An Analysis on Relations Between the Services of Public Libraries for Babies and Toddlers and Bookstart Program (공공도서관의 영아 대상 서비스와 북스타트의 관계 분석)

  • This study analyzed the services of libraries for babies and toddlers and the possibilities of service expansion through Bookstart program as a cooperative system for libraries. This study shows how users change their way of using libraries and their perceptions of the services of libraries for toddlers by implementing the questionnaire method and the analysis of library statistics. Results show that most of library users (98.8%) expressed the need for Bookstart program. Respondes also said that libraries, rather than other institutions, should be the place where the program is to be implemented. By analyzing the perceptions of library users, we also find that they think that the age of the first use of a library is more appropriate for toddlers than kindergarten-ages. We also found that library users who participated in a Bookstart program had a positive change in the way they used libraries. After participating in Bookstart programs, many changes occurred with respect to the perception of babies, reading habits of parents, and users' perception of libraries. After introducing Bookstart program, one city library's membership enrollment rates of babies and toddlers increased from 7.1% to 26.2%. But the rate for another city that did not participate in the program was shown at 4.3%. This study suggests that the introduction of Bookstart program would bring changes and expansions to the functions of libraries and the sometimes inflexible attitudes of library users. The study examined Bookstart program as a cooperative system for libraries by changing the perception of library users and activating the services of libraries for babies and toddlers.

Strengthening User Involvement in Welfare Policies for the Disabled: through Case Studies 'Personal Budgets' of Germany (장애인 복지정책에서의 이용자 참여 강화: 독일의 개인예산제도를 중심으로)

  • The provision of welfare services to the disabled in Korea are still insufficient to meet the demand and the delivery system of the service is organized largely from the viewpoint of the suppliers. In order to guarantee the user right to choice, the shift of the policy paradigm supporting autonomy, self-directedness and the right to control of the users appears to be important. The present study explores the theoretical discussion in the field of the welfare of the disabled about user involvement. Then it investigates the German case of 'personal budgets' aimed to strengthen the user involvement and draws some policy implications for Korea. The study confirms that the introduction of 'personal budgets' aimed to realization of the self-determination of the disabled has contributed for the reinforcement of user involvement in welfare policies for the disabled. This new policy program 'personal budgets' based on the idea of the realization of the right to self-determination appears to transform the general nature of the welfare system for the disabled in Germany by transforming the payment methods.

The Influence of Social Media's Environmental Characteristics on Users' Active Participation and the Types of Message Diffusion: Government's Communication Messages and Public Responses during the MERS Outbreak (소셜 미디어의 매체 환경적 특성이 이용자의 능동적 참여 및 메시지 확산 유형에 미치는 영향 : 메르스 사태에 대한 정부 대응 및 국민들의 반응을 중심으로)

  • This paper analyzed the influence of government-owned social media's environmental characteristics on the level of users' active participation and types of message diffusion during government's crisis. The social media environment was categorized based on human interactivity and media interactivity. Users' active participation was measured based on amount of like/dislike and number of comments. User's comments were categorized through network analysis. This study found that the level of user's active participation was high on the information-provider participation type and the relationship-oriented participation type. The level of user's active participation was low on the information-provider type and the limited platform. The analysis of message diffusion type showed that a restrictive rational opinion type was found for the limited platform and diffusive or restrictive emotional opinion types were found for other types of social media environment. This study found that during MERS crisis, the government did not provide messages suitable for the social media environment, and the media environment influenced users' participation and comments. The government should provide user friendly social media environment by increasing interaction with users and should make efforts to communicate with users in crisis situation.

The Stakeholder Interview of Participatory Digital Archives for Social Memory (사회적 기억을 위한 참여형 디지털 아카이브 이해관계자 면담 연구)

  • This study discusses the theoretical analysis of the concept of social memory and participatory digital archives, and argues the various problems of participatory digital archives based on the analysis of individual experiences and perceptions through interviews with stakeholders including users and operators. As a theoretical study, it analyzes related precedent studies and explores the complementary concepts of social memory and participatory digital archives. Based on the discussion, the study understands social memory as a defined and generated memory through the interaction of the social environment encompassing politics, socio-culture and the internal relations of the community. Furthermore, it understands the participatory digital archive as a digital space in which the community, the voluntary participation of users, and the support of professional groups intertwine. The memories and records of this interaction are then stored, preserved, shared, spread, and reproduced. Through stakeholder interviews, the study analyzes the perceptions of users and operators regarding participation, policy, and service, and identified the various problems with participatory digital archives.

