A Nexus Study on the SEA and the Meta-urban Planning (MUP) (광역도시계획과 전략환경평가 연계방안)

  • 광역도시계획은 전략계획, 정책계획, 지침계획의 성격을 지니는 공간계획으로 청사진 계획으로 운용되어 온 기존의 광역개발계획 및 도시기본계획과 구분된다. 광역도시계획이 정하는 사항은 도시기본계획 및 관련 하위계획에서 기본적 취지를 검토하여 집행됨으로써 이들 계획에 대하여 지침 (guideline)적 성격을 가지나, 직접적으로 개별 개발행위나 토지이용행위를 구속하지는 않는다. 행정중심복합도시 광역도시계획에 대한 전략환경평가는 국토해양부 시행지침에서 제시한 절차를 준용하되, 계획수립 여건을 고려하여 평가계획 수립, 항목과 범위 설정(scoping), 환경성평가, 보고서 작성, 보고서 검토, 모니터링 및 사후평가의 6단계로 진행하였다. 전략환경평가 시 구체적인 항목과 범위, 평가방법 등은 계획의 범위와 성격, 내용 등에 대해 대안의 비교 검토가 가능하도록 4가지 사항을 중점적으로 고려하였다. 즉, 정책목표 달성방법의 환경 적 적정성, 대안의 설정, 자원과 에너지 이용의 효율성, 계획이 지구환경에 미치는 영향 등이다. 계획의 환경성 제고를 위해 설정한 항목은 인구, 토지이용계획, 교통계획, 녹지관리 등 4가지이며, 평가과정에서 반복 및 환류를 통하여 계획과 평가간의 연계성을 도모하였다. 이 과정에서 공간구조 변화는 행정중심복합도시를 정점으로 하고 주변 연결거점을 3개로 늘려 조정하였다.

Toward Developing An Enterprise Architecture Orientation Model: Mapping the Present and Future Enterprise Architecture from the Alignment and Integration Perspective (엔터프라이즈 아키텍처 지향 모델 개발: 연계와 통합 관점에서 본 엔터프라이즈 현재와 미래 아키텍처 사상)

  • Most enterprise information systems today are silo systems in that they are not properly aligned nor integrated with one another. Such silo systems result because enterprises lack an architectural perspective in the planning and development of the systems. This paper proposes an Enterprise Architecture Orientation Model as a framework for the analysis, planning and design of the architectural quality of enterprise information systems. The model decomposes enterprise architecture into two dimensions-alignment and integration, and specifies for each dimension the general development and evolution stages enterprises may traverse. The alignment dimension represents the vertical strategic alignment of the systems with the vision, mission, strategy and goals of the enterprise, and is analyzed in terms of the performance, capability, and strategy of the enterprise. The integration dimension, on the other hand, represents the horizontal and functional integration among the systems that span organizational functions and boundaries, and is analyzed in terms of such technological components as IT infrastructure, data, application, and business processes. The model combines the alignment and integration dimensions to form a two-dimensional conceptual space for mapping the architectural quality of the enterprise. It is proposed that an enterprise use the model to identify and understand its position now and in the future in the architectural quality of the enterprise information systems. It is also proposed that the model provides a tool for the planning and design of the transition from one stage to the next in the alignment and integration of the systems to reach an architectural maturity. At the end, the paper discusses how the model can be applied differently according to the strategic orientation of the enterprise. An example of the usage of the model is presented.

  • For the transition to the low carbon society, it is inevitable but difficult journey that the new energy technology spread co-exists with formal social system. The objective of offshore wind power plant that has been implemented by the government is to connect large capacity new renewable energy to the central electric power system. Therefore, for the successful introduction of offshore wind power system, the transition of the formal social technology system should be companied. This study analysis the energy system transition about niche strategy adjustment using Multiple Level Perspectives & Strategic Niche Management. It also multi level analyzes and structuralizes the process that new technology, as a research result, evolves through connecting and communicating with formal regime and landscape. Also, adjusting Strategic Niche Management, it diagnoses the obstructive factors in the initial stage of niche experiment and found the major reasons why offshore wind power test plant had been delayed. Through this study, it reaches to the practical implication that offshore niche technology could grow stably in the energy system and various policies.

  • Stability and security of energy resources are one of the most important factors for a national-development. In this research, we analyzed the Republic of Korea's policy making system on energy security and identified the problems from an innovation system perspective. In terms of the actors, they had limitations that ROK's navy do not have enough strategic plan for energy transportation. The links between innovation actors except defense area were relatively good, but links between the military area(navy) and other innovation actors had weak linkage. The infrastructure did't have enough consideration for military force development. For the institution; the role of the military area on energy security was not completely established. Therefore, participation of the defense area(navy) is required to be stated institutionally.

