A Study about Electronic Document Unification for Construction Job-site Report (건설현장보고 전자문서 일원화에 관한 연구)

  • As the field report data does not normalize, ordering organization requires different form every time and field reporters make out form as random, data and report to the ordering organization by different medium such as FAX, e-mail, paper document. Therefore, Field reporters must set and make out same information in required pattern. And ordering organization is being responsible for side works of totalizing and processing the reported data. This research suggests the electronic document unification about monthly construction progress report and construction present condition report system. In addition, it suggests electronically processing function that can handle field report business to unifying electronic documents. As using the result of this research, it will improve the work efficiency and simplify in report business.

IS/IT 기술 및 지식에 대한 충북 지역 IS 실무자 재교육 수요 조사

  • 본 연구에서는 청주와 그 인근 지역에서 정보시스템을 개발하거나 운영하고 있는 업체의 IS 실무자들에게 (1) IS 실무자의 업무 수행 성과, (2) 소프트웨서 및 IT 전문기술수준, (3) IS 지식 및 능력 수준, 그리고 (5) 재교육 수요에 대해서 설문 조사하였다. 본 연구의 조사 대상자들은 주로 Sl(system integration) 업체에 종사하는 IT(information technology) 실무자들과 e-Business를 수행하는 일반 기업에서 전산 업무를 담당하고 있는 실무자들이며, 구체적으로는 전산시스템 운영자, 시스템/데이터베이스 분석/설계자, 어플리케이션/웹 프로그래머, 최종사용자 지원 담당자, e-Business를 위한 IT 지원 인력 등이다. 조사 결과는 다음과 같다. 충북 지역에서 IS 실무자들은 자신들의 업무를 성공적으로 수행하기 위한 지식 및 기술의 다양한 영역에서 광범위하게 지식 및 기술의 결핍을 느끼고 있으며, 자신의 업무 성과가 전반적으로 좋지 않다고 판단하고 있고, 업무 관련 지식 및 기술에 대한 재교육의 필요성을 강하게 느끼고 있다. 또한, 충북 지역의 IS 실무자들은 주된 활동이나 업무가 시스템 개발과 유지보수, 최종 사용자 지원 등의 활동이며, 이에 대한 최신의 기술과 고객 중심의 시각화된 도구(GUI)를 제공하는데 많은 시간을 투자하며, 기존의 반복적인 개발 업무에서 점차 경력이 쌓임에 따라 고객 중심적인 새로운 시스템 개발을 위한 기획과 관리에 많은 관심을 기울이고 있으나, 조직 운영 및 의사결정 등과 같은 기술/지식들에는 낮은 관심을 보였다. IT전문 기술들 중 IS 실무자들이 필요로 하고 보유해야 한다고 응답한 기술들은 대다수가 웹 개발에 관련된 기술이며, IS 실무자들은 대규모 프로젝트의 수행에 필요한 공동 작업 수행 능력의 제고와 그를 위한 재교육에 높은 관심을 나타내었다. 본 조사는 충북의 IS 실무자들을 위한 대학 교육과 재교육을 포함하는 최적의 평생 교육계획 수립을 위한 기초적이고 필수적인 정보를 제공할 것으로 기대된다.

A study on the information providing behavior of public servants responding to the Information Disclosures (정보공개에 대응한 공무원의 업무정보 제공행동 연구)

  • The purpose of this study is to investigate the information-providing procedure of public servants responding to the request for the business information through the Information Disclosure mechanism in Korea. Using date collected by in-depth interviews we studied their information providing behaviors and factors that affect the procedure. Based on Grounded Theory approach, we first generated 55 concepts, 18 categories and 6 super-categories about the participants' feeling, experiences and perception related to their information providing. Then we developed a factor model among those generated concepts. And, we discussed various information providing modality of 3 difference type of information according to the formal record keeping level. The main contributions of this study are the results provide practical implications for the enhancing the Information Disclosure institution in Korea.

A Study on Information Linkage Service for Disaster Situation Management : Focusing on Earthquake (재난 상황관리를 위한 재난안전정보 연계 서비스 방안 연구 : 지진을 중심으로)

  • Researchers have increased their interest in effectively managing the disaster that appear in large scale and complex form. There are two types of disaster information, which are unstructured text data and structured data. Unstructured text data usually refers to text documents that have been referenced by disaster management personnel such as disaster manuals and related regulations, while structured data refers to various disaster information build in the disaster related organization system. This paper proposes a methodology of constructing a disaster information sharing system that enables joint use of disaster related organizations through the establishment of a mutual linkage system by utilizing both unstructured and structured form of disaster information. Especially, Based on the linkage information between structured earthquake information in earthquake related system and earthquake manuals and countermeasures against earthquake disaster, we propose a service that provides the necessary information for earthquake management. It is expected that the task manager will perform effective earthquake state management by acquiring the integrated structured and unstructured earthquake information of the ministries and related organizations.

