최근 ITU-R에서는 전파혼신과 밀접한 관계가 있는 무선기기의 RF 항목(주파수허용편차, 점유주파수대역폭, 불요발사 등)에 대한 권고안 SM.1045, SM.328, SM.853, SM.329, SM.1539 등을 제정하거나 개정하였다. 이와 관련하여 본 논문에서는 국내 무선설비규칙의 전파 질 허용치 및 측정방법과 연계하여 ITU-R RF 성능 권고(안)의 핵심내용에 대한 분석결과를 제시하였다. 본 논문의 내용은 무선기기의 인증 및 무선국 검사에 적용되는 국내 무선설비 기술기준치를 이해하는 데 참고자료로 활용될 것으로 기대된다.

In this paper, we analyze the unified requirements of international association of classification societies - cyber resilience of ships, ahead of implementation of the agreement on July 1, 2024, and respond to ship cyber security and resilience programs based on 5 requirements, 17 details, and documents that must be submitted or maintained according to the ship's cyber resilience,. Measures include document management such as classification certification documents and design documents, configuration of a network with enhanced security, establishment of processes for accident response, configuration management using software tools, integrated network management, malware protection, and detection of ship network security threats with security management solutions. proposed a technology capable of real-time response.

Despite the opinion that certificate is useless, half of the population in Korea (approx. 35 million) get an certificate, and use it for internet banking, internet shopping, stock trading, and so on. Most users store their certificates on a usb memory or smartphone, and certificates or passwords stored on such storage media can be easily attacked and used to disguise as legitimate users. Due to these security problem of certificate, a various authentication technologies has been proposed such as smartphone owner authentication using SMS, and a personal authentication using biometric authentication. However, a safe technique is not presented yet without user password, and certificate. In this paper, I proposed a method to secure certificate/private key without a user password using a combination of USIM card and smartphone's information. Even if a hacker gets the user password, the certificate, and the private key, he can not use the certificate. User do not need to remember complex password which is a combination of alphabetic / numeric / special characters, and use his certificate safely.

In recent years, cloud computing technology has been socially emerged that provides services remotely as various devices are used. However, there are increasing attempts by some users to provide cloud computing services with malicious intent. In this paper, we propose a property - based multi - level hierarchical approach to facilitate authentication access for users accessing servers in cloud environment. The proposed method improves the security efficiency as well as the server efficiency by hierarchically distributing a set of attribute values by replacing the order of the user 's attribute values in the form of bits according to a certain rule. In the performance evaluation, the proposed method shows that the accuracy of authentication according to the number of attributes is higher than that of the existing method by an average of 15.8% or more, and the authentication delay time of the server is decreased by 10.7% on average. As the number of attributes increases, the average overhead change is 8.5% lower than that of the conventional method.

The US government has enacted the Food Safety Modernization Act (FSMA) in 2011, which is being phased in and planned. The final Rules of Produce Safety focus on biological hazards related to agricultural production, harvesting, packaging and storage, which are being phased in since 2017 depending on farm scale. As a result of comparison with the Korean-GAP (Good Agricultural Practices) standards, it is difficult to compare the two standards to be compared with each other by 1:1. However, many of the Korean-GAP standards are similar to FSMA Produce Safety rules. However, the Korean-GAP standards can be judged differently according to the evaluator as a comprehensive standard, so the details of the standards need to be reinforced. In terms of the provisions, the Korean-GAP standards are the most appropriate for the safety of workers (FSMA Subpart D), followed by livestock and wild animals (FSMA Subpart I), buildings, equipment and tools (FSMA Subpart L) and harvesting activities (FSMA Sub-part K). However, there are some weaknesses in the field of agricultural water management (FSMA Subpart E) and farm manager's qualifications and training (FSMA Subpart C), and the response to the biological soil amendments of animal origin and human waste (FSMA Subpart F) is weak. The FSMA regulation is not a certification standard, but it is expected that the marbling effect, which is the standard laid down by the United States leading the world food safety standards, is expected to be considerable. Therefore, we hope that the review of the Korean-GAP standards will help improve the quality of agricultural products and expand our exports, since the standard for responding to microbiological safety emphasized in the FSMA regulations is the Korean-GAP standard.

This study investigates and analyzes the convenience facilities to strengthen or mitigate the Barrier Free awareness and Kindergarten Barrier Free for the kindergarten school staff and the public facility officials of the education office. In addition, to improve the Barrier Free, the improvement facilities of the kindergarten were investigated and analyzed. First, from the institutional viewpoint, it is necessary to amend the existing regulations of the Act for the Promotion of the Convenience Promotion of Disabled Persons, Elderly and Pregnant Women in Korea, and to change the facilities for duties and recommended installation of the kindergarten and the Barrier Free certification standards. Second, in order to apply the Barrier Free certification system to the kindergarten in terms of facility environment, it is necessary to activate the barrier kind of the kindergarten so as to receive the Barrier Free certification by lowering the score of the items difficult to improve due to the terrain or building structure. Third, the perception of Barrier Free is still not high in terms of social awareness. The purpose of this study is to investigate the method of creating a Barrier Free for a kindergarten in the education and living space of children who are the socially underprivileged. Therefore, based on this study, it is anticipated that it will be an opportunity to promote change of Barrier Free in Kindergarten if an attempt is made to improve the Barrier Free certification index suitable for public kindergarten.

