  • The Jurchens, the ancestors of the Qing Manchus, had lived scattered in Manchuria and had made their living mostly on ginseng gathering and animal hunting. Their residential areas, rich with deep forest and numerous rivers, provided great habitation for all kinds of flora and fauna, but not so proper for agriculture. Based on their activities of foraging and hunting, the Jurchens developed a unique social organization that was later transformed into the Banner System, the most distinctive Qing military institution. By the sixteenth century, that the external trade brought considerable changes to Jurchen society. A huge amount of foreign silver, imported from Japan and South America to China, first invigorated commercial economy in China proper, and later caused a huge influence on Ming frontier regions, including Manchuria. In the late sixteenth century when the tradition of foraging and hunting encountered with silver economy, the Jurchen tribes became unified after years of competition and transformed themselves into the Manchus to build the Qing empire in 1636. In 1644 the Manchus succeeded in conquering the China Proper and moved into Beijing. Even after that, the Manchu imperial court never forgot the value of Manchurii ginseng; instead, they paid great efforts to monopolize this profitable root. Until the late seventeenth century, the Qing court used the Banner System to manage Manchurian ginseng. The banner soldiers stationed in Manchuria checked unauthorized civilian entrances in this frontier and protected its ginseng producing mountains from the Han Chinese people. All the process of ginseng gathering was managed by the institutions under the direct control of the imperial court, such as the Imperial Household Department, the Butha Ula Office, and the Three Upper Banner in Shengjing. Banner soldiers were dispatched to the given mountains, collect the given amount of ginseng, and send them to the imperial court in Beijing. The state monopoly of ginseng was maintained throughout the eighteenth and nineteenth centuries under the principle that Manchuria and its natural resources should be guarded from civilian encroachment. At the same time, Manchurian ginseng was considered as an important source of state revenue. The imperial court and financial bureau wanted to collect ginseng as much as they needed. By the late seventeenth century as the ginseng management by the banner soldiers failed in securing the ginseng tax, the Qing court began to invite civil merchants to ginseng business. During the eighteenth century the Qing ginseng policy became more dependent on civil merchants, both their money and management. In 1853 the Qing finally ended the ginseng monopoly, but it was before the early eighteenth century that wealthy merchants hired ginseng gatherers and paid ginseng tax to the state. The Qing monopoly of ginseng was in fact maintained by the active participation of civil merchants in the ginseng business.

  • Seonsaengan(先生案) is the predecessor's lists. The list includes the names of the predecessor, the date of the appointment, the date of return, the previous job, and the next job. Therefore, previous studies on the local recruitment and Jungin (中人) that can not be found in general personnel information of the Joseon dynasty were conducted. However, the status and classification of the list has not been achieved yet. So this study aims to clarify the status, classification and data characteristics of the list. 176 books, are the Joseon dynasty lists of predecessors, remain to this day. These lists are in Jangseogak(47 cases), Kyujanggak(80 cases), the National Library of Korea(24 cases) and other collections(25 cases). Jangseogak has lists of royal government officials, Kyujanggak has lists of central government officials, and the National Library of Korea and other collections have lists of local government officials. However, this paper focuses on accessible Jangseogak list of 47 cases. As I mentioned earlier, the Jangsaegak lists are generally related to the royal government officails. This classification includes 18 central government officials, 5 local government officials, and 24 royal government officails. If the list is classified as contents, it can be classified into six rituals and diplomatic officials, 12 royal government officials, 5 local government officials, 14 royal tombs officials, and 10 royal education officials. Through the information on the list, the following six characteristics can be summarized. First, it can be finded the basic personal information about the recorded person. Second, the period of office and reasons for leaving the office and office can be known. Third, changes in the office system can be confirmed. Fourth, it can be looked at one aspect of the personnel administration system of the Joseon Dynasty through the previous workplace and the next job. Fifth, it is possible to know days that are particularly important for each government. Sixth, the contents of work evaluation can be confirmed. This is the reality of the Joseon Dynasty, which is different from the contents recorded in the Code. Through this, it is possible to look at the personnel administration system of the Joseon Dynasty. However, in order to carry out a precise review, it is necessary to make a database for 176 lists. In addition, if data is analyzed in connection with existing genealogy data, it will be possible to establish a basis for understanding the personnel administration system of the Joseon Dynasty.

