The purposes of this study are to investigate the perception and use of e-books by librarians and children and to suggest important elements to improve e-book services at the children's libraries. User survey questionaries and interviews from fifty five librarians and thirty children were carried for the perceptions and the use of e-books at five children's libraries. Based upon the data analysis from two groups, three important elements for improving e-book services of the libraries were suggested as follows: providing enough e-book contents, facilities and spaces, developing e-book user education programs with proactive pubic relations, and providing professional continuing education programs regarding e-books to librarians.

Bookmagic is a new reading program that encourages children of 5-15 ages to enjoy reading. Bookmagic provides free downloadable resources such as pre-reading and after-reading activities, booklists, posters and awards. Since a number of reading programs have already been developed, published and used, Bookmagic is not a toally new project. However, it is distinguished by the process of creating the program. While most of the reading programs available in Korea were developed by individual occupations(academic experts, private enterprises, civic organisations, associations of librarians or teachers), Bookmagic was designed by a team of various professionals including a picture book author, an academic researcher, a primary school teacher, a school librarian and two public librarians. Working in a partnership with other professionals, participant librarians had a unique opportunity to develop expertises on reading education as a creator of a program rather than as a deliverer.

어린이에게 좋은 도서를 제공할 의무와 책임을 지고 있는 대표적인 기관은 도서관이다. 사서는 어린이를 위한 좋은 도서에 대한 정보를 요구하는 개인이나 단체를 위하여 상담과 조언을 할 수 있어야 한다. 그러나 현실적으로 출판물의 양적인 측면을 고려하면 사서가 어린이의 발달 단계에 적합하면서 좋은 책의 기준도 충족시키는 도서들을 선정하는 작업은 간단한 일이 아니다. 이상적인 관점에서 본다면, 도서를 선정하는 사서가 구입할 모든 책을 좋은 책의 평가 기준에 근거해서 살펴보는 것이 이상적이지만 한정된 시간 내에 모든 책을 자세하게 살펴보고 평가하는 일은 실제 업무상황을 고려할 때 거의 불가능한 일이다. This study aims to explore the key elements to facilitate public children's library services by investigating the current status and limitations in services. For this, data were collected through observations and in-depth interviews with library directors and children's librarians in public children's libraries in Seoul. The interviews were conducted based on the semi-structured interview technique. The content of the interview consisted of the vision and service status of the library, the competencies and roles of children's librarians, and ways to facilitate and improve children's services. The study discovered that libraries do not have a policy manual for operations and guidelines, and that their operations vary substantially according to the characteristics of the operating institutions. To resolve these problems, suggestions were made to facilitate children's library operations and services in order to enhance the professionalism of children's librarians.

도서관을 찾는 사람은 늘고 있으나, 읽는 책은 베스트셀러에 한정됐다. <출판저널>이 '독서의 달'을 맞아 전국 도서관 사서들을 대상으로 도서관 이용자의 독서경향에 대해 설문조사한 결과, 교육환경의 개선과 IMF여파로 이용자 수는 증가했으나, 도서구입예산과 독서 프로그램 부족으로 도서관에서 이뤄지는 독서는 문학 등 특정 분야에 편중되고 있다는 사실이 밝혀졌다. 학생들의 대출 건수는 꾸준히 늘어 강화군립도서관만 하더라도 전체 대출의 55%가 학생이다. 다른 도서관도 사정은 같아 학생들이 하교하는 오후 시간대에 가장 이용률이 높다. 최근에는 실직인구가 늘면서 성인 남자의 이용률도 높아졌다. 오미순 사서(해운대도서관)는 "IMF 여파로 취업.창업 관련서의 이용률이 늘고 있으며 그 이용자 대부분은 성인"이라고 밝혔고 성은정 사서(부여도서관) 역시 "IMF사태 이후, 성인 남자들의 이용률이 높다"고 응답했다. 하지만 문제는 도서관이 보유한 책이 베스트셀러에 국한돼 다양한 독서가 이뤄지지 않는다는 점. 조사결과, 이용자들은 <아리랑>, <하늘이여 땅이여>, <남자의 향기>, <토지> 등을 많이 찾는 것으로 집계됐다. 심지어는 로맨스소설이나 무협소설이 청소년들의 읽을거리로 제공되는 실정. 사정은 특수도서관도 마찬가지다. 어린이도서관의 경우, 어린이.성인 모두 문학류를 많이 찾고 점자도서관의 경우, 전체대출 중 80%가 소설류다. 구본일 사서(강화도서관)는 "예산이 부족해 이용자들이 많이 찾는 베스트셀러를 중심으로 구입할 수밖에 없다"고 밝히고 "다양한 책을 갖출 수 있도록 도서구입비 확충이 시급하다"고 주장했다. 또 알맞은 독서 프로그램이 없는 점도 이용자들의 베스트셀러 편중현상에 한몫을 담당했다. 진재호 사서(광주도서관)는 "과거보다 독서생활화가 고조됐지만, 양서를 읽는 독서문화의 부족"을, 김선연 사서(어린이도서관)는 "유아시절부터 성인까지 자연스레 고전을 읽게 하는 제도적 장치의 확충"을 지적했다. 한편 월평균 대출권수는 대도시 지역의 경우 11,000-45,000권, 그 외 지역은 1,600-6,000권, 특수도서관은 어린이도서관이 55,000권, 전화나 우편으로 대출하는 점자도서관이 650권이다. 관내열람만 허용되는 사회과학도서관은 월평균 이용자가 7,676명으로 대학생.대학원생.교수 등이 전체의 68%를 차지한다.

