A Study on Installation of Maritime Passenger Service Environment for the Disabled Persons (장애인을 위한 해상교통환경 구축 방안에 관한 연구)

  • Modern countries have almost ratified the UN Convention on the rights of persons with disabilities and are creating environments to prevent discrimination against these individuals. In 1996, the International Maritime Organization presented a recommendation for the design and operation of passenger ships to respond to elderly and disabled persons' needs. In Korea, an act on the promotion of transportation convenience for mobility disadvantaged persons has been implemented, and facilities for the disabled have been rapidly installed in ships, vehicles, aircraft, railways and passenger terminals. However, the maritime transport environment is less concerned about disabled persons than safety. In this study, basic research was conducted to improve the maritime transport environment for disabled people in Korea through a field survey and literature survey. As a result, it was found that relevant laws and regulations have not been properly applied to excursion ships and ferries as well as small-scale ports, which are responsible for a large part of coastal passenger transportation. In addition to low installation rates of facilities for the transportation of persons with disabilities in ships and terminals, loose equipment was also considered. Therefore, it is necessary to protect the human rights of persons with disabilities, which are universal values of humanity, by complementing laws and introducing improved facilities.

  • The handicapped as a member of a society should possess the same opportunity of a perfect participation in public affairs and an equal opportunity in parity of treatment. All sorts of physical and social barriers surrounding the handicapped who can not having a impairment and disability give a less chance to have a share in their society. Therefore, this discrimination barriers must be phased off not only by handicapped but also by normal social members so as to perfect and free access to movement, all of social institution and social activities. Therefor, this paper provides a basic data which conducts investigation and analysis on the outdoor access environment for the handicapped's easy access to public building or facilities. It would be most import rules to make a decision between improvement rate and object for public building or public facilities.

A Study on the Facility Design for People with Disabilities that Considers the Preservation Environment of Castle Heritage - Focused on the Castle Heritage in England - (성곽문화재 보존환경을 고려한 장애인 편의시설 디자인에 관한 연구 - 영국 성곽문화재를 중심으로 -)

  • In order to set the direction of providing facility for the utilization of castle heritage, as well as to establish the method for securing access and determine installation criteria in consideration of preservation environment, an analysis was carried out on the cases of having secured access for people with disabilities in England for the advanced utilization of castle heritage. As the result of the analysis, the planning factors of the facility for people with disabilities in England for the utilization of castle heritage were deduced as follows: 1) The plan for facility was focused on the disabled using wheelchairs and visually impaired persons, rather than on services for hearing-impaired persons and people with learning disability. 2) As for audience movement line plan, regular route was used for audience movement line to lead them in a single direction. 3) As for the provision of prior access information, 3 stepwise access grades were established for the facility information plan of heritage. 4) As for information service by disability type, models were provided; and complementary explanation was provided by using text, drawing, picture, video and voice. 5) Rest spaces were secured where audience could look out upon castle heritage. For the utilization of castle heritage, it is necessary to develop planning factors of the facility design for people with disabilities according to its characteristics.

The Current Condition and Improvement Plan of Accessibility for the Disabled in the Catholic Churches - Focused on the Parish Churches Located in Yuseong-Gu, Daejeon Metropolitan City - (가톨릭 성당건축의 장애인 편의시설 설치현황 및 개선방안 - 대전광역시 유성구 소재 본당을 중심으로 -)

  • This study is regarding the accessibility for the disabled in the catholic churches. The purpose is to check the current condition of the accessibility for the disabled and to suggest the improvement plans targeted at 10 churches located in Yuseong-gu, Daejeon metropolitan city. Especially the current condition of the obligations and recommendations specified in the accessibility enhancement law for the disabled was performed through field investigation. Firstly, the accessibility for the disabled of each church was evaluated qualitatively as well as quantitatively. And then sequential improvement plans divided into three stages were suggested. Above all, the parish, management authority of catholic churches should establish medium and long-term plans besides legal standards. Even though the scope of this research was limited to catholic churches of certain areas, the result of this research is expected to help investigation the current condition of the accessibility for the disabled and to suggest the improvement plans in other catholic churches.

  • Purpose: This study derived the planning factors affecting the evacuation route of facilities for the disabled and to identify the planning factors that affect each facility. Method: The PLS(Partial Least Square)Regression analysis was used to solve the problem of multicollinearity and number of samples. Result: As a result of analysis, The most important planning elements for each facility were derived as door: closing time (1.131), corridor: ramp for wheelchairs (1.227), stairs: emergency lighting for stairs (1.117), and evacuation space: evacuation space convenience facilities (1.106). Conclusion: In order to plan an effective evacuation route for the disabled, a universal design should be applied to consider the perception, needs, and satisfaction of the disabled, rather than a comprehensive reflection.