  • Korea has been positioned as the leading country in the industry of clinical trials as the clinical trail of Korea has developed for the recent 10 years. Clinical trial has plays a significant role in the development of medicine and the increase of curability. However, it has inevitable risk as the purpose of the clinical trial is to prove the safety and effectiveness of new drugs. Therefore, the clinical trial should be controlled properly to protect the health of the subjects of clinical trial and to ensure that they exercise a right of self-determination. In this context, the fiduciary duties of doctors who conduct clinical trials is especially important. The Pharmaceutical Affairs Act and the relevant regulations define several duties of doctors who conduct clinical trials. In particular, the duty to protection of subjects and the duty to provide information constitute the main fiduciary duties to the subjects. Those are essentially similar to the fiduciary duties of doctors in usual treatment from the perspective of the values promoted by the law and the content of the law. Nonetheless, clinical trials put more emphasis on the duties to provide explanation than in usual treatment. Further research and study are required to establish the concrete standard for the duty of care. However, if the blind pursuit of higher standards for the duty of care or to pass the burden of proof to doctors may result in disrupting the development of clinical trials, limiting the accessibility of patients to new treatment and even violating the principle of sharing damage equally and properly. In addition to these duties, the laws of clinical trials define several duties of doctors. Any decision on whether the violation of the law constitutes the violation of the fiduciary duty and justifies the demand for compensation of damages should be based on whether relevant law aims to protect the safety and benefit of subjects, even if in an incidental way, the degree to which such violation breaches the values promoted by the law and the concrete of violation of benefit of law, the detailed acts of such violation. The legal interests of the subjects can be protected effectively by guaranteeing compliance with those duties and establishing judicial and administrative controls to ensure that the benefit of subjects are protected properly in individual cases.

  • The definition of urban forest is described as all forest and trees except the Natural Parks throughout whole territory in Urban Forest Act. But the concept of urban forest in the law differs from general awareness by Korean citizen and from definitions of other countries. For discussing such differences of urban forest definition, it was tested how much urban forest area would be changed according to the various definition of urban area. The urban area was defined to be four scenarios in this study in consideration of "urban area" by National Land Planning and Utilization Act (NLPUA), 300m buffered boundary from the "urban area" proposed by World Health Organization (WHO) and forest watershed area. In the scenario 1, including forest watershed intersected with "urban area" by NLPUA, urban forest area was estimated at 1.83 million ha in which urban forest area per person was 386㎡. In the scenario 2, including forest watershed intersected with 300m buffered boundary from the "urban area" by NLPUA, urban forest area was estimated at 1.92 million ha in which urban forest area per person was 405㎡. In the scenario 3, including forest watershed intersected with "urban area" placed within administration boundary (Eup·Dong districts), urban forest area was estimated at 1.08 million ha in which urban forest area per person was 230㎡. In the scenario 4, including forest watershed intersected with 300m buffered boundary from "urban area" placed within administration boundary, urban forest area was estimated at 1.20 million ha in which urban forest area per person was 256㎡. Therefore, the boundary of urban area should be agreed clearly prior to defining the urban forest area for avoiding unclear area calculated according to different definitions.

  • Mushroom production in Korea is concentrated on five major mushroom types. To create a new source of income for farmers, it is necessary to establish new mushroom production and marketing systems. This study was conducted to evaluate the marketability of and establish a marketing strategy for Pleurotus nebrodensis variety 'Uram'. The evaluation of distributors showed that it was necessary to cultivate mushrooms of uniform shape and size, to compensate for their low storability, and to sell them in small packages. The consumer evaluation showed that the texture of P. nebrodensis had the highest level of satisfaction for quality, but the levels of satisfaction for size and shape were low. In the consumer evaluation, as in the distributor evaluation, improvements in cultivation were found to be necessary, as the storage time is short due to a high moisture content. An evaluation of the market gave the following results regarding the marketing strategy. It was found to be necessary to consider the production of mushrooms of a uniform shape and size and sell them in small packages in the range of 150 to 300 g. The price of the mushrooms should be set using a high-end strategy for high-end sales. The mushrooms should be introduced to local food and eco-friendly stores in the early stages of production. Subsequently, if farmhouse production increases, shipments should be made to wholesale markets through a regular contract. Finally, considering that P. nebrodensis is an unfamiliar mushroom to consumers, it is necessary to promote it by increasing the accessibility of consumers through tasting events and experience groups.

