 방향과 구체적인 방안을 제시한 것으로, 그 개요는 다음과 같다. 1. 가정, 지역사회, 학교를 통하여 어린이가 독서와 친해질 수 있는 기회 제공 가정교육에 관한 학습기회를 통하여 부모에게 독서의 중요성을 이해시킨다. 도서관에서의 어린이 독서활동을 추진하여 민간단체 활동을 지원한다. 학교에서의 학습활동을 통하여 독서습관을 확립하고 독서활동을 추진한다. 2. 도서자료 정비 등 제반 조건의 정비 및 충실화 도서관과 공민관 도서실 등 지역사회의 독서환경을 정비한다. 도서관 자료를 정비하고 정보화를 추진하며 사서 연수를 충실화한다. 학교도서관의 도서정비 5개년 계획, 정보화 추진, 사서교사 발령을 촉진한다. 3. 학교, 도서관및 관계기관, 민간단체의 연계.협력체제 추진 4. 사회 분위기 조성을 위한 보급.계발 어린이 독서의 날(4월 23일)을 중심으로 전국적으로 홍보한다. 홈페이지 개설로 관련정보를 광범위하게 제공한다. 일본 문부과학성은 이 기본계획에 기초하여 관계부처 등과 긴밀히 협조하여 어린이 독서활동 추진에 관한 시책을 더욱 충실히 하기로 하였다. -편집자주
