최근 중앙부처 및 지방자치단체 등 공공부문에서 성과관리의 중요성이 강조되면서 BSC(균형성과표)/SEM(전략적 전사관리) 등의 성과관리 시스템 구축이 활발히 진행되고 있다. 그러나 민간 부문과 달리 공공부문은 비영리 조직이라는 특성을 가지며, 다양한 이해관계자들이 존재하여 성과관리 시스템 구축 시 많은 어려움이 있다. 본 연구의 목적은 사례대상 공공기관의 전략적 성과관리 시스템에 대한 연구를 통해, 업무 특성을 고려한 전략적 성과관리 시스템 구축에 대한 선진 사례를 도출하여, 공공부문에서 BCS 등의 성과관리 시스템을 구축할 때 발생되는 문제점들에 대해 효과적으로 대처하고 벤치마킹 할 수 있는 방안을 제공하고자 한다. 사례대상 공공기관(정보통신부)의 성과관리에 대한 연구는 국내 공공부서에 적합한 성과관리 방법론 도입과 시스템 구축에 효과적인 지침서가 될 수 있을 것이며, 현재 공공부문 BCS(균형성과표)설계 및 시스템 구축 시 발생하는 문제들에 대하여 효과적인 방안을 제시할 수 있다는 데에 연구의 의의를 둘 수 있다.

In globalization and information-oriented society, the domestic construction companies are competing with others in domestic and overseas market. To survive in the age of limitless competition, companies have to manage their performance systematically. However, domestic small and medium-sized companies which are holding a large majority don't have their own Performance Management System(PMS) yet. The purpose of this study is to analyze the existing PMS and to extract key drivers for developing PMS. Through case studies of KPI(UK), NBS(Chile), CII BM&M(USA) and SISIND-NET Project(Brazil), the key drivers are derived. Having these key drivers, this study suggested the conceptual model of PMS using benchmarking for small and medium-sized construction companies.

The purpose of this study is to whether management strategy types are archived improving the business performance and strategic performance management system makes a significant influence on the business performance. Another objective is to identify whether the interaction between management strategy types and strategic performance management system makes a significant influence on the business performance. The results of this study indicate that diversity performance measures(strategy types) are effect partially presented on the firm's performances. And, firms which have the higher using diversity performance measures(strategy types) are achieve the higher firm's performances than lower using firm's(strategy types). And, the interaction of Management strategy types and diversity performance measures are effect partially presented on the firm's performances.

In the construction industry, there are so many qualitative factors affecting the performance of a project. So it is crucial to measure the factors in an effective way in order to analyze the interrelationship among the various factors. To improve the performance level of a project, it is also important to identify the most appropriate management practices which are inter-linked with the subject project. The purpose of this study is to develop a project performance management system (PPMS) to quantitatively analyze the variety of project performance data and identify the best management practice to increase the potential level of a particular performance area. Using a comparative statistical method, this study developed a quantification method and web-based computerized system to enhance the usage of the system. The system, however, is still under the validation stage because of the shortage of data set. In the future, when more and more completed project data are stored in the system, the system would play a crucial role in predicting the performance level and matching the best management practice for a subject project. In addition, the system can also be modified as a tool for a business- or industry-level system by incorporating the existing enterprise resource programs.

전세계적으로 급속한 첨단기술의 발전과 지식경영 사회의 전환은 조직의 패러다임 변화를 초래하였다. 이에 따라 조직들은 경쟁우위를 갖추기 위해 과거의 양적인 성과관리 방법에서 벗어나 전략적으로 운영할 수 있는 새로운 성과관리 시스템의 필요성을 요구하고 있다. 이에 본 연구는 비영리 조직 중 교육기관의 성과관리 시스템 도입에 대하여 BSC(균형성과표)를 중심으로 살펴보고자 한다. 먼저, BSC에 대한 개괄적인 선행연구와 더불어 비영리 조직이라는 특수성을 반영한 BSC를 도출한다. 이를 바탕으로 교육기관의 성공적인 BSC 시스템 도입을 위한 정책적 시사점을 제시한다.