  • This paper presented the baseline data to establish visitor management strategy for Kayasan National Park by examining visitor's socio-economic charateristics and use pattern. The user's composition showed that high school or more graduated twenties(20-29 ages) males were respectively domainant. Their activities were, in main, multi-purpose type participated in climbing, camping or picnic, after visiting to the Haein temple. In use pattern, summer visitors were mainly concentrated in and around Haein temple and Hongnyudong valley. But autumn visitors were especially concentrated in Haein temple area.

  • Recently, as the range of users utilizing open data has expanded from experts to students, and general citizens, the role of open data portals has changed. In the past, portals have neglected to increase data utilization through citizen participation by focusing on the role of simple data repository, but now they tend to focus on understanding, collaboration and sharing values so that users can actively use data. To meet these social trends, open data portals need to seek ways to improve user-centered services that can encourage citizen participation. The purpose of this study is to identify the main functions for citizen participation in open data portals, to analyze the current status of open data portal user services and to suggest ways to improve them. Through the literature research, we investigated the functions provided by portal services for citizen participation, deduced the types of user services, and analyzed open data portal user services. Furthermore, we suggested user-centered public data portal services improvement plans for citizen participation.

  • The goal of current study was to investigate the perception of emotional lighting according to the types of exercise participation of fitness center users. The subjects of this study were 292 people in Gyeongin area fitness center. As a survey tool, the color types used in the study of Oh & Kwak(2015) were used, and the color recognition was based on the emotional adjective scale used in Lee(1997). Data were analyzed using crossover, independent t-test and one-way ANOVA using SPSS23.0. The following conclusions can be drawn from the results of this study. First, emotional lighting color preference of fitness users varies according to Gender. Second, the difference of perception of color by emotional illumination of fitness users was found to be partially different in color and sex. Third, there was a difference in color recognition among emotional lighting color recognition according to exercise participation type of fitness users.

  • This study empirically analyzes the impact of digital divide between digital device usage motivation and operational skills on online political participation. The analysis was performed using the National Information Society Agency's 2018 digital divide survey data from September to December 2018 and applying the Heckman selection model to control the sample selection bias that may occur between internet users and non-users. The result shows the gap in motivation and device operational skills of individual citizens using digital devices has significant impact on online political participation. In socio-economic terms, it shows the age, education level and regional factors also have significant impact on online political participation, while gender and income levels do not. This study holds significance in that there are different patterns of digital divide between digital devices, identifying the motivation to use a digital device as an important factor for mobile device users, and the device operational skills, for personal computer users.

A Study on the Participatory Archive Model: Daegu Festival Photographs (참여형축제사진아카이브 구축 방안 연구: 대구시 축제기록 사진 중심으로)

  • Festival records are valuable social records, not only historically but also culturally. Even though festival records are worthy of preservation, many of them are not managed appropriately. In particular, photographs taken by the public are dispersed in various SNS services such as Facebook, Instagram, and Twitter. This study collected festival photographs, taken by the public, from these SNS services and built a participatory archive for Daegu. As such, this study identified and suggested a metadata set through the process of archiving festival photographs. In addition, this study proposed a model of the participatory archive for festival photographs. This model illustrated the institute's collection of festival photographs in the SNS services and the creation of the participatory archive.

Signal Typology and Decision Making Process Using Signals in Mobile Game Platform (모바일 게임 플랫폼에서의 시그널의 유형과 시그널을 이용한 의사결정과정)

  • This research is the qualitative research on signals that mobile game users use to solve asymmetric information of game quality. Based on signal theory, we gathered data using Netnography. The findings are four types of signals for mobile games: platform-based signals with high/low participation rate of consumers, game developing company-based signals with high/low participation rate of consumers. The features that mobile gamers make decisions using signals are the following. First, ranking and the number of download have initial standard. Second, game marketing platform can be one of signals. Finally, the preference of signals is different with the goals and using pattern of games.