  • This study investigates and analyzes the convenience facilities to strengthen or mitigate the Barrier Free awareness and Kindergarten Barrier Free for the kindergarten school staff and the public facility officials of the education office. In addition, to improve the Barrier Free, the improvement facilities of the kindergarten were investigated and analyzed. First, from the institutional viewpoint, it is necessary to amend the existing regulations of the Act for the Promotion of the Convenience Promotion of Disabled Persons, Elderly and Pregnant Women in Korea, and to change the facilities for duties and recommended installation of the kindergarten and the Barrier Free certification standards. Second, in order to apply the Barrier Free certification system to the kindergarten in terms of facility environment, it is necessary to activate the barrier kind of the kindergarten so as to receive the Barrier Free certification by lowering the score of the items difficult to improve due to the terrain or building structure. Third, the perception of Barrier Free is still not high in terms of social awareness. The purpose of this study is to investigate the method of creating a Barrier Free for a kindergarten in the education and living space of children who are the socially underprivileged. Therefore, based on this study, it is anticipated that it will be an opportunity to promote change of Barrier Free in Kindergarten if an attempt is made to improve the Barrier Free certification index suitable for public kindergarten.

The Need for Environmental Improvement based on Living Behavior of the Physically Disabled (대학시설 내 지체장애인의 생활행태기반 공간적 개선요구에 관한 연구)

  • Being different from 20th Century, the right of disabled have attracted much social attention. In reality, the disabled still suffered or not properly respected, thereby a little far less in achieving the quality of life. The purpose of this research was to examine the fitness between the persons with limited mobility and their living environment. Small group workshop with three persons with limited mobility were used for utilized. Living behavior and physical environmental characteristic of dormitory house and interaction between them were identified. Major problem appeared to be accessibility which include the path, room size and furnishing. Even though the dormitory satisfied the government requirement legally. Substantial problems were found because of resident real life. This implied deep consideration beyond Act needed to create a right to robust environment toward persons with limited mobility.

  • The Act of Disability Discrimination and Rights Restriction established in 2008 states that all services including cultural and artistic activities should be fair and easily accessible for both disabled and non-disabled. While the previous society focused on providing the basic necessaries of life to disabled, the modern society gradually tuming their attention to improving quality of the life of disabled, especially in culture and art related activities. The Act of Disability Discrimination and Rights Restriction also states that the services for cultural and artistic activities should be provided from 2010. However in reality, there are contradictions among the Disability Discrimination Act, the Convenience Improvement Act for the Disabled, the Aged, and the Pregnant Woman, and the laws related architecture. So they are having difficulties technically with applying these laws. First, this research contains the comparison of domestic and foreign acts related to the legitimate accommodation uses of cultural and arts facilities for the disabled. Second, this research also lists the facts of conflict between the laws of legitimate accommodation uses for the disabled and the Architecture related laws. Finally, several suggestions are stating for the complementarily improved architecture-related laws which were based on the standard of foreign countries for the disabled.

A Study on the Disabled′s Assessment of Accommodation Facilities and Needs for Improving the Facilities (장애유형별 편의시설에 대한 평가 및 개선요구에 관한 연구)

  • This study investigated the extend to which the facilities satisfactorily accommodate people with different disabilities and their specific needs for improving the facilities. Systematic interviews were conducted with 90 disabled people using the non-propertionate stratified cluster random sampling method. Frequency analysis, Chi-square tests, Duncan tests, and analysis of variance(ANOVA) were employed for data analysis. The findings indicated that the respondents' assessment of accommodations and needs for improving accommodations differed by the type of disabilities. People with physical disabilities were the least satisfied with stairs, followed by seating in stadiums and/or theaters. For people with visual disabilities, the lack of guidance and information facilities was the most difficult problem. People with hearing disabilities often pointed out difficulties in using public telephones. meanwhile, people with physical disabilities asked for easy access to assistive devices and improved mobility-related circumstances. yet people with visual disabilities expected to improve way-finding relevant issues, such as detectable warnings on walking surfaces and guidance and information facilities, whereas people with hearing disabilities desired to develop hearing-aid equipments, such as TDD and assistive listening systems.

  • In recent years, the growing needs and the interest of the welfare for the disabled people has ignited the educational facilities for the disabled in Korea. This special schools are to be provide the disabled people with proper facilities to provide opportunities to participate in social life and to maximize the educational efficiency. However many special schools are not properly designed to educate the disabled because their design guidelines including legal planning standards. It is also true that these standards are not specifically categorized and specialized according to the kinds of disability. This study, therefore aims to suggest measures of the special school design guidelines especially for the mentally disabled people. The study first looks after the characteristics of the mental disability and the current situations of special schools in Gwangju. It, then examines the behavilr of the mentally disabled students in some of special schools in Gwnagju through observation and interview. The interview has done with the staff in the facilities regarding the usage patterns and behavioral characteristics of the mentally disabled students especially in convenience facilities in schools.
