2011년 3월 11일 일본 혼슈 센타이 동쪽 179Km 해역에서 발생한 규모 9.0의 지진에 의한 쓰나미로 동북부 지역에 엄청난 피해가 발생함에 따라 우리나라에서도 지진을 비롯한 각종 대규모 자연재해 상황 하에서 재난방송에 대한 체계를 전반적으로 재점검해야 한다는 의견이 나오고 있다. 지금까지 우리는 재난이 발생하면 TV나 라디오 등 전통적인 매체에 의존하고 있으며 실제 이러한 매체는 지금까지 국민들에게 신속하게 재난정보를 알리는 중요하고도 충실한 역할을 담당해 오고 있다. 그러나 지난해 일본의 쓰나미와 같이 인간의 능력으로 감당하기 힘든 대규모 재난이 발생하였을 경우 이러한 전통적인 재난 방송 매체만으론 역 부족이 될 수 있고. 실제로 일본에서 효과를 나타낸 것은 인터넷 전화(VoIP)와 SNS(Social Network Service) 등 뉴미디어로 구글, 페이스북과 국내의 NHN, 다음 등은 실종자 정보와 피난처 정보를 제공하고 피해자의 안위를 확인할 수 있는 서비스를 하는 등 필요한 정보를 실시간으로 알리는 새로운 매체로 큰 역할을 했다는 평가를 받았다. 본 고에서는 뉴미디어를 재난방송 전달 매체로 활용하기 위해 현재 운영되고 있는 재난방송 체계 및 시스템의 조사를 통해 개선되어야 할 사항을 도출하고 활용 가능한 뉴미디어 현황 조사를 통해 재난방송 시스템에 적용할 수 있는 방안을 살펴보고 외국의 재난방송 운영 사례를 참고하여 새로운 전달체계 모델의 정립과 이를 위한 법적, 제도적 강화 방안을 제시하였다.

COVID-19으로 인해 국민들에게 전달되는 재난정보의 양상이 서서히 변화하고 있다. 이는 정보통신의 발전 양상과도 매우 깊은 관계를 가지고 있다고 볼 수 있다. 이전까지의 정부 및 지자체에서 제공되는 재난정보에 대한 형태는 문자와 음성으로만 제공하므로써 고령자와 외국인과 같은 재난 약자에게 명확한 상황인지를 하기에 어려움이 있었다. 이를 해결하기 위한 전방위적인 노력을 하고 있으며, 보다 정확하고 보다 다양한 정보를 제공하고자 관련 연구를 수행하고 있다. 이는 급속도로 발전하는 정보통신 매체(UHD 및 5G, 오픈스크린 등)를 기반으로 국민들로 하여금 신속.정확한 재난상황인지를 가능케 할 수 있다. 이로 인한 재난경보 관련 최근 이슈는 '내 위치 맞춤형 정보'와 '다매체 정보'가 아닐까 싶다. 정보통신 매체가 발달함에 따라 제공되는 재난경보의 범위가 내 위치를 기준으로 좁아지며, 시각적으로 직관적인 콘텐츠를 제공할 수 있다. 이는 각 매체의 고유 정보를 통해 위치가 확인 가능하면서 해당 지역에 맞는 정보만 선택적으로 취함으로써 불필요한 정보를 제공하지 않게 된다. 본 연구를 통해 이러한 부분을 해결하기 위해 TTA에서 표준으로 제정된 CAP (Common Alerting Protocol)을 활용하였으며, 'Area' 항목에 지역코드(전국~읍면동)를 함께 포함함으로써 가능해졌다. 또한 CAP을 활용함에 따라 텍스트부터 음성, 이미지, 웹 콘텐츠까지 최신의 영상 매체에 적용 가능한 재난정보 콘텐츠를 제공 가능해졌으며, 특히 UHD 및 5G, 오픈스크린과 같은 통신 네트워크 기반 영상 매체에 적합한 멀티미디어 재난정보 콘텐츠를 제공할 수 있다. 제공된 콘텐츠에는 각종 관련 정보를 확인 가능하도록 링크를 제공하여 필요에 따라 보다 자세한 재난정보를 확인할 수 있다. 이를 기반으로 재난경보에 대한 다변화를 통해 나에게 꼭 필요한 정보가 제공될 수 있도록 발령 체계 개편이 필요하다.

