건설공사 사후평가는 공공건설사업 수행성과를 평가하고 차후 유사사업 추진 시 이를 활용하여 공공건설사업 효율화에 기여하기 위한 제도이다. 국토교통부에서는 발주청별로 실시하고 있는 건설공사 사후평가의 결과정보를 체계적으로 통합 관리하고, 이를 활용할 수 있도록 건설공사 사후평가 시행지침을 기초로 한 건설공사 사후평가시스템을 구축하여 운영 중에 있다. 하지만 사후평가 시행지침의 개정에 따라 입력양식 및 관리항목이 변경되고, 축적된 사후평가 결과정보의 분석기능 등의 부족으로 유사 건설사업 수행시 활용 체계가 미흡한 실정이다. 본 연구에서는 건설공사 사후평가 시행지침의 개정과 분석 및 통계기능 강화를 위해 따라 건설공사 사후평가시스템의 개선방안을 제시하고자 한다. 이를 통해 사후평가시스템의 활용도를 제고하고 유사 공공건설사업 수행시 시행의 효율성을 도모할 수 있으리라 예상된다.

Various public construction projects have been performed for public welfare and appropriate evaluation of the effectiveness and efficiency has been required. In accordance with legislation of a post construction project evaluation in Construction Technology Promotion Act, all construction projects that exceed 30 billion won in budget are required to perform post evaluation. Korean Government provides post construction evaluation manual that includes both quantitative and qualitative criteria. However, it only provides general concepts and procedures not but detail guidelines for different construction project types and characteristics. Therefore, this paper developed a standard format for qualitative evaluation using survey through analyzing previous cases and research. As a result, the developed standard for survey can be applied for most civil and architectural facilities. However, it will need further research regarding establishment of detailed evaluation criteria for each type of facilities and data storage system for feedback.

Post-evaluation system reflects the results of performing a public construction project in the future similar public construction projects to be utilized in the planning. However, the current system simply compares the expected values, such as demand, B/C ratio, cost of construction, construction period, with the actual values after the completion of construction. In addition, most public owner does not actively conduct the post-construction evaluation tasks, so that the evaluation results has not been returned to early stage of a construction project. In this study, status of the post-construction evaluation system is investigated by a survey of the public owner and the construction project evaluation system of the United States and Japan was analyzed. This paper presents the improvement scheme of utilization of the results of the post-construction evaluation system. Through improving the post-construction evaluation system, it is expected that public agencies would easily utilize the post-construction evaluation.

The Korea government set a Act called as Before and After Study for a huge SOC projects in order to check their feasibility again at the time of design, construction and completion period. However, the evaluation items and analysis method are so vague that its effectiveness has been challenged. Especially railroad projects need to be evaluated differently by railroad construction types and rolling stocks. This paper suggests the evaluation items as a common items and exclusive items on the type of construction and rolling stocks. Also data collection in the standardized form and GIS techniques and are introduced to analyze evaluation items effectively.

A construction post evaluation is introduced to provide information that can be used for similar construction projects in the future through the evaluation of the efficiency of a public construction project and the verification of the appropriateness of the project results. However, it is not widely used due to a lack of awareness of the method. For this reason, the aim of this study is to provide a basic frame that can be utilized as a reference for a similar project in the future based on the construction post evaluation. More specifically, a more effective analysis method for the construction post evaluation is proposed and then an exemplary analysis is performed based on the method. The paper analyzes 293 cases stored in construction CALS. Construction cost growth rates of railway projects are tend to be greater than other project types like highway, expressway, and harbour. Then, construction schedule grwoth rates of expressway are greater than others. This is expected to provide useful information for a future project, and serve as a basic frame. Moreover, it is also meaningful that a project can be analyzed from different perspectives through the construction post evaluation.

The purpose of this study is to analyze the ex-post evaluation reports of KOICA's grant aid project in terms of criteria, methods, and contents. To this end, we will examine the evaluation history and process with particular reference to EDCF and KOICA. Our key research questions are: 1) How are the evaluation standards of the OECD DAC reflected in the KOICA ex-post evaluation reports? 2) Whether did Korea's practices of development evaluation change after its entry into the OECD DAC. The paper attempted an content analysis on the key words used in findings and recommendation section of the reports since 1998 that ara available on the website of KOICA. The main results can be summarized as follows. First, the frequency of OECD DAC criteria(relevance, efficiency, effectiveness, impact, sustainability) and the use of quantitative methods have been increasing after joining the OECD DAC. Second, in the ex-post evaluation reports issued after 2010, the reference indices including the Project Design Matrix (PDM), baseline data, and performance have increased exponentially.

The post-evaluation system after construction projects can evaluate estimates of use demand, project cost, and project schedule estimated in the planning phase of construction projects in public sector. Thus, it was introduced in 2000 for the purpose of reduction in future errors during similar constructions by project orderer by referring the post-evaluation results. However, many barriers to the post-evaluation system after construction projects have been reported due to evaluation systems that lack objectivity and reliability and lack of main bodies that utilize the system. Thus, this study derived implications for improvements of the post-evaluation system in Korea by benchmarking building project evaluation system and management as well as utilization systems of developed nations. Then this study conducted a survey with experts who have experienced activities in the post-evaluation committee and members of post-evaluation for public project owners. Therefore it identified the need of installation of specialized post-evaluation institutions as well as functions and work tasks to be taken by specialized institutions. Based on the analysis results, this paper provided revision drafts of related legislations and guidelines to be effective in post-evaluation. Through the study results, many trial and errors can be reduced in similar projects in the future by performing in-depth analysis on large-scale construction projects and repeatedly applied building project practices can be improved to raise technical competitiveness if the specialized institution is installed.

Construction post-evaluation (CPE) boosts the efficiency of public construction projects by assessing the performance results of public construction projects and using the results to pursue similar projects. This evaluation comprehensively analyzes and assesses the planning of construction work, the estimated and actual construction costs, the construction period, the demand for construction projects, and the effects of construction projects after the construction work to ensure efficiency. The data was used to prevent lax project execution and enhance the quality and efficiency of similar construction projects. On the other hand, CPE results information must be managed systematically to refer to and use CPE data in similar construction projects. Therefore, in this study, the CPE system was developed as a measure of the systematic and comprehensive management and use of the CPE results information of individual ordering agencies. Therefore, the groundwork was laid for the assurance of quality enhancement and efficient project execution in public construction projects. This system is expected to serve as a useful tool for comprehensively analyzing and assessing construction works.

The data are often missed and many errors of the data are generated in the input process for the post evaluation system on the construction projects, and the reliability of the data falls down much. Accordingly, the detailed analysis about missing and error of data was conducted to ensure reliability of the analysis results about post evaluation on the construction projects. As results in this study, a lot of input data were missed at the initial construction phase, and the data errors were found in the inaccuracy of reference reports, the lack of understanding about input data, and the failure of KRW unit.

It's necessary to judge between success and failure of a project in order to secure the objective evaluation index and the transparency of that. In case of the public works including a construction section, the large-scale budget input proceeds, but the awareness regarding the efficiency and usefulness of the public works is decreasing because it's hard to estimate benefit originated from the results of the budget input. Therefore, this study is to propose the measurement standard for the post-evaluation based on the list of the resident response degree and user satisfaction degree to systematically and quantitatively measure the results of the post-evaluation for the public projects within the range of quantifying the consumer satisfaction degree for the facilities which preform the post-evaluation among the public projects with 50 billion budget.
