A Case Study on the Method to Improve on the Structure of Oil Tank (유류탱크 수명과 구조 개선 방안에 대한 사례연구)

  • This study carried out an evaluation of an oil tank that was defective in structure. This paper is divided into two sections which are analysis for the working process and suggestion for improving on the structure of the oil tank. As stated above, it has three major factors as to an improvement, such as the life cycle of structure (especially physical life cycle), and the many factors related to the duration years of the oil tank and analysis result. Based on this study, the improvement of oil tank was established. For example, the ground investigation needs before design and construction of oil tank, and constructing the oil tank by retaining wall type tank is good for maintenance. Also, it is important that the system for drainage is related to maintenance.

Oil Storage Tank Inspection using 3D Laser Scanner (3D 레이저스캐너를 활용한 유류 저장탱크의 검사)

  • Oil storage tanks are a major structure in chemical industrial complexes. Damage to the structure due to natural disasters or poor management can cause additional damage, such as leakage of chemicals, fire, and explosion, so it is essential to understand the deformation. In this study, data on oil storage tanks were acquired using a 3D laser scanner, and various analyzes were performed for storage tank management by comparing them with design data. Modeling of the oil storage tank was performed using the data and design drawings acquired by a 3D laser scanner. An inspection of the oil storage tank was effectively performed by overlapping. In addition, cross-sectional and exploded views of the deformation were produced to generate visible data on the deformation of the facility, and it was suggested that the oil storage tank had a maximum deformation of -7.16mm through quantitative analysis. Data that can be used for additional work was obtained by producing drawings to be precisely inspected for areas with large deformation. In the future, an inspection of oil storage tanks using 3D laser scanners is quantitative and visible data on oil storage tank deformation. This will greatly improve the efficiency of facility management by rebuilding it.

Current Issues on the Oil UST Management and Future Directions for the Prevention of the Subsurface Contamination (현행 주유소 지하유류저장시설 관리의 문제점과 토양${\cdot}$지하수 오염 방지를 위한 개선방안 연구)

  • The current status and problems of UST management in gas stations were reviewed, and suggestions were made for possible improvement of UST management. Regulations and programs relevant through the whole life cycle of the UST, such as construction, installation, operation, and disclosure are insufficient to prevent oil release. The UST requirements are less stringent compared to those of the U.S. and EU members. Current soil test does not seem to be practically effective in detecting soil contamination caused by oil release. The potential for subsurface contamination due to oil release from the UST is estimated from available data other than soil test results. Much higher following future directions and suggestions are made to improve current unsatisfactory UST management: Firstly, increasing the UST requirements - establishing more stringent standards for new UST facilities, and adding new regulatory requirements for existing UST facilities; secondly, replacing current soil test with the tank and piping tests; thirdly, reinforcing programs for supervising the tank construction and installation; fourthly, constructing a system in which independent gas stations can properly manage the USTs; and lastly, educating UST owners and operators, and constructing DB of UST facilities.

Oil Tank Location Problem Solving with Mixed Integer Programming & GIS (혼합정수계획법 및 GIS를 활용한 유류저장탱크의 입지선정)

  • A framework of using and integrating GIS and OR tools for determining the best site selection has been provided. In this research, we demonstrated that both the P-Median heuristic method and MIP method can be successfully applied to the optimum site selection problem of oil tank location selection. Furthermore, the results identified by both approaches are identical. To accomplish this, both GIS road and maritime networks have been constructed and combined to calculated the minimum distance matrix, which is required by both approaches. After the application to the Korean peninsula, the facility locations chosen are Kunsan, Yosu, Busan, and Okgye for each district. As has been shown, the power of GIS and both algorithm have been demonstrated throughout the research and further similar research can also be conducted using the power of GIS and Operations Research tools.

Prevention of Soil Contamination from Underground Storage Facilities of Petroleum Product and Hazardous Chemical Compounds (유류 및 유해화학물질 저장시설에서의 토양오염 방지대책)

  • The practices of the construction and management of the petroleum and hazardous chemical compound storage facilities in Korea were investigated extensively, and the problems were identified. The advanced technologies in the U.S.A were comparatively studied. Considering the effectiveness of leak prevention and applicability, the following measures were suggested. To prevent corrosion of a tank, a clad tank, an interior lining tank, or a double-wall tank were thought to be the most cost effective. For piping. use of non-metalic materials was suggested. A catchment basin seemed to be effective for preventing spills. For monitoring of leaks, constructions of more than one of detection systems, such as an automatic leak detection device. a vapor detection system, a groundwater monitoring system, or a double-wall monitoring system, were recommended.