This study explored the user's information needs and information behavior for the development of academic library services. The content analysis of qualitative data showed that the in-depth interview participants have six types of information needs such as 'suitability, up-to-dateness, uniqueness, reliability, practicality, and convenience' while going through societal, educational, and research-related changes. Interview participants solved their information needs by acquiring the resources necessary for each individual's task through information behaviors using information media, human resources and the places. Each participant tried to solve his/her information problem through individual efforts based on their different media and information utilization capabilities. Based on the analysis, this study presented four directions in the development of academic library services. They are an personalized information literacy service, a space to meet the characteristics of information needs, an infrastructure platform for exchanging human resources, and an accessible support service for utilizing information media.

인류는 정보전달매체의 변화를 통하여 오늘날 정보기술의 새로운 패러다임으로 변 화하게 되었다. 이러한 변화는 언어에 의한 문자혁명을 시작으로 종이에 의한 인쇄혁명, 통 신매체에 의한 통신혁명 나아가 정보기술의 발달로 인한 정보혁명의 시대로 발전하게 되었 다. 정보기술의 발달은 네트워크 및 통신기술의 진전으로 기업의 업무프로세스를 변혁하게 되었으며 기업은 인터넷을 전략적인 경쟁무기로 활용하게 되었다. 글로벌기업은 글로벌시장 에서 글로벌 네트워크를 통하여 21세기 초일류기업으로 살아 남기 위하여 인터넷의 전략적 활용을 더욱 강조하게 되었다. 이에 본 연구는 최근에 급속하게 확산되고 있는 인터넷의 전 략적 모형 및 비용편익분석을 중심으로 고찰하였다.

The purpose of this study was to investigate the relationship between media richness, media usefulness, media experience and media decision in order to identify factors that determine the media of school library in solving performance evaluation tasks. For this purpose, 132 primary and middle school students were surveyed and their structural equation was set up by hypothesis setting, validity test, and causal model. As a result, it was confirmed that media experience of school library is a major factor in media decision. Also, media richness and media experience appeared to influence media decision through media usefulness. The analysis implies that school library is centered on teaching - learning process and evaluation, so information literacy education should be carried out in school curriculum and school library is required to provide students experience on media as the center of school education.

To find out media's function on the various effects in communication, this paper reviews studies that utilize multimedia as a device for conveying information. We discuss multimedia as an integrated symbol system with advantages and also problems in representing information. The cognitive dissimilarity of media could be explained by various attributes of medium that are about physical characteristics and even cognitive actions. With advantages from integrated media and interactivity, multimedia has negative results such as cognitive overload and in that reason systematic approach is needed. This paper shows the factors on media selection and relationship to interface components. To select appropriate media to the needs and situation, it should be considered the user's ${\circled1}$background ${\circled2}$knowledge / frequency of use / expertise, contents ${\circled1}$task nature ${\circled2}$type of knowledge and media ${\circled1}$representation format ${\circled2}$interaction techniques. Varying the media factors and varying the expression factors offers concrete design features.

IEEE 802.21 워킹그룹은 이종 망간 핸드오버인 매체독립 핸드오버뿐만 아니라 라디오 자원 관리 등의 다양한 이종 망 연동이슈를 해결하고자 매체독립 서비스 프레임워크 표준과 이 프레임워크를 기반으로 한 활용사례들에 대한 표준으로 분리하여 표준화를 추진하고 있다. 본 고에서는 IEEE 802.21 워킹그룹의 표준화 동향 및 매체독립 서비스 기술에 대해 알아본다.

The real-time traffic information is considered to be the system to alleviate traffic congestion. An effective traffic information will help drivers make efficient travel decision, and network performance will be improved. To make efficient strategy of providing information, the analyst should quantify reduced congestion by the media traffic informations. Many other route diversion models considered only media-informations as information sources and ignored the impact of on-site informations such as visible delays and average speeds, which affect drivers' route diversion decision in practice. In those models, the effect of on-site informations could be treated to be the effect of media informations, and the effects of media informations would be over-estimated. The proposed model including the impact of on-site information can estimate the effect of media-informations. The results are expected to be applied to the analysis of traffic management policy such as ITS.