An Intelligent Approach for Reorganization Record Classification Schemes in Public Institutions: Case Study on L Institution (공공기관 기록물 분류체계 재정비를 위한 지능화 방안: L 기관 사례를 중심으로)

  • As social and political paradigms change, public institution tasks and structures are constantly created, integrated, or abolished. From an effective record management perspective, it is necessary to review whether the previously established record classification schemes reflect these changes and remain relevant to current tasks. However, in most institutions, the restructuring process relies on manual labor and the experiential judgment of practitioners or institutional record managers, making it difficult to reflect changes in a timely manner or comprehensively understand the overall context. To address these issues and improve the efficiency of record management, this study proposes an approach using automation and intelligence technologies to restructure the classification schemes, ensuring records are filed within an appropriate context. Furthermore, the proposed approach was applied to the target institution, its results were used as the basis for interviews with the practitioners to verify the effectiveness and limitations of the approach. It is, aiming to enhance the accuracy and reliability of the restructured record classification schemes and promote the standardization of record management.

  • Following the heightened facilitation of information system in the education field, educational institutions encounter frequent information security infringement accidents. However there is insufficient education for persons in charge of information security duties in educational institutions. This study aims to analyze differences of knowledge and skills required for information security professionals in educational institutions by institution type, service area and duty. Based on the results of multidimensional scaling on survey data, this study presents the information security education framework for educational institutions.

  • These days, computer system has been introduced for work in most areas, including manufacturing, medical service, education, logistics, and other services. To increase work efficiency, mobile system has been more applied. However, on the basis of Android applications, it is hard for laypersons who have no enough knowledge of Android, or computer team members in general firms to develop mobile App. As a result, work efficiency comes to low. Therefore, this study designed and developed the mobile application for anthropometry data input of medical checkup with the use of App Inventor. As shown in the designed and developed mobile application, it is expected to develop a work process mobile App, it is expected to develop a work process mobile App easily and quickly with the use of App Inventor and to increase work efficiency even though there is not much knowledge of mobile application development.

지역사회 건강관리담당자의 만성질환 관리실태:전라남도를 중심으로

  • Objectives: This study was performed to investigate the management status of chronic disease at community health centers. Methods: The study subjects were 450 employed persons at community health centers in Jeonlanamdo. General characteristics, status of chronic disease management and health education were collected for statistical analysis. The differences on management status among working areas were assessed with chi-square test and ANOVA. Results: The mean values of work duration were 18.7 years in rural, 14.4 years in fishing village, and 17.4 years in urban-rural, respectively. The number of management registration was highest in hypertension. The ways of disease management were medication check-up, diet stopping smoking. The contents of group health education were exercise, diet and prohibition of smoking. The place of health education was town assembling hall. The fields which officials wanted to be educated were symptom, diagnosis, treatment and complication. The most important field was early detection of chronic disease patients and health education. Finally, the field requiring support was work standardization. Conclusions: Community health workers have worked positively in chronic disease management. The barriers to work were the lack of professional and preliminary data. The support system with other health organ and health education were needed for the improvement of working ability.

Decision Making Model for a Public Construction Project Delivery Method Selection based on Analytic Hierarchy Process (AHP를 이용한 공공공사 입찰 방식 의사결정지원 모델)

  • The bidding method of public works is decided based on the experience of the officials in charge and the convenience of the work, but the validity of decision making process for the bidding method has not been verified. Another challenge in the bidding method selection is its objective validation is not easy because the decision making is based on experience, when a new type of project is ordered or a new bidding method is applied In this study, therefore, a decision making model to facilitate the selection of a public construction project delivery method was developed and examined with its applicability. This model was developed using the Analytic Hierarchy Process and was verified through 32 persons who were actually in charge of the works. As a result of applying this model, 5 of the 32 persons showed consistency in using the model. and they expressed positive opinions about the model. The model can provide a guide while recognizing the fact that they cannot depend entirely on the model. Therefore, the model proposed in this study is expected to reduce the work-related burden of the persons who are involved in the related work and help the objective performance of their tasks when a new bidding method or project appears in the future.

A Case Study on Redesigning the Retention Schedule of Common Functions in National Research Institutes of Science and Technology (과학기술분야 연구기관의 공통기능 보존기간기준표 설계 사례)

  • This study is a record of the process of jointly designing the records classification scheme and the retention schedule for archival appraisal, which are vital in records management. A total of 8 institutes participated voluntarily and redesigned the retention schedule, which consists of 16 common functions, 66 tasks, and 381 files for about 4 months. The process consists of reviewing the regulations related to the records management of the participating organizations, determining the hierarchy and scope of the retention schedule, deriving 16 common functions as well as the unit task for each function, and constructing the file of each task. In situations wherein it is difficult to expect the government-led policy and strategy specific to the research institute and the research records management, the retention schedule designed jointly by the records managers of the scientific and technological field serves as a useful records management tool. This collaborative effort between records managers of similar agency records will also be significant in jointly coping with the new policy and innovation plans in the future.