  • Firms should seek greater profits and corporate growth through new businesses. New businesses contribute realizing creative economy that creates good jobs, and expanding the company by securing new markets and creating new profits and growth. However, new business is risky management decision-making to have a high failure rate because it involves the adaptation of new business environment and the burden of new investments, including the uncertainty of success in business. Therefore, innovation strategies play important roles for the new business entry, using product innovation, process innovation, business model innovation, disruptive innovation, and strategic innovation, etc. and company will get huge economic results by pushing them into successful business. It is essential that innovation strategy and IT development strategy along with business strategy of a firm are linked, and their strategic alignment is considered to be a critical success factor for new business success. Hyundai Heavy Industries(HHI) pursued marine engine business for the development of precision machinery industry and shipbuilding industry of Korea, and the company recognized the importance of new business strategy, innovation strategy, and IT strategy inter-linked, and pushed strategic alignment boldly. As a result, HHI won the competition in European and Japanese engine manufacturers and climbed into the world's largest engine manufacturer. This study suggests investigating and analyzing a case that HHI succeeded in marine engine business expansion using strategic innovation strategy as a way of the introduction of CNC machine tools and the development of HEMAPT system.

A Study on Brand Alliance between Private Brand and National Brand (유통업체 브랜드와 제조업체 브랜드간 전략적 연계에 관한 연구)

  • The purpose of this study is to introduce brand alliance to private brand context. The conventional concept of the wheel of retailing hypothesis explains the limitation of private brand growth. Retailers, therefore, has made an effort to adopt brand alliance with national brand to solve the potential problem of private brand. The conjoint analysis was used to identify the importance of brand alliance. The importance of the general variable extracted from part worth presented there was significant benefit in an alliance between a private brand and a national brand. Additionally, the results showed that there were moderating effect of 1) familiarity with private brand, 2) evaluation of specific retailer and vendor and 3) usage amount on part worth structures.

  • 많은 조직들이 정보화 전략계획(Information Strategy Planning: ISP)을 수립하고 있지만 ISP의 주요한 추진목적인 경영전략과 IT 전략의 연계와 기업의 가치창출에 직접적으로 기여할 수 있는 정보 시스템 구축과제의 도출이 미흡하여 그 결과물들이 단지 계획에 그쳐버리고 실행으로 연결되지 못하는 경우가 많아 ISP 무용론이 팽배한 실정이다. 한편, 6시그마 방법론이 데이터에 근거한 체계적이고 과학적인 강력한 방법론으로 대두되고 있으며 최근 그 적용영역을 지속적으로 넓혀나가고 있다. 본 논문의 목적은 전통적인 정보화 전략 수립프로세스를 분해하여 얻어지는 활동과 기법 그리고 과업들을 6시그마의 DMADOV 표준 프로세스에 맞게 재조합하여 새로운 방법론을 도출하는 것이다. 본 방법론을 활용함으로써 정보화 전략수립 과정에서 성과지향적인 정보화 과제도출의 가능성을 높이고 방법론의 계량화를 통해 제시된 결과들의 객관성을 높일 수 있다.

  • 지역 불균형문제 해소를 위하여 각 지자체에서는 다양한 정책을 수립하고 있으며, 그 대표적 사례로 지역관광 활성화전략을 들 수 있다. 다양한 지역관광활성화전략이 대두되고 있으나 대부분 점형관광전략이 지역관광 개발의 주를 이루고 있으며, 이는 통과형 관광을 유발하여 지역소득 증대에 큰 기여를 하지 못한다는 평가를 받고 있다. 이에 본 연구에서는 지역이 가진 자원을 다양하게 연계하여 잠재적 관광자원을 활성화할 수 있는 관광네트워크를 구축하였으며, 이를 바탕으로 체류형 관광을 설계함으로써 관광정책이 지역경제에 기여할 수 있는 기틀을 마련하였다.

수출용 소형 인증기 개발 전략

  • 본 연구에서는 최근에 개발된 수출형 4인승 선미익기 반디호와 연계하여 국내 소형 항공기의 수출동향과 향후 개발 전략 패러다임에 관하여 기술하였다. 현재 국내 소형항공기 개발은 침체되어 있지만, 그동안 쌓아올린 연구개발 경험을 바탕으로 국내 산학연의 능력을 결집, 적절한 일반 항공기종의 개발을 지금부터 시작한다면 본격적인 세계시장진입 및 세계 10위권 진입은 충분히 가능할 것이다. 성공적인 소형항공기 수출 시스템 가동을 위하여 중소기업을 중심으로 컨소시엄 형성으로 개발 전략 패러다임의 구현이 필요하다.
