Comparison of ILS and GBAS Through Flight Test in Taean Aerodrome and Kimpo Airport (태안 비행장과 김포공항 비행시험을 통한 ILS와 GBAS 비교)

  • Since instrument landing system currently operating in most airports is operating in single-pass, it is not possible to accommodate a large number of aircraft. A satellite navigation system GBAS using a GNSS has been developed to solve these limitation when air traffic increases. GBAS is better than the ILS in position accuracy and capable of landing through multiple paths rather than a single path, the aircraft can perform varied landing procedures. In this paper, after we established a virtual ILS procedures at Taean Airfield in which ILS installation is impossible due to environmental requirements and airspace restrictions, flight test was performed by Cessna Skyhawk 172 to compare the virtual ILS procedures and curved approach procedure and the advantage of curved approach was confirmed.

  • Recently a system is being required to replace ILS due to increasing air traffic. In this paper, Curved approach is applied to an airport where ILS approach cannot be applied due to its geographical condition and restricted aerospace condition, and verified by flight test. After analysing conditions of Tae-an airfield of Hanseo University with virtual ILS approach, airfield applicability was evaluated by Curved approach using by GPS. Normally simulation is performed after establishing approach procedure using electric map, but recently verification is being performed by flight test without simulation because accuracy and reliability are increased. In this paper, established procedure is verified modified by flight test with Pilot Test and Auto Pilot test and controllability and passenger's stability were also checked.

  • Hazardous and noxious substances (HNS) may cause maritime incidents during marine transportation, which are liable to lead to a large amount of spillage or discharge into the sea. The damage to the marine environment caused by the HNS spill or discharge is known to be much greater than the damage caused by oil spill. Particularly dangerous is HNS, which is deposited or buried in the seabed, as it can damage the organisms that live on, in, and near the bottom of the sea, the so-called "benthos," forming the benthic ecosystem. Therefore, it is vital that the HNS deposited on the seabed be recovered. In order to do so, procedures and equipment are required for accurate detection, stabilization treatment, and recovery of HNS in subsea sediment. Thus, when developing a mechanical recovery system, the performance requirements should be selected using performance indices, and the conceptual design of the mechanical recovery system should be based on performance requirements decided upon and selected in advance. Therefore, this study was conducted to arrive at a conceptual design for a mechanical recovery system for the recovery of HNS deposited on the seabed. In the design of the system, based on the fundamental scenario, the method of suction foundation with the function of self enclosing was adopted for recovering the HNS sediment in the subsea sediment. The mechanical recovery system comprises the suction foundation, pollution prevention, a pump system, control system, monitoring device, location information device, transfer device, and tanks. This conceptual design is expected to be reflected and used in the basic design of the components and shapes of the mechanical recovery system.

  • 지난 11월1일 부정방지대책위원회(위원장, 이세중 대한변호사협회 회장)는 감사 원장에게 문민정부가 추진하고 있는 부정$\cdot$부패척결을 위한 사정차원에서 건설제도 개혁이 이뤄져야 한다는 의미가 담겨있는 $\ulcorner$건설부조리 실태 및 방지대책 보고서를 제출했다. 이 보고서에서 (1)건설사업의 기본절차 법제화 (2)정부공사단가 현실화 (3)도급한 도액의 분리 (4)최저가낙찰제 정착 (6)입찰정보누설 제재 강화 (6)담합적발기구 설치 (7)담합카르텔 형성 방지 (8)계열화에 대한 인센티브 부여 (9)주택사업자의 하도급법 적용 (10)하도급직권 실태조사 강화 등이 건의 되었으며, 특히 불공정거래 근절을 위해 현행 하도급대금 직불요건에 대금 결제 지연가능성이 높은 덤핑낙찰공사를 추가하고 하도급실태조사결과 대금지급관련 위법사항이 적발되면 관계기관 직권으로 일정기간 직불케 하는 등 하도급대금 직불제도를 확대해야 한다고 밝혔다.또한 하도급계약에 있어 대금지급 문제를 근원적으로 해결하기 위해 원도급업자의 하도급대금 지급을 보증하는 지급보증제도도 확립해야 한다고 밝혔다.

  • 선박 및 선박에 승선하고 있는 인명의 안전을 확보하기 위한 해상인명안전협약(SOLAS)은 전파통신기술 및 항해기술의 비약적인 발전을 반영하기 위하여 이미 2000년에 SOLAS 제V장에 대한 전면개정을 채택하여 여러 가지 항해설비에 대한 성능기준 개정 및 새로운 종류의 항해설비의 설치를 요구한 바 있으며, 그 이후 최근까지도 다양한 항해설비에 대한 여러 가지 새로운 사항들을 논의 중에 있다. 이 자료는 SOLAS에서 요구되는 항해설비와 관련한 국제해사기구(IMO)의 협약 제.개정 절차, 2000년 개정시 새로이 도입된 설비의 소개, IMO의 최근 결정사항 및 현재 논의되고 있는 사항들에 대한 정보를 제공하고자 작성되었다.

