Application of Partnering and Constructability in the Design Development Phase of Public Design-Build Projects (공공부문 일괄사업 실시설계단계의 파트너링과 시공성 분석 적용방안)

  • In the current domestic design-build contract, design and construction are separated due to prohibition of outside work. but instead the design-build contract adopts a method of fulfilling each assignment as a joint venture, which makes it difficult for participants to communicate each other and often require changes of design. also, It is difficult to performance efficiency project that they don't want to share useful information related to design and construction. In this study suggests how to maxmize the effiency of the project by proposing a process model connected with an efficient partnering and constructability in a deign development phase of design-build constract.

A Study on Estimating Method for Actual Unit Cost Based on Bid Prices in Public Construction Projects (시설공사 입찰단가를 활용한 실적단가의 산정 방안에 관한 연구)

  • It was found that Korean Standard of Estimate which has been used as the only basis of cost estimate of public construction projects had some side effects such as jerry-build construction and over-estimation because it failed to reflect the current price and the state-of-the-art construction methods in a changing construction environment. Therefore, the government decided to gradually introduce historical construction cost into cost estimate of public construction projects from 2004. This paper presents analytic criteria and a process model for deducing more current and reasonable historical construction cost for contract items from not only previous contract prices but also all of the other bid prices that were not contracted. The procedure of estimating actual unit cost proposed in this paper focuses on the removal of abnormal values including strategically too low or high prices and the time correction. In addition, basic research is conducted for the correction of actual unit cost through the analysis of fluctuation of bid price depending on bidding types and rates of successful bid. It is anticipated that the effective use of the proposed process model for estimating actual unit cost would make the cost estimation more current and reasonable.

  • Recently, the Contracts of International Construction Business has been decreased from the beginning of 2015 in Korea, although it has been steadily increased until 2014. This trend could be caused by Low-Price Contracts, the lack of Know-how and experience in operating, the poor management of Claims and Low-Profitability in Business. It has been recognized that the qualitative improvement of Business Contacts are necessary for successful Projects. In the Bidding Process, therefore, Experience data as In-House Data and Lessons Learned for projects should be strategically involved to assure riskless offers. Accordingly the Proposal Process are needed to be organized and enhanced by including processes for risks review about technical, marketing and commercial part during the bidding. This paper proposes a Risk Management Process model during Bidding Phase, using Risk Evaluation Method through the project life-cycle. The Concept of Model is to define CSF (Critical Success Factor) in the bidding process and Risk Factors are linked to CSF and Organization based on RAM (Responsibility assignment matrix).

  • 건설시장의 개방에서 경쟁력을 확보할 수 있도록 시장 개방과 때를 같이 하여 국내 모든 사업장에서 750 인증 취득이 활발하게 진행되어 왔다. 특히 최근 들어 국내건설회사와 협력업체 및 건자재 관련 업체에서는 경쟁적으로 ISO 인증을 활발히 취득하였다. 특히 관급 공사와 관련된 입찰과정에서 가산점이 부여되면서 이러한 현상은 더욱 활발하게 이루어 졌다. 건설현장에서의 실질적인 ISO SYSTEM 적용은 우리 나라의 여건상 매우 어려우며 설사 시스템을 구축하였다고 하여도 이를 효과적으로 운용하기가 매우 어렵다. 본 사례는 건설현장에서의 ISO에 대한 인식부족과 적용과정에서 많은 시행착오를 범하고는 현실적인 어려움을 극복하고 국내 건설 현장에서의 ISO SYSTEM의 실제적인 구축방법을 제시하였으며 이를 효과적으로 활용하는 방안을 제시하였다. 특히 부산 거제 현대 아파트현장에서 이를 적용한 결과를 ISO 20가지 항목별로 비교 분석함으로서 국내 건설현장에서의 품질경영 활동의 확산과 ISO 관련업계와 단체에서의 효율적인 활용에 도움이 되고자 한다.

  • 광범위한 네트워크의 연결과 이를 이용하는 조직이나 개인의 증가로 인터넷은 정보를 교환하고 거래를 수행하는 주요한 수단이 된 반면에 해커나 바이러스의 침입 또한 증가하여 공격에 쉽게 노출되어있다. 이러한 보안상의 문제점을 해결하기 위하여 컴퓨터나 네트워크 시스템의 활동을 감시할 수 있는 침입 탐지 시스템(IDS)과 같은 보안 요소를 도입하였으며, 탐지에 대한 성능을 향상시키기 위하여 네트워크를 기반으로 하는 다중 침입 탐지 시스템을 응용하여 네트워크에 분산된 에이전트들 중에서 발생된 침입에 알맞은 에이전트를 선택하도록 하여 침입 탐지를 효과적으로 할 수 있게 하였다. 본 연구에서는 보안 시스템의 연동을 위하여 계약망 프로토콜을 적용하였다. 계약망 프로토콜은 분산된 에이전트들 중에서 입찰과정을 통하여 최상의 에이전트를 선택하는데 이때, 에이전트를 선택하는 과정에 있어서 퍼지 규칙 기반 시스템을 적용한 퍼지 컨트롤러를 설계하여 시뮬레이션 한다.

