Domestic Economic Effects of Overall Industrial Complex Construction - Based on the Induced Coefficients by Development Stage of Industrial Complex - (해외 산업단지 건설의 국내경제 파급효과 분석 - 산업단지 개발단계별 유발계수를 기준으로 -)

  • This study was aimed to derive measures for maximizing ripple effect of construction of overseas industrial complexes on domestic economy. The induced coefficients were estimated for each step of development of industrial complexes by applying the raw data of ICAK and the input-output mode. As a result, for urban service, the fraction of labor costs was high, and for civil engineering, the fraction of profit & loss was high. However, the proportion of intermediate and profit & loss was high in Architecture. Consequently, compare to the same type of overseas constructions, larger effects were seen at urban service in terms of employment, at civil engineering and architecture in terms of business, and at national economy in terms of architecture. These results suggest that in order to maximize ripple effect of construction of overseas industrial complex on domestic economy, it will be needed to seek an order strategy including not only simply sell a land and but also building factories in the industrial complex.

Analysis and Improving Strategies on Construction Management(CM) Service Adoption in Public Sector Construction (공공부문 건설사업관리(CM)적용 실태 및 개선에 관한 연구)

  • On December, 1996, the Ministry of Construction and Transportation published Construction Management Service in Construction Industry Basic Act. CM service has been adopted in Korean construction market for ten years by now, however there was no significant change in the construction industry from adoption of CM service. The CM service results aggregated by PCM, from 1997 to 2004, show that CM service adopted projects were 324 in total and the total contract amount was 260million US dollars. These results tell us that adoption of CM service in Korean construction industry is not successful. The research is to survey the factors and the limitations affecting on poor adoption of CM service and to propose the improving strategies on that matter. Therefore, this paper analyzes former papers, laws and regulations on CM and CM service results from PCM as well. From the analysis, we found conflicts in between the laws such as different rules on same matter or missing significant policies in their provisions. Also, problems of industrial organization was found such that the public sector seldom adopts CM service due to their embeded CM function.

  • It follows recently in an order augmentation of overseas construction market plant field and the project of oil gas field is increasing. Consequently, the hazard which secures the competitive power of the overseas plant enterprise of the domestic building industry enterprises the technical competitiveness security which stands, productivity improvement and strategy management propulsion back positive disposal plan establishment are demanded. Even from in that oil gas field of overseas plant enterprise for an industrial competitive power improvement the application of EPC circulation information which relates with a project accomplishment is more demanded, the EPC phased star efficiently it manages the circulation information contents which occurs from the business which is various it is not presented it cannot there is a contents classification system for. If with him about lower the draft the problem point of information omission back of occurrence and business subject for of the fringe land and duplication business occurs, about lower the productivity decrease actual condition is appearing with such problem point. The research which it sees consequently in order to improve the use characteristic of the augmentation of practical application of the contents management system of oil gas field and building industry information civil official establishhes the contents management system the BPM for (Business Process Management) to present the contents classification system of base, it does to sleep.   • Construction companies are trying to apply process management to their business to improve efficiency in business circumstance of high competition and globalization. Since 1990s, construction firms adopted process management to improve internal and external business structure based on process. It however has a few improvement functions. In addition, business support systems for business process efficiency improvement were developed, but separation between business process and IT system occurred because it focused on function-based individual construction and data input/output. To solve this problem, this study proposed business process and IT integration model for supporting user to use business information and system based on visualized business process and improving use of previous business support system. Business efficiency is expected to be improved with this model which based on integration required business condition(stakeholder, business data, functions of business supporting system). This study developved process model, architecture, and BPA of whole construction management business. According to BPA, it analyzed business process stakeholder, detail activities, and input-output data. And also it examined 12 main business supporting system of Korean construction firms. Based on analyzed data, this study developed business process supporting integration model based on business process through PDCA and CRUD analysis.

Development of a Conceptual Estimate Methodology for Plant Construction Projects (플랜트 건설 프로젝트를 위한 개산견적 방법론 개발)

  • In the overseas plant construction market, the domain construction firms' construction capability has been greatly improved, but the capability of project management is evaluated to be insufficient compared to the technical aspect. Project management capabilities from the initial planning stage of project execution are regarded as the core competence of advanced construction companies. Among them, it is urgent to improve the capacity of conceptual estimate for domestic companies. In this study, the researchers surveyed and analyzed the methodology of estimating project cost in the planning phase of the plant project and developed an estimation method by conducting a case study analysis. Based on the logic of the cost index and parametric estimation method among the existing estimation methodology, the estimation tool was developed by deriving the input and output variables tailored to the plant project. The validity of the proposed methodology was evaluated by comparing the accuracy between the project estimate amount of the case project and the actual project amount. In order to increase the utilization of the developed conceptual estimate methodology,for plant construction project, it is necessary to systematize the data of the historical project data. Increasing the accuracy of future project cost estimates is directly related to increasing project award and profitability of the domestic construction company.