  • ITER 토카막의 초전도코일에 전원을 공급하는 Plant는 CCPS (Correction Coil Power Supply System), TFPS(Toroidal Field Power Supply System), PFCS(Poloidal Field & Central Solenoid)으로 구성되어 있다. 각 Plant의 AC/DC 컨버터는 초전도 코일에 막대한 전류를 흘려 토카막 내에서 1억도에 달하는 열과 전자장의 압력으로 플라즈마상태의 수소를 결합시켜 핵융합에 도달하도록 한다. MCS(Master Control System)은 플라즈마가 핵융합을 잘 구현할 수 있도록 초전도 코일에 공급하는 전원을 총괄적으로 제어한다. 특히 PFCS MCS는 토카막 장치에서 다른 Plant와의 Interface가 복잡하여 설계 및 제작에 어려움이 많다. 본 논문에서는 PFCS MCS가 ITER의 설계요건과 국제기술기준에 맞게 설계하고, 제작하였는지를 확인하기 위해 공장에서 최종 검사하는 FAT(Factory Acceptance Test) 절차를 소개하고 여러 가지 시험을 통하여 평가한 내용을 보이고자 한다.

Functional Requirements to Develop the Marine Navigation Supporting System for Northern Sea Route (북극해 안전운항 지원시스템 구축을 위한 기능적 요구조건 도출)

  • International attention on the Northern Sea Route has been increased as the decreased sea-ice extents in Northern Sea raise the possibility to develop new sea routes and natural resources. However, to protect ships' safety and pristine environments in polar waters, International Maritime Organization(IMO) has been developing the Polar Code to regulate polar shipping. The marine navigation supporting system is essential for ships traveling long distance in the Northern Sea as they are affected by ocean weather and sea-ice. Therefore, to cope with the IMO Polar Code, this research proposes the functional requirements to develop the marine navigation supporting system for the Northern Sea Route. The functional requirements derived from the IMO Polar code consist of arctic voyage risk map, arctic voyage planning and MSI(Marine Safety Information) methods, based on which the navigation supporting system is able to provide dynamic and safe-economical sea route service using the sea-ice observation and prediction technologies. Also, a requirement of the system application is derived to apply the marine navigation supporting system for authorizing ships operating in the Northern Sea. To reflect the proposed system in the Polar Code, continual international exchange and policy proposals are necessary along with the development of sea-ice observation and prediction technologies.

  • Electronic records created by Korean Government Agencies in the course of their business activities have been increased rapidly since e-Government had been implemented. With more government business being, conducted electronically, the importance of managing electronic records effectively, appropriately, and trustily has never been greater. For managing electronic records accountably and trustily, it to necessary to develop relevant and detail electronic records management regulation. For that reason, this study is to analyze Korean Acts and Foreign(USA, UK, Canada Australia) Acts, Regulations, or Policies related to electronic records management and to suggest legislative requirements which could guide to develop regulation or Act of electronic records management.

  • This study discusses effective extraterritorial application of criminal Law outside the territorial sea. The paper focuses on the factual differences between vessels and cars which justify the varying standard. Thus, warrantless searches and safety inspection need to be validated because of the exigent circumstances of the sea. Warrantless searches at sea may also be justified based on border search exception. These theories in U. S. law will be helpful for legislation and law enforcement related to the Korean Coast Guard's mission. The paper also discusses Korean Coast Guard's Act's newly enacted provisions concerning search, arrest and hot pursuit.

  • The quality of records determines the value of records as assets in the digital age. It depends on how consistently record requirements can be applied during the records production and utilization processes using mostly IT systems. Therefore, the importance of effective records management (RM) governance applied for all organizational areas cannot be emphasized enough. The purpose of this paper is to propose a new framework of RM governance in order to produce and manage more valuable records, and the way to implement it in an organizational context. For the purpose, this paper discusses the necessity of a governance framework to formulate and operate consistent policies and procedures for overall processes of production, distribution, utilization and protection of records based on the values of evidence and information. Next, it proposes an integrated model by linking the management framework of the Information Governance Reference Model (IGRM) and the Management System for Records standards (ISO 30300 series; MSR) for the effective RM governance to be implemented in an organizational context.
