The National Cyber Capability Assessment(NCCA) could be used as meaningful information for improving national cyber security policy because it provides information on the elements necessary for strengthening national cyber capabilities and the level of each country. However, there were few studies on improving cyber capabilities using the NCCA result in Korea. Therefore, we analyzed the result of National Cyber Power Index(NCPI) conducted by Belfer Center of Harvard Univ. by applying modified-IPA method to derive cybersecurity policy agendas for Korea. As a result, the need to set agendas on surveillance and offensive cyber capability and improve the effectiveness of policy implementation for intelligence and defense was drawn. Moreover, we suggested need for in-depth study of each policy agenda deduced from preceding research data as a future tasks. And it is expected to increase practical use of NCCA for domestic policy analysis by developing and using our own NCCA model which considered analysis framework proposed in this study.

The Testing Frontier Capability Assessment Model (TCAM) is based on ISO/IEC 9126, TMMi and TPI. Since ISO/IEC 9126, TMMi and TPI were made over 10 years ago, TCAM faces the problem that it can not assess and analyze the capability of small businesses that employ new software development methods or processes, for example Agile, TDD(Test Driven Development), App software, and Web Software. In this paper, a method to improve the problem is proposed. The paper is composed of the following sections: 1) ISO/IEC 9126, ISO/IEC 25010 and ISO/IEC/IEEE 29119 part 2 review 2) TCAM review 3) software product quality perspective comparison, and analysis between ISO/IEC 9126, ISO/IEC 25010 and TCAM 4) comparison, and analysis between ISO/IEC/IEEE 29119 part2 and TCAM and 5) proposal for the improvement of TCAM.

The ICEC (Index of Construction Engineer's Competency) quantifies the competence of construction engineers using such parameters as experience, education, and qualifications and assigns four technical grades (expert, advanced, intermediate, and beginners) to construction engineers according to their scores for the efficient management and loading of technical personnel. However, as of 2020, the seventh year since its implementation, ICEC has shown many problems in its application, unlike its intended purpose. So institutional supplementation is required to provide improvement measures that can cope with the changing labor market environment and complement the current ICEC. Therefore, this study examined the current status of the career management system after the introduction of the ICEC, suggested a career index proportional to the competence of construction engineers from the beginner to the expert level, and developed an effective capability evaluation model I²CEC. The improved model presented in this study provides a means to comprehensively judge the performance, experience, and the professional work abilities of construction management engineers. Furthermore, the results of this study are expected to contribute to the development of efficient manpower and career management systems for enhancing the competitiveness of the domestic construction industry.

This research is intended to improve the performance of "small and medium companies international marketing program" by screening the performance indicators of the program. The program aims to prepare SMEs to penetrate foreign market and become global companies eventually. This research analyzed the current SMEs international marketing programs based on Logic Model to find the current performance measurement lacks in qualitative indicators and process evaluation with focusing on quantitative indicators and short term result evaluation. Therefore, the measurement indicators should be balanced between process and results including mid-term and long term results.

With the number of social overhead capital(SOC) projects that introduce private capital on the rise, overseas construction global companies today need to establish and advance their overseas order strategies. In this context, the purpose of this study is to develop the public private partnership(PPP) capacity evaluation model for developing countries and use it for domestic overseas construction companies to establish strategies for overseas expansion. The PPP competency evaluation model analyzes the importance of PPP competency evaluation items and infrastructure environment competency evaluation items through a review of previous studies and an interview survey with overseas construction experts. Through the above analysis results and expert surveys, problems that may occur when overseas construction companies enter the PPP market were derived, and improvement measures were proposed. Countries with a high probability of overseas construction companies entering the PPP market were determined to be those that have a mature PPP system, low risk in construction, and a good entry environment with a high infrastructure market size and growth rate. In addition, a lack of PPP investment experience, the absence of information on the infrastructure environment, and a shortage of PPP experts were identified as problems when entering the overseas construction PPP market. As an improvement measure, it was suggested to enter in cooperation with domestic and foreign companies. In addition, a plan was proposed to develop a curriculum to secure experts in areas such as PPP finance and contracts and to provide PPP information for each country. These findings are expected to contribute to overseas construction companies proposing strategies for entering the overseas construction market and using them for overseas expansion strategies and policy establishment.

