  • The purposes of this study are to derive the regions in Seoul that lack gifted education units by analyzing the spatial distribution of the units and to investigate the factors related to the unit locations. The gifted education units are divided into the three following types: the first type is a gifted class at a school, the second type is a gifted education center at a provincial office of education, and the third type is a gifted education center at a university. The results of using a GIS-based spatial analysis were as follows. First, a buffering analysis showed that even though there were gifted educational blind spots in Jongno-gu and in parts of the outskirts of Seoul, the spatial distribution of gifted education units in Seoul seemed homogeneous because they were too small. Second, a special quotient analysis showed that there was a hub unit of gifted education in Guro-gu. Third, an analysis of local Moran's Index showed that Jung-gu was a cold spot and Songa-gu was a hot spot. Fourth, a correlation analysis investigated that the number of gifted education units had generally no statistically significant relationship with economic factors. These results will help to improve the efficiency and equity of the management of the gifted education units in Seoul that will be established or expanded in the future.

A total of 122 stakeholders in gifted and talented education responded to SoCQ(the Stage of Concerns Questionnaire, Hall & Hord, 2011). The SoCQ responses of these stakeholders to consulting for gifted education institutes were converted into relative intensities and SoCQ profiles, which were analyzed by the affiliated areas of institute, teaching years in gifted education, continuities of affairs in gifted education, and approaches to teacher training for gifted education with using t-test and one-way analysis of variance. Results indicated that stakeholders generally showed the highest concern for stage 1(information) and the lowest concerns for stage 4(consequence), which were the initial stage of change and innovation in consulting for gifted education institutes. In the meanwhile, skakeholders having training program for professionals showed the more concern for stage 6(refocusing), which was a kind of resistance for the present consulting for gifted education institutes. On the based on these results, this study suggested ways(or methods) for settlement and the diffusion of successful gifted education consulting.

  • The research attempts to explore legal issues related to teacher certification in gifted education. For this end, first, the institutional processes of the 'Law of the Promotion of Education for the Gifted and Talented' and its legal characteristics were reviewed. The 'Law of the Promotion of Education for the Gifted and Talented' appeared to be superior to the 'Law of Elementary and Secondary School Education' in order to ensure the right of the gifted to receive a proper education. In consequences, regulations related to teacher certification in gifted education should require to obtain professional knowledge and ability in addition to general education teacher certification. Second, the differences between 'Law of the Promotion of Education for the Gifted and Talented' and 'Law of Elementary and Secondary School Education' were analyzed. It was found that the 'Law of the Promotion of Education for the Gifted and Talented' is not sufficiently articulated in terms of required and elective courses and hours to certify teachers for the gifted as well as their employment at gifted educational institutions. In conclusions, further attentions to legal imperatives in gifted education are called for establishing and upgrading teacher certification in gifted education.