본 연구의 목적은사용자 태도와 정보시스템 관리수준이 어떻게 조합되었을 때 정보시스템 성과에 영향을 주는가는 알아보기 위한 것이다. 시스템 관리변수로는 정보시스템의 평가기준관리와 프로젝트관리로 정의하였다. 정보시스템을 평가하기 위하여 시스템개발과 운영과정에서 개발자들이 중요하다고 생각하는 효과성, 생산성, 사용자 친숙성, 생산성 등 25개 항목을 조사하였고, 프로젝트 관리활동은 규모, 노력 기간, 결점등이 조사되었다. 연구목적을 달성하기 위하여 실증연구가 이루어졌다. 연구 결과는 보면, 사용자의 태도가 호의적이면 시스템 성과가 높은 것으로 나타났다. 그리고 비호의적인 집단에서도 평가기준관리와 프로젝트관리를 철저히 하면 성과가 높아지는 것으로 나타났다.

최근 많은 기업들의 경영층 및 정보화 담당자들이 BSC의 도입 필요성을 인식하기 시작하고 있다. 그러나 아직까지 최고경영층의 관심 및 지원 부족, 경영층 요구정보 분석의 어려움 및 낮은 질의 정보 제공, 적절한 BSC 개발 기술의 선정 실패 등으로 많은 기업에서 BSC 도입에 실패하고 있는 실정이다. 본 논문에서는 과거 전통적 경영성과측정 방법의 한계점과 BSC 모델의 장점 및 단점을 분석하고, 이를 토대로 성공적인 BSC 기반 경영성과관리시스템을 구축할 수 있는 구축방법론을 제시하고자 한다. 본 논문에서 제시하는 BSC 기반 경영성과관리시스템의 구축 방법론은 (1) 전사 비전/전략 수립, (2) 경영방침/사업계획 수립, (3) 핵심성과요인(CSF) 및 주요성과지표(KPI) 도출, (4) 시스템 구현 단계의 4단계로 각성되어 있다. 본 논문에서 제시된 BSC 기반 경영성과관리 시스템의 구축 방법론의 유효성(Usefulness)을 입증하기 위하여 에너지 기업인 'K'사를 대상으로 사례연구를 수행하였다.

I Bank, which is domestic one, has implemented a performance management system based on the balanced scorecards (BSC). The purpose of this study is to understand the status and seek improvements of the performance management system of the bank. To achieve the purpose, this paper makes study about the earlier researches and does empirical study based on the questionnaire survey analysis. After figuring out issues, this paper proposes improvements to operate the performance management system using BSC more properly. The Journal of Digital Policy & Management. 본 연구에서는 발주자 입장에서 PMI(Project Management Institute)에서 정의하고 있는 프로젝트 범위관리 활동을 범위의 기획 및 정의, 범위의 검증, 범위의 통제 3가지로 구분하고, 프로젝트의 성과를 프로젝트 과정에 대한 성과와 제품에 대한 성과 2가지로 구분하여, 각각의 범위관리 활동들이 각각의 프로젝트 성과에 어떠한 영향을 미치고 있는지에 대한 실증연구를 진행 하였다. 이와 동시에 프로젝트의 규모, 공급자 유형, 경험여부와 같은 프로젝트 특성이 범위관리 활동과 프로젝트 성과 사이의 관계에 어떠한 영향을 미치는지에 대한 연구도 병행하였다. 본 연구의 의의는 발주자 입장에서 범위관리 각각의 활동이 정보시스템 개발 프로젝트의 성과에 어떠한 영향을 미치는지에 대해 실증 연구를 함으로서 정보시스템 개발 프로젝트의 발주자들로 하여금 프로젝트에 있어 범위관리의 각각의 활동들에 대한 중요도를 인식시켜 프로젝트 범위관리 활동에 대한 적극적인 참여와 관심을 고취시키는데 그 의의가 있다.

The Balanced Scorecard is known as an integrated performance management framework that helps enterprise to translate strategic objectives into relevant performance measurement within an organization. In recent years, the importance of framework development, implementation and deployment of Balanced Scorecard and Strategic Enterprise Management system have realized its value in public sectors performance management systems. However, the public domains can be characterized as non-profit organizations involving diverse stakeholders which may provoke obstacles to proper implementation. This paper offers an insight into strategic performance management systems design and implementation in Ministry of Information and Communication in Korea. The paper evaluated a number of key guidelines to understand the complexity of strategic performance management design and implementation to be successful in delivering strategic goals in public sector.