LNAPL Detection with GPR (GPR 탐사방법을 이용한 유류오염물질(LNAPL) 탐지)

  • An experiment was conducted using a sand and gravel-filled tank model, to investigate the influence on the GPR response of vadose zone gasoline vapor phase effects and residual gasoline distributed by a fluctuating water table. After background GPR measurements were made with only water in the tank, gasoline was injected into the bottom of the model tank to simulate a subsurface discharge from a leaking pipe or tank. Results from the experiment show the sensitivity of GPR to the changes in the moisture content and its effectiveness for monitoring minor fluctuation of the water table. The results also demonstrate a potential of GPR for detecting possible vapor phase effects of volatile hydrocarbons in the vadose zone as a function of time, and for detecting the effects of residual phase of hydrocarbons in the water saturated system. In addition, the results provide the basis for a strategy that has the potential to successfully detect and delineate LNAPL contamination at field sites where zones of residual LNAPL in the water saturated system are present in the subsurface.

주유소 인근 토양의 유류 오염도 조사

  • 지하저장탱크가 설치된 지 20년 이상 경과된 D주유소를 대상으로 14개의 지점에 대한 토양 및 지하수 오염도 조사를 실시하였다. 현장의 토양이나 지하수는 저장탱크나 주유기로부터 거리에 따라 다소 차이가 있었으나 불포화 층에 Free Liquid 상태의 유류가 존재할 정도로 상당히 오염되어 있다는 것을 확인하였으며, 본 대상지역의 오염원은 가솔린보다는 디젤에 의해 더 심하게 오염된 것으로 조사되었다.

Experiments on the GPR Reposnse of the Organic Hydrocarbons (유류오염물질의 GPR 반응에 대한 모델 실험 연구)

  • A physical model experiment was conducted using a sand and gravel-filled tank model, to investigate the influence on the GPR response of LNAPL vapor phase effects in the unsaturated zone and of residual phase of LNAPL trapped in the saturated zone. Background measurements of GPR were made with only water in the tank using a fluctuating water table model. Gasoline was, then, injected into the bottom of the model tank to simulate a subsurface discharge from a leaking pipe or tank at depth, obtaining GPR data with rising and lowering of water table. Results from the experiment show the GPR sensitivity to the changes in the moisture content in the vadose zone and its effectiveness for monitoring minor fluctuation of the water table. The results also demonstrate a potential of GPR for monitoring possible vapor phase effects of volatile hydrocarbons in the vadose zone as a function of time, and for detecting the effects of residual phase of hydrocarbons in the water saturated system. In addition, the results provide the basis for a strategy that has the potential to successfully detect and delineate residual LNAPL contamination in the water-saturated system at field sites where the conditions are similar to those simulated in the physcial models described herein.

Study on the Evaluation of Radiant Heat Effects of Oil Storage Tank Fires Due to Environmental Conditions (환경조건에 따른 유류저장탱크 화재의 복사열 영향 평가 연구)

  • In this paper, the risk of damages to humans and properties due to fire explosions in gasoline storage tanks is identified, and the effects of radiant heat on adjacent tanks are evaluated to present the necessary area to secure safety. A simulation was conducted to evaluate the effect of radiant heat (Maximum emission) on adjacent tanks in an oil storage tank fire due to environmental conditions (Wind speed and temperature) in the Northern Gyeonggi Province. The result indicated that the radiant heat released in the fire of an oil storage tank was increased by approximately 1.9 times by the maximum wind speed and the difference occurred in the range of 700~800 kW by the maximum temperature. If a storage tank fire occurs, securing approximately 34.4 m of holding area is necessary. In the future, evaluating the radiant heat emitted by the fire of gasoline storage tanks will be required by applying various environmental conditions, and through this, research on specific and quantitative holding area is required.

Study of High-capacity Foam Discharging Systems for Full Surface Fire of Big Oil Tanks (대형 유류저장탱크 전면화재 대응을 위한 대용량포방사시스템 연구)

  • Oil tank fires need to be suppressed differently from other oil-related fires, due to the high-temperature flames and hot updraft above the tank, in the former case, that cause the destruction of large amounts of foam. We studied high-capacity foam discharge systems based on the standards of the American Petroleum Institute (API), National Fire Protection Association (NFPA), British Standard European Norm (BS EN), and the laws of Japan. The performance of a high-capacity foam discharge system was measured by conducting real fire experiments with model oil tanks. We concluded that lightweight and easily movable high-capacity foam discharge systems should be urgently introduced in domestic operations. Additionally, the obstacles faced by major tanks, such as long-distance installation of large-diameter fire hoses and narrowing of firefighting spaces, should be resolved depending on the conditions of the site.
