Objective : In October 2016, the most powerful earthquake, magnitude 5.1 and 5.8 struck the city of Gyeongju in Korea. Although it did not take a toll, this implicates potential disaster in the future. Taking this earthquake, this paper considers the healthcare system responding to disaster in non-government organization and other countries, and investigates the roles of occupational therapist in disaster management. Methods : This paper reviews literature related to healthcare system and roles of occupational therapist in disaster response. Results : Humanitarian recovery mission of Red Cross impacted and facilitated the recovery of vulnerable population including children, elderly and people with disabilities in disaster response. It was also emphasized by occurring large population with disabilities after disasters so that the concept of rehabilitation and occupational therapist's role was required. Occupational therapy practitioners play an important role in the stage of disaster preparedness, response and recovery and their target population is children, elderly and people with disabilities. Conclusion : The most of NGO and counties take the concept of rehabilitation into healthcare system responding to disaster. However, the system in Korea stays in emergency level. It is important to take the humanitarian recovery and rehabilitation concept to disaster relief. the survivors would be able to return to their normalcy and health life.

This paper explores the formation of global responsibility discourses in the elite US media used in promoting NATO's military interventions in the post-Cold War era. The case study of global responsibility discourses surrounding the Bosnian War (1992-1995) and the Kosovo Conflict (1998-1999) offers an account of the roles of the elite US media in foreign policy. The construction and articulation of global responsibility discourses in the elite US media were closely related to the US government's policy and were formed within the framework of US national interest and domestic responsibility. The cases of military intervention in the post-Cold War period imply that there were more fundamental structure and patterns by which the elite US media approached the 'humanitarian crises': 'benevolent domination' and the subsequent construction of a 'melodramatic national identity' in the war narratives. Presuming that the elite US media's discourse is a primary site for the public for experiencing and understanding distant suffering, this paper concludes that global responsibility discourses within the media may have dangerous ramifications for global democracy because the discourse of responsibility can potentially absorb the creative, progressive energies created by the public's awareness of responsibility on a global scale in order to reinforce the relations of domination.

Military Geography is a literature studying the application of geographical elements to military behaviour. The elements of military geography including topography greatly influences on building military art and theory. The military art applied on korean pennisula from the period of ancient three countries(Koguryeo, Shilla, Paekche) has been developed maintaining consistent stream reflecting topographic features. Despite the close relationship between building of military art and military geography's elements, the study for korean military geography has been depressed and the discourses of literature has been insufficient. But, in the western study of military geography, the study vitalization efforts studying military peace keeping and humanitarism activity are ongoing. Based on the current trend of western study and the analysis of existing korean study, this treatise proposes three plans to improve the study and education of korean military geography. The key contents of plans are comprised with the improvement of education curriculum, the construction of council between relevant organism, and the installation of subdivision in relevant geographical society. The possibility shaping up the identity of korean military geography as a common literature can be increased by enhancing the study toward peace and humanitarism and specifying the method for development as noted on this study.

This paper presents the findings that may be useful for establishing safety policies involved with safety plan, program, and control relative to fatal accidents in construction job site. The fatal accident investigation database maintained by Korean Production Household Mascot Safety Industrial Complex is accessed. The 5 years fatal accidents occurred in 2002 to 2006 were analyzed. The statistic relative to the fatal accidents in different project types is obtained using different classifications such as occupation, years of experience, accident type, and time in a day. This research would contribute to ensure the effectiveness of safety policy so as to enhance worker safety.

한국과 인도 간 관계(이후 한국-인도 관계)는 오랜 역사를 통해 정치, 사회, 경제 및 전략적 측면에서 지속적으로 발전되었다. 특히 인도의 "동방정책(Look East Policy)" 채택과 한국의 "중견국 외교(Middle-power diplomacy)" 선언 간 동질성을 모색하는 차원에서 최근에 더욱 긴밀히 발전되고 있다. 즉 최근에 이르러 갑자기 발전된 관계가 아니라는 논지이다. 이에 본 논문에서는 한국과 인도 간 관계를 역사적 시각, 탈냉전 이후 시각, 경제적 시각 및 교육 및 문화적 그리고 지정학적 시각에서 평가하고자 한다. 특히 역내 중견국(middle power) 대표적 국가를 활용한 긴밀한 전략적 협력을 강조하고자 한다. 이를 위해 2004년 노무현 대통령의 인도 공식 방문 이후 2015년 1월 박근혜 대통령의 방문까지의 양국 간 전략적 협력 관계를 조명해 본다. 이에 따라 양국 관계는 이미 공개된 바와 같이 이는 사이버, 방산, 군사협력 및 정보교환 등의 분야로 구체화되고 있다. 일부는 이를 중국을 견제하는 양국 간의 협력이라고 평가하나, 본 논문은 특정 국가를 지목하기보다, 역내 중견국으로서의 전략적 관계 증진을 통한 역내 이익 보호에 있다고 평가한다. 특히 양국 간을 지리적으로 연결하는 해양을 통한 해양협력에 대한 논의를 추가한다. 예를 들면 역내 자연재난 구조작전(DR operation) 및 인도주의 지원작전(HA operation) 해양협력과 현재 진행되고 있는 아덴만 해적퇴치작전(Anti-piracy naval operation)이다.