담배자판기 규제완화에 대한 산업계의 강력한 의지에도 불구하고 최근 개정을 추진 중인 국민건강증진법 시행령 및 시행규칙 공고(안)에 있어서는 공공지역 흡연구역에 대해 담배자판기를 전면 철거하는 내용이 포함이 되어 있어 산업계에 큰 충격을 주고 있다 이같은 관련입법은 그동안 담배자판기에 성인인증 장치를 부착하는 자율대책으로 규제완화를 적극 주창해 온 산업계 입장과는 전면 대치되는 방향이기에 그 충격이 더욱 클 수밖에 없다. 만약 이 공고안대로 입법통과가 된다면 기존 공공장소 흡연구역에 설치가 된 자판기들마저 전면 철거가 이루어져야 함은 물론 향후 담배자판기 설치로케이션도 극히 제약을 받게 되는 치명적 상황을 맞게 된다. 이같은 사태의 위급성 앞에 협회에서는 ${\ulcorner}$담배자판기 관련 국민건강증진법 시행령 및 시행규칙 개정안${\lrcorner}$에 대해 산업계의 입장을 종합한 소견서를 보건복지부 건강증진과에 제출하고 강력대응을 진행하고 있다. 협회는 이 건의안을 통해 공공장소 흡연구역에 대한 자판기 설치 금지 및 철거 검토 안은 시대적인 조류를 역행함은 물론, 성인인식 담배자판기의 청소년 보호 등 긍정적인 설치효과 측면을 전혀 인정치 않는 초강력 규제로서는 도저히 이 개정안을 수용할 수 없는 산업계 입장을 밝혔다. 아울러 공고안 같은 강력 규제보다는 성인인식 담배자판기가 오히려 합법적인 설치환경을 확보하여 사회적으로 떳떳하고 자신 있게 그 존재가치를 평가받을 수 있게 관련법을 개정해 주길 요청했다. 공고안의 개정통과가 산업계와 협회의 바램과 같이 저지될 수 있을 지는 앞으로 지켜봐야 할 일이다 하지만 분명한 점은 명분과 당위성과 부족한 규제만능주의적인 입법을 산업계가 그대로 수용하고만은 있을 수 없다는 점이다. 따라서 현시점에서 중요한 점은 산업계가 일치단결해 현 관련 공고안에 대한 반대 목소리를 높이는 일이다. 현재의 존립을 위협받는 담배자판기는 발상의 전환과 마인드 변화에 따라서는 얼마든지 합법적인 설치환경을 확보할 수 있기에 산업계의 결속력 있는 대응은 그만큼 중요성을 갖는다. 이번 사안은 결코 포기 할 수 없는 산업계의 권리라는 점은 명심해야 한다. 이러한 취지 하에 금번 정책초점에서는 보건복지부 관련 부처에 제출한 ${\ulcorner}$담배자판기 관련 국민건강증진법 시행령 및 시행규칙 개정안${\lrcorner}$에 대한 업계 소견서 및 건의안 내용을 정리 게재 했다.

In this paper, We analyze and present improvements to problems in software quality through Static Analysis for Open Source, which is widely used as the Flight Controller software for small unmanned aerial vehicle drones. MISRA coding rules, which are widely applied based on software quality, have been selected. Static analysis tools were used by LDRA tools certified international tools used in all industries, including automobiles, railways, nuclear power and healthcare, as well as aviation. We have identified some safety-threatening problems across the quality of the software, such as structure of open source modules, analysis of usage data, compliance with coding rules, and quality indicators (complexity and testability), and have presented improvements.

This study reviews recent trends of laws and evaluation criteria of heath, nutrition, and safety in child care centers, and addresses future research directions on them. To this end, we analyzed Child Care Laws, Child Care Acts, Child Care Program Accreditation Standards and Criteria, as well as master's theses, doctoral dissertations and journals that have been published on these issues since 1991. Through a comprehensive and critical review, we revealed three following findings in terms of child heath, nutrition, and safety. First, it is necessary to strengthen regulations for all children's heath, nutrition, and safety, or to discuss measures corresponding to those regulations to provide the best possible care to every child. Second, a careful examination of accreditation standards on health, nutrition and safety found that, although specific actions and criteria on these issues were already prepared, their implementation is not mandatory and the quality of provided health, nutrition and safety is not properly guaranteed. This finding shows that what is still necessary is to devise effective plans for handling institutional frameworks and processes of child care program accreditation standards. Third, among the three categories of health, nutrition, and safety, the topics on safety were found to be studied most frequently, whereas the other two topics were considered much less. It thus indicates that more research on health and nutrition are necessary.

The standard and code of safety for diving systems include requirements in the area of diving plant, personnel qualification, diving medicine and operation. In this study the necessity of Korean standard and code of safety for diving system is suggested through the review and comparison of the diving system regulations of domestic as well as foreign governments and other private organizations. Furthermore, by reviewing the status of oversea's diving organizations the proposition was made which can lead the commercial diving sector to international cooperation.