  • The Financial Cost in construction industry today is tend to increasing the burden of business management on account of lowered profit due to the mege-competition and decreasing investment of construction, multi-interfacing. system in it's attribute and various unreasonable governeing enactments. It is becoming the most important aspects for the management of construction business on how to preserve the profit from the various risks. The ultimate aims of this study is to pursue the contractual equity between the parties by establishing the fundamentals of framework for the compensation of Financial Charges through the review of the precedent studies and analysis of inquiries. As a result of the study, improvable measures for any practical inequality and/or institutional defects of current public contract system in recovering the Financial Cost incurred to Contractor are delivered as below; (1) $\lceil$Working Rules for Construction Industry Accounting Standards$\rfloor$ shall be amended and supplemented so as the incurred interest to be recognized as an operative cost by live return over the collection period. (2) The long-term phase contract system of which is enforcing contractor to bear the certain losses shall be diminished and/or abolished gradually. (3) The unreasonable legislations on compensation for financial cost in contract conditions shall be improved in response to practical circumstances. (4) The use of Critical-Path Method for Time Management shall be activated together with EVMS. (5) Independent application of Contract Enactments for construction industry shall be adopted.

Developing a Project and Program Management Capability Assessment System for the Korean Construction Management Firms (국내 CM 기업의 프로젝트 및 프로그램 관리역량 평가를 위한 자가 역량 평가 시스템 개발)

  • Since the global financial crisis, the Korean domestic construction market has continuously experienced downturns, and the Korean domain construction firms'profitability has been persistently deteriorated. Domestic construction firms have rapidly advanced to overseas markets exclusively for the construction contract packages. However, the profitability for the construction contracts has been lower compared to engineering or project management contracts. One of the critical issues the Korean firms have faced was project management capability across all phases in project execution. Even though several project management capability assessment tools were introduced, most tools were applicable to a wide variety of industry sectors rather than construction industry. Project management capability assessment tool specifically applicable to domestic CM firms was developed through this research, in order to assess project and program management capabilities and improve the competitiveness in overseas market Also, the correlation between project, programs, and the CM infrastructure were identified. The CM firms were divided into two groups according to the size of the business, and both were evaluated at the project and the program level based for the 9 different criteria. The project management capability assessment tool developed for the CM firms can be used for self-assessment to distinguish the strengths and weaknesses of each company at the project and program level. In addition, the current status of each group can be identified by spotting improvement areas for the management capabilities.

  • Due to the downturn in the local construction business, entry into the overseas markets has been regarded as one of the core tasks of the building sector and the government. Thus, entry into overseas markets, not only by large and middle-standing enterprises, but also by small and medium sized enterprises, has recently become a major construction policy. Therefore, this study identified and evaluated overseas construction support policies in the field of construction engineering, ranked them as the policies for developing market development funds, fostering and educating expert workers, and supporting the provision of information on winning orders. Through these policy assessment results, the study proposed improvement measures from the government and from the business side. As for the government viewpoint, a measure of providing information suited to engineers in design companies, project manager (PM), construction manager (CM), a measure of producing skillful workers through the expansion of education support policies, and the promotion of specialized overseas workforce in the construction engineering sector were proposed. In the construction engineering industry, this study suggested measures for securing global expert manpower, sharing performance of overseas construction market development project, strengthening construction project management capacity, and strengthening risk management.

  • Agreements such as the Uruguay Round and the New Round have dramatically changed international construction markets. The globalization of the construction industry provides tremendous opportunities for construction industry, while it generates the complex skeins of risks to contractors wllo would like to expand into new foreign markets. According to ENR, recently about $13.9\%$ of contractors that entered international construction markets have experienced loss in projects and furthermore, their average profits have also declined continuously. Accordingly, contractors need a strategic risk management system for assessing various risks and improving Profitability for overseas construction projects. This paper discusses the long-term trend of profitability performed by Korean contractors in international construction markets during the last 35 years. Then, it identifies the key factors that affect the profitability significantly through the structured surveys from 59 actual overseas projects. These factors can be used for developing a risk management system for international construction project.

  • An apartment house, a private facility, is a house built for many persons to live independently in a building. An apartment house is a building where life damage can happen most in case of a safety accident due to insufficient inspections. However, formal inspections are being realized due to awareness shortage of managing bodies about safety inspection and low-price order-receiving of diagnosing enterprises via the lowest bidding method. This is because it is judged that remarkable costs are inputted in repairs and reinforcement such as maintenance of a structure and that there is a large possibility of human damage in case of a safety accident in a structure. So, this paper aims to derive the points to improve in the current criterion to execute an efficient detailed inspection. As its method, the design price and execution price situation of 66 buildings inspected in detail for recent 3 years for the class 2 facilities in Gwangju Metropolitan City and Jeonranam-do are examined and analyzed. The state2 object buildings to inspect are selected through this. And this paper aims to present the points to improve through the analysis of current problems by evaluating the detailed inspection report and the detailed inspection execution price calculation criterion for the selected 10 apartment houses.
