A research and management institution plays a middleman role between government departments and research institutes. Research records collected from research institutes are important not only as evidence for research tasks but also for knowledge and information sharing. In this study, the key research records collected by research management institutions are identified, and problems are analyzed to present efficient measures to improve key research management.

The purpose of this study is to propose an approach to acquire research records effectively in context of government-funded research institutes via case studies and a questionnaire survey. For the case studies, a report from Joint Information Systems Committee JISC in UK, the University of Melbourne policy on the management of research data and records, a report from Canadian Association of Research Libraries(CARL) are analyzed. In addition, a survey questionnaire is conducted for forty nine government-funded research institutes and forty three responses out of 49 institutes are collected and analyzed. Based on the analyses on case studies and responses of the survey, an approach for research records management with four aspects is proposed: regulatory policy, best practices and manuals, professionals for research records, and outreach programs of individual reseach institutes for acquiring appropriate research records.

본 연구는 국내 대학 기관레포지터리의 사례를 심층적으로 분석함으로써 경영자의 개입으로 통제 가능한 요인이 실제 기관레포지터리의 성공에 미치는 영향관계를 밝히는데 그 목적이 있다. 구체적으로 문헌연구를 통해 기관레포지터리의 성공요인을 도출하였으며, 국내 대학 기관레포지터리의 대표적인 사례를 분석하고, 실무자와 심층면담을 수행하였다. 그 결과 기관계획의 일환으로 재정지원을 확보하는 것은 기관레포지터리의 지속가능한 관리 체계 확립을 가능하게 하며, 특히 연구자의 업적평가, 연구성과 관리와 연계하여 기관레포지터리가 운영될 경우 연구자의 연구성과물을 확보할 수 있을 뿐만 아니라, 기관 내 연구자의 참여를 독려할 수 있음을 발견하였다. 따라서 기관레포지터리가 도서관만의 사업이 아닌, 기관 사업의 일환으로 운영되는 것은 기관레포지터리의 성공에 긍정적인 영향을 미치는 것으로 판단된다. 또한 이를 효과적으로 추진하기 위해서는 최고 경영층의 이해와 관심을 이끌어내기 위한 노력이 필요하다.

본 연구는 R사의 대고객 만족도 향상을 위하여 고객관계관리(customer relationship management, CRM)를 수행하기 위한 목적으로 추진되었다. 연구의 주안점은 연구관리 데이터베이스로부터 연구관련 변수들의 패턴 및 상호작용을 고려하여 연구계약기관을 그룹내부기관과 외부기관으로 분류함으로써 기관별 연구과제의 연구유형 및 연구비에 대한 분석을 통하여 향후 대고객관리의 방향을 설정하기 위한 목적으로 시도되었다.

This paper aims to explore the relationship between organizational competencies and performance by analysing perception survey data of R&D management agencies in Korea. The regression analysis results show the perceived performance measured by policy contribution and R&D management efficiency may be enhanced by organizational competencies such as professionalism and efficiency of R&D management specialized agencies. The paper suggests several improvement measures for strengthening professionalism of R&D management agencies in Korea. First, expertise competencies for strategic planning, management, evaluation need to be empowered in the whole process of R&D cycles. Second, in order to stabilize financial resources of R&D management specialized agencies, the existing R&D budget for Planing, Evaluation and Management should be reformed. Third, R&D management specialized agencies need setting up special organizations for managing inter-organizational collaboration with other R&D organizations. And the agencies should employ special experts in each position for strategic planning, management, evaluation, performance and commercialization. Finally, different R&D management procedures of each R&D management specialized agency need to be standardized in order to promote innovative R&D culture.