  • At a time when the equitable use of urban parks is gradually emerging as a social issue, this study was initiated to expand the influence of urban parks by improving the quality of park services, thereby resolving areas not covered by urban park services. This study targeted the Hangang Park in Seoul, where the qualitative service of parks shows the greatest difference. The influence relationship between the qualitative services of the park and the user's sphere of influence, which indicates the distribution of park users, was proposed to assess the influence of improvements in the quality of service. As a research method, the top three districts and the bottom three districts were selected through the Han River Park user satisfaction survey conducted from 2017 to 2019, and a qualitative service evaluation was carried out. It was derived using the data acquired in September. Afterward, by performing a spatial autocorrelation analysis on the user's sphere of influence, additional verification of the user's sphere of influence was performed numerically and visually. As a result of the study, the user influence in the top three districts, with high-quality service, was stronger and wider than that of the lower three districts. It was confirmed that the quality of service of the park affects the user influence. This shows that to realize park equity, it is necessary to improve the quality of services through continuous management and improvement of individual parks and the creation of new parks. This study has significance in that it recognizes the limitations of research on park services from a supplier's point of view and evaluates the qualitative services of parks from the perspective of actual park users. We propose an alternative to deal with the lower the park deprivation index.

  • North Korea has actively participated in the international community related to environmental agreements. It has proposed various environmental policies internally since the Kim Jong-un regime. In particular, it emphasizes activities related to climate change response, the Sustainable Development Goals, and the conservation of ecosystems including forests and wetlands. In this study, a new security cooperation plan was proposed with an understanding of the climate crisis and environmental regime as a starting point. To this end, trends and recent activities for climate-environment cooperation in the international community and on the Korean Peninsula were analyzed. In addition, North Korea's conditions for cooperation on the Korean Peninsula, technology demand, and the projected future environment of the Korean Peninsula were dealt with. Ultimately, through advice of experts, we were able to discover cooperation agendas by sector and propose short-term and long-term environmental cooperation strategies for the Korean Peninsula based on them. In this study, conditions and directions for cooperation in fields of climate technology, biological resources, air/weather, water environment, biodiversity, renewable energy, bioenergy, and so on were considered comprehensively. Among 21 cooperation agendas discovered in this study, energy showed the largest number of areas. Renewable energy, forest resources, and environmental and meteorological information stood out as agendas that could be cooperated in the short term. As representative initiatives, joint promotion of 'renewable energy' that could contribute to North Korea's energy demand and carbon neutrality and 'forest cooperation' that could be recognized as a source of disaster reduction and greenhouse gas sinks were suggested.

  • On April 29, 2021 (1st), June 2 (2nd), and August 17 (3rd), we surveyed benthic macroinvertebrates fauna at Muljangori-oreum wetland in Bonggae-dong, Jeju Island, Korea. Muljangori-oreum wetland was divided into four areas. The survey was conducted in three accessible areas (areas 1-3). As a result of habitat environment analysis, the average monthly temperature from 2017 to 2021 was the highest in July and August and the lowest in December and February. This pattern was repeated. As a result of analyzing changes in vegetation and water surface area through satellite images, normalized difference vegetation index (NDVI) increased from February to July and decreased after July. Normalized difference water index (NDWI) was analyzed to show an inverse relationship. A total of 21 species from 13 families were identified in the qualitative survey and a total of 412 individuals of 24 species from 15 families were identified in the quantitative survey. A total of 26 species from 17 families, 8 orders, 3 classes, and 2 phyla of benthic macroinvertebrates were identified. The dominant species was Chronomidae spp. with 132 individuals (32.04%). Noterus japonicus was a subdominant species with 71 individuals (17.23%). As a result of comparative analysis of species identified in this study and the literature, it was confirmed that species diversity was high for Coleoptera and Odonata. Main functional feeding groups (FFGs) were found to be predators. Habitat orientation groups (HOGs) were found to be swimmers. In OHC (Odonata, Hemiptera, and Coleoptera) group, 17 species (73.91%) in 2021, 23 species (79.31%) in 2016, 26 species (86.67%) in 2018, and 19 species (79.17%) in 2019 were identified. Cybister japonicus, an endangered species II, was confirmed to inhabit Muljangori-oreum wetland in the literature. Ten individuals (2.43%) were also confirmed to inhabit Muljangori-oreum wetland in 2021. Therefore, continuous management and habitat protection are required to maintain the habitat environment of C. japonicus in Muljangori-oreum wetland.