  • Currently, TK(Turn-key) projects have been implemented, the projects on TK basis still have shown several problems rather than its own merits as a bidding method. Increasing the number of claims being occurred during construction process of the projects is reality because of unclear notice of tender documents and conditions of the contract, design review system, and decision process of the qualified bidder. To establish desirable TK projects in domestic market, not only should resonable alternatives for carrying out design review system and selecting the bid winner be set up, but also proper standards for reforming irrational system of contract, bid, and notice of tender related to TK projects. This study is intended to reduce the number of claims and implement efficient projects of apartment construction on TK basis by identifying potential problems through analysis of claim examples of TK projects which have difficulties of revising contract agreement such as drawings and suggesting improvement methods for contract conditions and notice of tender docuements.

Decision Making Model for a Public Construction Project Delivery Method Selection based on Analytic Hierarchy Process (AHP를 이용한 공공공사 입찰 방식 의사결정지원 모델)

  • The bidding method of public works is decided based on the experience of the officials in charge and the convenience of the work, but the validity of decision making process for the bidding method has not been verified. Another challenge in the bidding method selection is its objective validation is not easy because the decision making is based on experience, when a new type of project is ordered or a new bidding method is applied In this study, therefore, a decision making model to facilitate the selection of a public construction project delivery method was developed and examined with its applicability. This model was developed using the Analytic Hierarchy Process and was verified through 32 persons who were actually in charge of the works. As a result of applying this model, 5 of the 32 persons showed consistency in using the model. and they expressed positive opinions about the model. The model can provide a guide while recognizing the fact that they cannot depend entirely on the model. Therefore, the model proposed in this study is expected to reduce the work-related burden of the persons who are involved in the related work and help the objective performance of their tasks when a new bidding method or project appears in the future.

Development of Safety Management Index for Contractor Assessment in Bidding Process (입찰단계 수급자 평가를 위한 안전경영지수 개발)

  • The construction industry is still the most risky industry and labor accident is a significant management factor on construction site. Safety management has been studied for improving the safety performance on construction sites. However, Almost all of them have been considered on the site safety management for the contractors and evaluation of accident rate. To resolve the limitation of current research, this study is focused on considering accident result and effort by performing the evaluation of safety level of the head office and site in construction companies. By studying the research about a safety management and interviewing with specialists in safety management, 7 items were selected and weighted based on the KOSHA18001 List. Consequently, The checklist was developed to evaluate safety performance management in construction company and Safety Management Index was suggested to coordinate 1) the score of results in accident rate and 2) the effort to evaluate a safety performance management. Safety Management Index is more helpful to evaluate the safety management results and effort. As a result of considering the score of the accident rate and the safety performance management, the outcome of prequalification was changed. Using this index, contractors will attempt to prevent accidents and owners will be able to discriminate individual differences in bidding process.

  • The area of business applications in the internet are extended enormously in result of fast development of computing and communication technologies, increase of internet use, and use of intranet/extranet in enterprise information system. Widely spread the use of the internet, there are various applications for Business to Business (B to B) or Business to Customer(B to C) model that are based on the intranet or extranet. This paper designed and implemented the Web-based Electronic Bidding System for Business to Business (B to B) model. The technical issues of electronic bidding system in the internet are involved in the connection between web client and server, electronic data interchange for the contract document, and security solution during the bidding and contracting processes. The web-based electronic bidding system in this paper is implemented using Java applet and servlet as a connection interface for web client and sewer, XML/EDI-based documents for a bid and a contract, and bidding server and notary server for enhancing the security using PKI(Public Key Infrastructure)-based public key cryptography, digital signature and Certification Authority (CA).

  • A construction project consists of many types of contracts. In the process of selecting the successful contractor after bidding, there will inevitably be fierce competition, which may lead to corruption or bribery. Even after signing the contract, during the period of settling the amount of the contract, bribery could occur. Such corruption could harm the development of the construction industry. It is, therefore, necessary to establish a strategy to prevent corruption by strengthening the transparency of the bidding process. In this study, to prevent corruption in the construction industry, a new service is proposed in which the successful bidder is selected by a professional third party, and the introduction of diverse delivery systems for construction projects and the invigoration of alternative methods of settling disputes are also proposed in this study.
