  • 본 논문에서는 대학교의 재난안전관리 역량 증진의 필요성을 시사하고, 이를 위한 방법론을 제시하고자 하였다. 대학교는 다량의 화학물질 보유, 출입통제 제한적, 인적 물적 인프라 집중 등의 이유로 재난 및 안전사고 발생 확률이 높으며 동시에 발생 시 피해규모도 클 것이라 예측 가능하다. 하지만 아직까지 대학교 재난안전관리에 대하여 대학실험실안전관리에만 치중되어 있는 경향이 있다. 그러므로 대학교 재난안전관리 역량지표를 개발하고 역량수준을 진단하여 전반적인 대학교 재난안전관리 역량수준을 향상시킬 필요성이 있다. 본 논문에서는 대학교 재난안전관리 역량지표 개발을 위해 선행되어야 할 국내외 재난안전관리 역량분석을 실시하였다. 대학교 재난안전관리 현황분석을 통한 대학교 재난안전관리 업무목록을 바탕으로 국내외 재난안전관리 역량지표를 적용하여 대학교 재난안전관리 역량지표 개발이 가능할 것이다.

Developing Competency Model and Analyzing Competency Needs for Construction Manager in D Co., Ltd. (건설사업관리자 역량 모형 개발 및 역량 요구 분석: D사(社) 사례를 중심으로)

  • The purpose of this study was to develop a competency model and analyze the competency needs for construction manager in D Co., Ltd.. The delphi method of 25 excellent construction managers working in D Co., Ltd. was used to develop a competency model. The results showed that there would be a construction manager competency model which consisted of 3 competency clusters, 11 competencies, and 60 key actions. Then the survey of 114 construction managers working in D Co., Ltd. was conducted to examine concurrent construct validity of the competency model for construction manager and to analyze construction managers' competency needs by using the Borich's formula and the Locus for Focus Model(LfFM). The results showed that construction managers perceived 'communication', 'risk management', 'goal orientation', 'customer orientation', and 'project management' as top five priorities of competencies for construction managers. Based upon the above results, some implications were suggested for developing construction managers' competencies and improving their performance.

핵심역량 지향성과 IT 아웃소싱 프로세스 관리역량이 IT 아웃소싱 성과에 미치는 영향에 대한 연구

  • 본 연구는 핵심역량 지향성을 중심으로 고찰한 IT 아웃소싱 성공요인 및 결과에 관한 것으로, 아웃소싱 프로세스 관리역량과 기업의 핵심역량 지향성이 IT 아웃소싱된 업무 복잡도와 아웃소싱 성과에 영향을 미치는 지, 그리고 아웃소싱 프로세스 관리역량이 기업의 핵심역량 지향성과 아웃소싱 성과의 관계를 매개하는 효과가 있는지에 대한 실증 연구이다. 따라서 본 연구는 독립변수로 핵심역량 지향성과 종속변수로 아웃소싱된 업무 복잡도 그리고 매개변수로 아웃소싱 프로세스 관리역량을 사용하였다. 국내 IT 아웃소싱 협회에 등록된 회사의 IT 부서를 대상으로 200 개의 데이터를 확보하였고 공분산 구조방정식 모델로 분석하였다. 연구결과, IT 아웃소싱 프로세스 관리역량은 핵심역량 지향성이 아웃소싱된 업무 복잡도와 아웃소싱 성과에 미치는 영향을 매개하는 것으로 밝혀졌다. 그리고 핵심역량 지향성은 아웃소싱의 성과에 긍정적인 영향을 미치지만 아웃소싱된 업무 복잡도엔 유의한 영향을 미치지 않는 것으로 나타났다.

A Study on Core Competencies of Archivists & Records Managers (기록관리전문직의 핵심역량에 관한 인식 연구)

  • The purpose of this study is to survey the importance and holdings of competency of Archives and Records management Professions and compare the difference between the quantum. For these purposes, I derived six competencies(tasks, knowledge, skills, interests, work values and attitudes) from O*NET and used this by questionnaire. Survey is conducted to archivist and records managers in National Archives, central government agencies, municipalities, school districts and universities. Through this analysis, I seized core competencies and holdings of archivists and records managers and the difference between the quantum by organization and career. In addition, I suggested the difference between Korean's and American's competency importance.

Development of AHP-based Aviation Logistics MPE Company's Production Management Job Training (AHP 기반 항공물류 소부장 전문기업의 생산관리 직무교육 개발 방안)

  • In this study, AHP-based production management job training was developed for MPE companies in the aviation logistics industry. The AHP model was designed with upper and lower classes. Purchase management competency, material management competency, process management competency, and SCM competency were selected as factors of the upper class of production management job training. Lower class evaluation factors were selected for each upper class. As a result of AHP analysis, the relative importance of the upper class evaluation factors was found in the order of SCM competency (0.322), process management competency (0.314), material management competency (0.201), and purchase management competency (0.163). Among the upper classes, it was analyzed that the importance of SCM competency and process management competency was high. The final priority of evaluation factors for the development of the production management curriculum of MPE companies in the aviation logistics industry was analyzed as follows. First, supply chain performance management, which is the lower layer of SCM competency, was analyzed as the top priority factor, and the priorities of evaluation factors were derived such as facility preservation management, which is the lower layer of SCM competency, supply chain production operation, which is the lower layer of SCM competency, process quality management, which is the lower layer of SCM competency, supply chain transportation management, and supply chain supply plan, which are the lower layers of SCM competency

  • Today, the United States, Europe and other advanced organizations are utilizing the concept of competency-based HR management. Recently, many organizations in Korea are also managing workforces by introducing the concept of job competencies in personnel management. However, in spite of the current trend, domestic human resources management methods for construction managers continues to operate by asking about work experience, licensing, education level, etc. This is a seniority system and it functions separately from an assessment of practical job competencies for the business. Moreover, construction management work has been very fragmented in terms of expertise and capacity depending on the type of management work and project progress. Therefore, it is necessary to develop a competencies management system for each business segment to effectively manage job competencies that reflect the the characteristics of a construction manager' s work. As such, the aim of this study is to analyze human resources management methods pertaining to domestic construction managers and present challenges and limitations in current practices. In particular, factors affecting the job competencies of construction managers are analyzed statistically. The results of this study will be used as the basis for future research into development of a construction manager competency management system.

