Now labour policy of Moon Jae-in Administration is very different from the labour reform politics of the past ages in its structural conditions. Especially the difference is in the fact that the new labour policy is originated from the Candlelight Revolution in 2016 which has resisted to the 20years-long neoliberal domination. This kind of change in the political situation made a optimistic prediction with regard to the possibility of successful labour reform. However the future is in many points so uncertain that we could not confirm the success of labour reform at all. The uncertainty always resides in the structural unbalance between labour movement power and capitalist state power bloc in Korea. In this sense strategical orientation and practices of the democratic labour movement(KCTU) are very critical to produce some positive outcomes.

The The ROK military announced a reform proposal for the National Defense Reform 2.0 in 2018 in order to substantially guarantee the constitutional rights and human rights of the soldiers and to meet the demands of the military judicial reform. In order to establish a fair and independent military judicial system through such reforms, the Supreme Military Court was abolished to eradicate the controversy in the army and to abolish the system of the judges' And professionalism is systematically ensured so that judges can be judged only by law and conscience. This military reform proposal is so dramatic that it has a vocal voice of opposition, but the military should no longer be an exception to democracy and should try not to get caught in the stigma of human rights blindness.

In this study, we isolated about 70 bacterial strains from terrestrial and marine environments in Jeju island, and finally, total 21 strains were obtained based on the 16S ribosomal RNA gene sequence analysis. These isolated strains were classified into 16 genera of 5 classes and were identified as an unrecorded species in the Republic of Korea. As a result of the substrate utilization and capability for polymer degradation, the physiological phenotypes for acid resistance and halophilic bacteria were observed to be distinct from each other, except for some acid resistance strains. This study might provide basic information on utilization for indigenous microorganisms.

The information and communication technology that is being developed recently has been greatly influencing the automobile market. In recent years, devices equipped with IT technology have been installed for the safety and convenience of the driver. However, it has the advantage of increased convenience as well as the disadvantage of increasing traffic accidents due to driver's distraction. In order to prevent such accidents, it is necessary to develop safety systems of various types and ways. In this paper implements a platform that can recognize LDWS and FCWS and PDWS by using a single camera without using radar sensor and camera fusion and stereo camera method using two or more sensors, and proposes to study multi-function driving safety platform using a single camera by analyzing recognition rate evaluation and validity on a vehicle.

Local area festivals have grown on a scale for the past 20 years, but have suffered ups and downs. Through the trial and error of the festival operation, problems such as prediction of the number of visitors, planning of event scale, calculation and expansion of sales volume, and management of various participants in the duration were highlighted. To solve, this study designed and developed a mobile payment system and festival operation management system for local scale festivals as a platform operating system of web and app combined. The results of this study presents four basic functions. It includes ticketing management, attendance identification and entrance control, charge of festival currency and use of payments, real-time provision and management of related information, and performance reporting for each role. It was applied to local festivals in practice as to enable local shop owners to participate in advertisements or sponsorships and confirmed their contribution to local commercial market and the revitalization of festivals through this system.

The purpose of this study is to investigate the characteristics of advertising section of the daily newspaper through content analysis. From April 2015 to March 2017, a total of 1,927 advertisements were analyzed by the newspaper ethics committee, and the following results were obtained. Firstly, most types of features (advertising) received more attention than warnings. Secondly, we can confirm that the amount of advertisement in section (featured) of major daily newspapers is gradually increasing, and section advertisement is appeared in major business districts. Third, there were many violations in the practice guidelines of the newspaper code of ethics as the media's responsibility and press coverage. Finally, in the case of certain companies and products, if you do not follow the principles of publication for profit and publicity, you may need to make your own efforts to protect the credibility and fairness of newspapers, and more autonomous guidelines.

The purpose of this study was to examine the effects of music intervention programs for children with ADHD in Korea through systematic review and meta-analysis. For this, nine researches of 1,856 articles published from 2000 to 2019 were reviewed which are experimental studies with the control groups in accordance with selection criteria. As the result of systematic review on four criteria, two or more in each of musical activities, intervention goals, and evaluation tools were employed in most of the nine studies, and there were frequently found studies on sociality and attentiveness. As the result of meta-analysis, there were shown that the overall effect scored medium effect size, and attention deficit and sociality marked low, while problem behavior did medium effect size. It is meaningful that this study showed the importance of using standardized evaluation tools in music intervention for children with ADHD, and it could be used as basic data to develop music intervention programs for them,

This paper examines whether the budget making process has improved since the Automatic Submission of Budget Bills to Plenary Session Act was enacted. The budget bill was passed before the Dec. 2 deadline from 2014 to 2016. Several researchers, therefore, concluded that the clause is in favor of the ruling party and the majority party. However, this study confirmed that the argument is valid only under the condition of unified government. In other cases, the government party can have a limited impact on the budget-review process, and the aspects of the budget screening process are similar to those before the Act was enforced. Under the conditions of the divided government and two-party system, it is difficult that the budget bill is passed by the legal deadline. In the case of the divided government and multi-party system without majority party, the third party exerts a very significant influence on the budget-review process.

Secure operating system is a special operating system that integrates some security functions(i.e. access control, user authentication, audit-trail and etc.) with normal operating system in order to protect system from various attacks. But it doesn't consider my security of network traffic. To guarantee the security of the whole system, network traffic must be protected by a certain way and IPsec is a representative technology for network security. However, it requires administrator's carefulness in managing security policies and the key management mechanism is very heavy as well as complicated. Moreover, it doesn't have a suitable framework for delivery of security information for access control mechanism. So we propose a simple trusted channel mechanism for secure communication between secure operating systems. It provides confidentiality md authentication for network traffic and ability to deliver security information. It is implemented at the kernellevel of IP layer and the simplicity of the mechanism can minimize the overhead of trusted channel processing.

In this paper, we investigated the touch gestures of the scroll direction of a small and long UI due to the characteristics of a device in a smartphone environment that has become popular and used. Touch gestures are touched and directed by triggers such as metaphors and affordances based on past experiences. Different types of touch gestures are used depending on the type of navigation, motion, and transformation gesture, but scrolling is the most frequently used among them. In general, the scroll is vertically scrolled, but recently, a design pattern that can be scrolled left and right inside is arranged to cause cognitive dissonance of users. In the use of an inner scroll that can scroll left and right by covering a part of the right content, the mixing of a non-scrollable design pattern becomes a factor that requires attention to the user. Therefore, it was found that the use of triggers and the use of consistent design patterns can enhance the user experience even in the inner scroll environment.
