The Analysis and Development Plan of the Korea Lifeguard Qualification System (한국 인명구조요원 자격제도의 분석과 발전방안)

  • The purpose of this study is to examine improvements relating to lifesaving by the comparative study of The International Life Saving Federation (ILS) and the domestic institutions. ILS divided places into pool, the inland surface water, and the outer surface water and was using a more fine-grained and specialized educational programs due to location and environmental factors. The other side, domestic organizations also conducted various methods depending on each association. In conclusion, we suggest that preferentially we need to establish an educational system which has public confidence and unify the terminology for lifeguard. And the institutions need to popularize the advanced lifesaving system through international exchanges.

  • Korea is surrounding by the sea on three sides and consists of mountainous terrain over 65% and the rainfall is high. Therefore, accidents of the vehicle rollover and crash are frequently occurring. Lifesaving system is being urgent required to solve these problems. In this paper, we designed and implemented a lifesaving system for handling a car crash and rollover and verified the functionality through the test.

  • 21C 고도의 도시화로 인하여 인구과밀화 및 초대형 초고층 건물의 비약적인 확산은 재난의 규모와 양상에 변화를 가져오며, 도시형 재난재해에 대비한 새로운 대책의 필요성을 과제로 안기고 있다. 뿐 만 아니라 지구온난화 및 뉴 테러리즘의 경향은 복합적이고 동시다발적인 재난으로 인한 다수인명피해에 대한 방호기능의 중요성과 통합재난관리 시스템의 중요성을 더욱 부각시키고 있다. 이러한 거시환경의 변화에 따라 다양화된 위험요인에 대한 체계적 대비와 효과적 대응을 위해 분야별 전문대응조직과 스페셜리스트 양성이 시급한 과제로 대두되고 있으며, 특히 재난대응단계에서 지진 등 건물붕괴로 인하여 동시다발적인 초대형 재난재해 시 효율적인 인명구조 활동의 대책으로 도시탐색구조 체계의 선진화 방안이 필요하며, 이를 위하여 소방공무원을 대상으로 실시한 의식조사 분석결과를 제시하고자 한다.

A Review on the Relationship of the Life Salvage and its Remuneration (해상인명구조와 보상체계에 관한 고찰)

  • Under the general maritime law, a life salvor has no claim against the person saved, and a pure life salvor has no right to compensation from the owner of the ship or its cargo. This harsh rule, which treats the salvor of life less generously than the salvor of property, has been modified by international conventions, statutes, so that life salvors may expect a reward in most cases. It is, especially, unreasonable that a prerequisite of a salvage award is that at least some of the property must be saved, because life of a person can not be compared to values of goods such as vessels and cargoes. Also it is not understandable that only pure life salvors can not expect a reward for the saving of life from the owners of the property. In the meantime, according to Article 39 of the Korean Maritime Search and Rescue Act (hereunder, KMSARA), any person who has gave assistance and rescued in accordance with a governmental officer's order may get a compensation for their time and labour. The above mentioned compensation which is stemmed from the KMSARA may play a role as a compliment for the lack of enough compensation to a life salvor. This means that even though a life salvor failed to save property, he may expect a minimum compensation from the KMSARA. However, it should be recognized that when a life salvor is entitled to both remuneration for the salvage of life and recourse of expenditures from the KMSARA, the total remuneration shall be paid only if and to the extent that such remuneration is greater than any reward recoverable by the salvor under the Korean Commercial Code and the KMSARA.

  • 드론은 GPS 포인트를 기반으로 무인비행이 가능하다. 이 특징을 활용하는 방안의 하나로서, 우리는 해양사고에서의 인명구조를 대상으로 하였다. 구명조끼를 GPS 신호발생기로 구현하고, 이를 이용한 웨이포인트를 설정함으로써, 드론으로하여금 재난자에게 우선 접근할 수 있도록 구현할 수 있다. 이를 실제 구현하기 위해서는 GPS 신호를 드론의 웨이포인트값으로 바꾸어 넣어주는 소프트웨어적 모듈이 요구되며, 본 연구에서 이를 구현하고자 한다. 우리는 3D 로보틱스의 Quadcopter와 그를 지원하는 Pixhawk를 사용하였다.

Relationship of Goal Orientation, Flow Experience and Self-Accomplishment among College Students Receiving Lifeguard Education (수상인명구조 교육 참여 대학생들의 목표지향, 몰입경험 및 자아성취감에 관계된 요인)

  • The purpose of this study was to examine the relationship of goal orientation, flow experience and self-accomplishment among students who received lifeguard education. The findings of the study were as follows: First, the task-involvement of the college students receiving lifeguard education, which was one of the sub-variables of goal orientation, had an impact on cognitive flow and behavioral flow, and ego-involvement affected cognitive flow. Second, the task-involvement of the college students receiving lifeguard education, which was one of the sub-variables of goal orientation, exercised an influence on their self-realization, display of ability and development of ability, which were the task-involvement of self-accomplishment. Besides, ego-involvement impacted on self-realization. Third, the cognitive flow and behavioral flow of the college students receiving lifeguard education, which were the sub-variables of flow experience, exerted an influence on self-realization, display of ability and development of display, which were the sub-variables of self-accomplishment. Fourth, the goal orientation of the college students receiving lifeguard education had a firsthand relationship to flow experience and self-accomplishment, and that had a secondhand causal relationship to self-accomplishment through flow experience as well.

  • 본 논문은 현재 운행 하고 있는 과천선의 도시철도를 중심으로 충돌 속도별 인명 상해치를 연구 하였으며 더 나아가 에어쿠션의 유무에 따른 인명 상해치를 저감시켜 많은 인명을 구조하기 위한 에어쿠션의 개념 설계를 하였다. 그 결과 에어쿠션 장착에 따른 높은 인명 구조 효과가 있음을 제시 하였으며 개념 설계를 기초로 하여 시험을 수반한 해석을 실시한다면 선로 침입자를 위한 도치철도 구조장치를 개발 할 수 있을 것이다.

Development of Portable IoT Device for Lifesaving (인명 구조용 휴대형 IoT 단말기 개발)

  • In this paper, we developed a portable IoT device for lifesaving and a web service prototype based on the device and evaluated its functions. The portable IoT terminal for lifesaving is designed for easy to carry, and to communicate possibly between user by LTE Cat. M1 modem which is a low-power broadband IoT communication technology. So, in case of emergency, it is possible to give priority to nearby users and to determine the exact location with built-in GPS. In the future, it will be designed to enable rescue requests in various ways, such as button signals, voice, and acceleration changes.

스키드가 장착된 인명구조용 하프 캐빈 에어보트 개발

  • 에어보트(Air boat)는, 선체 상부에 대형 프로펠러를 장착하고 이의 추진력으로 고속 주행하는 특수형태의 선박이다. 선체 밑바닥은 판옥선처럼 평평하고 매끈하기 때문에 장애물에 걸리지 않아 얕은 수면, 개펄, 빙상, 늪지수풀 등 일반선박이 가기 어려운 지역에도 갈 수 있어, 특히 인명구조용으로 많이 이용되고 있다. 그러나 평평한 선저 때문에 파랑이 있거나 측면 바람이 강한 지역에서는, 에어보트는 직진성을 잃어버리고 풍하로 밀리게 되며, 개펄이나 얼음위에서는 정지거리가 길어지는 단점을 가지고 있다. 이 연구에서는 에어보트 선저에 스키드를 장착하여 횡류방지는 물론 직진성을 개선하였으며, 해상 시운전을 통해 성능을 검증하였다.