크레용 하우스를 찾는 독자층은 주부, 유치원과 초등학교 교사, 사서 등 비교적 젊은 여성이 많다. 최근에는 어린이와 함께 온 남성도 늘고 있다. 크레용하우스는 더이상 여성만을 위한 공간이 아니다. 볼거리와 먹거리가 공존하며, 어린이와 성인이 모두 만족할 수 있는 곳이다.

일본 정부는 지난 2002년 8월 2일 각료회의에서 ‘어린이 독서활동 추진에 관한 기본 계획’을 결정하였다. 이 기본 계획은 어린이가 자주적으로 독서활동을 할 수 있도록 그 환경을 정비한다는 관점에서, 2001년 12월에 의원입법되어 공포.시행된 ‘어린이 독서활동 추진에 관한 법률’의 규정에 따라, 정부가 수립하지 않으면 안 되게 된 것이다. 이 계획을 2002년부터 2006년까지 5년에 걸친 시책의 기본 방향과 구체적인 방안을 제시한 것으로, 그 개요는 다음과 같다. 1. 가정, 지역사회, 학교를 통하여 어린이가 독서와 친해질 수 있는 기회 제공 가정교육에 관한 학습기회를 통하여 부모에게 독서의 중요성을 이해시킨다. 도서관에서의 어린이 독서활동을 추진하여 민간단체 활동을 지원한다. 학교에서의 학습활동을 통하여 독서습관을 확립하고 독서활동을 추진한다. 2. 도서자료 정비 등 제반 조건의 정비 및 충실화 도서관과 공민관 도서실 등 지역사회의 독서환경을 정비한다. 도서관 자료를 정비하고 정보화를 추진하며 사서 연수를 충실화한다. 학교도서관의 도서정비 5개년 계획, 정보화 추진, 사서교사 발령을 촉진한다. 3. 학교, 도서관및 관계기관, 민간단체의 연계.협력체제 추진 4. 사회 분위기 조성을 위한 보급.계발 어린이 독서의 날(4월 23일)을 중심으로 전국적으로 홍보한다. 홈페이지 개설로 관련정보를 광범위하게 제공한다. 일본 문부과학성은 이 기본계획에 기초하여 관계부처 등과 긴밀히 협조하여 어린이 독서활동 추진에 관한 시책을 더욱 충실히 하기로 하였다. -편집자주

This study is part of a larger project that investigated the patterns of children's use of educational graphic novels (EGNs), a publication format that has been popular among young readers in Korea since 2000. In-depth interviews with elementary school teachers and school librarians uncovered tension and gaps between these adult professionals and children's enjoyment of the format. Interviewees' views on EGNs ranged from limited tolerance to a potential candidate for high-interest / low-vocabulary reading. All teachers and school librarians urged for guidelines and criteria for selecting and evaluating EGNs for children.

Cooperation between school libraries and public libraries is one of strategies to use the libraries'resources effectively and foster an educational role of librarians by providing good services to children and young adults. According to analysis results of the questionnaire on their cooperation, they sympathize necessary of cooperation between school libraries and public libraries and consider programs and materials as the most necessary part of mutual cooperation. They recognize that lack of awareness and attention obstructs their coordination in common. The teacher librarians promote the programs and services for children and young people of the public libraries, the public librarians also introduce their programs to the school libraries and discuss purchasing and providing educational materials with the teacher librarians. Finally, they assist that assignment of professional workforce and network operation are necessary to improve inter library collaboration.

The purpose of this study is to examine the images of libraries and librarians in Korean children's literature. For this purpose, fourteen children's fictions that the main background is library are analyzed. Library's role appeared in the children's fictions is focused on reading books. In the children's fictions, librarians are usually women and described as friendly and active people. And their role is shown as strongly committed to children's reading activities. Library services and activities for information literacy education and cultural development of children is hardly reflected in the fictions. It implicates that the libraries and librarians in children's literature is very reflective of those in the real world.