The purpose of the present paper is to examine the North Korean refugee protection system and its shortcomings. Based on the findings from the analysis of legal system and status of personal protection, this paper proposes the following measures to solve the problems and improve South Korea's existing system. First of all, personal protection for North Korean refugees should be carried out in an inclusive and humanitarian manner. Secondly, the collaborative governance operating system for protecting North Korean refugees should be established. Lastly, clear guidelines for personal protection procedures should be developed to ensure personal protection officers'accountability.

The official development assistance (ODA) accompanies an interstate financial transaction, such as trade, foreign direct investment, and money transfer. ODA policy has designated several purposes. Among them, political purposes have been considered to be the key factors in the regional distribution of foreign aid. If we agree the traditional approach that recognizes ODA as a 'political one', the practice of ODA can be a kind of state geopolitics. This study investigates the construction and characteristics of geopolitical discourses. More specifically, this study pays special attention to the 'practical geopolitics' that is crucial to the policy-making. By analyzing the minutes of the National Assembly Standing Committee, four geopolitical discourses were identified: 'practicing humanities as a developed country', 'providing a role model to developing countries', 'developing new foreign markets' and 'coping with global geopolitics'. These geopolitical discourses have been constructed through the process of justifying the ODA policy to the domestic and international audiences. Constructing discourses on ODA shows the representation of a dichotomous and typical image of developed/developing.

이 논문에서는 남북한 관계를 중심으로 분쟁해소와 협력관계 구축에 있어서 신뢰(信賴)가 할 수 있는 역할(役割)에 대해 검토해 보았다. 이 논문의 모델은 Kreps-Wilson(1982)의 신규진입 게임을 협력관계 구축이라는 새로운 상황에 맞게 변환시킨 순차적 게임모델로서 유한반복(有限反復) 게임구도와 비대칭적(非對稱的) 정보소유(情報所有)를 그 근간으로 한다. 북한이 남한정부가 진보적이라고 믿는 확률을 남한에 대한 '신뢰(信賴)'라고 정의할 때, 신뢰는 크게 나누어 다음과 같은 역할을 한다. 북한이 남한에 대해 작은 규모의 신뢰감만 가지고 있어도 피의자(被疑者)의 딜레마 (Prisoner's Dilemma) 상황을 피할 수 있으며 상당한 기간동안 남북협력관계(南北協力關係)가 지속될 수 있다. 왜냐하면 보수적 성향의 남한정부도 북한이 개혁정책을 추진할 때 대북(對北) 압박정책 대신 포용정책(包容政策)을 통해 얻을 수 있는 수익이 적지 않은 점을 고려하여 상당기간동안 포용정책을 선택할 동기가 있기 때문이다. 하지만 이와 같이 자신의 성향을 은폐하는 위장행동의 가능성이 높은 동안 신뢰(信賴)는 쉽게 증진되지 않는다. 다만 남북한이 협력을 통해 실질적인 수익을 얻을 수 있을 뿐이다. 남북협력관계를 구축하기 위해 남한이 할 수 있는 일은 정책대응에 소요되는 시간을 줄이는 한편, 개혁정책을 통해 북한이 얻을 수 있는 기대수익(期待收益)을 늘리고 남한에 배신당할 경우 입는 피해를 줄여주는 것이다. 특히 장기적인 관점에서 북한의 기대수익을 점진적으로 늘려 '신뢰도(信賴度)가 넘어야 할 문턱'을 낮추는 것이 효과적인 정책이다. 따라서 남북관계를 진전시키기 위해서는 북한의 지속적인 개혁을 조건으로 북한의 기대수익이 점진적으로 증가하는 KEDO식의 장기적 경협사업(經協事業)을 고안하여 추진해야 한다. 이에 반해 인도주의적 명분하에 일과성의 식량지원을 북한에 제공하는 것은 북한의 구조적(構造的) 경제난(經濟難) 해소나 남북관계의 지속적 진전에 별 도움이 안되는 정책이다. 북한은 북한 나름대로 남한을 한번 믿어볼 필요가 있다. 왜냐하면 상대방에 대한 불신(不信)은 결국 협력관계가 유지될 수 있는 기간을 감축시켜 비효율적인 결과를 초래하기 때문이다.

Landmines are a humanitarian challenge because they indiscriminately kill and maim civilians. Landmines are weapons that cannot distinguish between a soldier and a civilian, and they remain active for decades. As a result, most of the victims of mines are innocent men, women and children. For this purpose, new technologies such as a methode of landmine detection and mobile robots are needed. Our effort is to develop a small mobile robot for landmine detection, to detect landmine and to explore the landmine distinguishable method. In this paper, Specifically we detected landmines using electromagnetic sensors and distinguished metals from M14 antipersonnel mines under the ground using 6 step creativity of the TRIZ. Therefore, we proposed new method of landmine detection using the TRIZ.

There are so many study on Heumheum Sinseo as a lawbook. But the study on Heumheum Sinseo as investigation and forensic manual is uncommon. So this study was performed to find the value of Heumheum Sinseo as investigation and forensic manual. In Heumheum Sinseo, we could find the basic ideology of a sense of justice on humanitarianism and rationalism, and democratic thoughts on criminal law such as the presumption of innocence, speedy investigation clause and Limiting the admissibility of the confession. And so many scientific method on crime investigation are described in Heumheum Sinseo. We expect that this study serve as moment for us to be able to find it have 'practical' value to us.
