Relationship between Disability Type, Severeness, Economic Activeness and Marital Satisfaction: Mediating Effect Using the Employment Panel Data in Everyday Discrimination (장애유형, 장애정도 및 경제활동상태와 결혼생활만족도의 관계: 고용패널데이터를 활용한 장애인의 일상생활 차별경험의 매개효과)

  • This paper explores the how the disability type, severeness and economic activeness affects marital satisfaction, and seeks to improve marital satisfaction among disabled by clarifying mediating effects of discriminatory experiences in everyday experiences. This research was done with 3,463 married disabled who were prone to everyday discrimination, among whom were enrolled in research database of Employment Development Institute of Korea Employment Promotion Agency for the Disabled. The research showed positive effects between marital satisfaction and everyday discriminatory experience except for unemployed people and severe among all the disabled type (external disability, sensory disability, mental disability, internal disability), disability severeness (severe and light), and economic activeness (paid workers, self-employed, home-worker, unemployed, not economically active). Also, relationship between disability type, severeness, economical activeness and marital satisfaction was partly mediated through everyday discriminatory experiences. Therefore, active movements to reduce everyday discrimination are strongly advised.

Determinants of Poverty Among the Working Poor with Disabilities (근로장애인 빈곤 결정요인에 관한 연구)

  • Although linkages between poverty and disability are often noted, until recently they have not been systematically examined in Korea. Many people with disabilities tend to become poorer because they lack access to jobs. And income support programs are not sufficient. But more severe is people with disabilities in labor market tend to be poor. The purposes of this study were to explore the characteristics of working poor with disabilities and to identify the major determinants of poverty. For this, '2005 Survey on the Workers With Disabilities' was used. The data was analyzed by descriptive statistics, t-test, logistic regression. The results showed that gender, age, education level, marital status, region where they live, the number of the household member, the severity of disability, the onset of disability are significant predictors in determining their poverty status. Also employment status, occupation type, industry type, numbers of years in current job are major determinants of their poverty status. Finally, based on these results several policy implications were presented.

Analysis of Employment Effect on Assistive Technology Program for the Disabled Using Propensity Score Matching (성향점수 매칭을 이용한 보조공학기기 지원사업의 고용효과 분석)

  • This study was aimed to examine effects of the assistive technology program that has purpose to maintain and promote employment of persons with disabilities. An administrative data constructed by the Korea Employment Agency for the Disabled(KEAD) was utilized. Propensity score matching were used as analysis methods to minish sample selection bias caused by nonrandom sampling. As a result, turnover rate of people with disabilities who used assistive technology device was lower compared to persons with disabilities did not use assistive technology device. Also, in terms of company, for employment promotion effect on the persons with disabilities, company that provided assistive technology device was higher than that of company did not provide assistive technology device. Finally, assistive technology devices were effective in the employment area was confirmed.

An Analysis of Employment Policy for the Disabled of Schroder-Government (슈뢰더 정부의 중증장애인 고용정책 분석)

  • Traditionally, the Sozialdemokratitische Partei Deutschlands(SPD) guards strictly radical welfare conception and intends to support the disabled with universal welfare-political instruments. After the oil-shock in 1973, European welfare states including Germany had experienced stark financial crisis because of economic unstability and increasing social expenditure. The political direction of SPD has been gradually changed. This transformation has been reflected automatically on the welfare policy for the disabled. In Germany, Gerhard Schroeder who leads the SPD governs since 1998. The Schroeder's new conception of welfare policy is known as the Third Way("neue Mitte") that the social economic structure intends to neo-liberalistic trend. The concern on the employment policy for the disabled has grown recently in neo-liberalistic age, but research on German employment policy for the disabled is very limited in quantity and depth. The main purpose of this study is to examine how the employment policy for the disabled of Schroeder-government has been developing in Germany. And this paper evaluates the effect of transforming policy. Based on this evaluation, this paper attempts to manifest the problem of Korean employment policy for the disabled and to find the implications of German model.

The Potential Cost-Benefit Analysis on the Disability Discrimination Act in Korea (장애인차별금지법의 잠재적 비용-편익 분석: 고용영역을 중심으로)

  • This study was attempted to give aids in making 'the Disability Discrimination Act' by estimating the potential Cost-Benefit in case that the discrimination on the disabled is removed. The potential benefits from this Disability Discrimination Act are calculated considering the income increase of the people with disabilities from additional employment for them and the decrease of employment levies and the public assistance benefits. The potential cost was made focusing on the following 2 expenses- the extra expenditures that the owners of companies had to invest from the employment of the disabled and the managing expenses for correcting discrimination organizations. As the result of this estimation, the potential net present value under the 7% discount rate is very high as 12,700,301 million won and the cost-benefit ratio is also great as 96.8. The consequence of the sensitive analysis in changing the discount rate also does not have great changes. As the result of these estimating results, it is known that when the discrimination is solved by the 'Disability Discrimination Act', the pure benefit of our society will become tremendous. After all, it could be said that the need for 'the Disability Discrimination Act' is emphasized and should be emphasized.