Development of a Job Competency Model of a Dental Intermediary-Manager Using the Delphi Method (델파이를 활용한 치과 중간관리자의 직무역량모델 개발)

  • The purpose of this study was to identify job competencies of a dental intermediary-manager and to develop a job competency model. First, job competencies were extracted from literature review. Next, a focus group interview was conducted with a total of 5 people to prepare a draft of job competency model for dental intermediary-manager. Finally, a Delphi survey was conducted with 32 panels. A job competency model for dental intermediary-manager consisted of 6 groups which were dental business management, medical support, human resources management, communication, customer management, leadership, self-control and attitude. Subsequently 25 sub-competencies and 95 behavioral indicators were developed. The job competency model will be able to provide basic data for the development training programs to improve the competency of dental intermediary-managers.

A Study of Project Management Capability in Global Information System Projects (글로벌 IS 프로젝트 관리 역량에 관한 연구)

  • 글로벌 IS 소싱이 확산됨에 따라 다국적 팀원들로 구성된 글로벌 프로젝트 팀이 급격히 늘어나고 있다. 상이한 시간대에 위치한 팀원 간의 상호작용이 필수적인 글로벌 프로젝트는 이러한 시간적, 공간적 복잡성 때문에 프로젝트의 성공적 수행에 많은 어려움을 겪고 있다. 본 연구는 성공적인 글로벌 프로젝트 수행에 필요한 프로젝트 관리 역량에 대한 탐색적인 연구 조사를 하고자 한다. 본 연구는 글로벌 프로젝트 관리 역량을 정보 기술적 역량(IT capability)과 인적 자원 역량(human resource capability)의 관점에서 고찰하였다. 연구 결과에 따르면 기술적 역량으로는 팀원 간의 조정 및 지식 공유 등을 지원하는 협업 도구(collaborative tools)가 프로젝트 성공에 중요한 역할을 하고, 인적 자원 역량과 관련해서는, 기존에 중요시 여겨지던 기술적 지식들 보다는 경영학적 관리 지식 및 의사 소통 능력 등이 중요시 여겨지는 것으로 나타났다. 인적 역량의 관점에서, 본 연구 결과는 해외소싱이 활발해 짐에 따라 프로젝트 관리자(Project Manager, PM)들이 가져야 하는 주요지식으로 기존의 기술적 지식의 비중은 급격히 줄어든 반면, 의사소통 능력, 해외개발 인력관리, 소싱전략 등과 같은 관리에 대한 지식과 비즈니스 업무지식이 점차 중요해 지고 있음을 보여주고 있다. 한국의 해외 소성은 매우 초기 단계에 있지만 본 연구는 차제에 한국의 IT 인력 특히 PM 인력들이 갖추어야 하는 지식요건과 해외소성을 관리하기 위한 기술적 역량 등에 대한 방향을 제시하고 있다는 점에서 의의가 있다.

The Effects of Project Manager's Competencies on the Performance of NPD Project in Project Matrix Organization: Focused on the Institute of Technology of Company A (프로젝트 매트릭스 조직의 신제품개발 프로젝트에서 프로젝트 관리자의 역량이 성과에 미치는 영향 -A사 기술연구소를 중심으로-)

  • This paper is empirically to examine the effects of project manager's competencies (intellectual, managerial, and emotional competencies) on the performance for planning and outcome of NPD (new product development) project in project matrix organization. To achieve this purpose, we employ a field survey of project managers in project matrix organization and PLS (partial least square) structural equation modelling to test hypotheses of our research model. The results show that intellectual competency positively affect both of performances for planning and for outcome, whereas managerial and emotional competencies have not significant effect on them. Our attempt is to provide theoretical implications to current studies related to project management and helps for practitioners to develop a program for selecting and training capable and promising project managers.

Development of A Model for Diagnosing Management Capabilities of Public Facility (공공시설물관리 역량 진단 모델 개발)

  • Recently, the aging of public facilities in Korea have accelerated, and the existing framework for facility management is shifting toward to facility asset management in terms of performance-based proactive control. Therefore, the operation of public facility involves both safety assurance from the deteriorated facilities and management capabilities for sustainable maintenance in the required valuation and level of service, such as valuation of facility assets, life-cycle management plans, financing, and so on. In this study, the Facility Asset Management Indicator(FAMI) has been developed for public facility asset management, and it provides the quantitative management grade, based on international standards, such as ISO 55000 series and International Infrastructure Management Manual(IIMM). The FMMI includes 10 key areas to apply a diagnosis model into management capabilities, 113 detailed elements, and 5 maturity grades. As the importance of public facility asset management is increasing constantly, this is expected to identify previously the strengths and weaknesses of public facility operating institutions. Eventually, they can obtain the effective ways to improve their own capabilities, minimize the public funds, establish the strategies for innovating the current management structures, and operate stably the facilities in the required performance.
