  • The goal of this study is to explore and draw implicaitons from international and domestic media and information literacy (MIL) policies and educational systems. To this end, international policy documents issued by UNESCO, IFLA, OECD, and the EU as well as domestic South Korean laws and policies related to MIL and the fuctions of public libraries and related institutions were analyzed. The findings show that international organizations recognize public libraries as institutions that are responsible for providing information access and supporting knowledge sharing for citizens within and outside of formal education systems. Additionally, public libraries are seen as institutions responsible for supporting lifelong learning and civic education, as well as improving media, information, and digital literacy skills of their communities. In South Korea, the Library Act gives public libraries and librarians responsibility for improving citizens' MIL to support the public's right to know and to narrow the information gap. However, the functions of public libraries and librarians in South Korea have been limited or excluded in the domestic MIL policies. This study concludes that public libraries and librarians are responsible for reducing the information gap among citizens and should actively participate in policy development to improve citizens' MIL skills.

  • The research objectives of this study are twofold: to analyze affective dispositions in both 'Standards for the 21st-Century Learner(AASL, 2007)' and 'Framework for Information Literacy for Higher Education(ACRL, 2015)'; and to look for implications from the two documents in information literacy instruction(ILI). A total of 18 and 38 affective dispositions were found in AASL(2007) and ACRL(2015) documents respectively. This study mainly discusses sequencing affective objectives and assessment techniques for the ILI. The affective dispositions found from the two documents will be a cornerstone of ILI in K-20.

  • The purpose of this study is to investigate the level of digital literacy, which is the future core competency of new civil servants who will support the services of the public while most of the civil service processing is replaced by the information technology. To do this, we analyzed the recognition and level of technical literacy, code literacy, media literacy, news literacy, and social media literacy by dividing 180 people including new appointees, prospective students, and practitioners into 5 digital literacy subjects. Based on this, we developed an improved social media curriculum. This study suggests that the civil service education and training program can be turned into a learner - centered curriculum.

  • For the increasingly complicated and technology dependent 21st century, ICT literacy is being emphasized by education authorities as a key ability needed to succeed in a knowledge-based society. Accordingly, since 2007, several studies have been conducted to measure the ICT literacy levels of students. This study aimed at analyzing how ICT literacy levels vary according to students' skill sets from the viewpoint of educational convenience. To fulfill this goal, the ICT literacy abilities of 167 elementary students and 159 middle school students (all receiving education at "gifted students" education centers) were compared with the following results. First, elementary students displayed differences with regards to 'computer and network' and 'information society and ethics' among the content elements, and 'critical mind' and 'information communication' among capability elements according to their skill sets. Second, middle school students displayed differences with regards to 'information society and ethics' and 'information organization and creation' elements according to their skill sets. The significance of this study lies in the fact that it measured the ICT literacy levels of --and made suggestions for education to-- students specially gifted in information, science and mathematics rather than general students.

  • The purpose of this study was to analyze the differences of elementary and middle school students' ICT literacy by their computer use and information(computer) educational experiences. For this purpose, this study implemented ICT literacy test for students in 300 elementary (4th~6th)- and 300 middle(7th~9th) schools in 2015. The ICT literacy test was composed of two components of 'literacy ability elements' and 'literacy content elements.' The main results of this study are as follows. First, in both of elementary and middle schools, there are positive relationships between students' 'computer use at home' and 'computer outside school,' and their ICT literacy test scores, but their extreme computer use affected their ICT literacy test scores negatively. Second, in both of elementary and middle schools, there are positive relationships between students' information(computer) educational experiences and their ICT literacy test scores.

  • The authors of this study tried to explore the current status of the levels of information literacy of foreign students in Korea where many foreign students, mainly from several Asian countries, have been moving continuously into various universities. To do this, a survey was conducted of 202 Chinese students enrolled in universities in Busan and its neighboring area. They responed that their level of information literacy was slightly above the middle range and that the fields of 'information ethics' and 'information communication technology' were relatively high whereas 'information production, communication and sharing' and 'information investigation and search' were relatively low.

  • This study aims to examine how the subject-matter contents related to digital literacy are adopted in Informatics curriculum in middle school and draw implications by exploring and analyzing teaching cases based on how digital literacy education is put into practice in real Informatics classes. Especially the result showed that 13 items out of all 17 standards of Informatics curriculum in terms of achievement standards are directly related with digital literacy. Also, it confirmed the position of Informatics subject-matter as a core subject for digital literacy education by analyzing the related curriculum contents. Furthermore, the study investigated the aspects of digital literacy education's being applied and the possibilities of the digital literacy education which is implemented in diverse manners in Informatics subject-matter through the analysis of teaching cases. Finally, it identified the limitations and improvement directions revealed in the process.

  • The purpose of this study is to introduce this language model in the era of generative AI such as ChatGPT, and to provide direction for data literacy education components in libraries using it. To this end, the following three research questions are proposed. First, the technical features of ChatGPT-like language models are examined, and then, it is argued that data literacy education is necessary for the proper and accurate use of information by users using a service platform based on generative AI technology. Finally, for library data literacy education in the ChatGPT era, it is proposed a data literacy education scheme including seven components such as data understanding, data generation, data collection, data verification, data management, data use and sharing, and data ethics. In conclusion, since generative AI technologies such as ChatGPT are expected to have a significant impact on users' information utilization, libraries should think about the advantages, disadvantages, and problems of these technologies first, and use them as a basis for further improving library information services.