  • The objective of this study is to verify the moderated mediating effects according to the severity level of a disability as well as the mediating effects of job security in the relationship between difficulties in the workplace of the disabled wage workers caused by the COVID-19 pandemic and their life satisfaction. As a result of analysis using SPSS ver. 25 and PROCESS macro, the difficulties within the workplace caused by the COVID-19 pandemic had a negative influence on life satisfaction through the job security of the disabled wage worker. In other words, it was revealed that the level of difficulties being faced by the disabled wage workers, which were caused by the COVID-19 pandemic, hinders their life satisfaction through job security. In addition, no moderating effect according to the severity level of disability was identified in the relationship between these variables. This is translated that difficulties in the workplace caused by the COVID-19 pandemic reduce job security and life satisfaction of the disabled wage workers regardless of the severity level of the disability. Based on the results thus far, this study further discussed the institutional implications for promoting the job security and life satisfaction of the disabled wage workers under the COVID-19 pandemic situation.

Design and Implementation of CAPI System for PSED Using Blaise Software (Blaise 소프트웨어를 이용한 장애인고용패널조사 CAPI 시스템의 설계 및 구현)

  • The purpose of this paper is to design and implement a Computer Assisted Personal Interviewing (CAPI) system for Panel Survey of Employment for the Disabled (PSED) using Blaise software developed by Statistics Netherlands which is a powerful and flexible system used for computer-assisted survey processing. CAPI system for PSED is consisted of three parts, which are survey management program, electronic questionnaire program, and postprocessing program. These programs are constructed with modular approach and are integrated into CAPI system. The developed software is highlighted in its reusability which results in the improved efficiency and reduced cost of software maintenance. CAPI system for PSED proved its effectiveness in carrying out the survey by guaranteeing correctness of survey data, improved timeliness of survey, easy reforming the questionnaires, easy control on the interviewers, and rapid data processing in spite of the complexity of PSED.

The Moderating Effect of Job Satisfaction on Social Exclusion and Quality of Life of the Disabled (장애인의 사회적 배제와 삶의 질에 대한 직무만족의 조절효과)

  • The purpose of this study is to objectively quantify the degree of social exclusion of the disabled and verify the impact of the derived degree of social exclusion on the quality of life of the disabled. And the purpose is to verify whether job satisfaction moderates the impact of social exclusion and quality of life of disabled people. The subjects of the study were 1,280 people extracted through a panel survey on employment of the disabled. The independent variables of social exclusion are economic difficulties, employment status, mental health, and social activities. The dependent variable was quality of life, and the control variable was job satisfaction. The research results are as follows. First, the sub-factors of social exclusion that affect quality of life were economic difficulties, mental health, participation in social activities, and employment status. Second, job satisfaction showed a moderating effect in the relationship between social exclusion and quality of life. And the sub-factors of social exclusion that have a moderating effect on quality of life were identified as economic difficulties, employment status, and social activities. In follow-up research, it will be necessary to investigate employment programs for the disabled in developed countries and analyze the implementation background, implementation details, achievements, and limitations, thereby contributing to the establishment of employment policies for the disabled. It is hoped that through this research, the vicious cycle of social exclusion and discrimination of the disabled will be improved and an opportunity will be provided to improve the quality of life through the economic activities of the disabled.

Determinants on the Reemployment of Disabled Women (여성장애인의 재취업 결정요인 연구)

  • This study was to identify major determinants on the reemployment of disabled women. The researcher performed a logistic multiple regression analysis of raw data from Panel Survey of Employment for the Disabled(PSED) from 2008(1st) to 2014(7th). The analysis focused on 744 disabled women in reemployed and unemployed status. The study results showed that recipient status of the National Basic Livelihood Security System, the extent of disability, physical health condition, certification status, and the experience of previous employment were positively related with reemployment of disabled women. That is to say, disabled women have a higher tendency to be reemployed under the following circumstances: no recipients of the National Basic Livelihood Security System, minor disabilities, good health condition, possession of certification, and previous experience of employment. On the basis of study findings, implications were discussed such as a phase-in of health promotion policy to improve their health status, tailored job training programs, and development of various jobs in current labour market.

  • The purpose of this study was to examine the effect of job-related accommodation experience on acceptance of disability, job satisfaction and life satisfaction of workers with disabilities. For this purpose, the panel survey of employment for the disabled(PSED) which conducted by Employment Development Institute was used to investigate the job-related accommodation experience, acceptance of disability, job satisfaction and life satisfaction of workers with disabilities who paid in workplace. Based on collected data, frequency analysis was used to examine the present state of reasonable accommodation, and one-way ANOVA was used to compare the acceptance of disability, job satisfaction and life satisfaction according to job-related accommodation experience. As a result of this study, still there are not enough accommodations or support for workers with disabilities, and duty-related accommodation and work time-related accommodation had positive effect on acceptance of disability, job satisfaction and life satisfaction.