Teaching and learning research is essential to prepare for the era of the 4th industrial revolution. We must strengthen the creative educational capabilities of prospective teachers by improving the curriculum and teaching-learning model of teacher training colleges. Future education should foster creative thinking based on communication and collaboration. In this study, we improved the future teaching and learning model and applied it to actual classes. In addition, we verified the effectiveness by conducting pre- and post-surveys on the capabilities of future creative teachers. The survey consists of common satisfaction questions and questions about future creative teacher capabilities. As a result of the analysis, we confirmed that the capacity of future creative teachers increased.

Recently, the aging of public facilities in Korea have accelerated, and the existing framework for facility management is shifting toward to facility asset management in terms of performance-based proactive control. Therefore, the operation of public facility involves both safety assurance from the deteriorated facilities and management capabilities for sustainable maintenance in the required valuation and level of service, such as valuation of facility assets, life-cycle management plans, financing, and so on. In this study, the Facility Asset Management Indicator(FAMI) has been developed for public facility asset management, and it provides the quantitative management grade, based on international standards, such as ISO 55000 series and International Infrastructure Management Manual(IIMM). The FMMI includes 10 key areas to apply a diagnosis model into management capabilities, 113 detailed elements, and 5 maturity grades. As the importance of public facility asset management is increasing constantly, this is expected to identify previously the strengths and weaknesses of public facility operating institutions. Eventually, they can obtain the effective ways to improve their own capabilities, minimize the public funds, establish the strategies for innovating the current management structures, and operate stably the facilities in the required performance.

This study aimed to develop self-diagnosis tools to evaluate the common competence level of public library librarians, apply them to actual public library librarians, and analyze the factors of competency value evaluation through empirical research methods. To this end, the study modify the existing capacity value evaluation indicators of librarians from a public library perspective and conducted a survey to self-diagnose the common capabilities of public library librarians. As the results of analysis showed that librarians of public libraries themselves think that the level of core competence that professional librarians should acquire is relatively higher than the average. Among the overall capabilities of librarians, the average of the 'librarians' behavior and attitude' area was the highest, followed by the 'librarians' skill' and 'librarian's knowledge' areas. The study suggested to strengthen the capacity of public library librarians for various duties, the re-education system for librarians should be established, and a systematic system for promoting librarians' duties as professionals, and a personnel system for professional development.

최근 전국의 각 대학교와 한국대학교육협의회에서는 대학교 경쟁력을 우수한 인재를 양성하는 교육에 있다고 보고, 교육 활동에 비중을 높이고 강의 및 학생 지도에 역량을 집중하고 있다. 지금까지 대학 교육 활동의 대부분을 차지하는 수업에 대한 평가는 학생의견을 바탕으로 한 강의평가와 교수업적 반영 위주로 진행되고 있다. 따라서 본 논문에서는 교육 활동영역에서 수업의 평가 지표를 마련하고 체계적인 수업 개선을 위해 수업 평가 요인을 도출하고, 평가 결과물을 토대로 평가 요인에 적합한 개선 방안을 제시하는 환류 체계를 제시하고자 한다. 이를 통하여 강의평가 결과가 평가 항목에 따른 측정 결과 제시에서 수업 개선의 피드백을 제공하는데 초점을 맞추어 체계적으로 수업의 품질을 관리할 수 있을 것으로 사료된다.

Since the global financial crisis, the Korean domestic construction market has continuously experienced downturns, and the Korean domain construction firms'profitability has been persistently deteriorated. Domestic construction firms have rapidly advanced to overseas markets exclusively for the construction contract packages. However, the profitability for the construction contracts has been lower compared to engineering or project management contracts. One of the critical issues the Korean firms have faced was project management capability across all phases in project execution. Even though several project management capability assessment tools were introduced, most tools were applicable to a wide variety of industry sectors rather than construction industry. Project management capability assessment tool specifically applicable to domestic CM firms was developed through this research, in order to assess project and program management capabilities and improve the competitiveness in overseas market Also, the correlation between project, programs, and the CM infrastructure were identified. The CM firms were divided into two groups according to the size of the business, and both were evaluated at the project and the program level based for the 9 different criteria. The project management capability assessment tool developed for the CM firms can be used for self-assessment to distinguish the strengths and weaknesses of each company at the project and program level. In addition, the current status of each group can be identified by spotting improvement areas for the management capabilities.