Today's information services in most archival institutions implement the same administrative procedures for general users and academic researchers, leading to issues hindering the latter's research activities. As such, this study presents a direction for the effective provision of information services by investigating and analyzing information sources mainly used by academic researchers, who are one of the major user groups; researchers' use behaviors in archival institutions; and experiences and perceptions on the such institutions' information services. In particular, surveys and interviews were conducted, and 75 questionnaire responses and 8 interview results were analyzed. The results of the analysis were summarized into the researcher's background information, information sources used, behaviors in using archival institutions' services, information service utilization, improvement requirements, and desired services. Through the results' implications, plans for the provision of information services by archival institutions were proposed based on the researchers' needs and preferences.

The discussion on local archives management institutions started in the early 2000s and has been steady. In the law, local records management institutions first appeared in 1999, and in 2007, the establishment of local records management institutions by local governments became compulsory. The archival institutions of local government, however, were actually founded in the Gyeongnam Province, 2018, and in the Seoul City, 2019, over 10 years after the revision of the law. And as of 2021, various local governments, including Gyeonggi-do, are conducting research to establish local archives management institutions. This is the time when domestic records management institutions are introduced in earnest. However, it is still unclear how regional archives will operate in practice, particularly how they will accommodate the management of private archives, which has long been regarded as the mission of regional archives. In this thesis, the past discussions on the local record management institutions will be reviewed focusing on private record management. In this regard, it is intended to examine the current state of private records management of local records management institutions through the current status of local records management institutions in operation, and to seek directions for local records management institutions based on this.

The institution, which was temporarily run, has not registered and has neglected records due to its temporality. In this regard, many related experts have pointed out their risk of loss. Therefore, the objective of this study is to analyze the problems of the temporary institution's records management system by investigating the current situation, and to suggest solutions, thereby arousing the necessity of managing the records produced by dissolved agencies. To specifically review this, first, this paper analyzes the records management system of abolished institutions, focusing on the working environment, related laws, and guidelines. Moreover, it indicates the problem with regard to the effectiveness of legal systems, the lack of professionalism and infrastructure for records management services in temporary agencies, and National Archives of Korea's passive response. With regard to these problems, there are some solutions presented such as the complementation of related laws and guidelines, the strengthening of professionalism in relevant agencies in relation to managing records properly, and the establishment of cooperative networks between related institutions.

The use of records has been regarded as the ultimate goal of preserving records, and reference services are considered key tasks in records management. Particularly in Korea where the importance of archives and records management is not recognized sufficiently, we need to help the public recognize the importance of institutions, managing archives, and archives kept in the archives, and create new uses. In order for archives to notify archives, institutions and managing archives to potential users, they can use publications, exhibitions and education programs. In foreign countries, services such as public programs and outreach services have already been being executed by archives in order to publicize the archives actively to the public, and various supports are provided so that people can use archives in educational activities. What is more, publishing and exhibition programs are also linked to education, which can increase the use of archives and promote archives culture. Thus, archives play important cultural and educational roles. As archives' roles are being expanded and local archives are being established compulsorily in Korea, archives should play their roles not just as administrative agencies collecting official documents but also as cultural and educational institutions providing various forms of information and education. Creating new demands for important archives by notifying such archives through public programs approaching users, they should find ways for laying the ground for their existence. The objectives of this study are to look for the method of public program operation suitable for the Korean situation, to define abilities and roles required to archives as program planners, and ultimately to increase the use of archives and contribute to the settlement of archives culture.

본 연구에서는 국학자료의 효율적 활용을 위한 국학연구기관의 검색인터페이스 설계 지침을 제공하고자 한다. 국학연구기관은 우리나라의 대표적인 4대 국학기관인 국사편찬위원회, 민족문화추진회, 서울대 규장각, 한국정신문화연구원을 대상으로 하고, 본 연구의 목적을 달성하기 위해 문헌조사와 4개 기관의 홈페이지를 자주 이용하는 박사과정 이상의 전공자와의 일대일 면접을 통해 평가항목을 작성하였다. 이를 토대로 분석하여 문제점을 알아보고, 국학연구기관의 특성에 맞는 검색인터페이스 설계 시 고려해야 할 제반지침들을 제시하였다.
